The allegations of misconduct against Dr. Karpen brought to this office’s attention in May were immediately and extensively investigated by the Houston Police Department Homicide Division, the Texas Rangers, and a team of prosecutors and investigators in this office, resulting in a two-month grand jury presentation. Texas law forbids this office from disclosing the proceedings of the grand jury, including the names of the witnesses who testified, the documents they subpoenaed, and any speculation into why the grand jury chose to no-bill Dr. Karpen. Harris County District Attorney Devon Anderson said, “I respect the grand jury’s efforts on this difficult case, but I do not want anyone to reach the wrong conclusion from this no-bill. Notwithstanding the outcome of this case, this office is ready and willing to prosecute doctors who perform abortions that violate Texas law. In this case, however, an independent grand jury concluded, after lengthy investigation and deliberation, that the evidence does not justify an indictment.”

Today, a Harris County grand jury no-billed Dr. Douglas Karpen after an exhaustive seven-month review.
