PART 2: GENERAL OUTCOMES AND CONCLUSIONS

GENERAL OBSERVATIONS ON THE VALIDATED APPLICATION AND APPLYING INSTITUTION

Verification of data and applications; The panel estimated that compilation of the application for validation of the qualification “Welding” mainly had sufficient information, but some parts all data must be presented by the institution and all requested evidence need to be attached in the best way possible. At this stage additional documentation was requested in order to have this application complete, for what the management and the Quality Coordinator of KEK TC were highly cooperative.

Structure of qualification and modules; Documents and materials used for training; During the visit it has been found that this qualification is based on a modular structure which in general meets the demands of the labour market. For this qualification are mainly used materials drafted by KEK TC. KEK TC has provided evidence for the developed qualification and for the learning package for training implementation, which was in satisfactory level and drafted with the assistance from external consultants and TC trainers from the field of welding, based on the national and international standards including important elements of preparation and certification and training of welders.

Evidence for assessment, certification, tests;

As for the tests, panel has been provided with sufficient evidence for the entry test which is done in a form of interview in between the trainer and the candidate. During this interview previous knowledge of the candidate and the training needs are identified, where a good cooperation is noticed between KEK TC, KEK Corporate and private companies. This assessment is part of the portfolio of the candidate. Other forms of assessment are practical summative and theoretical assessments for each module from the respective commission appointed by the management of TC, whereas the practical work sample for each candidate is stored for a certain period..

Candidate portfolio details and the training staff

During the visit the panel has been provided with a candidate portfolio which provides the details about tests, projects, and other relevant data for the progress of the candidate. Moreover KEK TC has presented evidence about candidate assessment before and following completion of the course. KEK TC has also presented the database for each candidate in electronic form.

Based on the presented CV-s and the visit made by the panel, it has been estimated that the trainer is qualified on international level for provision of the course in the practical and theoretical part and in the methodology of teaching and assessment. As a panel in general we are of the opinion that KEK Training Centre meets the required conditions for Accreditation in the field of welding. Panel has been provided with the requested documentation. And this documentation testifies that this training centre is serious and in a good way of development. The Centre possesses prepared and professionally trained staff, with sufficient infrastructure, workshop completed with necessary equipment and material for qualitative training in conformity with foreseen standards.

Qualification for: METALWORKER

Laboratories and the workshop for demonstration of the practical part including also the Assessment for the Mechanical Technology and Welding Technology.

Panel has found for the field of mechanical processing (cutting, drilling, lathing, carving and grinding), that KEK TC has qualified and trained staff, but based on the level describers of NQF, and based on the current state, validation and accreditation is recommended for Level III of NQF.

Reasoning for MECHANICAL PROCESSING:

Existing equipment and available area do not enable the candidates gain the skills, qualification and required competences according to the description for level IV of NQF. Although KEK TC has verbally

expressed that they have the possibility to take candidates for advancement for level IV of NQF to the maintenance sector within KEK Corporate.

Reasoning for WELDING: Panel has found for the field of WELDING that KEK TC has the staff – one qualified and trained abroad, and based on provided evidence and based on level describers of NQF, and based on current situation it is recommended the validation of Level IV of NQF. COMMENTS (IF ANY) ABOUT THE QUALITY OF INFORMATION/DOCUMENTS SUBMITTED WITH APPLICATION

Management and trainer of KEK TC showed full readiness for provision of all information and evidence they possess and as requested by the panel.

Information has been sufficient and suitable for the panel in order to come to the right conclusions.

MATTERS OF INTEREST (IF ANY) – INCLUDING JUSTIFICATION FOR EVERY CONDITION PROPOSED BY THE PANEL

1. Panel recommends installation of necessary instructions on each machine, in a visible place and to make as obligation for each candidate to read such instruction prior to operating any machine or equipment.

2. The candidates during the practical work in the workshop must have with them the material of the modular unit with the drawings and steps of work regarding the specific task (the material exists but it must be placed at the workstations)

3. Forms which are used for completing the documentation must be updated and standardised, the ones related to current preparation of KEK TC for certification and standard ISO 9001, 2008 on quality.

To achieve the objectives of the training centre, panel has found that it has been confirmed by the provider that there is no adequate space to fully develop in normal way the process of vocational education. So, the existing capacity of the training centre is fully sufficient for the number of candidates the centre has and for the existing number in the workshop.

During the visit in the facilities, we saw that the training centre has tendencies of expansion of spatial capacities for the practical part, upon finishing of the new building.

Reasons for this conclusion: The training for metal workers is well coordinated. It has the curricula refreshed and meets national and international occupational standards (welding part). The learning package is completed with division into modules. It possesses a suitable training environment (laboratory with all necessary equipment for training with sufficient lighting and ventilation for conducting theoretical hours). Qualification of Metalworker has been selected according to the training needs of the personnel of Kosovo Energy Corporate and the labour market needs in the region of Prishtina and wider, with the program drafted by:

1. Stadwerke Leipciz Consorcium – Germany (Festo Didaktic, Lucas Nulle) 2. ECDL –European Fund for ECDL 3. MEST 4. BIBB – Germany

5. ISQ – Portugal Considering that Prishtina has a large number of private enterprises dealing with construction and providing similar services not only for the region of Prishtina but also for entire Kosovo and wider. Also contacts of management and staff of the training centre with these businesses, including the consultation and cooperation with them has impacted for this qualification to be selected and to be of perspective. This directly influenced on preparation of the labour force for the labour market and for local businesses needs. A considerable number of candidates advance their knowledge within KEK , in the labour market, self-employment or continue further education.

2. QUALIFICATION OR MODULE HAS A CLEAR JUSTIFICATION WHICH MAKES THE GOALS, OBJECTIVES, OPPORTUNITIES FOR PROGRESS AND SUPPORT BY GROUPS OF INTEREST TO BE TRANSPARENT.

Reasons for this conclusion: The aim of this qualification is meeting the labour market demands. Taking into consideration the features of the occupation, the preferred candidates are those of adult age, by avoiding national, gender and disability discrimination. Aims, objectives, opportunities for progress are directly described at the application form of the centre. Considering that the provider has very good cooperation with the departments within the KEK Corporate, and with VTC of MLSW, MEST and vocational school, whereas the KEK director is an active part of working groups and forums related to VET, this has enabled providing advice and suggestions for increase of quality within the institution.

Reasons for this conclusion: This qualification has the full support from the departments within KEK corporate from which it is financed and monitored. Provider has very good cooperation with MLSW, MEST and vocational schools, with the departments within corporate, candidates have the possibility to develop the practical and theoretical work within the laboratories of the centre in a real working environment. There is also cooperation with donors.

Reasons for this conclusion: The content of this qualification is modular and very clearly specified. The modules are determined by the curricula and described in the training material. Reasons for this conclusion: Based on the number of credits per module and the provided content which can be taken as evidence for qualification of the candidate, at the same time verification of knowledge is conducted. Reasons for this conclusion: Based on our survey no discrimination of any form has been noticed. Based on the provided documentation and the panel interview conducted with the representatives of the providing institution, the centre provides equal access and without discrimination to all candidates. During the visit of the panel members, in the training we met individuals of different ethnicities.

Based on collected information from the candidates, it is seen that assessment is correct, practical, flexible and objective. In the assessment the quality coordinator is also engaged thus making the assessment methods to be reliable and valid. (Evidence includes tests, photos of final products and information collected from the candidates). Assessment results be them theoretical or practical are transparent. Individuals are provided opportunities of complaining or making questions to a commission appointed by the centre. Candidates are informed about the criteria and instruments of assessment upon successfully completing the qualification test and at the beginning of the training. Candidates are also offered flexibilities in assessments as needed and as possible when they have difficulty on speaking, expressing in writing and in other practical skills.

Reasons for this conclusion: Description of qualifications includes assessment criteria which during the assessment procedure of the candidates ensure achievement of targeted objectives in the curricula. Evidence is the curricula, learning package, candidate portfolio etc. During the interviews with the staff and training coordinator, it has been mentioned that the minimum level of points for passing exists for the qualification expressed in percentage - 64% practice and theory.

Reasons for this conclusion: Analysing the tests for module evaluation and realisation of tasks in practice, we have come to conclusion that there is a high quality of work. It has been noticed that candidates in the field of mechanical processing of metals for practical advancement are taken to the maintenance sector within the corporate thus enabling them to gain practical experience. For quality of the training, the quality coordinator has been engaged for the quality assurance, i.e. there is a continuous control (internal control). Centre manager and the quality coordinator often monitor with or without prior notice the process, thus helping the trainers to maintain quality. The provider has also prepared the performance evaluation questionnaires, filled by the candidates for the trainers. Whereas the manager makes the performance evaluation of the staff in annual basis.

Reasons for this conclusion: Based on the evidence provided by the Centre for Vocational Training, there is sufficient documentation the verify the achievements of the candidates in this qualification. Every candidate has his own portfolio where all necessary documentation is stored from the beginning to the end of the training. As evidence for verification of achievement is also used the final product completed in practice (evidence: candidate portfolios and checklist) Assessment form is expressed in points and percentage. These data are not converted into marks. Data recording on achievement of candidates is done in standard forms of assessment in the cases of formative and summative testing. All data related to assessment process are verified by internal assessment and verification. The training centre has taken care of drafting a database where all data are recorded for the candidates and their achievements including also the Certification process. This data also contain the level of obtained qualification. Largely this centre takes care of preserving the confidentiality of assessment for individual candidates.

Curricula update is conducted based on external professional experts and the instructors (trainers) of VTC, KEK. Another evidence is also employment of these persons reaching up to 83 %. Qualification for “Welder”, refers to the field of welding which are currently demanded in Kosovar market. Welder can be employed in private production and maintenance companies, or may be self employed as “Welder” in this sector of service provision. With further qualifications and following a considerable work experience he can create his own business for welders and to employ others. This qualification enables candidates to also progress in the labour market. Based on the information we possess (oral information), 83% of the candidates trained in this field get employed. VTC provides additional training in the field of health and safety at work, in hydraulic maintenance of heavy transportation vehicles, thus enabling them self-employment in this field. Candidates completing these trainings, sectors within the corporate require automatically their promotion at the workplace. Candidates wishing further professional enhancement based on the training need evaluation and based on the shown performance at the workplace are allowed the possibility of continuing training for higher levels. There is a large number of candidates interested in this program following completion of their high secondary education in the profile of welder, because possibilities for finding a job within the corporate but also at other employers increase.
