However, any liabilities are shared with the waste transporters. Once the waste is delivered and the manifest is accepted by the waste disposer, the liabilities are also transferred to the disposer. Concessionaires should prepare a waste manifest to track waste from the waste generator to the final destination. In case of exporting wastes to treat or dispose of overseas, Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal can be adopted. Basel Convention notification procedure is attached in Attachment I. Basel Convention “Movement Document”, as Attachment II, should be prepared to track waste according to the Convention’s requirements. A copy of this “Movement Document” should be submitted as part of the Final Decommissioning Report. The treatment and disposal options should comply with the technological standard disposal methods in accordance with regulations of relevant government authorities. There are various treatment and disposal methods that can be applied to decommissioning wastes. Each method has its own pros and cons with a wide range of costs. Attachment III describes the possible treatment options for the decommission wastes. .
