• Removal of subgrade and backfill with suitable material and spreading of topsoil

• Dismantling of temporary fence (to be covered by LOCOG’s subcontractor Alandale)

• Turf laying of entire area as per approved reinstatement plan

3 ENVIRONMENTAL CONSIDERATIONS

It is recognised that due to the character of the location and the close proximity of nature reserves there are significant environmental matters to consider and manage effectively during the dismantling process. These will be given the highest attention. A section on environmental considerations has been included to identify the principal aspects affecting the construction work. We also recognise the neighbourhood is a residential area. The safe and quiet management of the works is critical in a project of this nature and it is the intention to carry out all works with the least impact possible on local residents.. The contractor’s Health and Safety, environmental proposals and safe system of work will be set out and detailed in the work specific method statements and risk assessments for each activity. We will use best practicable means to adapt to the ODA Code of Construction Practice December 2007 and the Environmental report produced for this project. We will also ensure compliance with the measures for protection of flora and fauna as detailed in section 4 of the Ecology Report, dated January 2012, produced for this project. The following Environmental matters are important to the dismantling activity and shall be given thorough consideration and full and effective controls put into place;

• Protection of surrounding nature and river;

• Control of noise from plant and equipment;

• Control and disposal of waste;

• Tidiness and appearance of the site working area;

• Appearance and standard of public segregation and working area barriers;

• Fuelling of static plant and equipment;

• Oil and fuel leakage from plant and equipment;

• Provision and use of spill kits for accidental spillages;

• Use of electric driven equipment where practical instead of diesel engine to minimise exhaust fumes;

• Dust control methods

• Working hours;

• Storage of materials;

• Car parking restrictions In order to minimise potential impact on bats reported in close proximity to the site, the works are being carried out without any site lighting Prior to any works on site, a toolbox talk will be given to all individuals working on the site as part of their standard health and safety and site induction talk. This will ensure that all workers are aware of the sensitive nature of the local area and the location of the boundary of the Site of Special Scientific Interest (SSSI).

4 TRAFFIC AND PEDESTRIAN MANAGEMENT

The site is to the rear of the Lee Valley Ice Centre in the Leyton Marsh which is situated approximately 2 miles to the north west of the Olympic Park. The site is bound by the Lee Navigation to the west, the Lee Valley Ice Centre to the south, a public footway to the east and open space and a line of trees to the north. The land and Ice Centre are owned by the Lee Valley Regional Park Authority (LVRPA).

There is an informal footway across the site, running from east to west. The track that runs along the west of the site (Sandy Lane) provides access to Springfield Marina (Walthamstow Marshes) to the north of the site and this access route will be maintained. This main access is at the same time the single vehicle route to the site. Works over the access route will be managed so that pedestrian and vehicle traffic (especially emergency services) will be able to access the marina at all times. The entrance to the site is via the car park of the Ice Centre. Two height barriers are installed in front of the car park. At the entrance to Leyton Marsh there is an electronic entrance gate. This gate will be marshalled to avoid inappropriate vehicles entering the site and the height barriers will be managed to allow lorries to enter the site when required but closed at other times. Plant required to access the site includes, excavators, bulldozer and other small earth moving equipment to carry out the ground works; lorries, mobile cranes and forklifts to handle the temporary structure and generators, etc. Vehicular traffic and pedestrians will be segregated where possible and appropriate safety signage shall be used to direct pedestrians and vehicles as works progress. All vehicles must observe the site speed limit and comply with all warning signs. Vehicles must be directed by a banksman when reversing. Drawings showing methods of construction traffic management in more detail are shown in Appendix C. Also refer to the document Construction Traffic Management Plan.

5 SITE SECURITY

It is imperative that stringent security measures are employed on the site in order to prevent unauthorised access to persons not involved with the project and to provide site safety to those who are. The perimeter of the site will be delineated by erecting a security fence. Lockable security gates will be put in place within the perimeter fencing, an entrance gate at the north-west end and a second gate at the south end.. In order to separate vehicles moving kit away from site and groundwork vehicles both gates will be used as separate entrance. The gate to the south will be used for pedestrians also so continuous access to the welfare facilities will be granted. All persons entering and leaving the site will be required to log their movements in a signing in and out book; each sub-contractor will be required to carry this out for their operatives and visitors on the project. This record will be used in the event of an emergency situation when the safety of persons on the site must be accounted for. The record book will also ensure that all persons have vacated the site at the end of the day. Each sub-contractor working on the site will provide their own security measures for storage of their materials and tools, these will be in the form of containers and tool boxes and sufficient space will be made available for these units. A dedicated gate man will be employed to control access / egress to site during working hours and there is going to be site security present on site outside of working hours.

6 WASTE DISPOSAL

Waste storage facilities will be in the form of skips provided by the appointed waste contractor. These skips will as a minimum, include general waste and metal. All waste disposal will be controlled through waste disposal tickets. Waste producers licence is not requested. However Nussli will ensure that the appointed waste carrier will have the relevant licences and documents for the arising and to follow legal requirement / duty of care for the disposal. Should any materials be identified for reuse the Waste and Resources Action Programme (WRAP) procedure will be followed.

21.9 Removal of Groundworks Subcontractor awarded: Alandale Logistics Ltd Start Date: TBC Duration: TBC Plan reference: xxx Description of works: All ground works carried out in March 2012 will be removed and the land reinstated to its state prior to the grant of the planning permission. Environmental impact: Noise level during construction shall not exceed an average of 75 dB over one hour by more than 1 dB at the facade of any noise sensitive premises. Where topsoil was removed, the existing topsoil was stored on site and is going to be replaced in situ. After the buildings and hardstanding have been removed the topsoil will be re-spread and turf laid. A mixture of native grassland species will be used. A suitable mixture will be approved by LVRPA and LBWF in advance, so that an appropriate balance can be reached between taking opportunities to enhance plant species diversity through using a species-rich seed mixture and creating new grassland of similar appearance to the existing mown vegetation and so that any enhancement can be taken into account in the future management of the grassland. Associated risks: Moving plant, Manual Handling, material skipping, dust, digging, etc. Contamination of the ground Proposed dismantling method: Removal and reinstatement of ground works that were undertaken during the installation of the venue. So all underground pipe installations, backfill brought onto site, concrete pads that were cast in situ and type 1 spread out for reinforcement purposes will be removed using excavators, bulldozers, etc. and taken away from site for use elsewhere. The excavated areas will then be backfilled with stored material on site from the original excavation undertaken in March 2012 thus providing the same underground that was on site before. Once spread out the material will be rolled and compacted to right level (approx 40cm below existing level on the edges of the excavated areas) Proposed No. of workforce: 20 (including drivers of machinery, foreman, etc.) Proposed Plant: Excavator, Dumper, Dozer, Back pusher, Roller, Lorry

21.12 Turf reinstatement Subcontractor awarded: STRI Ltd Start Date: TBC Duration: TBC Plan reference: See attached POP-A-O-BK-XX-LTT-SP-00-001-LOCOGOverlay Description of works, Turf Selection and Preparation:

Due to the ecologically and the sensitive nature of the site, it’s important that the company undertaking the

condition assessment has experience of both amenity facility and ecological habitat creation. NUSSLI’s selected

partner to perform this phase of the reinstatement works is STRI Ltd. STRI retain a reputation for being the

world’s leading environmental consultants working in the sports and leisure sectors. With one of four fully

qualified ecological experts involved in the running of this project, the success of the establishment of the

wildflower element of the turf is high. Environmental impact: Seeding mix that is going to be used needs to be approved by LVRPA and LBWF so that an appropriate balance can be reached between taking opportunities to enhance plant species diversity through using a species-rich seed mixture and creating new grassland of similar appearance to the existing mown vegetation and so that any enhancement can be taken into account in the future management of the grassland Associated risks: Injuries from moving plant, manual handling Proposed installation method:

Prior to turf laying, NUSSLI will ensure the topsoil is replaced and ameliorated as directed by STRI (likely a

medium sand spread at 0.2m/m2) and worked into the upper 5cm of the surface. The surface must be level, firm

and sit approx.. 40mm below the surrounding unaffected turf level. STRI will then prepare the turfbed and

remove/prepare any surrounding turf that has been affected but not destroyed.

Turf will be laid as per the specification in 75 m2 rolls cut at 30mm thick. Should weather be particularly wet and

access to site using the specialist laying equipment be impossible, then STRI will reduce the roll size to 25 m2, but

increase the thickness to 40mm.

Proposed No. of workforce and Proposed Plant:

As detailed in the specification, STRI will provide welfare facilities for staff. A secure compound for storing

equipment and materials overnight during the installation and maintenance phases will also be provided.

Turf installation will take place using mid horsepower tractors with bespoke turf laying rollers. Turf will be

delivered, laid and managed as per the specification. See attached specification (Appendix M) Maintentenance

STRI have allowed for a 25 day maintenance period from the point of turf installation.

STRI will provide all equipment, staff and materials (with the exception of water) to fulfil the maintenance brief

detailed in the specification (see attached specification in Appendix N).

Current water supply to the site is little more than a domestic pipe network with a low flow rate. STRI have

allowed for the positioning of a 2 x 20,000l tanks on site to fulfil irrigation requirements. Access to a 3 phase

power supply via generator (32amps/phase) will be provided for the pump and irrigation system.

Irrigation will be applied via self-travelling sprinkler system in early mornings to avoid disturbance to the public.

All operations will be fully supervised by experienced and fully briefed operators.

The site will be mown on 8 occasions using a Toro 4500d with 6 independent floating heads.

Given that there will be no facility to securely store equipment on site during this period (with the exception of

the water storage tank) STRI will need to bring maintenance equipment to site
