    RESPONSIBILITY AND AUTHORITY

    The Master has the highest and overriding authority onboard and has the responsibility for making any

    decisions with respect to safety, security and pollution prevention and to request the Company's

    assistance as necessary.

    The Master has the responsibility for operating the ship according to the registered flag state for the

    vessel, the Company's quality assurance system (SMS), Classification Society and the actual charter

    party/contract.

    The Master has, at all times, total responsibility for the ship and onboard personnel when he/she is on

    duty.

    In the event that the Master uses his authority to deviate from the system, the Master shall, as soon as

    possible, report in writing a Management of Change (described in SMS).

    The Master's responsibility includes, but is not restricted, to the contents of this instruction.

    REQUIREMENTS ON INITIATIVE

    The Master shall ensure that the efficiency of work is good at all times, with special care paid to each

    crew members use of disposed time for maintenance and other prioritised commissions.

    The Master shall be updated of:

    Laws and regulations from the authorities. Recommendations from the Classification Society. The owners instructions and quality assurance program. Tariff conditions. Other items that have any significance for the performance of the duties as a Master.

    It is the Masters responsibility to clarify any item not sufficient described in this procedure.

    PERFORMANCE DESCRIPTION

    Safety and security

    The Master shall:

    Be familiar with the safety, security and GC Rieber Shippings Safety Management System. Verify that the safety training manual is available for all onboard, and that it is used. Verify that SSO on board have sufficient knowledge about the ISPS Code and its purpose. Prepare reports of accidents and near-accident according to separate instructions in this manual(IMPROVEMENT-reporting).

    Quality Assurance

    The Master, in cooperation with the QHSE department ashore, is responsible for implementing the

    Safety Management System onboard.

    The Master shall be familiar with the company SMS and ensure:

    to motivate crew to follow policies and procedures clear instructions trough e.g Master standing order and regular meetings with departmental

    leaders on board

    monitor performance trough safety meetings, inspections and periodic meetings withdepartmental leaders.

    The Master shall propose improvements in the SMS so that the system, in a practical way, is suited toimprove the quality of the Company's services.

    The Master shall prepare the yearly Masters Review in December each year in Unisea system.

    Training

    The Master shall ensure that necessary "on the job" training is given to new personnel according to

    STCW95. The training is to be based on an evaluation of the personnel, instruction manuals, position

    instructions, contracts and charter party. The Master shall notify the Superintendent if it is impossible

    for the required training to be carried out onboard.

    The Master shall be familiar with the vessels training matrix andfollow up, in cooperation with the

    crewing department ashore.

    The Master has the responsiblity to ensure that the training matrix correspond with muster plan.

    Contracts - Charter Parties

    The Master shall inform the crew of specified requirements in the contract, and ensure that they are

    complied with. The Master shall ensure that the charterers contractual requirements are complied with

    in such a manner that the charterer obtains further confidence in the Company. Details of the contract

    are confidential. The Master is not authorised to relay details of the contract further.

    Bridge watch

    The Master shall, if possible on a daily basis, relieve both mates to give them sufficient time to perform

    their other duties (provided that the Master is not included in the two-watch system).

    Certificates/DispensationsThe Master shall establish/update a table of files for all ships certificates and classification documents,

    including issue and due dates. Originals of certificates are to be filed onboard and a scanned copy to be

    filed in the company certificate database.

    Personnel file

    The Master shall prepare and maintain personnel files according to regulation I/9 of STCW95. This is

    further described in Annex 4 of STCW95. For new employees the crewing department shall verify

    qualifications before the employee embarks the vessel.

    Following original documents shall be filed on board for each seafarer:

    Medical certificate Seamans Employment agreement (SEA) Passport Seamansbook or other record of service. Other relevant certificates and course diplomas

    Master must also ensure that all documents are valid for the whole period of contract. If not crew

    department must be consulted, and update of relevant documents must be done in first port of call.

    Master has also the authority to sign record of service if the seafarer have not seaman's book. The

    record of service shall include date of employment from/to and position.

    Operational economy

    The Master shall ensure that any attempt to influence the ships operational economy ends with the

    best possible result.

    Job instructions

    It is the Masters responsibility to ensure that job procedures for all safety/security related work

    onboard are prepared (according to STCW95 and ISPS Code). The Master shall verify that the bridge

    procedures are available on the bridge and that they are used.

    Reporting and filing

    The Master shall report conditions related to the ship's technical state, the voyage's progress and the

    crew to the Superintendent. The Master shall keep the onboard filing system up to date. The Master

    shall send copies of relevant documents received or prepared onboard to the Superintendent for filing

    ashore.

    Requisitions/purchasing

    All Company purchase orders shall require 2 signatures. Orders or requisitions coming from the ship

    shall be signed by the head of department and the Master. It is understood that the Master has

    approved a requisition when transmitting it by email.

    Masters verification

    The Master is responsible for all day to day verification onboard. It is Company policy that the Master

    shall sign all the ships logbooks according to existing rules and regulations.

    RESPONSIBILITY

    The Chief Officer is the head of the deck department and as such is responsible for supervising and

    encouraging all subordinates. The Chief Officer is the personal deputy for the Master. Should the Master

    for any reason be unfit to continue his duties, the Chief Officer is to take over responsibility for the

    vessel. The Chief Officer shall be familiar with the Masters standing order and ensure that all officers on

    bridge are familiar with the standing order.

    The Chief Officer shall act as HLO on company vessels equipped with helideck.

    The Chief Officer is the dedicated SSO on the vessel and shall have the approved qualification for this.

    The Chief Officer shall also be familiar with the position instruction for SSO.

    The Chief Officer is the dedicated Environmental Officer. The Chief Officer shall be familiar the ISO

    14001 standard and measures onboard to reduce the vessel impact on the environment. He is

    responsible that measures are implemented onboard, and should also monitor that measures are

    followed by the crew and other personnel onboard.

    The normal responsibilities include, but are not limited to:

    VOYAGE PLANNING

    Stability and trim

    Prior to every departure, the Chief Officer is to prepare calculations of the vessels stability and trim, and

    ensure that the rest of the stability is sufficient for the voyage. The calculations shall be presented to the

    Master.

    Voyage planning

    The Chief Officer is responsible for planning the routing and the speed accordingly. The voyage plan is tobe done from berth to berth. The Chief Officer shall verify that the calculations prepared by the 2nd

    Officer are in accordance with the Masters orders. These calculations shall be signed by the Chief

    Officer prior to being presented to the Master.

    Loading/unloading

    The Chief Officer shall be in charge of the loading and unloading of cargo. He is responsible for making

    notations of, or refusing, damaged goods. Prior to departure, the Chief Officer shall verify that all cargo

    is sufficiently lashed and make a notation of it in the log book.

    Rescue and fire-fighting equipment

    The Chief Officer shall verify that all lifesaving and fire-fighting equipment is maintained according to the

    relevant rules and regulations. The equipment shall at all times be operative. If any of the equipment

    has defects or is close to expiry date, the Chief Officer shall order replacements.General deck maintenance

    The Chief Officer is responsible for the deck maintenance on board. Preparing and following up work

    lists/work plan is part of his responsibility. In cooperation with the Chief Steward, the Chief Officer shall

    divide the cleaning of the accommodation between the deck personnel and the catering personnel.

    DECK/PAINT/CHEMICAL STORES

    General

    The Chief Officer is responsible for the deck and paint stores and the ordering of accessories

    for the same. He may delegate the responsibility to the Bosun. Orders from the ship shall in all

    circumstances be signed by the Chief Officer, as head of department, and the Master.

    Chemicals

    The Chief Officer shall ensure that all chemicals are used and stored according to the relevant data

    sheet, or according to other relevant rules/legislation's. Chemicals without a valid data sheet shall be

    not be taken onboard the vessel. The Chief Officer shall ensure that chemicals are not past their expiry

    date. Chemicals past their expiry date, or for any reason not in use onboard, shall be marked and sent

    ashore. The Chief Officer shall, for safety reasons, have the data sheets for all chemicals brought

    onboard, regardless by whom.

    Safety instructions and mustering at departure

    Whenever new crew members or others come onboard for a voyage, the Chief Officer is responsible for

    going through the safety instructions, and signing the log for it. The instructions as a minimum are to

    include:

    Requirements set in procedure for familiarisation.The safety instructions are preferably to be carried out prior to leaving the port or whenever arriving

    onboard. In any case, the instructions shall be carried out within 24 hours after departure.

    Radio communications

    The Chief Officer is the ships Radio Officer and is responsiblefor the daily operation of the radio station.

    The Chief Officer shall make sure that the radio station, including radio log book, is kept according to

    laws, regulations and the normal practise on ships operated by the Company.

    Watch

    The Chief Officer has normal navigational watch duties when at sea. Included in these duties is to assist

    and support the charterers personnel on deck and verifying normal ship duties.

    MEDICAL

    Hospital

    The Chief Officer is responsible for the ships hospital cleanliness and readiness at any time.If there is a Medic on board, this task can be delegated to him/her. The Chief Officer is to inform the

    Medic about the responsibility and follow up/filing of medicine.

    Medical chest

    The Chief Officer is responsible for the ships medical locker. The locker shall at all times contain

    necessary medicine according to relevant rules and regulations. A strict log of all medicine shall be kept

    and signed as part of the Chief Officer's handover to the next crew. The Chief Officer is responsible for

    ordering replacements for medicines used or out of date. Old medicines shall be destroyed according to

    flag state rules and regulations.

    Medical first aid

    The Chief Officer shall be trained to provide medical first aid. Training level defines in the training matrix

    for the vessel.

    ENVIRONMENT

    Environmental Officer

    The Chief Officer is the designated Environmental Officer on board. In this respect, the Chief Officer is

    responsible for ensuring implementation of the vessel's garbage management plan, and compliance

    with GC Rieber's ISO:14001 procedures.

    The Master may authorise delegation of some duties to the 2nd Officer. The DPA is the company's

    management representative ashore. The chief officer shall comply with requests received from the DPA

    on environmental management reporting.

    RESPONSIBILITY AND AUTHORITY

    To have total responsibility for the engine department, and motivate and follow up fellow workers.

    The normal responsibilities include, but are not limited to:

    ADMINISTRATION

    Watch routines

    Prepare and follow up watch routines for the engine crew.

    Overtime

    Keep overtime lists for the engine department, and when finished, hand them to the Master.

    Report

    Prepare the handover report for the next shift, and send an electronic copy to the Superintendent.Report to the Company as required.

    OPERATION

    Supervision

    Daily supervision of the running of all machinery, including engines, propulsion and power supplies.

    Operational modes

    Selecting the correct operational modes for each machinery component. With special regard to fuel

    economy and life time costs for the different components.

    Log keeping

    Verifying that the engine room log, oil record book and other logs are kept according to laws,

    regulations and the Company's instructions, and to counter sign every day.

    Watch duty

    Perform watch duties if required.

    Special operations

    In close cooperation with the Chief Officer, plan and initiate mechanical maintenance on deck

    components such as lifeboats, FRC, winches and cranes.

    MAINTENANCE

    Engine department:

    Be responsible for the maintenance in the engine department.

    Planned maintenance system:

    Verify that the ships computerised planned maintenance system are used and updated.

    CMS/PMS

    Verify that the components on the class machinery list and E0 list are classed according to the CMS/PMS

    regulations of the Classification Society.

    On deck maintenance

    In close cooperation with the Chief Officer, plan and initiate mechanical maintenance of deck

    components, such as lifeboats, FRC, winches and cranes.

    Charterer's equipment

    Plan and initiate maintenance of charterer's equipment when such responsibility is stated in the charter

    party. The Chief Engineer is responsible, on his own initiative, for reviewing the charter party contract

    with regards to the above.

    SPARE PARTS

    Planned maintenance

    The Chief Engineer is responsible for ensuring that the vessel has the necessary spare parts onboard in

    due time for all planned maintenance.

    Spare parts stock

    The Chief Engineer is responsible for reviewing the spare part stock and making recommendations for

    changes according to the relevant charter party, routes and trade areas at least once a year, prior to

    budgeting for the next year.

    Spare part system

    The Chief Engineer shall verify that the ships computerised spare part system is correct, used and

    updated continuously. Spare parts received onboard shall be marked as received in the system

    regardless of whether the parts are stored or used immediately.

    Requisitions

    Prepare requisitions for spare parts and have them counter signed by the Master. Requisitions sent by

    the Master on email are understood as being approved by the Master.

    Local purchases

    Prepare purchase orders for local purchasing of spare parts or requisites and have them counter signed

    by the Master. A copy shall be forwarded to the Superintendent.

    BUNKERING/FUELLING

    Bunkering procedure

    Responsibile for the safety measures taken during bunkering, and during the transfer of oil products.

    Fuel ordering

    Prepare bunkering requisitions, in cooperation with the Master, according to procedure set forth in the

    charter party.

    BUDGETING/ COST CONTROL

    Budgeting

    Prepare a budget proposal for the department for the next year including normally used spare parts,

    Class cost, service personnel and yard/docking.

    Cost control

    Perform cost control and give message to the Superintendent (via the Master) if it is clear that the

    budget will be exceeded or is too high. If the budget is exceeded, only critical parts are to be ordered.

    FILING AND DISTRIBUTION

    Filing

    Responsible for preparing and updating necessary files regarding the engine department. The filing

    system shall be in accordance with the standard set forth by the Company.

    RESPONSIBILITY AND AUTHORITY

    The normal responsibilities include, but are not limited to:

    All machinery during the watch.

    To supervise the engine crew on same watch.

    ADMINISTRATION

    Responsible for keeping log books updated with regards to items occurred during his watch. Preparing

    the handover report for the next shift and giving a copy of it to the Chief Engineer.

    OPERATION

    Responsible for all machinery during the watch. Any fault to be corrected at once. If there is any doubt

    relating to safety or function of machinery, the Chief Engineer shall be called.

    All adjustments or repairs shall be noted in the engine room log book. Temperatures and pressures are

    to be logged during every watch.

    MAINTENANCE

    Together with the Chief Engineer, responsible for maintenance of main and auxiliary engines, hydraulic

    powerpacks, boilers, steam system and steering machinery.

    SPARE PARTS

    To keep a log of spare parts used during the watch. Responsible for the storekeeping of small machinery

    items.

    RESPONSIBILITY AND AUTHORITY

    The Electrician is responsible for maintaining electric and electronic equipment on the vessel.

    The normal responsibilities include, but are not limited to:

    Keeping the Electricians engine log book and planned maintenance system updated of all repairs and

    controls carried out. Responsible for preparing the handover report for the relieving Electrician and

    giving a copy to the Chief Engineer.

    OPERATION

    Daily supervision of all electric and electronic machinery equipment including, but not limited to, earth

    faults, lightening, battery chargers, fans, air-conditioning, instrument lights, engine pre-heaters on

    lifeboat engines, etc. Run and test, on a weekly basis, the emergency generator and check water/acid on

    batteries. Enter results in the log books. Log weekly readings for the bridge engine room and lifeboat

    batteries. If in any doubt, call the Chief Engineer.

    MAINTENANCE

    Responsible for all planned maintenance on electronic equipment, and for updating logs and

    maintenance system of same. Cleaning/inspection of switchboards, generators, electric motors,

    transformers, consoles, air-conditioning, starter units and other electrical equipment as required in

    addition and according to the maintenance schedule.

    SPARE PARTS

    Keep the maintenance system updated with regards to electrical spare parts. Prepare requisitions of

    electrical spare parts and have them approved/reviewed by the Chief Engineer.

    HANDOVER

    The report is to be written in English.
