SCADA COMMUNICATIONS ENGINEERING ANALYSIS

I. NOTICE OF REQUEST

Notice is hereby given that proposals will be received by the Gila River Indian Community'sPima-Maricopa Irrigation Project (P-MIP) through February 12,2010, to furnish all labor,materials, equipment, and services required to perform a Supervisory Control and DataAcquisition (SCADA) communications engineering analysis of the P-MIP project area inaccordance with the requirements stated in this document.

II. OVERVIEW

The Gila River Indian Community (GRIC) established the Pima-Maricopa Irrigation Project (P­MIP) in 1995 to design and construct a water conveyance system to deliver irrigation water to upto 146,330 acres on the Gila River Indian Reservation. P-MIP is a tribal program funded throughthe United States Bureau ofReclamation under the authority of the Master Contract between theGila River Indian Community and the United States ofAmerica made pursuant to theReclamation Act of June 17, 1902 (32 Stat. 388), and any acts amending or supplementing it,including the Reclamation Project Act ofAugust 4, 1939 (53 Stat. 1187), the Colorado RiverBasin Project Act of September 30, 1968 (82 Stat. 885,43 U.S.C. § 1501), and the Leavitt Act ofJuly 1, 1932 (47 Stat. 564). The P-MIP system consists ofa series ofcanals and pipelines withcontrol structures, turnouts, road crossings, valve vaults, and other miscellaneous structures. TheP-MIP is a multi-use system with water supplies that include Gila River (Globe Equity 59),Central Arizona Project, Salt River, ground, and other water.

This project is located in south-central Arizona about 20 miles southeast ofPhoenix, Arizona, inPinal County, on the Gila River Indian Reservation. The project area is shown on the attachedmap. The map shows specific locations for radio frequency signal testing to ensure project-wideradio communication coverage. Fifty points for testing are shown on the map, including 48 canaland pipeline sites plus two master station sites. The attached Communication System Point tableshows GPS coordinates for each numbered canal and pipeline site and the two master stationsites.

III. SCADA COMMUNICATIONS ENGINEERING ANALYSIS REQUIREMENTS

A. General Work Description

The SCADA communication engineering analysis shall consist of the following work items:

• Perform field radio communications survey and information gathering to include a radiospectrum analysis for existing radio systems within the project area.

• Provide radio. frequency signal testing and engineering analysis for canal and pipeline sitesas shown on the map, and master station SCADA communication requirements. The radio

frequency signal testing and engineering analysis shall be perfonned for the two masterstation locations as shown on the drawings. The initial SCADA master station will belocated at Sacaton, and the future SCADA master station will be located at the ControlCenter near the Huhugam Heritage Center. Bidder shall detennine the nuniber of sites thatrequire path testing to each SCADA master station location based on the canal andpipeline sites shown on the drawings.

• Perfonn radio system data transmission, speed, security, and reliability analysis in order torecommend equipment and power supply configurations and· technologies that willprovide the most efficient, reliable, and secure SCADA communication system for theproject.

• Prepare a report with radio frequency propagation analyses, frequency requirements, radiopath studies, aritenna heights, equipment technology recommendations, and redundancyrequirements for the complete SCADA radio communications system.

Work items shall include all labor, materials, test equipment, RF analysis software andengineering services required to complete the SCADA communications engineering analysis.

B. Specific Tasks

The field surVey tasks shall include, but not be limited to, the following:

• Visually inspect the required radio communication coverage locations, record GPS data ateach location and observe densities.

• Collect radio frequency spectrum usage within the 900 MHz, Frequency Hopping SpreadSpectrum (FHSS) 2.4 GHz and 5.8 GHz bands where applicable.

• Locate areas where the coverage services would present efficiencies in provisioning dataand cost and identify coverage problem areas.

• Interview key personnel to obtain infonnation for the SCADA system applicationrequirements and overall project operation requirements for incorporation into theSCADA communication engineering analysis.

The engineering tasks shall include, but not be limited to, the following:

• Review radio frequency coverage area data and incorporate frequency spectrum signalthresholds into a complete software radio propagation analysis.

• Review and analyze frequency spectrum data and recommend the best radio frequencychoice for the project.

• Detennine radio antenna configurations, types, tower heights, and locations.• Identify any required additional construction work and associated costs.• Perfonn computer model studies of propagation profiles on both multipoint and point-to­

point paths.• Apply appropriate radio frequency technologies and recommend options for SCADA

radio communications equipment.

In the event that it becomes necessary to revise any part oftms RFP, or if additional informationis necessary to enable the proposers to make an adequate interpretation of the provisions ofthisRequestJor Proposals, an addendum to the RFP will be issued. Addendum(s) will be posted onthe P-MIP ftp site to facilitate and expedite the RFP process. Access to the P-MIP ftp site will beprovided prior to issuance of addendum(s).

VI. PROPOSAL REQUIREMENTS

All proposals shall include the following:

• Technical capability & field radio survey approach• Radio frequency propagation engineering analysis method• Qualifications and experience ofkey personnel• A baseline schedule• Description of recent projects that are relevant, including client contact information for

each project• Offering Firm's Financial Statement (form attached)

P-MIP reserves the right to contractually include any ofthe proposal requirements into the finalcontract including, but not limited to, key personnel.

All costs related to the presentation ofthe proposal, interview, or any other related activity are thesole responsibility ofthe firm. No reimbursement will be made for costs incurred prior to theformal notice to proceed under the contract.

VII. FORMAT FOR PROPOSALS

All proposals shall include the following. Incomplete proposals shall be rejected.

• Firm name and contact person• 7 copies must be submitted and signed by a duly authorized official• Maximum of 10 pages, single sided or 5 pages, double sided• 8-1/2" x II" paper

• 12 point font• The pages should be placed in a binder with tabs separating the sections of the proposal• Foldouts containing charts, spreadsheets, and oversize exhibits are permissible• Fold-outs count as two pages• Standard forms requested by P-MIP do not count towards page total• Resumes ofkey personnel and the Firm's Financial Statement will not count against the

page total.• The Cost Proposal shall be attached to the proposal, but enclosed separately.in a sealed

envelope.

VIII. EVALUATION AND SELECTION CRITERIA

The Gila River Indian Community and the Pima-Maricopa Irrigation Project will create theSelection Committee for this project and will review the proposals and the finalists that may beselected for oral presentations.

Proposals that do not include all of the requirements listed under Article VI above will bedisqualified. Proposals that include all of the requirements listed under Article VI above will beevaluated as follows:

• 35 Points - Understanding and Quality ofApproach to Work

Evaluation based on how well the offeror addresses the work based on the requirements ofthe RFP and whether the proposer has the technical ability to provide an acceptableproduct. The proposal must show how the offeror plans to approach the tasks and explainin detail, the steps to be taken to complete· the work within budget and schedule. Theofferor must also show understanding of both the magnitude and importance of theindividual tasks to make a convincing proposal.

• 35 Points - Experience and Qualifications ofthe Technical Team

Evaluation based on the offering firm's experience in similar projects, experience inIndian Country, resumes ofkey personnel assigned to the project, financial stability, andclient references. It is the offeror's responsibility to provide sufficient documentation todetermine that staff has required experience to complete the project within the scheduleand budget.

• 30 Points - Cost

Evaluation based on price, including all costs for labor, materials, equipment, and servicesrequired to complete the project according to this RFP and addendums (if necessary). Allcosts shall be submitted on a form that addresses and itemizes all ofthe field andengineering tasks noted above.

Indian-owned Economic Enterprise - An Indian Owned Economic Enterprise, as defined below,shall be awarded an additional 5% of their total accumulated points. The points will then be re­tallied and the Contractor with the most points will be considered the most qualified and awardedthe contract.

• Indian-owned Economic Enterprise means any Indian-owned commercial, industrial, orbusiness activity established or organized for the purpose of profit provided that suchIndian Ownership shall constitute not less than 51 percent of the enterprise and as thegeneral contractor performs not less than 51 percent of the required work.

IX. ORAL PRESENTATIONS

After the initial evaluation process, the P-MIP may request a selected number of firms to makeoral presentations. The selection criteria used to evaluate the oral presentations may remain thesame as the written proposals. No more than three (3) representatives of the offering firm shall bepresent for the oral presentation.

X. NEGOTIATIONS

The P-MIP may, at its sole discretion, accept the highest qualifying firm's initial proposal byaward of a contract or enter into negotiations with that firm. After negotiations are concluded, thefirm may be· allowed to submit a "Best and Final Offer" for consideration.

The P-MIP may, in its best interests, elect to enter into negotiations with the next highestqualifying firm if the contract negotiations with the initial highest qualifying firm areunproductive and not in the best interests ofthe P-MIP.

XI. INFORMATION

All responses to this Request for Proposal are due by 2:00 p.m., February 5, 2010, and shall besubmitted to Geneva Gooden, Procurement Director, Gila River Indian Community, P.O. Box 97,

. 315 West CasaBlanca Road, Sacaton, AZ 85147. Proposals NOT received by this time and datewill NOT be considered. Electronic proposals will not be accepted.

This solicitation is made pursuant to the GRIC procurementpolicies and may be subject toFederal and Tribal funding.

All proposals shall become the property of the P-MIP. The P-MIP will not return any proposalsor make any copies ofthe proposals available to anyone for any purpose other than thosedescribed in the RFP.

The P-MIP shall have the right to reject any or all proposals.
