Request for Proposals for Development of a

Certification Course for Zero Waste Principles and Practices The Solid Waste Association of North America (SWANA) and California Resource Recovery Association (CRRA) are seeking an individual or consultant to serve as the Contract Project Manager for the development of a Zero Waste Principles and Practices Certification Course. The Contract Project Manager will be responsible for arranging for the participation of Subject Matter Experts (SMEs) in Course development. The Contract Project Manager and SMEs will form the Course Development Group. The Course must draw from the list of topics (Attachment II) provided by SWANA and CRRA. The CDG must also provide a bank of Exam questions and participate in the presentation of the Pilot Course. The maximum amount available for the project including development of the Course and Exam is $75,000. Proposed cost is one of the proposal evaluation criteria. SWANA and CRRA will hold a mandatory pre-proposal conference call to describe the project and respond to questions at 2 p.m. EST, April 9, 2015. Dial-in information will be provided to RFP recipients that express interest in responding in advance of the call. All prospective respondents must have a representative on the call. However, SMEs who may participate as subcontractors are not required to attend the pre-proposal conference call. Proposals are due by 6 p.m. EST May 1, 2015, and must follow the guidelines established in the Request for Proposals. A. PURPOSE The Solid Waste Association of North America (SWANA) and the California Resource Recovery Association (CCRA) have established a partnership to offer a Zero Waste Principles and Practices certification training course. This Request for Proposal (RFP) is to solicit proposals to develop an 18 hour instructor-led classroom course (the Course) and certification exam (the Exam). The Course and Exam will focus on global Zero Waste principles and practices. The purpose of the Course is to provide a source of professional development for mid-level professionals seeking to enhance their knowledge and credentials pertaining to Zero Waste principles and practices. The Course will focus on reducing the production and disposal of solid waste (i.e., Zero Waste) by examining a variety of Zero Waste principles and practices from around North America and the world. The Course will include accurate, relevant and up-to-date information needed to successfully integrate existing and new solid waste management programs and practices to create a Zero Waste program. The Course and Exam will be prepared using a scope of services based on the review draft included in Attachment I and will include a range of modules drawn from those included in Attachment ll. The Exam will test student understanding of the core concepts introduced during the Course presentations. B. PROCESS FOR THE SELECTION OF CONTRACTOR AND THE DEVELOPMENT OF

THE TRAINING COURSES. Definitions Steering Committee: The working group tasked with developing the MOU and managing the Contract Project Manager process, including oversight and approval of deliverables. Steering Committee composition may change through time, but at the time of the signing of the MOU the members are:

Each Principal is responsible for appointing its members to the Steering Committee. Contract Project Manager: The individual or firm hired by the Principals to develop the Course modules and supporting materials. The Contract Project Manager reports to the Steering Committee. Course Development Group (CDG): The Contract Project Manager and any subcontracted subject matter experts (SMEs) engaged to develop Course content. Review Group (RG): The subject matter experts jointly selected by CRRA and SWANA, not otherwise involved in Course development, who will provide a qualitative review of the draft Course materials. The Review Group will communicate with the Contract Project Manager through the Steering Committee.

Course: The full complement of modules taught consecutively and in a pre-defined period of time, regardless of whether instruction occurs in person at one location or, later, via online learning.

CRRA has previously offered a Zero Waste Course using a different approach and format. SWANA have a variety of other courses. Proposers may, but are not required to, draw from former course developers and/or faculty from those efforts in preparing a project team to serve as a Course Development Group. A list of these individuals and their contact information will be available to respondents no later than the mandatory pre-proposal meeting on April 9. The Review Group, which will be organized by and coordinated through the Steering Committee, may also but is not required to draw from the former course developers and/or faculty.

1. SWANA and CCRA intend to hire a Contract Project Manager (CPM) to develop the

Course and Exam. The CPM will have expertise in one or more of the disciplines or subject areas associated with Zero Waste principles and practices. The CPM must also have demonstrated capabilities and skills in developing training using the latest principles and practices of adult learning.

2. Respondents should submit a Technical Proposal and Cost Proposal to carry out the scope of work of this RFP. All proposals will be reviewed and evaluated by the Steering Committee and industry experts identified by the Steering Committee, using the criteria established in this RFP.

3. The Steering Committee will select the winning proposal based upon the technical

evaluations and cost proposals and execute a Contract with the selected Contractor.

4. In accordance with the terms of the Contract, the Steering Committee shall oversee and evaluate the performance of the Contractor, and provide direction to the Contractor concerning deliverables and work products. The Review Group will communicate with the Contractor through the Steering Committee.

C. SCOPE OF WORK The draft Scope of Work for this project is contained in Attachment I. Respondents must review the draft and provide any comments or objections to the approach identified therein as part of their response. D. SCHEDULE AND TERM OF AGREEMENT The overall schedule for the project is as follows. Deliverable dates are based on calendar days. CRRA and SWANA hope to make significant progress toward completion of the Course within calendar year 2015. The deliverables schedule on the following page should be escalated if at all possible within the constraints of the budget and the review process.

E. SUBMISSION OF PROPOSALS AND MANDATORY PRE-PROPOSAL CALL

Respondents should submit a Technical Proposal of no more than 20 pages, the mark-up of the draft Scope of Work and Schedule, and a Cost Proposal by close of business May 1, 2015. Proposals should be identified with the Subject Line: SWANA / CRRA Training Proposal and e-mailed as a PDF to [email protected]. Proposals should be sent with “Request a Read Receipt” selected as an option to provide delivery confirmation. Technical proposals must include:

1. A detailed explanation of how the CPM and CDG will achieve the desired outcomes and schedule (Approach). Provide a comprehensive explanation of the process for selecting, assembling, and managing the Course Development Group to effectively achieve desired outcomes

2. A description of the Contract Project Manager’s qualifications (no more than three pages) addressing relevant areas of zero waste principles and practices or relevant areas of solid waste management as well as instruction system design and adult learning provided by the project team

3. A brief summary of professional experience and expertise provided by all other members of the Course Development Group, including subject matter experts and identifying whether or not they are subcontractors (no more than seven pages in total)

4. Two relevant and timely project references for each member of the CDG

5. A matrix that identifies the responsibilities, topics and modules assigned to each CDG member

Although identified separately and excluded from the page limitations, the mark-up of the draft Scope of Work (Attachment 1) and Schedule are required portions of the proposal. Failure to return them – marked either as acceptable in whole or with proposed changes to be addressed in a contract – will be considered submittal of an incomplete Proposal. SWANA and CRRA will hold a mandatory pre-proposal conference call to respond to questions from prospective Respondents on April 9, 2015, at 2 p.m. ET. Dial-in information will be provided to all RFP recipients in advance of the call. All prospective respondents must have a representative on the call.

F. COST PROPOSAL, BUDGET AND PAYMENT SCHEDULE

The maximum amount available for completion of the Course and the Exam is $75,000. Proposers shall submit a fixed price proposal covering development of both the Course and

the Exam. The Cost Proposal must identify the portion of proposed budget (hours and fees) assigned to each task by CDG member. It must also provide a breakdown of time assigned to providing required deliverables, to addressing Steering Committee feedback and to project management.

The payment schedule will be:

15 percent upon completion and acceptance of the Task 4 – Develop Course Outline

25 percent upon completion and acceptance of Task 7 – Finalize Course Structure and Learning Objectives and Transitions

25 percent upon completion and acceptance of Task 11 – Submit Unified Document for Review

25 percent upon completion and acceptance of Task 16 – Conduct Course Pilot

10 percent upon completion and acceptance of Task 17 – Delivery and acceptance of all edits to Course Material

G. OPTION TO WAIVE IRREGULARITIES; REJECT ALL PROPOSALS

The Steering Committee retains the right to waive any or all irregularities in proposals and/or to reject any or all Proposals submitted at its sole discretion. Neither SWANA nor CRRA shall be liable for any cost incurred in connection with the preparation and submission of any Proposal.

H. PROPOSAL EVALUATION CRITERIA

Proposals will be evaluated based on the following criteria:

Quality of the Technical Proposal including proposed edits to the draft Scope of Services and Schedule

Technical qualifications and experience of the proposed CDG in some aspect of solid waste management relevant to zero waste principles and practices

Technical qualifications and experience of the proposed Contract Project Manager or an assigned team member in instruction systems design and adult learning theory and practice

Proposed cost and budget matrix details

Attachment I

Scope of Work

Project Management for the Development of an Instructor-led Zero Waste Principles and Practices

Certification Training Course The Contract Project Manager (CPM) will manage the design and development of an instructor-led course using the principles and best practices of Instructional Systems Design (ISD) for adult learning and will demonstrate such abilities to SWANA and CRRA. The instructor-led course should provide a minimum of 18 hours of training (actual seat time). The course will consist of an agreed upon number of modules, selected from those listed in Attachment A. Each module will include:

1. Materials for a Course Guide for Students

2. Materials for a Course Guide for Instructors

3. A Course Presentation consisting of PowerPoint slides for each module

4. Supplemental materials that enhance the learning experience (case studies, references, bibliography, handouts, charts, tables, etc.)

5. Review questions relevant to the specific module

6. Interactive exercises, as appropriate

7. Exam questions relevant to the specific module but substantially different from the review questions to ensure the integrity of the certification exam

The compiled Course Guide for Students will include:

1. Title page with appropriate logos

2. Acknowledgements page

3. Table of Contents

4. Content, including PowerPoint slides, for each Lesson/Module. (The content of the PowerPoint slides should not be repeated verbatim in the written narrative.)

5. Lesson/Module Insert (see SWANA Style Guide)

6. References

7. Bibliography

8. Module Review questions

9. Exercises

The outputs provided by the CPM and CDG must have a narrative flow, including smooth transitions from one module to another with limited repetition except as needed to build from one topic to the next.

The Course Guide for Instructors will include:

1. All the information in the Student Guide

2. Instructor Facilitation Guidance, including the recommended time allowance for each lesson and exercise, key points, references, flip chart or whiteboard instructions, etc.

3. The Course Guide for Instructors will use icons or symbols to indicate when a particular action is required.

The work to be carried out by the CPM and CDG involves the tasks described in the following sections. It is assumed that the project documents will be created in Microsoft Office applications 2010 or later. This includes Word, PowerPoint, Excel or others. The CPM is responsible for assuring that each CDG member has obtained copyright approval for any material used. All materials used should acknowledge the source and appropriate reference made to its source in a standard format.

Task 1: Select and Contract with SMEs to write individual modules Objectives: To identify, select and contract with pre-approved subject matter experts

(SMEs) that will become the Course Development Group (CDG) responsible for development of individual modules that when assembled, comprise the whole of the Course.

Deliverables: Executed contracts with each of the SMEs. Key Assumptions:

The Contract Project Manager (CPM) will review a list of pre-approved SMEs and contact individuals to determine interest in participating in the project. The CPM will, as needed to expand the range of available expertise, enter into a contract with individual SMEs to develop one or more lesson modules for the Course.

The CPM will have finalized contracts with all contributors within 21 calendar

days of signing a contract for services.

Task 2: Set up the Zero Waste Principles and Practices Project (ZWPP) on

Smartsheet Objectives: To create an online depository for course materials and a place where

members of the CDG, Review Group, and Steering Committee can collaborate. Deliverables: Established project on Smartsheet project management and collaboration

application Key Assumptions:

The CPM will become familiar with the application and provide guidance to the members of the CDG on how to use the application.

The CPM will have finalized contracts with all contributors within 21 calendar

days of signing a contract for services.

Task 3: Conduct 1st conference call with members of the CDG. Objectives: To introduce CDG members to each other, to outline expectations for

participation on the project, milestones and deliverables. Deliverables: Successfully complete 1st conference call that meets task objectives. Key Assumptions:

The CPM will become familiar with the application and provide guidance to the members of the CDG on how to use the application.

The CPM will conduct the conference call within 15 calendar days of

completing Task 1 and Task 2. The CPM will use SWANA’s web conferencing application to conduct the

conference call.

Task 4: Develop Course Outline

The training outline drives training content, frames and determines the flow of materials and results is an ordered overview of the training course. The CPM and CDG will develop a detailed outline for an 18 hour instructor-led (ILT) training course that covers the information needed to train mid-level professionals seeking to enhance their knowledge and credentials pertaining to Zero Waste Principles and Practices. Objectives: To organize ideas into a logical form that tracks to the needs of the audience,

and shows the relationship between content being taught delineating the major subjects and topics that will be covered in the course.

Deliverables: Detailed outlines for the Course Key Assumptions:

The CPM and CDG will review the list of topics in Attachment ll to determine appropriateness for the new course. The CPM and CDG will eliminate or add topics to be covered in the course based on consensus of the group. The Steering Committee will have final approval on the Course Outline.

Task 5: Create Common Templates for Student Guide (SG), Instructor Guide (IG),

Course Presentation, Certification Exam and Supplemental Materials The Materials should convey information in a manner and format that is interesting and attractive to the audience. The training course materials should incorporate photos, pictures, video and/or audio (as appropriate), and other visual aids and should include group exercises/discussions in each lesson to encourage student engagement and feedback. Objectives: To develop templates that will be used by each member of the CDG in creating

course materials.

Deliverables: A common template for Course materials. Key Assumptions:

The CPM will use the approved SWANA/CRRA Course Style Guide to develop all templates or, with pre-approval, use an alternative approach; however, a consistent template must be used consistently throughout the CDG outputs.

The templates will be available for Steering Committee review and approval 15

days after completion of Task 4.

Task 6: Schedule and Verify that Each Member of the CDG has Completed the

Test Item Writing Training Objectives: To ensure all test items conform to the best practices of test development and

the course Certification Exam is fair, accurate and defensible. Deliverables: Verification that all CDG members have completed the training. Key Assumptions:

The CPM will complete the training and ensure that each member of the CDG tasked with writing Exam questions completes the training provided by SWANA. This training consists of a 90 minute webinar and will be provided by SWANA to the CPM for use by all CDG members without charge.

Task 7: Conduct 2nd Conference Call with CDG to Finalize Course Learning

Objectives and Course Structure and Transitions Objective: To determine course objectives and order of modules. Deliverables: Document outlining overall objectives for the course, including intended

audience characteristics.

Ordered list of course modules with module descriptions and transition points Key Assumptions:

The conference call will be completed 7 days from the completion of Task 6. The CPM will use SWANA’s web conferencing application to conduct the conference call.

Review the SWANA/CRRA Style Guide and expectations for use. The CPM will conduct a conference call to ensure all CDG members

understand how to access and use the common templates and follow the style guide.

Deliverables: Completed conference call that meets task objectives. Key Assumptions: The conference call will be completed 7 days from the completion of Task 7.

The CPM will use SWANA’s web conferencing application to conduct the conference call. CPM will conduct additional conference calls as necessary to keep the project on track, on time and on budget.

Task 9: Create Course Modules and Supplemental Materials Objectives: To develop the course materials that will serve as effective training and

reference for mid-level professional seeking to enhance their knowledge and credentials in Zero Waste Principles and Practices.

Deliverables: Student Guide Instructor Guide Course Presentation Test Items for each module Supplemental Materials Key Assumptions: Student Guide Creation of the Student Guide will precede the Course Presentation. The Student Guide will include, as appropriate:

Both Metric and standard English units of measurement must be used throughout The CPM will assist the CDG members in creating content that follows the best practices of adult learning. SWANA/CRRA will provide tools and reference material that demonstrate good course development practices. Instructor Guide Creation of the Instructor Guide (IG) will follow the Student Guide and Course Presentation. In addition to the contents of the Student Guide, the Instructor Guide should include instructions about course facilitation including:

Directions about when the instructor should complete various exercises

Guidance on key points and potential discussions topics

Answers to the Review Questions

The written Instructor Guide will contain the following components:

Introduction

Course Overview – brief description of the rationale for course organization and flow

Course Organization – list of lesson numbers, titles and descriptions

Course Coordination (if applicable) – how to schedule a class

Target Audience – intended audience and their characteristics

Course Goals – overall purpose of the course and key points

Learning Outcomes – what should a student know and be able to do as a result of training

Optimum Class Size – best class size for achieving course goals and learning outcomes

Course Agenda/Schedule – time schedule of course presentation, breaks, etc.

Event Preparation Check List

– AV and Instructional Tools such as Flip Charts, etc.

– Room Set-Up

– Student Preparation (Pre-requisites/reading and what do students need to bring)

Lesson Plans for Each Module – Key messages, Background information, activities, notes

Course Presentation Slides will be used to enhance, reinforce and summarize material in the Course guides. Members of the CDG will use best practices in developing the Course Presentation and use the course content to build the slides. Tips on creating slides using best practices will be provided by the SWANA/CRRA Steering Committee.

Certification Exam and Test Items The CDG must provide at least 150 questions suitable for use in the Course Exam. The CPM and module-authors must determine how many exam questions are needed for each module based on the course and lesson objectives. The CPM is responsible for ensuring that questions are provided for all modules. SWANA and CRRA must be able to maintain the validity of the overall testing process while varying the specific questions drawn from the bank for each testing situation. To aid the CDG in gaining the knowledge and skills necessary to craft high quality test questions, Module Authors will use the SWANA Item Development Guide and the Style Notes for SWANA to create effective, easily understood and defensible test questions. SWANA will provide digital copies of both documents to the CPM for distribution. The CPM will review and edit all test items to insure they comply with the guidelines and proper formatting.

Task 10: Incorporate Deliverables from CDG Members into a Unified Document Objectives: To create cohesive documents consistent in style, voice, and form. Deliverables: Edited and formatted modules and supplemental materials that present ideas in

cohesive chunks, incorporating effective transitional statements to help the audience better understand how the course is moving from one idea to the next. CPM will create a cover for the IG and SG that represents the overall theme of the course.

Key Assumptions:

The CPM will use information and tools available through SWANA/CRRA or other reputable sources to create a cohesive SG, IG, Course Presentation and Supplemental Course Materials.

Task 11: Submit Unified Document for Review and Feedback Objectives: To provide the Steering Committee and Review Group an opportunity to review

and provide feedback on the course. Deliverables: Edited and properly formatted Instructor Guide, Student Guide, Course

Presentation and Supplemental Materials. Key Assumptions:

The CPM will use information and tools available through SWANA/CRRA or other reputable sources to create a cohesive Student Guide, Instructor Guide, Course Presentation and Supplemental Course Materials.

Task 12: Modify/Edit Course Materials Based on Review Committee Feedback Objectives: To create a final draft of all materials required to present the course to a group

of potential trainers/instructors. Deliverables: Edited and properly formatted Instructor Guide, Student Guide, Course

Presentation and Supplemental Materials based on feedback and guidance from the Steering Committee and Review Group. Although the Review Group has the opportunity to review and comment, the Steering Committee has the final decision as to when an output is accepted.

Task 13: Conduct Course Preview for Review Group and Steering Committee Objectives: To present an abbreviated version of the course to preview course organization

and flow. Deliverables: 2-3 hour live and remote course overview.

Task 14: Train-the-Trainer (TTT) The CPM shall conduct two Train-the-Trainer sessions for SWANA and CRRA instructors. The TTT sessions can be conducted via web-conferencing. Objectives: The purpose of these sessions is to give instructional guidance on how to teach

the course to SWANA and CRRA instructors. Deliverables: Two TTT sessions with SWANA and CRRA staff and instructors.

Key Assumptions:

The SWANA project manager will identify the appropriate staff and instructor for participation in the TTT sessions.

Task 15: Modification of All Course Materials based on TTT feedback Objectives: To make edits to course materials in preparation for the Course Pilot. Deliverables: Final “draft” version of all course materials

Key Assumptions:

SWANA Project Manager will provide CDG with all comments and feedback from previous reviews necessary to prepare the final “draft” versions of the course materials. CPM will use comments and feedback from TTT sessions to prepare final “draft” versions of all course materials.

Task 16: Participate in “Official” Course Pilot

The CPM will participate in the Pilot Course offering and a debrief with the Steering Committee afterward. Time and location will be determined jointly by SWANA and CRRA, though CRRA intends to offer the Pilot in central California with arrangements made by CRRA. All travel expenses required for travel to/from the course pilot should be included in the Contractor’s bid. Objectives: To test Course effectiveness with a live audience. Deliverables: Report on the effectiveness and reception of the Pilot Course and suggest

possible improvements based on student and faculty feedback. Key Assumptions:

CPM will critique and take notes of student reactions, especially areas of significant struggle potentially driven by Course materials. The CPM will confer with SWANA Faculty on course effectiveness and possible improvements and provide findings and recommendations to the Steering Committee.

Task 17: Final Edits Based on Course Debut Feedback Following the Course Pilot, the CPM will make needed edits to all course materials. Deliverables: Final version of all course materials including:
