RFP - Objectives 

There are four objectives that UTMB seeks to accomplish through this Solicitation of Proposal:

(a) Achieve and provide patients with safe and high quality supplies and related products.

(b) Work with quality partners that can successfully add value through innovations in providing supplies and related products in a manner consistent with the best interests and strategic plans of UTMB.

(c) Achieve cost savings and financial feasibility.

(d) Uphold UTMB Health’s position as a leader in quality, innovation and teaching organization.

Section 1.4 Silent Period

UTMB is committed to ethical contracting standards and practices that help prevent a conflict of interest or the appearance of a conflict of interest.  UTMB shall have a “Silent Period” during this solicitation that limits communication regarding this RFP.  All communication during this solicitation should involve the Purchasing department and Respondents should not discuss any portion of this solicitation with any UTMB employee outside of the Purchasing department during this time period. 

The “Silent Period” shall begin with the issuance of this RFP and ends upon the execution of an Agreement(s) with selected Respondents. During the “Silent Period”, Respondents shall refrain from conversations with any UTMB employee, except Purchasing department personnel, regarding this RFP.  In addition, during the “Silent Period”, Respondents should not give any gifts or any other items of value to any UTMB staff that may be affiliated with this RFP.

Respondent(s) agree and understand that noncompliance with the “Silent Period” may result in disqualification from this RFP.

Section 1.10 Criteria for Selection

The Respondent selected for an award will be the Respondent/Respondents whose proposal, as presented in the response to this RFP, is the most advantageous to UTMB.

UTMB will be contracting for the products and services listed in Section 4 (Scope of Work) using a two-step evaluation process.

• Step One (1) will consist of a qualitative analysis of a Respondents • Qualifications & Experience• Service• Support & Warranty• Quality Assurance• Products & Competitive Advantage• Added Value offerings • Respondents ability to meet UTMB’s clinical or research acceptability

• Step Two (2) will consist of a quantitative analysis of a Respondents total cost of ownership.

UTMB has reviewed this RFP in accordance with the Texas Administrative Code Section (Title 34, Part 1, Chapter 20, Subchapter B, Rule 20.14) and has determined that subcontracting opportunities are not probable under this solicitation.

If your company does intend to subcontract any portion of the work, your proposal must include a “HUB Subcontracting Plan” (HSP). The HSP Package, including the required forms and instructions, can be accessed via the UTMB’s HUB Program website at http://www.utmb.edu/supplychain/hub/planform.asp.

Section 3 - General Terms & Conditions

This RFP and any Purchase Order, unilateral or bilateral Agreement, if any, resulting from this Request for Proposal shall be subject to UTMB’s Rider 103 Standard Terms and Conditions.

Section 4 – Scope of Work

UTMB Health requests proposals from qualified and experienced firms for Endovascular Supplies for Diagnostic Interventional Radiology & Diagnostic Interventional Cardiology products meeting the following minimum specifications stated in this Section.

Section 4.2.2 – Minimum Requirements

1) Respondent should have a minimum of 5 years’ experience selling to physicians or hospitals.

2) Product upgrades are subject to the agreement discount structure proposed by Respondents.

3) Proposer representative support must be adequate to meet the needs of UTMB Health physicians, including being available for difficult or unique cases.

4) Proposer representative support must be adequate to meet the needs of UTMB Health staff including:

(a) Endovascular Supplies must be available, in appropriate quantity to support scheduled procedure volume.

(b) Availability for staff in-services.

(c) Responsiveness to inquiries (15 minute telephone response shall be considered the standard response time)

(d) Administrative support must be available when required.

(e) Endovascular Supplies and accessories will be provided without shipping/transportation charges.

Section 4.2.2 – Minimum Requirements Continued

5) Proposer agrees to provide orientation and all necessary in-service training to end users, management staff, and service personnel who are employed or contracted by UTMB Health.

6) UTMB Health Materials Management and other UTMB Health personnel are responsible for the proper placement and distribution of all items within the inventory formulary and

maintaining and monitoring the inventories within UTMB Health hospitals and ambulatory enterprise.

7) All goods provided must be ‘new’ and in proper working order. All technologies must be FDA and UTMB Health approved prior to use.

8) All shipping, packing and delivery are to take place in compliance with applicable law.
