Location The site is situated on Clarence Road, around 150 metres from the junction of New Road Side (A65) in Horsforth, an area to the northwest of Leeds city centre, between Rawdon and Kirkstall in the LS18 postcode

area. The site has good transport links with the A6120 Ring Road and the A65, which links the site to Leeds city centre to the southeast, and to the east, Rawdon, Yeadon, Ilkley and villages bordering the Yorkshire Dales. The nearest railway station is Kirkstall Forge, approximately 1 mile to the southeast, providing links to

Ilkley, Leeds and Bradford Forster Square. The site benefits from local amenities including supermarkets, primary schools, banks, restaurants, cafes

and pubs, convenience shopping, post office and pharmacies. The Froebelian School is situated opposite the site. The site is bounded to the south by a steeply sloped wooded area onto Newlaithes Road/ Newlay Lane, and to the northwest, the rear gardens of adjacent dwellings on Newlaithes Gardens and Clarence

Drive. There are 4 vehicular access points off Clarence Road.

Description The site extends to approximately 0.69 hectares (1.69 acres) and features two existing buildings, Low Wood and Four Gables, a tennis court, car park and two garages, as outlined on the below plan. The site slopes

down from north to south, in particular to the south of the Low Wood building.

Low Wood is arranged over two floors and Four Gables three floors. We understand that Low Wood and

Four Gables were originally residences, which were constructed between approximately 1851 and 1908, with extensions subsequently added to the buildings. The remainder of the buildings (garages/shed) were constructed from the 1960s onwards in the grounds of the former residences.

The site also benefits from surrounding gardens and a number of established trees (a tree survey has been undertaken) with a small woodland to the south of the Low Wood building.

We understand that the floor areas as existing extend to approximately the following:

Please note that these are assumed to be the NIA taken from the Valuation Office Agency website and should only be used as a guide and should not be relied upon as the exact floor areas.

Indicative existing floor plans are available; however no measured survey has been undertaken.

Subject to the necessary consent, the site would be suitable to a number of uses, including redevelopment to residential via permitted development rights and/or the consented 8 no. new build dwellings or retention and refurbishment as an office premises.

Planning Full planning was granted on 10 November 2017 for the demolition of the modern extensions at Low Wood and Four Gables including the demolition of a shed and garages to the rear of Four Gables, and the erection

of 8 no. dwellings on site with associated landscaping, car and cycle parking (ref: 17/03692/FU). There is also potential for conversion of the Low Wood and Four Gables buildings via Permitted Development Rights.

The Planning Use Class for the building is B1 and the site is situated in the Horsforth Conservation Area. None of the building structures are listed. The site is located in Flood Zone 1 so is at the lowest risk from flooding.

In order to benefit from this Permitted Development Right a Prior Notification application will need to be submitted to Leeds City Council. This is a relatively straightforward procedure, which is subject to a 56 day

(8 week) determination period. The LPA can only consider development management issues which relate to (i) transportation and highways, (ii) contamination, (iii) flood risk and (iv) noise impact on the site.

One of the key benefits of securing a Prior Approval notice rather than a planning permission is that the residential use would not be subject to planning obligations, in particular the requirement to provide affordable housing. Technical Information
