Chief Charles Scriven, an icon in our community, received

a public apology and a warm reception on Tuesday from the Fraternal Order of Police Gateway Lodge 530.

To understand the significance of the event, a short lesson in history is necessary. In 1950, a hotly contested mayoral race pitted Hayden Burns against C. Frank Whitehead. As an incentive to the African American community, candidate Burns promised a swimming pool in the black community and “Negro” police officers. Achieving a victory fueled by the black vote, Mayor Burns built the Jefferson Street Pool and hired six black officers as promised. But the officers were not allowed to police the white community or arrest white citizens. Thus, to ensure

against any risk that these boundaries would be breached, the black police officers were placed in a separate precinct,

housed in the basement of the swimming pool facility.

Recent Dominican Republic Deaths Have Americans Rethinking Their

VacationsA rash of U.S. tourist deaths in the Dominican

Republic under mysterious medical circumstances have been reported over the past year.

The deaths, which have mostly been brought to light by family and friends, involve people who were believed to be generally healthy and showed no signs of illness before their trips.

It was unclear if any of the deaths were linked, but tourism officials in the Dominican Republic said that the FBI and health specialists were investigating many of the cases.

The U.S. State Department said it was “closely monitoring” ongoing investigations by Dominican authorities into several of the recent deaths of U.S. citizens.

“We have no higher priority than the safety and welfare of U.S. citizens abroad,” a State Department spokesperson said in a statement. “Millions of Americans travel to the Dominican Republic every year. While the overwhelming majority travel without incident, we want to assure all Americans that we continue to work actively with the Dominican authorities at the very highest levels to ensure that U.S. citizens are safe and feel safe while in the Dominican Republic.”

Scriven was appointed to chief of a brand new division referred to as the Group Relations division. The division was meant to “keep nearer traces of communication between the black group and the Sheriff’s Workplace,” He later went on to function a sergeant and lieutenant, with the Jacksonville Sheriff’s Office.

Georgia Set to Make Cuts to Thousands of Medicaid Recipients

The state is terminating Medicaid assistance for about 17,000 poor, elderly or disabled Georgians. The state Department of Community Health said the 17,000 had simply not responded to renewal notices informing them how to continue their coverage.

But legal advocates say the state is to blame for the situation.

Attorney Robert Bush with the Savannah Regional Office of the nonprofit law firm Georgia Legal Services Program (GLSP) says renewal notices never made it to some clients.

“We investigated. We went online to the state’s databases and the state’s database revealed that the renewal notices that were supposed to be sent to these clients were not sent to these clients,” Bush said.

People affected could submit either a renewal or application form in the three months after their closure. If they still qualify, their coverage will be reinstated back to the first of June, said GLSP attorney Vicky Kimbrell.

GLSP says they have written the state Department of Community Health in an attempt to get the move reversed: “Asking them to correct their oversight, to rescind these termination notices they have sent out and to put back in place the lawful procedure they should have followed,” Bush said.

Mental Illness aff ects ALL of us, in some form

or fashion. Approximately, 1 in every 5 adults in the U.S. will experience mental illness each year. That is roughly 46 million people. Think about it. If you were in a room with 20 people, at work, church, in line at the grocery store, etc., there would be at least 4 of you that were experiencing some form of mental illness. This includes anything from depression, bipolar disorder, schizophrenia, PTSD, anxiety disorders, etc. Alarming statistics I know, but the reality of what we have here in America when it pertains to mental illness should cause concern for us all.

Let’s face it, it’s a subject that many prefer not to talk about. It’s the pink elephant in the room that many chose to pretend is not there, until that elephant is standing or sitting on them – OUCH! In other words, it’s not a problem until it becomes YOURproblem. When mental illness aff ects any individual, the harsh reality is it aff ects the entire family (including the children) and the community perpetuating even more dysfunction and breakdown within the family unit.

For those that don’t self-meditate or overindulge in alcohol or drugs in order to mask their pain, trauma and/or mental illness, many chose to rationalize and self-diagnose their own conditions. We have become a society that is quick to ‘Google’ our symptoms and label our own conditions without seeking

the help of professionals. Some even attempt to ‘pray’ mental illness away. I’m sure you know this person, or could this, perhaps be you? I’d be the fi rst to recommend prayer for any and all of what you may be experiencing, but in addition to prayer, if you have or suspect you have mental health concerns please pray in addition to seeking professional help.

Only 41% of adults in the U.S. with mental health conditions received mental health services in the past year, with African Americans using mental health services at one-half the rate of Caucasian Americans (NAMI, 2019). Why do African American fail to seek treatment for mental health concerns, as compared to other races? We can no longer pretend that mental illness doesn’t aff ect us. Stop blowing off that uncle or aunt as just ‘crazy’ when you can choose to assist

them with getting help. Let’s stop pretending that we are ‘okay’ when we really are not. Some of us have past hurts, past abuse, past abandonment issues that were never dealt with. Some of us are currently dealing with divorce, bankruptcy, job related stress, and just LIFE and we need someone to talk to. Or could it be that you were diagnosed with a mental illness years ago, but you stopped taking your medication and stopped getting treatment? Whatever the case is, please seek professional help of a counselor, therapist or psychologist for a mental health evaluation today. You owe it to yourself!

As an Advocate for Mental Health Awareness, I constantly fi ght to educate and bring awareness to this topic. As an African American woman, I watched my Mother suff er in silence from an undiagnosed and misdiagnosed mental illness for over 20 years. I continue to advocate for equality in mental healthcare for ALL. The stigma that is still associated with mental illness is taking it’s toll on America. Our suicide rates, particularly amongst our children, are increasing. There are still disparities in education, access to treatment and on-going services for minorities and the recidivism rates will never improve if we continue to deny mental health services for inmates and their families. If we continue to ‘pretend’ there isn’t a problem how can we ever fi x it? Mental Illness aff ects us all. Let’s stop pretending it doesn’t exist!

There are only a few topics that make us speak with e m o t i o n a l

fervor and act with brotherly and sisterly love. Race is one of them. It hits us in a tender place in our hearts. Our feelings are sometimes emboldened with joy and other times burdened with despair. We often fi nd ourselves caught on a racial sliding board.

We know how to stay racially embedded. When we isolate ourselves and don’t see another side, we stay racially challenged. If we look upon the other race with disdain and apprehension, we won’t change. If we spread unfounded rumors and innuendos, then we remain set in our ways.

I spent my early years in segregation. It was blatant and in your face. We had separate schools and facilities. That was just the way of life. Protests occurred but the laws remained unchanged.

Finally, America woke up out of its nightmare called segregation. No longer did black and brown people suff er endless humiliation with a lot of stipulations. The chains that locked our civil rights, human rights and voting rights were fi nally unlocked.

The 60’s, 70’s and 80’s got progressively better which brings us to today in 2019. Granted, this is not utopia however we can see the

bright light of hope at the end of the tunnel. Of course, there are many who would disagree with my assertion.

Maybe I am just an optimist and want to keep hope alive as Reverend Jesse Jackson would say. We are living in some trying times. Yes, trying in the sense of tough but also trying in the sense of opportunity. We have a chance to heal our brokenness.

There is no generic recipe for racial healing. Each person is diff erent. In some communities, random dinners at homes bring people of diff erent races together. The thinking is that everyone can get along over food. The commonality in any of these strategies is that both races must want to get along and to get better.

Summer is here and most folks will be going on vacation. We recently returned from vacation and had some great interactions with people who didn’t look like us. After the customary hellos, we found that we had some common interests. The conversations were authentic and humanistic. I believe everyone left with a better appreciation and respect for the other.

We need to be open to change in order to grow. With this growth, we will become less judgmental and more forgiving. We can’t put up the race barrier every time we meet a person of a diff erent race. When our defenses are down, our humanity takes over. We become friendlier and easier

to engage.Racial engagements are

taking place in all corners of our great country. In Seattle Washington, Laura Humpf, a certifi ed yoga instructor has a class entitled “Undoing Whiteness”. The class in part deals with white privilege and how our society must combat it.

Some are calling the class an exercise in segregation. Dori Monson, a Seattle talk show host is squarely against the class and has devoted a great deal of time railing on about it.

However, Cecelia Hayes, an equity consultant says, “There are an awful lot of black activists tired of educating white people about racism.” In the meantime, Laura Humpf continues trying to educate people about the race problem in America. She says, “The truth is that we all are one. There’s a divinity that connects us as human beings. But the reality is that we’re in diff erent bodies, so we experience the world in very diff erent ways.”

We have a role to play in getting people of diff erent hues to understand we are more similar than we realize.

Is this diffi cult? Yes, but we can’t stop trying.

If you didn’t know her name before, you will D E F I N I T L E Y know it now.

Stephanie Riley is a name that you will be hearing for years to come. It is a name that will be printed in magazines and within history textbooks. Taking her diligence and hard work she learned from track during her high school years, Riley applied the same methods to her military skills. Stephanie Riley, 24, is a graduate of the 2019 United States Military Academy (West Point). Riley is 1 of the 34 African-American women to graduate within West Point’s class of 2019, breaking records and making it the largest class of African-American women to ever graduate from the academy.

Established in 1802, West Point was an academy established in a time period where women were not granted the ability to partake in activities in relation to the military. During this time, it was definitely uncommon for African-Americans to be a part of the military due to slavery. Breaking through West Point’s racial and gender barrier, Riley, as well as 33 other African-American females who graduated from West Point on Saturday May 25, 2019, opened doors for other African-American female graduates and help pave the way to a more diverse academy. With a graduating class of about 985, it is remarkable that 280 of the graduates were women and of that 280, there were 189 black students within the class. With its largest number of female African-American cadets in the history of a predominately white and male graduating class, the 34 cadets have diversified West Point’s graduating rate and will be a part of a historic milestone.

As a high school graduate of Stanton College Prepatory School in Jacksonville, Florida,

Stephanie Riley is well trained in pushing herself to the limits to pursue her goals. Inspired by the doubts of her high school guidance coach, Riley set out to make it a mission to go into the academy and graduate. “I was already interested in going,” Stephanie says, “but the final nail in the coffin was when she [her high school guidance coach] told me that this was out of my reach. Which I thought was really bizarre, but after that I was like ‘You know what, watch me!’” Using the doubts of her guidance counselor and words of encouragement from her mother, Karen Riley, Stephanie pursued a college career within the United States Military Academy at West Point and graduated amongst her peers in West Point’s class of 2019.

Stephanie plans to serve within the Signal Corp branch in the United States Military with pride. “My number one [choice] was Signal Corps and I was blessed enough to even receive it.” When asked how she kept herself within the correct headspace while training, Riley replied, “I just kept reminding myself of the final goal and telling myself that ‘This too shall pass.’ [Like] whatever hard time I was going through, even though it didn’t seem like there was an end to it at the time, but just knowing that “This too shall pass”, and that each day I get closer and closer to [May] 25th.”

“The worst you could do is just give up on yourself,” says Stephanie Riley, of Jacksonville, FL who continued to strive towards her goals in order to not only benefit herself, but to also make her mother proud.

When asked how it feels to be 1 of the 34 African American women that graduated in West Point’s class of 2019, Riley stated, “So it’s still sinking in. The feeling every time I look back on it, just knowing that we started at two and now we are at 34. I don’t even know the words to really give you to explain how that feels,” Stephanie states grinning from ear to ear with pride. “Probably because it still hasn’t really sunk in yet, but it is remarkable. It is a very proud feeling and it just makes me want to reach

out to the current black females who are there [at West Point] to make sure that they keep going, keep pushing through it so that they can make it and become a part of history.”

Having the opportunity to sit down with a history maker, Riley shared her favorite memories from West Point, the life lessons she learned while at the academy and how it felt to make history.

What is one of your favorite memories from West Point?

“Well, now graduation! But besides that, I would say branch night. Branch night is the night that we all figure out what branch we are going to, and essentially what job we are going to have once we graduate and that’s something that is like huge because, yes since we are seniors obviously and we know we are about to graduate, but it’s like everything that you’ve been doing up until that point like culminates that night and you finally find out what you’re going to do.

If you didn’t graduate from West Point, or wouldn’t have even gone into this experience, what life lesson would you not have been able to learn?

“I would say, like what my senior quote in the yearbook says. ‘Closed mouths don’t get fed’ and that essentially, you have to always keep—you are your best advocate and no one else is going to look out for you on a professional level if you want something.”

Can you describe what you were feeling as you sat amongst your peers? What was going through your mind?

“It was weird. So, we were—so the way graduation worked for us was that we were put into this like indoor football stadium, it was right next to the actual football stadium where we would’ve marched in. We were there for a few hours and so we’re all sitting there, we’re just like so tired. We were up at like four in the morning and we’re exhausted because we had just finished our banquet the night before. We’re sitting there, and some people are sleeping, some people are taking

like the final pictures, and it really didn’t like—well at least for the first few people around me that it didn’t hit us until we started to actually march out into the stadium. Then we hear all of our family uproar and feeling that is a ‘Woah…we made it kind of thing’. And at that point I think we are all just motivating each other to not pass out because it was so hot. Like hey let’s make it through this and then we’ll like actually be done!”

Having taken the road less traveled by obtaining an education at West Point Academy, Stephanie chose West Point because she felt that it was simply an opportunity that she couldn’t turn down. Riley

understood the dynamics before she decided to attend West Point, but decided that she would not let race nor gender be the reason she declined a once in a lifetime opportunity. One thing that is clear about West Point graduate Stephanie Riley is that her ambition and drive are qualities that can be admired by many. Inspired by the words of Winston Churchill, Riley’s favorite quote, “If you’re going through hell, keep going,” can best describe her time at West Point and hopefully motivate other young African-American men, and most importantly women, to continue to fight... A battle of St. Johns’s Bluff fought October 1st -3rd, between Union and Confederate forces in Duval County resulted in a Union victory and reoccupation of Jacksonville.

January 1, 1863, the Emancipation Proclamation became law 2 ½ years after President Abraham Lincoln signed the papers. June 19, 1865, again history tells the story, slaves throughout Texas had not heard they were free. The citizens did not know the War between the States was over. Union Soldiers arrived

in Galveston and other cities with the news the war was over, and the slaves were free. In a press interview, Walter Miller explained “It’s a milestone on our march to freedom and equality so we hold it up as a celebration of how far we have come. But it is also a mark showing we’re on the middle of the mountain and the struggle continues. “

Celebrated on June 19th Juneteenth is a state holiday recognized in 45 of the 50 states of the USA. The celebration includes vendors with jewelry, African attire, a kids zone with hopscotch, checkers, chess, booths with services information, ACLU, Human Rights Commission, Jacksonville Youth Works, Jacksonville Attorneys were helping ex-offenders register to get their voting rights back, mine dancers , music and fun, Brittany Beans with The shea butter experience, an e school

tutoring program, Renewu, and others like the Hubbard House gave out information about programs that help present a better quality of life.

The Ritz Theatre and Museum joined with the Martin Luther King Jr. Foundation to honor a native son, David Johnson for his contribution to history with pictures. Mr. Johnson received proclamations for his works from Congressman Lawson, who had other engagements but sent his representatives to present the award, Mayor Curry sent a proclamation from his office but no representative to present it. Mr. Johnson, a 1945 Stanton High School Graduate, spoke and addressed questions during a showing of his film documentary “Positive Dreams.”

The day was a JUNETEENTH Freedom Walk celebrating African American emancipation. Mr. Miller is a board member of the Martin King Foundation.


The War Is Over, and the Slaves Freed

Seeing the disparate treatment of the black officers, who were issued second-hand weapons and uniforms and who still had limited authority, Chief Scriven, then a patrolman, reached out to the Fraternal Order of Police (FOP) whose mission and purpose is “to improve the working conditions of law enforcement officers and the safety of those we serve.” The organization rejected him because of his race. In 1957, with the aid of his fellow black officers, Scriven flew to Philadelphia to seek support from the national organization. Although he had scheduled an appointment with the national president, when Scriven arrived the president claimed to be doubled booked and barely made time to meet with Scriven. He did acknowledge that the Fraternal Order of Police (FOP) had a non-discrimination policy and assured him that the local lodge was aware of that fact. He declined, however, to intercede on Scriven’s behalf or on behalf of the other officers. It was not until 1967 that the Jacksonville Fraternal Order of Police (FOP) began admitting African American officers. At that time, officers were admitted by an anonymous voting process whereby members voted by placing white balls, signifying acceptance, or black balls, signifying rejection, into a ballot box. If an applicant received three or more black balls, he was denied admission. Because of his courage in seeking admission to the Fraternal Order of Police (FOP), Scriven was repeatedly

blackballed.Undeterred, Chief Scriven

continued to serve with distinction as an officer. He was one of the principal initiators of the Police Athletic League. He escorted hundreds of youth to the Nation’s capital. He became the first African American to rise to the ranks of Chief. He was appointed by Governor Askew as the first African American to serve on the parole and probation commission, ultimately serving as its first African American Chairperson. At age 86, Chief Scriven is the only living member of the initial negro police force.

Fast forward, Chief Scriven recently wrote to the Fraternal Order of Police (FOP) and provided this bit of history to the current leadership. President Steve Zona was personally moved by Chief Scriven’s story and sought to rectify the issue. He learned that, in fact, Chief Scriven had been admitted to the FOP in 1998, but no one had communicated the admission decision to Chief Scriven. President Zona and his colleague drove over to Tallahassee to meet with Chief Scriven at his home to offer a personal apology and offer to

make amends for the forty-year slight.

As a result of that meeting, the Fraternal Order of Police (FOP) dedicated its June membership meeting to the honor of Chief Scriven, allowing a rare open meeting to present Chief Scriven with a shadow box of all of the memorabilia that he should have received on his retirement and to offer a public apology for the way he was treated. In attendance was his wife of 65 years, Jeannetta Scriven, as well as a host of family and friends. Congresswomen Gibson issued a beautiful proclamation, and the Brotherhood of Police Officers presented Chief Scriven with a custom designed plaque acknowledging his stalwart service on behalf of African American officers. Chief Scriven gave a moving speech, peppered with humor and seasoned with truth and passion for law enforcement officers. He was met by a rousing ovation.

The public was excused, and the FOP moved into its private session with Chief Scriven in attendance for the first time since he sought membership in 1957.

Will Smith recently became an investor in Step, a mobile-based banking service app for teenagers, through his Dreamers fund. Step allows teens to easily send and receive money from their family and friends, get real-time notifications, and they don’t have to deal with the monthly or overdraft fees and no minimum balance that traditional banking customers incur.

The platform’s lead investor is Stripe. Other investors include Nas, Jeffrey Katzenberg’s Wndrco, Ronnie Lott, Matt Rutler, Kevin Gould, and Moat founders Noah and Jonah Goodhart. Those investments

translate into $22.5 million in funding.

This isn’t the company’s first round raised, however. Prior to this, the company closed a previous round with Crosslink Capital, Collaborative Fund, and Sesame Ventures.

“Schools don’t teach kids about money,” CJ MacDonald, the CEO, and co-founder said in an interview with TechCrunch. “We want to be their first bank accounts with spending cards, but we also want to teach financial literacy and responsibility. Banks don’t tailor to this, and we want to be a solution for teaching the next generation of adults to be more responsible with money in the cashless era.

After months of attempts, failed deals and more, the New Orleans Pelicans agreed on Saturday to send Davis, a multi-time All-Star and all-NBA talent to Los Angeles in exchange for Brandon Ingram, Lonzo Ball, Josh Hart, the No. 4 overall pick in the 2019 NBA Draft and three future first-round picks.

For the Pelicans, it’s a giant haul for the all-NBA superstar and for Davis and agent Rich Paul it’s exactly what they’ve wanted since announcing the desire for a trade earlier

Jacksonville Father’s Viral Photo, Helps Pampers Install 5,000

Changing Tables in Men’s RestroomsThousands of men’s

restrooms are about to get a much-needed upgrade thanks to John Legend, Pampers, and a dad’s viral Instagram photo.

Donte Palmer is a father-of-three who was sick and tired of going into men’s restrooms to change his son’s diaper only to find that the bathroom was not equipped with a changing table.

In 2018, Palmer had finally had enough. The determined dad from Jacksonville, Florida took a photo of himself squatting against a wall in order to change his son’s diaper on his lap and published the picture to social media.

He then began using the hashtag #SquatForAChange in order to encourage businesses and organizations to install changing tables in men’s restrooms.

“I’m excited, I’m honored, I’m using the moment to teach my boys that if you have a dream, if you have an issue with something, open your mouth, chase it, go attack that thing you want and it’ll come,” Palmer told Metro. “That’s why I’ve been giving my heart to this campaign to change men’s lives. I’m proud to have a huge partnership with

Pampers and Koala Care which will help people really receive my message.”

Singer-songwriter John Legend has even joined the initiative by partnering with Pampers and Koala Care in order to encourage other businesses to follow their example.

“I am so excited to play a role in Pampers’ Love the Change campaign. I love being a hands-on dad, and it is so important that we acknowledge the active

role dads are playing in their babies’ lives,” Legend said in a press release. “Spending time out and about with my kids is one of the greatest joys in my life, but it’s frustrating when I am out with [my son] and the men’s restroom doesn’t have a baby changing table.”

“I’m proud to support Pampers as it paves the way for more inclusive parenting by providing all of us dads out there with the tools we need to succeed,” he added.

3 Houston Rockets Players Selected to Attend 2019 USA Basketball Men’s

National Team Training CampThe USA Basketball Chairman

and National Team Managing Director Jerry Colangelo announced the 20 NBA players who will attend the USA Basketball Men’s National Team training camp in Las Vegas from Aug. 5-9. Eric Gordon, James Harden, and P.J. Tucker were all selected, making the Houston Rockets the only team with more than two representatives.

Following the Las Vegas camp, the selected team finalists will reassemble to train in Los Angeles from Aug. 13-15. The official, 12-member roster for the 2019 USA Basketball Men’s World Cup Team will be announced on Aug. 17. The 2019 FIBA Basketball World Cup takes place in China from Aug. 31 through Sept. 15.
