FROM: MARY GLASS, Chair/CEO Milwaukee Professionals Association LLC

RE: INFORMATION REQUESTED, February 20, 2013, NOT RECEIVED Greetings President David Carr and the Members of the Milwaukee County Ethics Board!

The Standards for Review by the Milwaukee County Ethics Board are in question.

Background This Discrimination and Bias Complaint originated on November 30, 2012 with a Complaint to County Executive Chris Abele (No Response).

On December 12, 2012, the Discrimination and Bias Complaint was sent to: County Executive Chris Abele and Milwaukee County Board of Supervisors (No Response). An e-computer copy was sent to Milwaukee County Board of Ethics.

On January 12, 2013, a “Verified Complaint” was sent to Milwaukee County Board of Ethics. It was confirmed for delivery on January 18, 2013.

On February 18, 2013, A Call to Action Milwaukee County District Attorney & Ethics Committee Request was sent after not hearing from the January 18, 2013 documentation. See attached. On February 20, 2013, Ms. Veronica Robinson, Executive Director, Ethics Board, sent me notice of a decision February 12, 2013 of the Ethics Board dismissal of my Verified Complaint - “after carefully reviewing the information provided in the Complaint”. It is the process and procedure we ask clarity.

2 MILWAUKEE COUNTY BOARD OF ETHICS | Verified Complaint – Mary Glass, MPA LLC March 4, 2013

On February 20, 2013, my office Requested Meeting Minutes to support the letter dated February 20, 2013 regarding my office Verified Complaint. On February 27, 2013, Ms. Veronica Robinson responded with a recap of her notes, alleged reporting, inconsistencies; and, said contacts to/with me that did not happen, e.g. a communication of January 14, 2014 and the exactness of Role and Responsibility of Milwaukee County District Attorney John Chisholm. RE-REQUESTING INFO I have not received the information requested of this BODY through the Ethics Board leadership of President Carr and Administration of Ms. Veronica Robinson, Executive Director. The February 27, 2013, email from Ms. Veronica Robinson – Executive Director, fails to address the items requested. I am RE-REQUESTING, the following:

• Ethic Board Meeting Minutes (February 12, 2013 and any other Meeting Minutes relative to my Verified Complaint) that support Ms. Robinson’s comments in emails dated February 20, 2013 and February 27, 2013 of the Actions taken or not taken by the Milwaukee County Ethics Board regarding my for profit business Discrimination and Bias Verified Complaint against the following Milwaukee County paid staff. They are:

o Milwaukee County Executive Chris Abele o Milwaukee Board of Supervisors - including Supervisor/now Senator Nikiya Harris o Diane Beckley - Program Coordinator, Milwaukee County Department of Aging o Attorney Jennifer Walker - Milwaukee County Corporation Council

• Notification - Why wasn't I notified of the February 12, 2013 meeting to provide clarity of the

issues that seemed so vague to you and the members of the Board of Ethics? • Notification – When was District Attorney John Chisholm contacted and when did he respond

regarding my Verified Complaint? • Due Diligence and Due Process - Why wasn’t due diligence and due process applied here given

the gravity of this Verified Complaint - those being accused and the specificity of the Code of Conduct law for Milwaukee County paid staff (elected, hired and appointed), potential harm to business owner (me), potential customers (i.e., senior groups); and, my “for-profit” business (points were highlighted in my Verified Complaint)?

• Information Shared - What information has been shared with the Ethics Board of Milwaukee County - when shared, copy of information shared and each member's vote?

• Standard of Review - What criteria do you and the members of this BODY use to determine “merit” and “dismissal”? We are especially interested in the items mentioned relative to Code of Conduct Standards.

3 MILWAUKEE COUNTY BOARD OF ETHICS | Verified Complaint – Mary Glass, MPA LLC March 4, 2013

• Have County Executive Chris Abele, members of the Board of Supervisors, Program Coordinator Diane Beckley and Corporation Counsel Kimberly Walker had any involvement with Ms. Robinson and/or the Ethics Board relative to my submitted Complaints – one first submitted (non-Verified) and Verified Complaints. If so, Explain.

This unsolved dilemma has increasingly abridged my “for profit” business rights in the marketplace. It has placed my “brand” under a NEGATIVE cloud/shadow pending a FAIR and ACCURATE decision.

My efforts of integrity and premier business model for engagement in the Preparedness of the Medicare beneficiaries/citizenry in the Milwaukee area as well as other Urban and rural areas for the national Affordable Health Care full implementation 2012-14 are On-Hold.

NO ONE is EXEMPT The failure of the top-of-the-line leadership of Milwaukee County to honor the Code of Conduct laws in place at the county level is to ignore a law and process to resolve this faux pas as timely as possible. It is also a cause for TRUST and STEWARDSHIP to be elevated to MARK how the law applies to ALL. Our elected, appointed and hired government representatives are to honor the declared law for free government.

This Verified Complaint of Discrimination and Bias says, we have been violated, our rights as a Wisconsin LLC business endeavor with the citizenry is being diluted by Milwaukee County officials. My Verified Complaint placed an Ethical – Code of Conduct issue in the office of our Milwaukee County Executive and the Milwaukee Board of Supervisors for enforcement of Milwaukee County law. They refused to act. I am now at the designate level for Ethics at Milwaukee County for justice to prevail.

My business should not be further burdened to take this issue to court for resolution. We would appreciate a RIGHT-BACK response of when my office will receive this requested information.

This email is to the attention of ALL members of Milwaukee County Ethics Board for STEWARDSHIP and accountability.

Respectfully,
