Marilyn Johns of Union Presbyterian Seminary will bring us a keynote message during worship, following her remarks communion will be observed. Dr. Johns is a certified Christian Educator with a Doctorate of Ministry. She is currently the Director of Program Development at Union. We will also have communion together during worship and receive an offering for Family Promise of Lee Co and of Moore Co. After the conclusion of the gathering there will be an optional one hour conversation session with Dr. Johns. Let’s come together to begin living into a new vision together Bearing Witness To Christ Strengthening Partnerships For Missions Awaking our Spiritual Imagination Renewing our Congregations

All teaching elders, ruling elders, and church members who are interested in expanding our shared mission, strengthening congregational vitality, and developing quality leadership are invited to come together and discover where the Spirit is leading us.

Come to the first gathering of the West Community on Saturday, June 11, 2016, at Brownson Memorial Presbyterian Church, 330 S. May St, Southern Pines, NC. This is the “107th Stated Meeting of the Presbytery of Coastal Carolina-Meeting as the West Community”. The registered members of the West Community are all the PCUSA congregations of Harnett, Lee, Moore, Hoke and Scotland Counties (plus Biscoe PC) and the Presbyterian pastors of this area both active and retired. These Sessions need to elect commissioners as they normally would for a presbytery meeting or request an excused absence; however, we hope additional people will come from each church.

In this time you will join with your sister congregations as we celebrate together the abundance of gifts we all enjoy in our churches. Churches in each county will count their blessings and, collectively, we will seek new pathways for the Holy Spirit to work in us and through us.

Registration and Voting:

At each registration table there will be notebooks for commissioners to print their name. There will be 3 groups: (1) Teaching Elders and CREs (Pastors), (2) Ruling Elder commissioners who will register under their church name, Committee Chairs, and Christian Educators and (3) Visitors. Everyone will receive the same stick-on name tag, however, only duly elected Ruling Elder commissioners and Teaching Elder members of the West Community may vote during the business meeting.

Registration & refreshments will be 8:15 to 9:00AM then our conversations will begin in county based groupings before we come together in plenary for worship. During worship we will receive an offering for Family Promise. If you have any questions, please be in touch with any member of the Launch Team or our Mission Coordinator, Laura Lupton.

Presbytery’s Vision: A Provocative Proposal of the Reality We Seek to Live Into

As Coastal Carolina Presbyterians

Empowered by our large size and rich diversity we help one another to share

Christ’s ministry and mission in a changing world.

1. As an entire Presbytery, we bear witness to our historic Reformed faith and

learn from one another how to be God’s sent-out church in our own day.

2. Gathered in Three Covenant Communities, we strengthen our relationships by

finding ways to partner with nearby congregations, joining in God’s mission in

our communities, and learning from one another how to be Christ’s Spirit-filled

apostles to the whole world.

3. When we gather in worship, in prayer, and in study, we awaken our own

spiritual imagination and stir one another to greater congregational vitality.

4. In times of fellowship, in occasions of learning, in ministries of compassion,

and in joint worship of God, our various congregations become increasingly

open to the movement of the Spirit in our lives.

5. As each of us brings our gifts and skills to the table, we effectively develop the

leaders that our Presbytery and our congregations need.

Meet our Keynote Speaker: Dr. Marilyn Johns

Dr. Marilyn Johns is the Director of Program Development for the Leadership Institute at Union Presbyterian Seminary, which offers all non-degree and continuing education programming. Prior to that, she worked as Project Manager of the Summer Collegium, a Lilly Endowment project of Virginia Theological Seminary which encouraged and built up pastors of small congregations and their families.

Included in her work was visiting the small congregations (about 125 over five years) in cities and towns all over the U.S. and Canada to preach and teach and encourage.

A Certified Christian Educator in the Presbyterian Church (USA), she earned her Doctorate of Ministry (D.Min.) in Ministry Development at Virginia Seminary, and has served as Adjunct Instructor there. She was also involved as Program Coordinator for For Such a Time as This, a project of the PC(USA) which sought to pair small churches in remote areas with first-call pastors.

Before working at the seminary level, Marilyn served for 14 years as a church educator with Presbyterian congregations in Potomac and Germantown, Maryland, and Fredericksburg, Virginia. She is a graduate of SUNY College at Buffalo (B.A. Elementary/Special Education) and the Presbyterian School of Christian Education (M.A. Christian Education).

She has a deep love for small church life, extensive experience in strengthening church leadership through consultation and teamwork, and a commitment to ecumenical cooperation. She is a frequent preacher and retreat and adult education leader in churches across the country.

She is the author of Where Everybody Knows Your Name: Best Practices in the Small Church (2014, VTS Press), a compilation of experiences with the Summer Collegium.

Marilyn is a member of The Gayton Kirk (PCUSA) in Richmond, VA.

She is the grateful parent of two daughters, Liz, who is a veterinarian living outside of Richmond with her 4 ½ year old daughter, and Rachel, who, with her husband, is the parent of an 18-month old son and lives in

San Diego.

Proposal from the Launch Team to define the Steering Team Membership:

Shall we define our “West Steering Committee as a committee composed of 9 persons total. One person from each of the 5 counties plus a second person from each of Harnett and Moore counties due to the larger number of churches in these two counties. In addition to these 7, the Facilitator (Moderator) and Vice-Facilitator (Moderator elect) shall also be on the steering committee. The one Recording Clerk of the West and the Mission Coordinator of the West shall be Ex Officio members without vote.”

It is noted for the body that further descriptions of the goals and purposes of the West Steering committee will be developed over the coming months. This description will be growing out of today’s meeting, presbytery’s vision statement and God’s calling in our midst. In general, their purpose is to follow-up on today’s meeting facilitating our community’s effort to live into this new Presbytery design.

Sessional Records Review Proposal:

MOTION from the Launch Team: “That two persons be elected to coordinate the annual review of sessional records using the following methodology. The two elected persons will keep track of approved records and have the official stickers. The persons elected to coordinate this review will ordinarily have 2 year terms, renewable for up to 6 years. The two coordinators will annually identify 4 locations/dates in the West Community for clerks to come together to review each other’s sessional records. Normally these dates will be in the first half of the year. All Clerks in the West Community are to be notified of the dates. Clerks are invited to bring their records to the most convenient review time to have their records reviewed and to review the records of other sessions. Clerks may attend any of the review sessions but preferably the one closest to their church; if needed, Clerks may send another active elder with the records.”

If elected, Judy Davis and Gracie Williams will coordinate Sessional Records Review. They have identified the 4 dates/time/locations listed below when clerks are invited to come together to review each other’s sessional records. The idea is that ALL the clerks of a county come together and read each other’s minutes and get ideas from each other. This would be more than the “check list” review, it would be a true reading. Clerks can learn from each other and complete the required check list too. Judy or Gracie will orient the clerks and keep official records of which minutes were approved and forward that report to the Presbytery Office. Only one of them would need to be at each review meeting. Important Notes:

1. The Salary may include a suitable amount designated for housing, as allowed by IRS Guidelines, toprovide a dwelling for the pastor and family.

2. Board of Pensions: The benefits for installed pastors (Pastor’s Participation) includes 1) definedpension benefits 2) death and disability and 3) preferred provider organization (PPO) medical on a non-contributory basis and without regard to number of hours worked. The medical dues percentage rate reflects a composite (call neutral) amount, applied uniformly, regardless of the pastor’s family status.

3. The division of funds between Professional Expenses and Continuing Education should bedetermined by the session in consultation with the pastor. The division of funds can vary from year toyear.

· Accountable Reimbursable Expenses are usual, customary and reasonable expenses incurred insupport of the ministry provided to the congregation by the pastor. They do not includecommuting from home to church/office. Expenses are reimbursed upon the submission ofappropriate receipts or mileage logs and should not be paid in regular monthly installments. IfAccountable Expenses are paid in monthly installments then they must be counted as income and

listed on the pastor’s W-2 form. Pension, Disability, and Medical Dues would also have to be paid on them. It is up to the pastors to monitor their use of Accountable Expense funds so as not to run over by the end of the year. Any unused funds revert to the church treasury at the end of the year. Unexpended budgeted funds for Accountable Reimbursable Expenses are not available to a pastor as compensation.

· Since Continuing Education funds are provided by the church in order to equip the pastor to bea more effective leader in the congregation, it is the responsibility of the pastor to consult with the session about the content, location, and cost of any continuing education before taking time off or incurring costs. The expenses will be reimbursed (within the limits of the agreement) upon presentation of receipts. Accrued Continuing Education time and money are forfeited upon dissolution of the pastoral relationship. Unexpended Continuing Education money are not available to a pastor as compensation.

4. For negotiations for service less than full-time, a normal (full time) work week is considered as 40hours.

5. Other benefits (part of minimum terms of call):a. Vacation of 4 weeks including 4 Sundays.b. Study Leave of 2 weeks including 2 Sundays. The purpose of Study Leave will be planned in

Financial Information: 1. YTD Revenue Summary: April 30 , 2016

As of April 30, 2016 the Presbytery revenue exceeded expenses by $38,803.68.

The 2017/2018 budget is attached and is being submitted to the Community Gatherings for a first reading, and it will be acted upon at the October meeting of Presbytery. The budget may also have to be amended as we get further into the year and see how the Presbytery is supported by the churches.

Churches are expected to support the Presbytery in addition to the PCUSA as they are entitled to operate as non-profit charitable organizations under the IRS ruling granted to the PCUSA, thus allowing their income to be non-taxable and contributions to be deductible by individuals. The Book of Order states that it is the responsibility of the Sessions to voluntarily provide financial support to the Presbytery and General Assembly; designated funds do not count as Shared Mission support. Remember, Shared Mission is what allows the Presbytery to operate as all Per Capita goes straight to GA and Synod.

We certainly want to thank the many churches that continue to provide support to the Presbytery so that we can continue with our ongoing programs and community outreach, especially now as we start to emphasize the three-community concept of working together more closely!!! Many, many thanks to all of you……

2. Action Items: Finance and Property requests approval of the following:

a. $60,000 from the New Church Development Fund to assist the Bridge Presbyterian Church inLeland, on a matching basis, and disbursed as needed.

Rationale: They need additional financial assistance as they begin their pledge/generosity campaign thismonth. The $60,000 would be used as a matching grant with $1 available to them for every $3 they receivefrom May 2016 through December 2017, up to the $60,000 limit, and payable as needed. They hope tobecome financially independent by the end of 2017 and currently have a session and generosity team inplace to deal with the issues of being a new church.

b. Permission for Morningside PC to sell their manse, which is no longer used.

3. Other Informational Items:a. Investment Report: Balance as of May 17, 2016, was $1,874,526 and on December 31, 2015 was $1,883,610.

b. F/P approved $2,400 from the Gardner Edwards Fund to be used for E3 if needed.

c. $10,000 from the New Church Development Fund was approved by the Mission Cabinet to supplementthe contract for Beverly and George Thompson in 2016 and $9,000 from the same fund in 2017, which willbe reflected in the 2017 budget. (Their interim pastor positions will end in September, and this will allowthem to continue their work within the Presbytery through 2017).

Presbytery of Coastal Carolina Stated Clerk’s Report

to Missional Community Gatherings May 17, 2016

Correspondence 1. I have received a letter from the pastor of Flat Branch Church protesting the payment of their

agreed upon settlement and requesting a refund if the funds are not used to start a new church in the Bunnlevel area.

2. I received a letter from the Tabscoob Schools (Tabasco, Mexico) thanking the presbytery forallowing me to visit with them in April and inviting others to do so in the future.

3. I have send a letter of invitation to the Gulf of Mexico Presbytery Partnership Committee fortheir visit in October.

Updates on Congregations Considering Seeking Dismissal or Dissolution 1. Bensalem – Presbytery voted to dismiss the church and its pastor, Rev. Dr. Mark Carver, to

the Mid-Atlantic Presbytery of the EPC at the March 5, 2016 meeting. We are waiting for the details of the dismissal to be accomplished.

2. Bethel/Raeford – Presbytery voted to dismiss the church to the Mid-Atlantic Presbytery ofthe EPC at the March 5, 2016 meeting. The EPC has confirmed that they will receive the church upon dismissal. We are waiting for the return of the release of claims document and the agreed upon payment.

3. Cypress – a negotiating team is working with the session.4. Flat Branch – The congregation and its pastor, Rev. Mike Armistead, have been dismissed to

the East Central Presbytery of the ECO. I have received confirmation of their acceptance bythe ECO.

5. Harmony – no response to communications with session. We learned in April that their CRE,Herbert Pate, died in November.

6. Holly Grove – no response to communications with session.7. Pineland – The Presbytery voted on March 5, 2016, to dismiss the church to the Presbytery of

the Mid-Atlantic of the Evangelical Presbyterian Church. The EPC has affirmed that theywill receive the congregation. We are waiting for the completion of the details of thedismissal agreements.

8. Wayside – a negotiating team is working with the session.

Prepare To Be a Commissioned Ruling Elder (CRE) The Elder Ministries Committee of the Presbytery is pleased to announce a new program of

training for persons interested in preparing to help local congregations as Ruling Elders Commissioned to Pastoral Ministry (CREs). The same program can be taken by any member of the Presbytery for their own personal enrichment.

Beginning in September, 2016, Union Presbyterian Seminary will offer a two-year program designed to prepare students to be commissioned to pastoral ministry by their presbyteries. The four first year’s courses will all be entirely online. A streaming video lesson will be offered each Tuesday evening from 7 – 9 pm for 5 weeks. Students will also spend 2 hours per week in peer interaction online and 2 hours per seek in reading and preparation for a total of 30 hours per 5 week course. Check the Presbytery website to read more about the program. The presbytery will appoint mentors to work alongside the students during each course.

Tuition for all the classes is $100 per course plus books, supplies, and travel and meals (when necessary).

The courses in the first year are: 1. Biblical Interpretation with some Bible content, but primarily focused on how to interpret the Bible2. Reformed Theology and History3. Christian Life – worship, spiritual practices, ethics4. The Mission of the church – evangelism and mission

While completing the first year students interested in continuing in the program as candidates for commissioning to pastoral ministry would need to complete a psychological evaluation, get session endorsement, and meet with the Elder Ministries Committee of the Commission on Ministry of this Presbytery. Those who are taking the course for their own personal edification can take either the second year courses (Track A) or a more general program (Track B).

The second year courses are: (Track A for Commissioning) 1. Preaching the Bible2. Teaching the Bible3. Pastoral Care – care of persons4. Administration – care of systems: leadership, polity, stewardship, redevelopment5. Worship and Sacraments

For those interested in a more general program, alternative courses may be offered as electives for Track B.

Union Presbyterian Seminary will also develop some continuing education courses each year for those who complete this initial process.

Great Progress at Health Clinic in Mexico I am delighted to share with you the good news that the long awaited construction of the

José Coffin Sánchez Health Clinic in Comalcalco, Tabasco, Mexico, has begun. Ground was broken on February 1st of this year. I visited the site on April 2nd and again on April 23rd when the Board of Directors of the project met on the site. I have had experience in cement block construction both in the Congo and in Jamaica, and I can tell you that I have never seen such a fine piece of work as I saw at the clinic.

The Health Clinic has long been a dream of our partners in the Presbytery of the Gulf of Mexico. It is named for a beloved pastor who, during severe flooding in the 1920s helped to bring the Red Cross to the State of Tabasco. Being built on a large tract of land just outside of the city of Comalcalco, the clinic is along two major Federal Highways with easy access for people from all over the region. When completed, it will be a two-story building with consulting rooms, offices, and even a couple of hospital rooms for those too sick to be sent home.

We, the congregations of Coastal Carolina, Presbytery have helped with this project in the past through fund raising and work teams. In our continued partnership, the congregations of the Gulf of Mexico Presbytery have taken the lead in giving and in building, and yet, some congregations that have given generously in the past were beginning to lose heart.

Now, however, seeing the foundation completed and 4,000 cement blocks stacked up to complete the walls of the first story, they were encouraged with the work that had been done. At a meeting at the site representatives from each congregation of the Presbytery of the Gulf of Mexico pledged to raise 1 peso for each member of their congregations to assure that God’s work would continue.

Now that the project is underway, we have the opportunity to do as the Apostle Paul says, “you were the first not only to give but also to have the desire to do so. Now finish the work, so that your eager willingness to do it may be matched by your completion of it.” II Corinthians 8:10-11

We have the opportunity to partner with them in a similar way. Your Mission Cabinet has designated the offering at our October 8th Presbytery meeting be for the Health Clinic in Mexico.

Could we match the commitment and generosity of our brothers and sisters in Christ in Mexico? Could each of our churches send a check with their commissioner to the October meeting one dollar for each member?

Please prayerfully consider this request. May God inspire our generosity to make a difference not only in our communities but in the global community for Christ’s sake.

When Union Theological Seminary opened its doors on the campus of Hampden- Sydney University in 1812, the purpose was to provide education for Christian ministry that was scholarly, pastoral, and engaged with contemporary life. This original purpose remains true today as Union Presbyterian Seminary remains committed to preparing pastors, educators, and scholars for ministry in today’s world.

Students from our three teaching platforms – Richmond (residential), Charlotte (commuter), and Extended Campus Program (online and face-to-face instruction) – receive support from the moment they contact our admissions department while discerning where God is calling them to study. Our incoming students are provided with the opportunity to participate in Communities of Learning as an introduction to what seminary life will be like. While students are actively studying and working for a degree, assisted by our generous scholarships and grants (which can be up to 100% tuition and may include an additional grant), they have an opportunity to worship everyday and have access to our state-of-the-art library, Supervised Ministry and Placement Office, Leadership Institute, and our very personable and caring faculty, staff, and alumni. Following graduation, our Leadership Institute supports and provides alumni/ae and their congregations with continued educational support (and occasionally financial support for theological education debt for our graduates) relevant to the changing world of ministry, continuing to form them into effective leaders.

With a rich 200-year history and over 12,000 alums (roughly 5,000 living alums), it is no wonder Union has leadership all over the world. It isn’t uncommon for our students to meet alumni in an airport terminal while on a travel seminar! Rev. Jordan Davis received her Master of Divinity from Union Presbyterian Seminary in 2014 and has a passion for building relationships within the Church and the world. Jordan devoted her time at Union to finding ways to strengthen the Union community through fellowship and worship since the community aspect was a priority when applying to seminaries. Taking a call as a Church Relations Officer for the seminary was a natural next step after graduation!

Prior to attending Union, Jordan received a Bachelor of Music Performance and a Bachelor in Music Education from The University of North Carolina at Greensboro. Jordan now lives in Durham, NC, with her husband, Marc, their three fish, and cat.

Report from the Two-Cents a Meal (CentsAbility) Committee of the Presbytery

The Hunger Committee would like to remind congregations that there are “Grant” applications available on the presbytery’s web site. We would encourage congregations that are involved with feeding ministries to fill out an applications and send it to the presbytery office in Elizabethtown, NC or Bryant Holmes, 1819 Conover Dr., Fayetteville, NC 28304; [email protected] or (910) 425-7986.

The Presbyterian Women of Coastal Carolina started 2016 off with a BANG!!!

We successfully completed three Sabbath Retreats,” A State of Mind”. Our presenter Rev. Rebecca (Becky) Kahnt, Pastor of Trinity Presbyterian Church in Laurinburg,N.C., conducted these special events as we came together from our busy schedules to find a more “Restful State of Mind”.

The retreats were held in three areas, Buffalo Presbyterian Church in Sanford, N.C. (January 9, 2016) The Second at Mac Pherson Presbyterian Church in Fayetteville, N.C. (February 27, 2016) and the last one was held at Carolina Beach Presbyterian in Carolina Beach, N.C. (April 23, 2016).

Our first newsletter “Presbytery Coastal Carolina Women” has been printed. We are hoping to continue this informative newsletter.

The twenty-sixth Annual Spring Gathering was held on April 9, 2016 at First Presbyterian Church in Sanford, N.C. Our speaker was Rev. Joan Salmon Campbell from College Heights Presbyterian Church. She gave an inspiring message that was enjoyed by everyone.

Special thanks to all the Women of Coastal Carolina working together to make this year a Great Success.
