Dear Dr. Holbrook;

There have been ongoing conversations about how to best structure my PhD since I first started to explore

PhD opportunities and applied to 4 programs at USF. My research proposal supports the idea of

obtaining a dual-degree and demonstrates why it is necessary. The dual-program is ideal for my

experience leading to specialized Sustainable Water Engineering and Policy Management teaching &

research. Please allow me get this started, and discuss this in detail with you. The following is my Cover

Letter on this subject:

I started engineering work on the Prime computer mainframes while studying in the College of

Engineering at USF. Upon graduation in 1988, Delta Corporation hired me, as they were developing

CAD software on the Prime. They contracted to replace the drainage systems of Gardinier, Inc. (now

Cargill Fertilizer, Inc.) plant in Gibsonton, following the phosphoric acid spill of May 1, 19881. I was

assigned to beta-test the EPA Stormwater Management Model2 for completion of this contract. All

subsequent professional employment continued this engineering and computer synergism.

My professional evolution led to work as an expert witness using SWMM software. In 1997, I worked on

the City of Tallahassee vs. Powerhouse Inc. case3, regarding a bridge the City built over a river adjacent

to the Powerhouse property. The SWMM models I ran indicated the flood stage changed on their land as

a direct result of the bridge being installed. The decision of the court was made in favor of Powerhouse

because the data of the computer models supported their assertion that they had lost land due to a higher

flood stage. The Court determined that this amounted to a Taking by the City, and awarded Powerhouse

over $1.7 million.

Through working on this case, I realized that policies enacted by county government, despite being

created for the good of the community, often lacked sufficient understanding of professional science.

These policies actually had a significant negative impact on the residents and the county as a whole. I

have personally experienced how the traditional engineering profession leaves a large gap between

scientific knowledge and community policies. Such knowledge is critical for public health with regard to

water policies. Therefore, I sought to simultaneously be accepted into the Civil Engineering and Health

Policy Management Doctoral Programs, for the purpose of bringing science together with policy in order

to facilitate the greater ease of solving critical water issues and to help promote sound water policies.
