Section 2. CM/GC Project Approach

PHILOSOPHY TO CM/GC PROJECT DELIVERYBuilding a great team is PETRA’s approach to providing the best CM/GC Services. PETRA takes time to analyze all aspects of the project to make sure the proper team in place. PETRA’S philosophy is that early involvement, open communication, and feedback between the Greater Boise Auditorium District, TVS Design, LLC, and the CM/GC is essential to a successful project.

PRE-CONSTRUCTIONWorking alongside the Greater Boise Auditorium District, TVS Design, LLC, and the CM/GC team begins by building a realistic task schedule and providing detailed summaries of role and responsibilities for all involved. Th ese two elements are crucial for organization and clarity during project planning; allowing everyone to align goals and expectations. During the pre-construction phase PETRA’s services include many critical processes which are as follows: Constructability Review/Design Phase - Th roughout the design phase PETRA will develop site analysis and assessments with all structures involved and provide design review commentary for the structure, value engineering, and constructability review. Aft er these reviews, PETRA will provide the Greater Boise Auditorium District with the project team’s input and recommendations. Once the project team is all in agreement, PETRA will proceed to conceptual cost estimate and preliminary schedule with milestones and phasing evaluation. PETRA is very dedicated to making sure the design phase is rock solid, as this is the backbone to a successful project. Schedule - During the course of construction, three diff erent types of schedules will be created to track and manage the critical path of the project. Each of these schedules serves a benefi t to eff ective management of the project. (1) Bid Document Schedule - issued with the bid documents and provides suffi cient detail to establish and monitor each subcontractor’s required progress. (2) Project Master Schedule - breaks the project into phases with subcontractor activities and descriptions. Th is project master schedule is updated monthly showing planned versus actual progress. In addition, the Master Schedule defi nes each subcontractor’s performance time in calendar days, and their performance time is tied to liquidated damages. Documentation is in place to enforce performance and protect the project from delay claims. (3) Th ree-Week Production Schedule - used in the weekly production meetings to plan and direct subcontractor work activities and completion requirements.

PETRA’s maintains a two-step process with subcontractors to keep the project on schedule. Th is includes: (1) a 24-Hour Notice - staff the job to the correct level to complete the work on schedule, or we complete the work by hiring another subcontractor and charge the defi cient subcontractor for the incurred costs. (2) Liquidated Damages - If the subcontractor continues to fall behind schedule, we identify a liquidated damages amount per day. Th is amount is used to have subsequent tasks performed in overtime in order to put the project back on schedule.

Estimating Phase – PETRA uses current and historical data, along with selected subcontractors and supplier input during the 50%, 75%, and 90% completion of design and construction documents. Th is assures that on bid day the submitted subcontractor and supplier bids are on target with these preliminary cost estimates. All fi nal budgets and estimates are reviewed and approved by the project executive and project manager prior to submission to the client. Providing the best value for the community and tax payer is PETRA’s goal.

Construction Phasing/Logistics - Materials management is a vital function in construction projects. PETRA’s management of material purchases starts with the order, fabrication, and delivery (OF&D) schedule. Th e OF&D schedule dictates when materials need to be on-site, driving forward submittal approvals from the Architect and Engineers; keeping the production schedule and ultimate completion of the project on-time. Th is OF&D schedule is incorporated with milestones in the master project schedule and is reviewed with all subcontractors and suppliers on a weekly basis along with the corresponding submittal log tracking approval and status delivery.

Bidding Phase - PETRA will create and provide the advertisement, invitation to bid, and the instruction to bidders. Th e instruction to bidders will include a tabulation of the specifi c scopes of work for which we are seeking subcontractor and supplier proposals; this bidding process assists in compliance with project requirements and documents. On bid day PETRA will receive the bids, tabulate the results, and prepare a spreadsheet for the Greater Boise Auditorium District and the project team to review. We will make recommendations to the Owner for award of bid packages to the lowest responsive and responsible subcontractors and trades.

CONSTRUCTIONPETRA has a knowledgeable and experienced team of professionals to manage and oversee all aspects of the project including labor, materials, subcontracts, budgets, schedule, quality control, and job site safety throughout the construction process.

Budget Management – PETRA’s CM/GC Team is supported by an unparalleled accounting department that is tooled for open book accounting processes. PETRA utilizes Primavera’s Expedition to easily monitor both estimated budgets (planned) and costs incurred (actual). Our CM/GC Team will review the project budget and actual budget at minimum once a month. Our commitment to maintaining accurate and timely data means that when changes are necessary, decisions are based on real-time information. Subcontracts – Once the subcontractor or trade has been agreed upon, PETRA will utilize the corresponding AIA 205 contract in order to secure services the subcontractor is providing. Th e subcontractor will receive the contract prior to their mobilization on-site. PETRA’s company policy states no subcontractor or trade will create a fi nancial liability to the project without a mutually agreed upon and signed contract agreement between PETRA and that subcontractor or trade service provider. Copies of these contracts will be issued to the Greater Boise Auditorium District representative for their records.

PETRA coordinates with subcontractors by implementing a controlled disbursement payment program (joint check) to ensure subcontractors are paying their suppliers and sub-tier contractors. In addition to the surety bond, this program provides another layer of security to the Greater Boise Auditorium District so the project will not be burdened with subcontractor claims, liens, or delays.

Safety - We commit to plan, manage, and deliver all contracted work in a safe, cost effi cient manner. Th e safety of the general public and everyone on the jobsite is our fi rst concern. Our commitment to safety is refl ected in our continued partnership with OSHA, currently celebrating our 14th year. Our superintendents implement our safety plan by training workers, completing thorough inspections, holding weekly safety meetings, reporting and documenting safety issues. We also employ an outside safety inspection company to be on-site (bi-weekly) to verify and reinforce our safety program. Th ey provide a thorough safety report to the Greater Boise Auditorium District and the CM/GC Team in order to ensure OSHA compliance. PETRA employs a safe and drug-free jobsite. Jerry Frank was instrumental in starting Drug-Free Idaho and PETRA continues to be a charter member.

Post Construction / Project Close-Out - Th e close-out process begins as early as possible with each phase. PETRA will keep defi ciency lists throughout the project to insure that subcontractors can complete the work while still on site. Project commissioning, move management consulting, facility systems training, electronic documents, and warranty service provide client benefi ts for a smooth turnover. Th is reduces operational problems and increased performance with fewer occupant complaints. PETRA provides a close-out package with detailed as-built drawings and three ring binders with easy to reference warranties, guarantees, and products details for future maintenance needs and building modifi cation.

CM/GC Management Team - PETRA’s successful team of professionals hold experience in all areas of construction management and general contracting. Each staff member brings comprehensive knowledge from diverse backgrounds abundant with accomplishments and success.

Alongside our key personnel are over 50 committed individuals including: Project Managers, Project Engineers, Construction Managers, Field Superintendents, Estimators, Concrete Specialists and Safety Managers. Th ese professionals thrive on challenges and on exceeding client expectations.

BRETT MYRON - SENIOR PROJECT MANAGERAs Project Manager, Brett will be in charge of the constructability reviews, conduct a thorough review of the preliminary designs, fi nal designs and construction documents prepared by the District’s architect. Brett will manage all scheduling, coordinate and develop project construction phasing schedules that meet

the District’s deadlines. He will track project progress with schedules and provide the District with reports and recommendations regarding schedule compliance and adjustment.

Brett will assist the District and TVS Design, LLC in developing a construction phasing plan that best accomplishes the timely and effi cient construction of the project in an occupied facility.

CHRIS WITT - PROJECT ENGINEERChris will assist Brett with all CM/GC services during post-construction for the one-year correction period aft er substantial completion of the project, including the one-year inspection and correction reports.

ROY JACKSON - CONSTRUCTION MANAGER/SENIOR ESTIMATORRoy brings over 25 years of experience in commercial construction including estimating, fi eld engineering, construction management, and project management with projects including education, government, offi ce, medical, warehouse, religious, industrial, highway, and correctional facilities.

Roy will devote 100% of his time to pre-construction services during which design, estimating, and bidding services are required. Roy will develop bidding strategies acceptable to the District, with the emphasis ontiming, development of alternatives and bid package scoping.

JC MURRAY - SUPERINTENDENTJC will oversee subcontractors scope of work and scheduling, provide project schedule, and coordinate with owners, architects, engineers, and inspectors. JC enforces quality control while performing weekly safety meetings and on site weekly job meetings. He maintains daily reports and keeps all punchlist items to a minimum and works directly with the Project Manager to ensure that jobs are completed with the highest quality.

CONSTRUCTION MANAGEMENT SERVICESPETRA, Incorporated is a recognized leader in general contracting and construction management. Founded in 1994, we have over 20 years of industry experience and comprehensive market knowledge. PETRA’s Construction Management services experience can be seen in over 12 projects in Treasure Valley.

As you will see in Section 5, PETRA completed several successful projects where both new additions and remodel phases were being performed in occupied spaces during the active school year. Th rough accurate scheduling and clear communications PETRA gave close and careful consideration to each District’s campus needs with regard to occupant safety, noise suppression, and school special events.

We would provide the Greater Boise Auditorium District the same accurate scheduling while providing fl exibility for special events. Our safety plan for renovating an occupied building will be clearly communicated and agreed upon by all parties involved.

Th e Greater Boise Auditorium District has requested the following scope of services in which we will successfully complete.

1. CONSTRUCTABILITY REVIEWS. Th is pre-project consulting phase will oft en determine the ultimate success of the project. Communicating the organizations expectations for the project and working along side TVS Design, PETRA’s expertise on Construction Management will help set a solid foundation. Establishing project needs, having well defi ned goals, design standards, budgets, and schedules will build a complete plan your project. Th is pre-project consulting phase includes:

Schedule Control:PETRA manages the Master CPM Schedule control by producing a detailed, realistic schedule from the onset, which forms part of the trade contractor’s contract. PETRA then monitors all trade contractors, suppliers (long lead items especially) on a daily basis. Th ree key components of the schedule management process:

• Primavera Expedition Project Portfolio Management - a powerful, industry-leading schedule management soft ware tool designed for complex project scheduling and resource allocation.

• Microsoft Project - enables ability to analyze resources, budgets and timelines; measures progress and anticipate resource needs; captures CPM original schedule and the forecast schedule; plus many more industry specifi c benefi ts.

• Continuous feedback loop - PETRA’s corporate commitment to ensure timely, open, multi-path communication among all project participants and stakeholders

3. CONSTRUCTION PHASING/LOGISTICS. We will assist District and TVS Design in developing a construction phasing plan that best accomplishes the timely and effi cient construction of the project in an occupied facility. PETRA will clearly identify and deliver safe public and employee access areas. Providing the most convenient means of safe entry and exit to and from the workplace that safeguards everyone from the general public, to employees, or persons with special needs or disabilities can safely enter and leave.

If people and vehicles have to share the same traffi c route, we would recommend using curbs, barriers and clear markings to designate a safe walkway. Doors and gates should be fi tted with safety devices if necessary. Th e most important safety measure is the location of exits, which will be clearly marked with signs posted to show the direction to an exit door should an emergency evacuation or other unforeseen circumstance come up.

4. BIDDING. We work with the design team to provide bidding and estimating opportunities at multiple stages (50%, 75%, 90% completion) of the construction documents. We will create and provide the advertisement and invitation to bid and the instructions to bidders. Th e instruction to bidders will include a tabulation of the specifi c scopes of work for which we are seeking subcontractor proposals. Care is taken in the organization of work scopes to ensure the work for which we are requesting bids does not overlap trades. Scopes of work will be tailored to result in a minimum number of lower-tier subcontractors. In other words, we want to place subcontracts directly with the fi rm who will actually be performing the work in question.

5. CONSTRUCTION. Th e professional, knowledgeable, and experienced team of PETRA professionals will manage your project throughout the construction process. We will act as stewards for you in every aspect of the project. We will utilize our strong and reliable subcontractor and vendor base in order to enhance your purchasing power.

Our project specifi c project manager and superintendent will oversee and control all aspects of labor, materials, subcontracts, quality control, and job site safety. All of this while keeping your up to date through ongoing communication with all stakeholders.

6. POST-CONSTRUCTION. Commissioning helps the client achieve their goals. Th e process confi rms that requirements get conveyed accurately to the design team and ensures those requirements are included in the design. PETRA provides a specifi c commissioning plan for each Phase of the project. Th is plan is then initiated, coordinated and supervised by PETRA from start to fi nish. Client benefi ts include: a smoother turnover, reduced operational problems, and increased performance with fewer occupant complaints.

Brett Myron has been with PETRA, Inc. since 2006. He is responsible for managing all aspects of pre-construction and construction activities. Brett supervises all project staff and ensures safe working conditions. He establishes and maintains all project communications and correspondence with owners, architects, engineers, vendors, sub-contractors, and local offi cials. Brett manages and schedules complex projects; completing them on time and under budget.

Dear Jerry:

I am writing today to provide my full recommendation to Petra Inc. for any future construction project.

The Petra staff showed a high level of professionalism and created an easy and supportive working relationship with the City of Boise. Petra’s rapid response to correct the few issues that occurred after completion is an indication of its commitment to excellence and its willingness to accommodate its clients’ needs. Petra’s dedication to our project resulted in a beautiful library of which we all are extremely proud.

Over the years, by reputation and direct experience, I have developed considerable respect for the integrity of Petra. I appreciate the skill and expertise of the personnel assigned and the quality of the services provided. I look forward to the opportunity to work again with Petra Inc.
