November 3 ,2009 through December 2. 2009, Sergeant Barwick ordered me to ride with the Corporal. This, according to Sergeant Barwick was to "make sure my head was in the game." Sergeant Barwick never articulated why 1 needed to ride with Corporal Chapman. This action was to intimidate, harass and embarrass me and also to attempt to justify lowering my evaluation rating. December 10, 2009. Sergeant A.J. Barwick begins to retaliate against me by placing two (2) disciplinary memos (for violations of Greensboro Police Department Directives) in my file, unwarranted and without investigation. January 11, 2010, Sergeant Barwick continues retaliation by rating me a Level 2 (on my 2 1l ctQuarter Evaluation) (3.47) down from a Level 3, without justification. March 1, 2010, Lieutenant Terri Callicutt answers the appeal of my evaluation, discriminating and retaliating against me by not responding in writing (justifying the evaluation ratings given by Barwick, which Callicutt supported), taking thirty nine (39) days to respond, when five (5) days are allotted. Lieutenant Callicutt changed two (2) numbers on the evaluation. March 2, 2010, 1 submitted a request for information to file a grievance to the Resource Management Division, outlining the issues which caused me dissatisfaction with Lieutenant Ca llicutt's decision. March 4, 2010, Assistant Chief Dwight Crotts, intimidated, retaliated, was untruthful and discriminated against me by sending me a memo (in response to my request for information to file a grievance memo) stating that I did not have a grievance issue, that the amended evaluation (without specific documentation as required by CALEA and GPD Directives) provided by Lieutenant Callicutt served as documentation of her response to my appeal, that Lieutenant Callicutt took the appropriate amount of time to respond to my appeal thirty nine (39) days as opposed to the five (5) allotted by GPD Directives, City Policy and that "the matter is considered closed." Assistant Chief Crotts also denied me the information I requested, so that I could file my grievance. March 16,2010,1 submitted my grievance, without the information I requested, although Captain Cheek questioned me asking, "I thought Chief Crotts told you that you could not file a grievance?" Captain Cherry had relayed to me that if 1got any resistance regarding filing my grievance, to lay it on Captain Cheek's desk and state, "I am filing my grievance," Captain Cherry advised me that it was my right and that, Captain Cheek would have to accept my grievance. 1 filed my grievance alleging that my evaluation ratings were based upon retaliation and discrimination. 1 specifically requested that the grievance be submitted to the Chief of Police because Assistant Chief rotts prematurely entered into the process.

Individual Discriminatory, Retaliatory, Intimidating, and Unfair Treatmentof Officer Robert Reyes

• November 30,2009 through December 2. 2009, Sergeant Barwick ordered me to ridewith the Corporal. This, according to Sergeant Barwick was to "make sure my head wasin the game." monitoring me with non-supervisory officers and using the unconfirmed informationagainst me is clear retaliatory, discriminatory treatment.

• June 2010, City Manager Rashad Young. after obviously reading my grievance, whichI submitted to him on May 20, 2010, Mr. Young holds my grievance for approximatelythirty five (35) days and responds stating that Mr. Speedling's decision is final. Mr.

Young also condones the obvious violations by Sergeant Barwick and perpetuatedthrough the chain of command (Callicutt, Crotts, Bellamy and Speedling).

• June 1,2010, Captain Jane Allen of the Professional Standards Division forwards meseveral complaint findings memos, informing me that there was insufficient evidence tosustain any allegation I made. Thes investigations completed by Corporal Dave Stewartare clearly tainted in that the "shadowing," monitoring and detrimental unconfirmed useof information provided by non-supervisory personnel is clearly a violation.

• June 2010 Professional Standards initiated a malicious gossip complaint investigationon me. July 13, 2010, Chief of Police Timothy Bellamy ordered me to take a polygraphregarding a malicious gossip complaint. This action is discriminatory as it relates to otheremployees and similar investigations.

• July 21. 2010 through November 22, 2010, Mayor Knight, Council persons RobbiePerkins. T. Diane Bellamy Small, Trudy Wade, Mary Rakestraw. DannyThompson, Zack Matheny, Jim Kee and Nancy Vaughn. Through this time period thecouncil has received numerous documents alleging discrimination to include allegedviolations against Chief of Police Ken Miller and City Manager Rashad Young. As theonly governance for Mr. Young, the council has neither investigated, corrected orredirected Mr. Young.

• On or about August 5, 2010, Assistant Chief Crotts orchestrated a taintedinvestigation. Sergeant C.B. Isom, instructed by Crotts (recorded, with portions onYOUTUBE) plans and rigs the investigation, to include the polygraph. Captain JoeSmith is present during Crotts and Isom's orchestration and takes no corrective action,

essentially condoning it. City Manager Rashad Young has ordered that myinvestigation be completed before the new Chief takes office, according to AssistantChief Crotts. Assistant Chief Crotts actually violates Personnel Privacy as he taints theinvestigation.

• August 5, 2010. Polygraph operator Corporal Leo Oligmueller conducts adiscriminatory, retaliatory, unfair polygraph, threatening my employment, attempting todeceive me, not giving me a printout of the testing upon completion and the entireprocess taking nearly seven (7) hours. This discriminatory polygraph is clearly handleddifferently than Officer D.A. Pinson's (white officer, polygraphed during theinvestigation of me, and making allegations against me). Assistant Chief Crotts,Sergeant Isom and Captain Joe Smith. are all aware of polygraph discrimination.

• On or about August 9, 2010. Assistant Chief Crotts suspends me without pay forallegations of truthfulness and malicious gossip spawning from a "supposed" failedpolygraph. This action is discriminatory as it relates to other employees with the same orsimilar charges against them. Approximately two years earlier, Betsey Colby-Strader, awhite female police officer, was alleged to have been untruthful regarding hours that sheworked. The allegations were investigated but she was not was requested to take apolygraph examination and she was not suspended without pay. Officer Costigliola,white male, allegedly lied to a highway patrolman in an investigation of his conduct in

which he committed a DWI and hit and run. He was found guilty of these offenses, butnot required to take a polygraph examination. Detective Corey Flowers, white male, liedunder oath during a court proceeding. He was investigated for untruthfulness but neverrequested to take a polygraph exam nor was he suspended without pay.

• August 27,2010, Assistant Chief Crotts chaired my General Board of Inquiry Hearing,

in which several employees were found to be inaccurate in their testimony. I had severalcomplaints against Assistant Chief Crotts.

• August 30, 2010, Assistant Chief Crotts gave me a division level reprimand after myhearing, knowing that there was no evidence to sustain any allegation against me. Thiswas clear retaliation, discrimination, harassment and a hostile work environment. In fact,the officer making the allegation against me was lying as well as witnesses. I am alsoplaced again into the Professional Standards Program, at the order of Assistant ChiefCrotts. This is an attempt to set me up for progressive discipline and terminate myemployment.

• September 3, 2010, City Manager Rashad Young does not concur with my appeal,which Assistant Chief Crotts is orchestrating the outcome of the investigation, thus

condoning the discrimination, retaliation and hostile work environment that I amexperiencing. There are audio recordings ofInterim Chief Crotts' conversations with Sgt.Isom posted on YOUTUBE. In these conversation Interim Chief Crotts' can be heardorchestrating the outcome of my investigation. Both City Manager Rashad Young andAssistant City Manager Michael Speedling conduct no investigation or take correctiveaction regarding Assistant Chief Crotts actions to include orchestration of investigation tosustain violations against me.

• September 14, 2010, Captain Jane Allen, Sergeant Alan McHenry, Assistant ChiefDwight Crotts and Chief of Police Ken Miller have trumped up an investigation on meregarding Conduct Towards the Public and Employees, retaliating regarding my appealdocument which contained pertinent information, given to the City Manager. The

investigation is supposedly related to personnel information I relayed in the documentregarding Officer D.A. Pinson.

• September 15, 2010, my legitimate allegations against Officer Pinson, submitted to CityManager Rashad Young have not been investigated, by Chief of Police Ken Miller,Assistant Chief Dwight Crotts or Professional Standards Commander Jane Allen.Nor, has Assistant Chief Crotts' violation Personnel Privacy Crotts stooped to in order toorchestrate the outcome of a polygraph. There are no elements of a violation, toinvestigate me for. Ken Miller takes no action against Assistant Chief Crotts regardingthe polygraph and the investigation of me, however, he acknowledges at a communitymeeting that he has issues with how and when the polygraph is administered.

• On or about September 15, 2010, Officer Ryan Walton and the Police Union,

removed me from the union without justification and while an investigation of me wascontinuing.

• September 23. 2010, City Manager Rashad Young responds to my allegation ofdiscrimination, harassment, retaliation and hostile work environment, submitted onSeptember 23, 2010, claiming no determination of discrimination, retaliation, harassment,intimidation or hostile work environment, and also referring to my complaint documentas a grievance document.

• October 8, 2010, I wrote a clarification memo to Mr. Young.

• October 13, 2010, Chief of Police Ken Miller wrote me an intimidating, retaliatorymemo, threatening to investigate me if I submitted a grievance to the City Manager'sOffice.

• October 25, 2010, Chief of Police Ken Miller was complained on through channels tothe City Manager's Office, by me, for, discrimination, retaliation, intimidation,

harassment and a hostile work environment. This complaint was sent through my chain ofcommand to the only governance over Chief Ken Miller, the City Manager's Office.

• November 16, 2010, Chief of Police Ken Miller directs Professional Standards toinitiate a retaliatory investigation on me for obedience to orders for filing a complaint ofretaliation, discrimination, intimidation and a hostile work environment to the CityManager's Office, on the Chief, through channels, Professional Standards CommanderJane Allen and Sergeant Alan McHenry should have recognized this, as an act ofretaliation for making an allegation of violation of law, against Chief of Police KenMiller, and refused to follow through with the investigation.

• November 18,2010, Chief Ken Miller is complained on by me through channels to City.Manager Rashad Young.

• October 25, 2010 through the present. City Manager Rashad Young has not hadallegations against Chief of Police Ken Miller investigated.

• November 18, 2010, Chief of Police Ken Miller is untruthful and discriminatory as hehas been quoted as stating that he will not deal with personnel issues that were completedprior to his tenure beginning September 1, 2010. This was his way of not dealing withmine and other officers' discriminatory, retaliatory treatment by Assistant Chief Crotts.However, the Chief changed the findings in a personnel decision of an officer regarding acomplaint that occurred in August of 2009.
