Greg Rominger, PE Greg is the ideal project manager for this contract having managed Roadway projects in Indiana for the past 35 years. This experience includes managing four district “On-Call” projects over the past 10 years. As a result of this unmatched experience, he has seen it all and knows what to look for, how to anticipate the problems, and most importantly how to successfully design around them. His intimate understanding of INDOT’s specifications and how to apply them will give you peace of mind; knowing he will efficiently handle all task assignments by selecting the appropriate team leader and design team for each project, ensuring the schedules are met and the projects stay within budget, while trying to minimize costs. He holds a Bachelor of Science degree in Civil Engineering from Purdue University.

Working on this large number of projects has given the B&N Team the opportunity to work closely with many of the District Project Managers, but also other district staff including Traffic Engineers, Area Engineers (AE) and Construction Project Engineers. These relationships have led to even better communication and a willingness to work together to achieve the best results. For the past four years the ACEC Grand project award has been won by a member of the B&N team. B&N won the award in 2014, 2015, & 2016 and CHA won the award in 2017. We feel this accomplishment demonstrates how the members of our team strive to deliver excellent work to our clients and specifically to INDOT, the owner on the three most recent awards.

Staying Fully Engaged

We have worked with construction staff during the design and until a project is completely built. Some examples of this include: Prompt answers to questions from the field. Site visits to help find solutions to unexpected field conditions. Some examples of this include the SR 42 truss bridge rehab over the Eel River, where it was determined that additional damage had occurred after the original design leading to the need for added repair work details at the bridge joints. US 136 bridge rehab over Eagle Creek where additional deck deterioration was found than was originally anticipated. B&N met with INDOT staff in the field to assess the conditions and offer solutions to the issue to avoid delays.

Project Implementation While every project is unique, all must be channeled through an organized process to stay on track and achieve success. This begins with good initial planning. The keys to successful project are communication, responsiveness to the client and all stakeholders, and attention to schedule. A good implementation plan includes the following actions: Understand the project and develop a comprehensive scope of work. Assign the right leader and team to the project. Clarify PM expectations with a kickoff meeting.

Project Understanding

We understand on-call assignments usually consist of very diverse tasks with a wide variety of different sized projects. Many may require a fast turnaround to meet very tight construction schedules. Some may be bundled with many other projects, which requires additional coordination to put the contract document package together. It is our understanding from discussions with Crawfordsville District staff this particular On-call contract will be primarily aimed at general program development projects for the 2021 Fiscal Year Programs and later. However, new money from the legislature is now imminent and that infusion of cash may bring the need to reorganize the program and accelerate schedules in order to utilize newly available resources. Our On-Call experience includes four previous District On-call projects led by B&N for three districts. B&N has also been a major design sub on four other District On-Call contracts. We have a statewide bridge shop plan review contract and design review contract, both of which require a lot of flexibility and quick responsiveness with little advance notice. In addition, our team partner CHA has been involved in five previous on-call projects. The B&N Team offers a multitude of services including survey, environmental document preparation, Right-of-Way engineering and plan preparation, utility coordination and others.

Bundling Experience The INDOT LaPorte District recently tasked B&N to be the lead consultant to coordinate the bundling of 15 Des. Numbers into a single construction contract. In addition to the major functional overlay project along I-94 with complex maintenance of traffic requirements requiring a lane closure policy exception request, these projects ranged from small pipe linings and minor bridge repair to Bridge Deck Replacements and Functional Overlays. These projects, totaling $27 million construction cost, are located along a very busy stretch of I-94 and I-65 in Porter and Lake Counties requiring extensive maintenance of traffic coordination. Three consultants, three INDOT designers, and B&N were involved in this contract that is currently under construction.

Schedule, Schedule, Schedule We understand how closely the project schedule is tied to its funding. To show our dedication and commitment towards moving each project towards meeting the given schedule, we perform significant research and preparation tasks at the outset of each project. In preparation for a typical project we will:

Review engineer’s reports, bridge inspection reports & existing plans Visit the project site to assess alternatives Prepare a Project Work Plan to be implemented Investigate potential MOT options

Traffic Analysis/Modeling B&N has developed several innovative solutions to projects that have saved time and money. These would not have been possible without Complex Traffic Analysis and Modeling. The B&N team has several very talented traffic engineers, which gives us the ability to analyze and recommend unique solutions. The ability to model and run simulations as well as to create animations not only assures projects will function properly once constructed but will help gain public support. While many assignments for this contract may not require these complex services, we have the ability and experience to apply these skills to many unique intersections including Roundabouts, Median U-turns (Michigan Left, R-Cut, J-Turn), and Green T’s). With the ability to confidently recommend these types of solutions we can increase the likelihood of a cost-effective result that gives the maximum level of service for the minimum cost and impact to the surroundings.

Design Elements Many firms are very well qualified to perform the road and bridge design services typically assigned as part of on-call contracts. However, the following capabilities are what set the B&N Team apart with our unique skills in traffic analysis/modeling, graphics, and our outside the box innovations.

The B&N Team is a call away from being able to assist the district with any traffic analysis/modeling needs which may arise during the upcoming very busy

construction seasons. This analysis/modeling may be needed to verify the existing roadways and intersections can accommodate the additional traffic

when used as a detour route. Simple modifications such as changing lane assignments, utilizing shoulders as turn lanes, and modifying traffic signals may

significantly reduce the temporary congestion along detour routes.

Intersection Decision Guide B&N has utilized the Intersection Decision Guide (Co-authored by Mike Eubank, and six other INDOT experts) on several intersection improvement projects. Recently, B&N used the guide to determine the intersection of SR 46 & SR 9, which was originally scoped as a roundabout intersection improvement, was not worth the cost of investment. In lieu of the roundabout, B&N suggested installing flashing warning signs, buzz strips, and oversized stop signs, saving INDOT over $1 million. B&N believes the Intersection Decision Guide is an excellent tool and provides a systematic process to compare various intersection alternatives.

Safety Analysis B&N has experience with the Interactive Highway Safety Design Model Software. This very helpful tool, created by FHWA, can estimate the frequency and severity of crashes to be expected on a highway based on geometric characteristics. The module can help identify potential improvements on existing roadways, compare the relative safety performance of design alternatives, and assess the safety cost effectiveness of design decisions.

Public Involvement The B&N Team can prepare realistic exhibits and animations similar to the rendering below for stakeholder and public information meetings. On certain projects this is a vital tool to help gain stakeholder and public support of a project, especially when there are significant impacts to homes/businesses or when a unique improvement is proposed.

Maintenance of Traffic (MOT) We understand many of the projects we may receive as part of this contract will have a traffic maintenance component. We are capable of delivering on any MOT plan as we have a vast array of experience with interstate projects as well as urban design projects, each having complex yet very different problems to overcome in order to keep traffic moving.

Innovation B&N has long history of finding innovative ways to reduce scope and save cost. This is a primary reason why we have won the Indiana ACEC Grand Project Award for three consecutive years. The most recent win was for the DuPont Rd./I-69 Diverging Diamond Project in Ft. Wayne and before that it was for the Milton Madison Bridge. These are two projects which exemplify innovation and how we have applied it to add value to projects as well as save money.

Jason is an ideal roadway design team leader as he has managed or designed numerous projects. He has 12 years of transportation experience that includes many different types and sizes of projects. These include small structure replacements, new terrain divided highway, urban and rural roadway rehabilitation/reconstruction, intersection improvements, and interchanges. Jason holds a Bachelor of Science degree in Civil Engineering from the University of Evansville, is a Registered PE in Indiana, and a Certified Utility Coordinator. Jason has a consistent track record of providing cost saving ideas and quality designs to INDOT Districts. He has a proven knack for embracing innovative solutions as is evidenced by his involvement with the SR 1 & I-69 Diverging Diamond Interchange.

Michael has 8 years of transportation experience that includes a variety of project types and sizes. These include urban and rural roadway reconstruction, intersection improvements and interchanges. Project responsibilities include project management, geometric design (vertical and horizontal), storm sewer design, drainage design, erosion control, maintenance of traffic, utility coordination and right-of-way design. Michael holds a Bachelor of Science in Civil Engineering from the University of Akron.

Kevin has over 30 years of progressive experience designing, managing, and performing engineering services on transportation projects. Seven of these years were gained as an employee with the Indiana Department of Transportation. Over the years, Kevin has been deeply involved in production of plans, specifications and estimates associated with many of INDOT’s most high profile and interesting projects. He has demonstrated solid, knowledgeable, consistent leadership focused on client advocacy, on time and under budget project delivery.

Jeff is a Senior Project Manager and the Director of Engineering for the B&N Indianapolis office. His 31 years of experience includes bridges, highway interchanges, and utility infrastructure projects. His responsibilities and design experience encompasses widening, rehabilitation and new bridges for state and local clients including major truss rehabilitation, bridge relocation, river crossing, road overpasses and railroad crossings. Tasks included field investigation and analysis, project coordination, contract documents and construction administration. He has also provided resident project representation for a variety of structures and construction processes and been involved with structural analysis and coordination of architectural preservation and restoration. Jeff holds a Bachelor of Science Degree in Civil Engineering from Purdue University.

Steve is a senior bridge engineer and will serve as a Team Leader. His design experience includes bridge, structural, and civil engineering services for state, county, municipal, commercial, and industrial clients. He has experience in all aspects of bridge design as well as structural analysis, structural inspection, flood hazard analysis, bridge scour analysis, and construction administration. Steve holds a Bachelor of Science Degree in Civil Engineering from Purdue University.

Troy has been involved with the design, construction and management of bridge projects for over 20 years. He has directed complex bridge construction for state department of transportation, local transportation, design-build, FAA, and airport projects. Troy is certified in structural grouting, and he performs both post-tensioning and grouting inspection services.

US 231 over Offield Creek Small Structure Replacement Indiana Department of Transportation Crawfordsville District On-Call Contract

B&N provided engineering services for this small structure replacement as part of an On Call contract with the INDOT Crawfordsville District. The project included the installation of a 20’ x 8’ four-sided precast concrete drainage structure over Offield Creek and a 900’ of roadway reconstruction to improve stopping sight distance. In addition, the project included an environmental mitigation planting area.

SR 59 over S. Fork of Little Raccoon Creek Inspection and Bridge Deck Overlay Rehab Indiana Department of Transportation Crawfordsville District B&N developed the bridge rehabilitation scope report and bridge deck overlay plans for the structure. After reviewing the bridge inspection report and inspection photographs B&N had concerns with additional elements of the structure including the end bents, piers and beams. At the field check B&N drew attention to these deficiencies and the project scope was modified to a superstructure replacement with substructure repairs. B&N worked with the district to keep the project on schedule and keep the work to the minimum necessary to provide a cost effective project. The existing substructure was constructed in 1938 and did not provide enough capacity to use INDOT standard construction methods. B&N developed an approach that used lightweight stay in place forms, PF-2 railing, and in house geotechnical evaluation of the pile driving records to increase of the pile capacity to allow the reuse of the existing substructure.

SR 7 over Little Sand Creek Indiana Department of Transportation Seymour District

An example of application of open roads concepts and innovation is SR 7 over Little Sand Creek in the Seymour District. The project involved a scope change where B&N was directed to add a turn lane to the intersection adjacent to the bridge, resulting in a wider bridge deck. This change prompted B&N to look at making the bridge wide enough to allow traffic to be maintained on the bridge during the phased replacement thereby eliminating the need for a temporary runaround completely. This change placed money in the permanent asset instead of temporary construction.

7th Street/Springhill Road Intersection Improvements Vigo County, Indiana

This project was designed to eliminate safety and congestion

needs at a busy local intersection. Sight distance problems

for left-turning vehicles and the absence of auxiliary turn

lane intersections resulted in high accident volumes. The

project widened and reconfigured all intersection

approaches to provide opposing left turn lanes on all

approaches. Right turn lanes and channelizing islands were

also provided. Turning radii accommodate the semi-truck

traffic, and turn lanes were lengthened in order to

accommodate the projected higher volume of turning

vehicles.

This project was constructed under traffic, using the existing

horizontal and vertical alignments. A new traffic signal was

designed to include elimination of the existing inefficient

split-phased northbound and southbound movements. New

curb, gutter, and drainage were also installed.

Unique to this project was the conversion of funding from

local funds to federal ARRA stimulus funds. When the

decision was made to fund the project using ARRA dollars,

the project design needed to be converted to INDOT and

federal standards within a compressed project timeframe in

order to qualify for the funding. Adherence to the NEPA

documentation process was required as well.

CHA’s responsibilities included survey, NEPA

documentation, roadway and traffic signal design, utility

coordination, maintenance of traffic, land acquisition

services, and construction document and cost estimate

preparation.

Hendricks County Culvert Replacement Projects Hendricks County, Indiana

Since 2006, CHA has been providing on-call culvert

replacement services for Hendricks County. Professional

services include survey, hydraulics, structure design,

The following culverts have recently been completed:

CULVERT GU-080:

On County Road 1025 East over Rail

Run Creek in Guilford Township:

The project included the removal of

the existing concrete slab culvert

and a replacement with a single 40’-

0” span Prestressed Concrete Box

Beam Bridge with 31’-6” Clear

Roadway.

Approximately 250’ of pavement

replacement was used at each end

of the structure, as well as two

parcels owned by the Indianapolis Airport Authority for

right-of-way acquisition.

CULVERT GU-043:

On County Road 625 East (Center Street) over Ditch in

Guilford Township:

The project included the removal of the existing corrugated

metal pipe and installation of a 16’-0” span x 9’-0” rise

Precast Concrete Box culvert.

Also included was approximately 100’ of pavement

replacement at each end of the structure, as all as four

parcels of right-of-way.

Key Features: B&N facilitated an agreement between the City of Shelbyville

and INDOT to include a multi-use path along SR 9

SR 9 Road Rehabilitation Indiana Department of Transportation Greenfield District

B&N is completing survey and roadway design of this fast paced project on SR 9 in the City of Shelbyville. This road rehabilitation project includes pavement resurfacing, curb and gutter replacement, and drainage improvements. In addition to sidewalk replacement, B&N facilitated an agreement between the City of Shelbyville and INDOT to also include a multi-use path along SR 9. All improvements are being completed within the existing R/W so that the project can remain on an accelerated schedule.
