There is an aggressive drive to build
up our network of partners around
the globe.
This is consistent with our Strategic
Plan that articulates the University’s
thrust of linking up with more
universities abroad in common areas
of interest. Silliman has more than a
hundred partners from across Asia,
Africa, Australia, Europe, Central
America and North America. In
School Year 2014-2015, we sought
to expand this further, with focus on
student and faculty exchange.
It was also in School Year 2014-2015
when we finalized plans for the
University’s student international
recruitment program. Five countries
were listed as priorities: Myanmar,
Cambodia, Vietnam, Laos and
Timor-Leste. These are countries
identified for the perceived demand
of high quality yet affordable higher
education in other Asian countries.
Preparations for its roll-out in the next
school year ran alongside continuing
initiatives to undertake career fairs
and student recruitment in high
schools in different regions of the
Philippines. All these were done in
partnership with alumni chapters.
The University also inaugurated
within this school year several
projects that further extended the
breadth and depth of its services.
One of them was the Memory Wall,
a project that commemorates the
life and memory of loved ones who
are Sillimanians. It is envisioned to
generate the needed resources for
both maintenance of the facility and
to help sustain faith-nurture activities
throughout the University done in
coordination with the Church. The
other one is the time capsule and
cornerstone laying of the Portal East
Building.
Several dignitaries have also visited
the campus within this school year.
One of them was former Philippine
president Fidel V. Ramos who
inaugurated the Fidel V. Ramos
Reading Center on the ground floor
of the Robert B. and Metta J. Silliman
Library.

With the push for ASEAN integration,
Silliman is determined to increase its
public visibility and further bolster
its relevance and reach in both the
country and the globe.
Vice President for Development Prof.
Jane Annette L. Belarmino joined
presidents and top officials of 66
universities from 17 countries during
the 13th Asian University Presidents
Forum (AUPF) held October 22 to 25,
2014 in Bangkok, Thailand.
She represented President Dr. Ben S.
Malayang III in the conference that
tackled the theme “Transcultural
Challenges for Innovation in Higher
Education”. The plenary and parallel
sessions focused on transcultural
challenges for innovation in sciences
and technology, health sciences and
nursing, humanity, social sciences
and other academic fields.
The forum also provided an
opportunity for Professor Belarmino
to meet with counterparts from other
Asian universities and explore areas
of collaboration. Her participation
also paved the way for Silliman to
be invited to the Global Access Asia
project.
Global Access Asia is a project
wherein one or two topnotch courses
from the participating universities
will be made available in an online
format to students of AUPF member
universities.
AUPF originated from a friendly
collaboration beginning in December
1999 among institutions of higher
learning in China and Thailand. It now
enjoys a wider network, and has been
instrumental in forming partnerships
among universities in Asia.
Continuing Calamity Response Program
For School Year 2014-2015, 19
students from the different colleges
of the University were recipients of a
special scholarship amounting to PhP
393,443.27 as part of the continuing
aid for students affected by Typhoon
Yolanda. The funds available for the
program has been sourced from
donations either coursed directly to the
University or through the United Board.
The CCRP has initiated the packing
of goods for disaster relief last July
28, 2014. The said packing activity
was well-participated with 120
students from 14 different student
organizations. These organizations
were volunteers by the Student
Organizations and Activities Division

(SOAD). A total of 250 relief bags
were packed. Each bag contains:
1 liter of mineral water, 3 cans of
sardines, 2 sachets of shampoo, 1 bar
of soap, 2 pieces of toothbrushes,
2 sachets of toothpaste, 1 pack
of sanitary pads, 2 (brand new)
underwear, 1 short pants for adult
and 1 short pants for kids.
Segregation of donated clothing
temporarily stored at the Industrial
Arts Building located at the Buildings
and Grounds area was also done
last September 20, 2014. 60 CWTS
students were deployed to: check
used clothes donated for tears and
permanent stains and segregate
clothes for adults and children. Of
the 133 sacks of donated clothes, 14
sacks were non-clothing items which
are blankets, towels, bags, curtains,
pillowcases, shoes among others. 48
sacks were discarded as was regarded
as unusable while the remaining 71
sacks were segregated for laundry.
The laundered clothes (704kls) are
now stored and ready for distribution.
Part of the Program’s activities
is the implementation of the
University – wide drill exercises by
the colleges and departments. The
Silliman University Volunteer Fire
and Rescue Unit (SUVFRU) is the
one in charge of facilitating the said
drills. Apart from this, the SUVFRU
has also been instructed to train
the different departments and units
of the University in responding to
emergencies and calamities which
will include firefighting, evacuation
and first-aid.
Student Recruitment
For SY 2014-15, part of the
University’s marketing initiative was
to conduct a nationwide school
to school campaign. More private
schools were visited this year than
public schools. During the campaign,
the University’s Senior High offering
was also introduced.
A total of 65 public and 99 private
high schools were visited this year.
Areas covered were: Davao, Bacolod,
Baguio, Surigao, Cabadbaran, Butuan
City, San Carlos, Iloilo, Antique,
Kabankalan, Tagbilaran, Dipolog,
Dapitan, Oroquieta, General Santos,
Saranggani, Polomolok, Cagayan De
Oro, Iligan, Palawan, Siquijor, Lanao
Del Norte and Negros Oriental. There
were also areas that were not visited
due to bad weather and peace and
order situation.
For schools in Dumaguete City, some
of them were invited for a campus
tour which included a presentation
of the programs and degrees as well
as student services. The Campus
Ambassadors also helped in the
school-to-school campaign by
sharing their campus experience
from a fellow student’s perspective.
The alumni chapters were also
active in assisting the University in
its school to school campaign. They
participated by giving talks about

their experiences as former students
during the campaign, arranging for
the transportation in the area, and
giving recommendation on schools
to be visited. For those areas that
were not visited, the alumni were the
ones who represented the University
during the Career Fairs.
As part of the marketing strategy, the
University has also sent out medals
and certificates to selected schools in
the country. A total of 1,888 Honor
Certificates were given to Top 4
graduating students of 472 schools
and 161 gold and silver medals
were awarded to valedictorians and
salutatorians.
A new recruitment video was
released to aid in the school-to-
school campaign starting January
2015. The said video focused on
the campus life of students and the
various activities they can do within
the 5Cs of Silliman education.
Memory Wall
The Memory Wall aims at sustaining
Silliman’s Christian ministry and
proclamations. It is envisioned to
provide a venue for celebrating the
life of a Sillimanian, in Silliman.
Located in the open area behind
the Silliman University Church, the
Memory Wall’s place is significant
because it is in the same area where
the main access to the Catacombs, a
historical feature of the Church and
in the University, can be found. The
main entrance is strategically situated
between the Silliman University
Church and the Udarbe Memory
Chapel.
A garden will make the space for the
Memory Wall vibrant and conducive
to reunions and fellowships among
family and friends bound by the
common memory of a loved one.
Refitted concrete walls line the
perimeter area, and individual
stand-alone walls will be erected
on certain patches of green. Stone
slabs measuring 16 x 3.5 inches each
installed to these walls make for a
uniform and fine, elegant finish.
Each slab will feature the name of a
loved one who had been to Silliman,
the degree obtained in Silliman and
year graduated. (For those who were
unable to complete a degree, and
those who only spent a year or a
few years in the Elementary or High
School Department, their name will
appear along with the course or level
pursued and the year last attended.)
Sillimanians and friends who wish to
have a departed Sillimanian loved
one’s name placed on the wall, are
encouraged to consider a gift of at
least Php10,000 per name, to the
University’s Spiritual Life Program.
The program will support Christian
witness and faith-strengthening
activities in the University including
programs of Silliman University
Church.

Dr. Amado Gabriel Esteban was
on campus to ink the formal
partnership that covers academic
and educational exchange, research
collaboration, and conduct of lectures
and symposia, among others. He was
with three other Seton Hall officers:
Dr. Brian B. Shulman and Dr. Mona
Sedrak, Dean and Associate Dean
of the School of Health and Medical
Sciences, respectively, and Dr. Joyce
Strawser, Dean of the Stillman School
of Business. He was also joined by
his wife, Mrs. Josephine Esteban. Dr.
Esteban is a Filipino, so is his wife. He
made history when he was appointed
president of Seton Hall in January
2011, becoming the first Filipino to
head a major American university and
Seton Hall’s first lay president after
decades of leadership under priests.
Silliman University entered into a
Memorandum of Understanding
(MoU) with Bristol, Clifton and West
of England Zoological Society on
October 15. The MoU, signed by
Silliman President Dr. Ben S. Malayang
III and Mr. Neil Maddison, Head
of Conservation Programmes of
Bristol Zoological Society, facilitates
dialogue and collaborative efforts to

explore the potential of the Center
for Tropical Conservation Studies
(CENTROP) facility located behind
the Filomeno Cimafranca Ballfield.
It will also help secure resources
and support capacity-building for
CENTROP staff.
Bristol Zoological Society is a
conservation and education charity
based in the United Kingdom with a
vision to “create a sustainable future
for wildlife and people.”
Royal Roads University (RRU)
and Vancouver Island University
(VIU) have officially become the
institutional partners of Silliman
in Canada following a formal tie-
up sealed by Dr. Malayang and his
counterparts in these two reputable
higher education institutions. Dr.
Malayang met and formalized
linkages with RRU president Dr. Allan
R. Cahoon on May 21, and the next
day, with VIU president Dr. Ralph
Nilson. The presidents discussed how
the partnerships can be pursued in
the areas of student exchange, faculty
development and research.
Silliman also became a member of
the International Association for
the Promotion of Christian Higher
Education (IAPCHE) last May 18, 2015.
The IAPCHE was founded in 1975 in
South Africa with the aim of bringing
together reformed higher education
institutions through networking and
mutual exchange. Over the years,
IAPCHE has brought an increasingly
diverse Christian fellowship into
being as it has spread its networks
to all corners of the world and works
with Christians and institutions from
different traditions. It has regional
offices in Costa Rica, India, and
Kenya and the head office is located
at Calvin College in Grand Rapids,
Michigan USA.
Book Launching
A book focusing for the first time on
missionaries and fraternal workers
in Silliman University was launched
on August 24 at the Udarbe Memory
Chapel.
“Glimpses of Missionaries and
Fraternal Workers at Silliman
University, 1901-1998”, is authored
by 1996 Outstanding Sillimanian in
Chemistry, Ms. Ligaya Magbanua
Simpkins. It is a product of months
of comprehensive research by Ms.
Simpkins conducted both in Silliman
and the United States.
Visit of Dignitaries and Personalities to the Campus
Former Philippine President Fidel V.
Ramos visited Silliman last August 25,
2014. The former President was the
Eminent Person Lecturer at the Claire
Isabel McGill Luce Auditorium for the
113th Founder Day celebration. This
time, he shared his thoughts on the
topic: “The West Philippine Sea Issue:
Our Options as a Nation.”
On the same day, he graced the
opening of the Fidel V. Ramos
Reading Center located on the
ground floor of the Robert B. and
Metta J. Silliman Library. The Center
features books, reference materials,
photos and some memorabilia of the
former President that date back to his
Presidency.
Human rights lawyer Herminio Harry
L. Roque, Jr. addressed an audience
of judges, lawyers and law students
in a lecture on “Legal Nuances to the
Philippine Ratification of the Rome
Statute in the International Criminal
Court” on August 19, 2014 at the
Claire Isabel McGill Luce Auditorium.
The Rome Statute is the treaty that
established the International Criminal
Court (ICC) in 1998 as the first
permanent international court set up
to prosecute individuals for genocide,
crimes against humanity, war
crimes and the crime of aggression.
In 2011, the Philippines acceded
to this Statute when it deposed
its instrument of ratification at the
United Nations in New York.
Atty. Roque shared his opinion that
in order to help end impunity in our
country and the rest of the world, the
ICC must be allowed to step in and
prosecute crimes of genocide, crimes
against humanity, war crimes or
aggression, even when and especially
when State courts do not properly
function as courts of first instance.
This lecture was part of the
Academic Excellence Lecture Series
in the Judiciary, sponsored by the
Supreme Court of the Philippines
and Philippine Judicial Academy
(PHILJA). It was done in partnership
with Metrobank Foundation Inc.,
the Silliman University College of
Law and the University’s General
Education Integrative Learning
Lectures program.
Silliman University inaugurated on
September 25, 2014 the Simulation
Laboratory and Resource Center
which featured life-size robots and
state-of-the-art medical equipment
suitable for both clinical and disaster
response simulation in a hospital
setting.
The new Laboratory was made
possible through a grant of $500,000
from the American Schools and
Hospitals Abroad of the United
States Agency for International
Development (ASHA-USAID). The
grant was given to Silliman through
the United Board for Christian
Higher Education in Asia (UBCHEA).
A representative from ASHA-USAID
flew in from Washington, DC to
witness the inauguration. Program
Officer Ms. Andrea Molfetto
visited Silliman for the first time
and expressed excitement over

the prospect of the Simulation
Laboratory contributing significantly
to healthcare education, training
and research in the Philippines. She
described the Laboratory as the
first project of its kind supported by
ASHA-USAID in a university in the
Philippines.
Her Excellency Ms. Ruby Marks,
Ambassador of South Africa to the
Kingdom of Thailand, Laos, Cambodia
and Myanmar visited Silliman
University on November 22, 2014
and had a roundtable discussion
with some women advocates
and international students in the
University.
The Ambassador was welcomed to
the campus by Dr. Malayang and
wife, Mrs. Gladys Rio-Malayang,
who is a reproductive health expert.
The Ambassador was hosted over a
merienda of local delicacies at the
Museum Lounge where the President
also had the opportunity to explore
potential collaboration with the
Embassy and institutions in South
Africa.
Australian Embassy Counsellor
for Political and Public Affairs Mr.
Richard Rodgers visited Silliman
University last December 2, 2014 as
the representative of Ambassador
Bill Tweddell in the awarding of a
special certificate to Dr. Garry Russ.
Dr Russ is a renowned professor
in marine biology in James Cook
University, with whom Silliman has
closely collaborated for more than
three decades on research projects
on marine reserves, coral reefs, and
coastal resource management.
He was welcomed to the campus by
Dr. Malayang. The Counsellor also
had the chance to meet with other
officials of the University and discuss
issues relative to the University’s
involvement in projects in the areas
of environmental conservation and
good governance funded by the
Australian government.
Veteran broadcast journalist and 2014
McLuhan Prize winner Ms. Cheche
Lazaro was in Silliman last February
2, 2015 for her talk on “Ethics and
Accountability in the Changing Media
Landscape in the Philippines” at the
Silliman Hall. She engaged with
an audience of media practitioners
and mass communication students
from all over Dumaguete. Ms. Lazaro
tackled the issue on changes in
media landscape from the traditional
channels to the social and crowd-
sourced platforms and with it the
need to improve awareness on
ethical practices and
principles of accountability
relevant in the daily
practice of journalism.
Ms. Lazaro’s lecture was
part of an annual Forum
on Responsible Media
organized by the Embassy
of Canada for recipients of
the prestigious Marshall
McLuhan Prize. The Prize
is named after Canadian
communication theorist,
Marshall McLuhan. The
Marshall McLuhan
Fellowship is the
Embassy of Canada’s
flagship public
diplomacy initiative
in the Philippines.
Together with Ms
Lazaro on campus was
Canadian Embassy’s
Political Affairs Officer
Mr. Carlo Figueroa.
Supreme Court (SC) Associate Justice Marvic Mario Victor F.
Leonen gave a talk on how the
Philippine Constitution has been
shaped by a post-colonial flaw in
our national consciousness and
how this manifests in current
pursuits for peace in Mindanao.
The talk was delivered on February
16 at the Claire Isabel McGill Luce
Auditorium. The Associate Justice
discussed “The Constitution and
Post-Colonial Conflict: Anchoring
Peace on Justice” by taking reference
to historical events that revolved
around the drafting of the Malolos
Constitution. His lecture formed part
of this semester’s General Education
Integrative Learning Lectures, done
in partnership with the College
of Law on the celebration of its

Monsod visited
Silliman and
claimed that
corruption and
the “feudalistic
economy”
prevailing in the
Philippines are evil and the elite or
landholding composition of Congress
was sustaining that evil. Professor
Monsod spoke to an audience of
mostly college undergraduates
in a forum in Silliman University
sponsored by the Philippine Daily
Inquirer and organized by the College
of Mass Communication. It was
the first such forum held outside
Metro Manila, according to Inquirer
publisher Atty. Raul Pangalangan,
who introduced the speaker. He said
Dumaguete was the paper’s choice
for the forum because of its “vibrant
intellectual life,” a fitting context
for “engaging PDI readers in an
intellectual debate.”
Foreign Affairs Undersecretary for
International Economic Relations Ambassador Laura Quiambao-Del
Rosario talked about the Asia-Pacific
Economic Cooperation (APEC) and its
role in regional economic integration
in a forum on March 17, 2015 at the
Claire Isabel McGill Luce Auditorium.
The Undersecretary’s lecture formed
part of the APEC 101 Roadshow of
the DFA that holds a series of talks
in universities around the country.
It aims to increase awareness of
students, civil society organizations
and other stakeholders about the
APEC and the Philippines hosting and
occupying chairmanship of the APEC
Summit this year.
His Excellency Neil Reeder,
Ambassador of Canada to the
Philippines, together with his
wife Irene Reeder, visited Silliman
University on March 30, 2015
and met with Dr. Malayang. The
Ambassador expressed interest in
working with Silliman University
in exploring areas of cooperation
between Silliman and higher
education institutions in Canada.
He also shared interest in projects
that reflect the common advocacy
of both the Canadian Embassy and
Silliman in community development
and environmental conservation.
Early in March, Silliman was also
one of few universities invited by
the Canadian Embassy and the
Commission on Higher Education
in a roundtable discussion with
representatives from the Canadian
Bureau for International Education.
The purpose of the roundtable was
to share information on how Filipino
students can pursue studies in
Canada and how, in the same way,
their counterparts can do the same in
the Philippines.
Department of Interior and Local
Government (DILG) Secretary Hon.
Manuel Roxas II and Dr. Malayang
met after the forum on the proposed
Negros Island Region held April 21
at the Multi-Purpose Room of the
Instructional Media Center. Secretary
Roxas expressed gratitude to Silliman
for conducting an independent study
on the proposed merger of the two
provinces of Negros Oriental and
Negros Occidental into one region.
The results of the study that Silliman
conducted continue to be considered
in discussions on the advantages and
disadvantages of the “One Negros
Island Region” proposal.
Updates on Portal East
The Portal East building project has
long been envisioned to be part of
the “Twin Portal Building Project
in 2007.” Portal East will stand as
a permanent fixture, mirroring the
same design and structure of its
twin building Portal West, to help
augment non-tuition revenues
and ensure the continuing quality
education of Silliman without the
added burden to its students. The
site is located along Silliman Avenue
beside the University House. The
five (5) story building will have a total
area of approximately 4091.50 square
meters.
Groundbreaking and time capsule
laying were held in August 2014
and construction started in July
2015. Expected completion time of
construction is mid-2016.
The old SU Cooperative store (now
the site of Portal East building) was
transferred to its new location at the
SU Credit Cooperative Building near
Gate 7 in the campus. The replica
Coop building will be rebuilt on
another location inside the campus.
The same outward appearance will
be maintained in the rebuilt structure,
but its interior space will be designed
for use as an Honors Dormitory.

students won this year’s Benilde Prize
for Design Excellence held last March
12 in Manila.
“The Bamboard Game Project”
is a customizable multi-rule set
mathematical board game made
of bamboo. It is a board game with
a semblance to checkers, only that
players (maximum of six), take turn in
answering and forming mathematical
equations from the variables on its
