Pre-Solicitation Terms for
Information Technology Network
Cabling Installation Services
April 2018
Purpose
Staff requests that the Business Administration Committee concur with the issuance of a solicitation for information technology (IT) network cabling installation services. The proposed contract will consist of a two-year base term and three one-year option periods.
Background� The proposed solicitation will allow the Airports Authority to acquire
cabling installation services needed for the network infrastructure modernization project as described in the two previous presentations.

Discussion� The required cabling will cover more than 6 million square footage of
Washington Dulles International Airport and Ronald Reagan Washington National Airport.
� Over the term of the contract the selected contractor will be issued task orders to install cabling throughout the Airports’ campuses.
� The Department of Supplier Diversity reviewed the Statement of Work and established a 100 percent Local Disadvantaged Business Enterprise (LDBE) participation requirement for the solicitation, based on the availability of certified network cabling installation service providers.
Evaluation
� Full and open competition will be achieved by issuing a Two-Step Invitation for Bid (IFB).
� Technical proposals are first evaluated against the following criteria to determine whether they are technically acceptable:
– Experience and Past Performance
– Staffing Plan
� Only those offerors who submit acceptable technical proposals will be invited to submit priced bids. The contract award will be recommended to the Offeror that provides a technically acceptable proposal at the lowest responsive price.
Recommendation
Staff requests that the Business Administration Committee concur with the issuance of a solicitation for information technology network cabling installation services. The contract award will require Committee and Board approval.

PURPOSE
Staff requests that the Business Administration Committee concur with the issuance of a solicitation for
information technology (IT) network cabling installation services. The proposed contract will consist of a
two-year base term and three one-year option periods.
BACKGROUND
The Airports Authority’s network infrastructure was built 20 years ago and was not designed to handle
today’s demand and requires replacement. The network infrastructure was built in piecemeal form,
resulting in duplicated infrastructure, maintenance, and support.
An IT network facilitates communication and interaction for an airport’s traveling customers and ensures
public safety and business continuity for all facets of airport operations. A strong campus communication
network is a critical component of a secure, capable, reliable and cost efficient IT system. The campus
network supports mission critical business systems such as radio, telephone, application data, security,
internet access, and the 911 system across more than 6 million square feet of space serving all tenants at
both airports.
The Airports Authority has recently embarked on an effort to modernize and upgrade its network
infrastructure. This modernization and upgrade effort will support current and future needs, enhance the
organization’s security posture, and improve operational cost and efficiency.
The proposed solicitation will allow the Airports Authority to acquire network cabling installation
services needed for the network infrastructure modernization project.
DISCUSSION
The required cabling will cover over 6 million square footage of Washington Dulles International Airport
and Ronald Reagan Washington National Airport.
The estimated cost is anticipated to total $4.9 million over the potential five-year contract term. Over the
term of the contract the selected contractor will be issued task orders to install cabling throughout the
Airports’ campuses. The project will be executed in phases to allow for sequencing of priority locations
and contractor resources. The bulk of the network cabling installation will occur during the two-year base
term. The Department of Supplier Diversity reviewed the Statement of Work and established a 100
percent Local Disadvantaged Business Enterprise (LDBE) participation requirement for the solicitation,
based on the availability of cabling installation service providers.
