Introduction

The Land Clearance for Redevelopment Authority of the County of St. Louis (the “LCRA”) was

established pursuant to Chapter 99 of the Missouri Revised Statutes, for the purposes, among

others, of rehabilitation, redevelopment and renewal of properties for industrial, commercial,

residential, or mixed use in order to benefit the economic and social welfare of St. Louis County.

The St. Louis Economic Development Partnership provides staff for the LCRA.

The LCRA issues this Request for Proposals (“RFP”) to purchase and redevelop real property

located at the 6300 block of Wagner Avenue in the City of Wellston, St. Louis County, Missouri

63133 (the “Property,” further identified and depicted in Exhibit A, attached hereto and

incorporated herein by reference). The Property contains approximately 2.8 acres on either side

of Wagner Avenue, consisting of 27 individual lots. The Property is easily accessible by public

transportation via the Wellston MetroLink Station and is located one block south of Page

Avenue, about 3 miles from Interstates 70 and 170.

Scope of Services

The LCRA seeks proposals from developers to contract for the purchase of the Property and to

enter into a redevelopment agreement with the LCRA to redevelop the Property. The LCRA

desires to support redevelop of the Property that benefits the surrounding community, with an

emphasis on equitable economic development strategies.

To that end, the LCRA will consider proposals to purchase an option on the Property for a

limited time to allow the developer(s) the opportunity to purchase surrounding parcels for a

larger redevelopment project. The Property is sold AS IS, without inspection or warranty as to

any matter.

Proposal Content

Proposals must include, at a minimum, the following information:

1. Contact Information. Primary contact information (name, phone, address, email) for

the developer.

2. Qualifications. A brief summary of the development team and its qualifications,

including past or current related projects.

3. Purchase Price Offer. Indicate the developer will enter into a contract to purchase and

redevelop the Property per the constraints established in this RFP and either (1)

provide an offer to purchase the Property for a specified amount of money or (2)

provide an offer to purchase an option on the Property for a specified amount of

money and to be left open for a specified period of time. For offers that include

options, the option price must be limited to 60 days or less.

4. Redevelopment Plan. Include a clear and detailed plan for redevelopment of the

Property that identifies a planned use for the Property, the improvements that will be

made, a projection of the number of jobs created, any infrastructure needs, and any

anticipated requests for public assistance.

5. Compliance with Zoning. The redevelopment plan may be for affordable mixed-

income residential development, subject to applicable municipal zoning

requirements and all legal restrictions.

6. Design Reviews. Indicate the developer’s willingness to complete pre-design

review(s) with the staff of the St. Louis Economic Development Partnership on behalf

of the LCRA, or any other entity that may be involved in the project, including

conceptual plan drawings and renderings or a maximum of twenty percent (20%)

construction documents.

7. Diversity and Community Engagement. Indicate the developer’s approach and

commitment to workforce diversity, including utilization of local workers and diverse

businesses as applicable. Indicate the developer’s willingness to engage the local

community, through a public forum in consultation with LCRA staff, regarding the

redevelopment plan. Developers that fail to address this criterion will be

considered nonresponsive.

8. Redevelopment Agreement. Indicate the developer’s willingness to enter into a

redevelopment agreement within six (6) months of the date of sale of the Property,

which requires the developer to invest in site improvements to the Property and

complete substantially the redevelopment within a maximum of two (2) years from

the date of the agreement.

9. Financing. A list of sources and uses of funds in the redevelopment and evidence to

support financing capability and the capacity to complete the proposed redevelopment

as part of any agreement, including any financial commitment letters from lenders,

equity partners, or contributors and/or other sources of financing. Please identify any

funding sources or programs to be used for developments within two (2) miles of a

MetroLink stations.

Selection Criteria

Proposals submitted will be reviewed by the LCRA staff for completeness, redevelopment plan

details, and purchase/option price and terms. Selection of a redeveloper will be made on the basis

of the following:

1. The level of commitment to purchase and redevelop the Property;

2. The extent to which the redevelopment plan furthers the purposes of the LCRA;

3. Experience and history of the redeveloper in performing similar redevelopment

projects and in reliably meeting the required objectives as described in this RFP;

4. Purchase/option price, including financing capabilities;

5. Level of commitment to diversity and community engagement;

6. Type of land use; and

7. Responsiveness to this RFP.

The Land Clearance for Redevelopment Authority of the County of St. Louis actively

encourages submission of proposals from disadvantaged business enterprises and companies

Terms and Conditions

The following terms and conditions apply to all proposals:

1. The LCRA reserves the right to reject any and all proposals submitted; to select one

or more responding parties; to void this RFP and the review process and/or terminate

negotiations at any time; to select separate responding parties for various components

of the scope of services; to select a final party/parties from among the proposals

received in response to this RFP. Additionally, any and all RFP project elements,

requirements and schedules are subject to change and modification. The LCRA also

reserves the unqualified right to modify, suspend, or terminate at its sole discretion

any and all aspects of this RFP process, to obtain further information from any and all

responding parties, and to waive any defects as to form or content of the RFP or any

responses by any party.

2. This RFP does not commit the LCRA to award a contract, accept an offer for

purchase, accept a redevelopment plan, defray any costs incurred in the preparation of

a response to this request, or procure or contract for services. All submitted responses

to this RFP become the property of the LCRA as public records. All proposals may be

subject to public review, on request, unless exempted as discussed elsewhere in this

RFP.

3. The responding redeveloper is responsible for all costs in assessing, inspecting,

surveying, and evaluating the Property, as well as all title work, for its proposed

purchase and redevelopment plan.

4. By accepting this RFP and/or submitting a proposal in response thereto, each

responding party agrees for itself, its successors and assigns, to hold the LCRA, the

St. Louis Economic Development Partnership and its affiliated entities, St. Louis

County, and all of their various agents, commissioners, directors, consultants,

attorneys, officers and employees harmless from and against any and all claims and

demands of whatever nature or type, which any such responding company, its

representatives, agents, contractors, successors or assigns may have against any of

them as a result of issuing this RFP, revising this RFP, conducting the selection

process and subsequent negotiations, making a final recommendation, selecting a

responding party/parties or negotiating or executing an agreement incorporating the

commitments of the selected responding party.

5. By submitting responses, each responding party acknowledges having read this RFP

in its entirety and agrees to all terms and conditions set out in this RFP.

6. Responses shall be open and valid for a period of ninety (90) days from the due date

of this RFP.

3:00 PM.
