Background and Purpose This project has two distinct portions: campus master planning and feasibility for a specific project. To create the 2014 Campus Master Plan, the consultant will conduct a Space Needs Assessment, update content from the 2006 UW-Parkside Campus Master Plan, and develop some additonal components related to utilities and sustainability. These efforts will reflect planning efforts undertaken by campus over the last three years, including the recently completed UW-Parkside strategic and academic plans which establish the vision for the University going forward. The Campus Master Plan will integrate future facility needs consistent with these plans and with projected future space needs. The first phase of the project will involve planning for space, parking, athletic and recreation fields, and campus utilities and communications infrastructure as described below. In addition to serving as the foundation for the 2014 Campus Master Plan, the Space Needs Assessment will also be used to develop future capital plans and manage the day-to-day assignment and allocation of existing space. The plan will analyze existing space allocation and utilization, and provide projections for future space needs and recommendations for future space allocation policy based on enrollment plans, the academic and strategic plans, anticipated future changes in program delivery, and emerging technology needs both on-site and through distance delivery. Concurrently with master planning, the consultant team will conduct feasibility study efforts to help participants solidify the campus’ vision for the proposed “Student Success Project” (a major renovation of portions of Wyllie Hall) and develop the program, schedule and budget for this project. This project is the campus’ top capital priority requested for state funding in the 2015-17 biennium. The Student Success Project will improve student services facilities and provide a learning commons, and is intended to be a transformational project that will support improved student outcomes at the University. The current Campus Master Plan, developed by JJR’s Madison office, was the first update of the campus’ founding 1969 Campus Master Plan by Hellmuth Obata Kassabaum (HOK). The 2006 plan has successfully guided a major remodeling of and addition to the Student Center, construction of the new Pike River Suites residence hall, major remodeling and additions to the Rita Tallent Picken Regional Center for Arts and Humanities (the “Rita”, formerly named Communication Arts), and major changes to the campus parking and roadway networks. HOK’s original 1969 plan anticipated ultimate campus enrollment of 25,000 students at UW-Parkside, which at the time was expected to be one of only four University of Wisconsin campuses. Although the initial phase of this plan was implemented, enrollment did not grow as originally envisioned due to the merging of the Wisconsin State College campuses with the University of Wisconsin in 1971. In fall 1968, the first year with students on campus, headcount enrollment was 1,796 students. The campus reached a maximum enrollment of 6,008 in 1983. In fall 2012 the institution enrolled 4,769. Current growth targets foresee a headcount of approximately 6,200 students by 2025. Lower enrollment expectations led to a significant decision during the 2006 master planning process regarding parking. That is, that convieniently located parking could be largely retained while still providing sufficient area for building program needs in the campus core, and preserving the park-like qualities of the 720 acre campus. Currently the campus building inventory stands at 1.5 milion gross square feet (gsf) in 45 facilities.

Project Description and Scope This project is comprised of two portions as follows: I. Campus Master Plan

The resulting Campus Master Plan will be used to guide the physical development of the institution for the next twenty years. The plan will encompass the main campus only and will address: space needs, land use, future building locations, future use of existing buildings, vehicular circulation and parking, pedestrian and bicycle circulation, utilities and data communications infrastructure, storm water management, sustainability, natural habitat conservation and management, landscape and open space guidelines. The campus’ existing Site Design Guidelines and Architectural Design Guidelines, included in the 2006 Campus Master Plan, are believed to remain valid and effective. Consequently, it is expected that they will be retained but reformatted as necessary for inclusion in the plan update. In addition to using the documentation that is referenced under “Additional Documents”, the consultant should be prepared to engage in an interactive information gathering and plan development process with a variety of stakeholders that include:

• Students • Faculty • Staff • Campus Administration • Alumni • Town of Somers • Cities of Racine and Kenosha • Kenosha County • Commercial and residential neighbors • UW System Administration • Division of Facilities Development • Other State Agencies (DNR, WSHS)

UW-Parkside will develop an organizational structure to guide and interact with the consultant team during the project. It is anticipated that there will be a core decision-making team to provide direction to the consultant, Master Plan and Student Success Project steering committees to provide broadly representative input and feedback, and various focus and stakeholder groups to provide specialized information and feedback. Focus groups are expected to include: space needs assessment representing all major campus administrative units; sustainability; natural habitat preservation and management; athletics and recreation; utilities and data communications infrastructure; parking; and others to be determined with the assistance of the consulting team. In addition to the focus group and steering committee meetings, the consulting team will facilitate three public forums to engage the many interested stakeholders and seek feedback at key project milestones. Both the campus community and surrounding community stakeholders will be invited to attend these public forums.

A. Master Planning services to be provided by the consultant team:

• Develop draft and final work plans that include committee meetings, public forums,

workshops, and review sessions.

• Review existing plans including: 2006 Campus Master Plan, 2010-13 Strategic Plan, 2012 Academic Plan, and Campus Physical Development Plan (June 2012).

• Conduct land use analysis and make recommendations that address the following uses types: academic, residential, athletic and recreational, conservancy and other open spaces, utilities, parking and transportation.

• Address campus image and identity current and proposed conditions. • Address campus sustainability planning as a integrated component of every aspect of the

master planning effort. B. Special Studies to be prepared in conjunction with master planning:

For the Space Needs Assessment, the consultant team will: • Perform analysis of academic and academic support space needs based on registration

data, enrollment trends, faculty and staffing projections, the academic plan, evolving technology needs in the current space, and changes in program delivery including significant increases in on-line degree programs. Provide space recommendations based on these data and on national peer benchmarks.

• Perform analysis of administrative and student support space needs based on staffing projections, organizational projections, technology needs, and program delivery. Provide space recommendations based on national peer benchmarks and best practices.

• Perform analysis of athletic and recreational needs based on enrollment trends, strategic directions, and program delivery. Provide space recommendations based on national peer benchmarks.

• Provide recommendations for space use and allocation policy improvements. • Specific Buildings to be included:

• Student Center and addition • Molinaro Hall and addition • Greenquist Hall • Wyllie Hall • The Rita and additions • Sports & Activity Center and addition • Tallent Hall • Child Care Center • Facilities Management Center • Heating & Chilling Plant • Headhouse & Greenhouse • Student Health & Counseling Center

Excluding the following types of spaces: • Student Center analysis will exclude everything except the office facilities • Molinaro Hall analysis will exclude the new 3-D art labs and related lab support space • The Rita analysis will exclude the new 2-D art, theatre and music labs and related

support space

For the Parking Study, the consultant team will assess parking quantity and distribution by type and recommend facilities to accommodate projected growth. For the Athletic and Recreation Fields Study, the consultant team will review the 2006 plan to consolidate athletics/recreation fields and make recommendations that address current needs.

For the Campus Utilities and Data Communications Analysis, the consultant team will conduct a condition assessment and capacity assessment of university-owned utilities, and recommend improvements. Stormwater management facilities, needs and recommendations will also be addressed.

II. Student Success Project Feasibility Study

The project will also develop the program, schedule and budget of the “Student Success Project” in Wyllie Hall as the basis for the campus’ capital budget request intended for 2015-17 biennium. The Student Success Project is envisioned as a renovation project within Wyllie hall that will accommodate a wide array of student needs including both administrative and academic support services (e.g. financial aid, math lab, writing center, tutoring, etc.) Wyllie Hall is listed in the Wisconsin State Historical Society Inventory. Consequently it is anticipated that a Historic Structures Report (HSR), Preservation Plan (PP) and consultation with the Wisconsin State Historical Society will be required for the project. For the Student Success Project Feasibility Study, the consultant team will:

• Produce a Facility Condition Assessment document, per UWSA’s template, using information provided by institution, and detailed analysis of Wyllie Hall.

• Verify size and condition of the following existing utility service/s within and serving the

building: Mechanical, electrical, communication, plumbing and conveying systems

• Verify capacity of the following utility services to the building for proposed program to determine if this project will require a capacity increase, extension or relocation of central utilities:

Mechanical, electrical, communication, plumbing and conveying systems

• Verify existing building conditions including building measurement and field observation and investigation.

• Address Historic Issues as follows:

o Complete a Historic Structures Report (HSR) o Complete a Preservation Plan (PP) o Work with WSHS to gain approval and sign-off of project concept.

• Perform a space needs analysis and develop a recommendations based on scheduling/

utilization data, program delivery, enrollment trends, and appropriate benchmarks.

• Document the Feasibility Study including the following components: o Space tabulations o Room data sheets by room type o Adjacency analysis of functions o Building code, historical, and zoning analysis o Conceptual site and floor plans o Conceptual architectural, structural, MEP, data communications, and AV system

descriptions o Conceptual budget and budget options o Conceptual schedule and options

UW– Parkside is prepared to provide the selected consultant team with the following information and data:

• 2010-13 Strategic Plan • 2012 Academic Plan • 2006 Campus Master Plan • Enrollment data for campus, programs, and majors • Desired program delivery changes, including forecasts of future on-line degree programs • Building floor plans and overall campus base drawings in CAD • A preliminary space tabulation of existing spaces and use codes • Class registration and scheduling data • Classroom Demand Analysis • Room reservations information

Project Deliverables I. Master Plan Deliverables will include:

• Draft and final work plans • Draft report of the space analysis, with an appendix of supporting data – 3 copies and

PDF • Final report of the space analysis, with an appendix of supporting data – 12 copies and

PDF • Draft report of the space recommendations, with an appendix of supporting analyses – 3

II. Student Success Project Feasibility Study Deliverables will include: • Feasibility Study document containing program, conceptual design, schedule and budget

for the Student Success Project. • Facility Condition Assessment • Utilities Assessment •

Requirements for all deliverables: • The deliverables will be the property of the State of Wisconsin. The State will reserve the

right to modify and update the Campus Master Plan for future use.

• The final documents should be appropriate for use in the public domain. • The final documents should be clear, concise and forward-focused. • The final master plan document should have a professional published appearance and

format, and be organized in accordance with Attachment C – Table of Contents Example. Graphics should be readable in either color or black and white printed formats. The document should be letter size, either portrait or landscape, but may contain tabloid size fold-outs.

• All final site plans shall be delivered in AutoCAD 2013 format or higher. Expected Consultant Qualifications The consultant should have completed master plans for colleges or universities similar in size to UW-Parkside. Well-qualified teams will have been either the prime consultant or a sub-consultant with the following specific design experience:

• Space planning for colleges and universities similar in profile to UW-Parkside, with expertise in analysis of data, knowledge of current trends and best practices in higher-education program delivery and evolving technologies, and knowledge of appropriate space benchmarks.

• Higher education land use planning. • Transportation and parking planning. • Civil engineering. • Landscape architecture. • Utilities assessment and planning. • Environmental design and sustainability planning. • Architectural programming, design and budgeting of similar learning commons and

student services projects, and projects involving the renovation of historic academic buildings. The architect must be familiar and experienced with projects in buildings listed on the Wisconsin State Historical Society Inventory, and qualified to complete Historic Structures Report (HSR) and Preservation Plan (PP).

Letter-of-Interest Submittal Requirements The letter-of-interest should not exceed fifteen pages, and should include the following information: • A listing of all firms who will be sub-consultants to the prime consultant, and services that

each sub-consultant will be providing. At a minimum identification of consultants for the areas of expertise noted in “Consultant Qualifications” above will be required. • A listing of key staffers for the consultant and sub-consultants, roles of each key

staffer, and a brief description of similar, substantially completed, project experience for each key staffer.
