Outline
In 1990, the DOE in cooperation with the
geothermal developers spearheaded the
formulation of the Geothermal Safety and
Health Rules and Regulations (GSHRR).
The GSHRR was signed on November 8, 1991
under OEA Circular No. 91-11-06 by then OEA
Executive Director Mr. Wenceslao R. De La
Paz.
Historical Development
The GSHRR authorized the DOE to conduct
safety and health inspection in all geothermal
field but only limited to the field operations
(power plants not included).
In 1996, the DOE formed a Technical Working
Group (TWG) to revise the GSHRR to conform
with the International Standards Modern Safety
Management or Loss Control Management.
Historical Development
The Revised Geothermal Safety and Health
Rules and Regulations (RGSHRR) was signed
by Secretary Mario V. Tiaoqui on February
2000 under Department Circular No. 2000-02-
001.
It expanded the authority of the DOE to oversee
not only the safe operations of geothermal
steamfield developers but those of geothermal
power plant operators.
Historical Development
With the passage of RA 9513 also known as
Renewable Energy Act of 2008, the RGSHRR
was amended to incorporate other renewable
sources of energy such as, Biomass, Solar,
Wind, Hydro and Ocean.
The new Circular known as RESHERR was
signed by Sec. Carlos Jericho L. Petilla on
November 21, 2012 under
DC 2012-11-0009.
Historical Development
The RESHERR will serve as the policy
guidelines in RE Operations, to ensure
safety and protection against hazards to
health, life and property as well as pollution
of air, land and water in all the RE projects.
Objective
RESHERR applies to all Employers, Employees,
contractors and other entities engaged in RE
Operations in the Philippines.
RESHERR covers all activities related to
exploration, development and utilization of RE
resources and manufacturing, fabrication, and
suppliers of locally-produced RE machineries,
equipment, components and parts.
Scope and Coverage
Salient Features of RESHERR
Requires all RE Developers and Manufacturers
/Fabricators to have a Safety Officer duly
accredited by the DOE-REMB.
DOE-REMB to conduct Quarterly Inspection and
Safety validation of all RE project sites and
facilities.
Submission of safety and health reports.
Provides administrative fines.
