A renewable energy project implemented through the efforts of Middlesex Water Company, Natural Systems Utilities, American Refining and Biochemical and the Village of Ridgewood, NJ has won the Biogas Project of the Year Award from the American Biogas Council. The biogas production system, constructed at Ridgewood’s Water Pollution Control Facility, under a 20-year public private partnership, was designed to optimize the production of electricity from methane. Ridgewood Green RME, the entity comprised of (NSU), (MWC), and (ARB), made the up-front capital investment to retrofit the new equipment to optimize the anaerobic digestion process and convert methane gas to electricity. Essentially, the anaerobic digestion process at the municipal wastewater treatment plant has been enhanced so that enough biogas is being produced through Combined Heat & Power process to meet almost the entire plant’s energy needs required to run the plant. As a result, the wastewater treatment operations have seen a marked improvement in overall affordability, resiliency and sustainability. Bio-Organic Catalyst, Inc. (partner with NSU) also assisted in the development of the project and continues to provide an enzyme product that increases biogas production. In addition, the production of electricity is enhanced through co-digestion with food wastes such as brown grease to increase biogas production. plant efficiency and reducing emission of greenhouse gases. In turn, this biogas conversion facility now eliminates the need to flare the methane to the atmosphere, as previously required.

”Our public-private partnership among NSU, Middlesex and ARB makes Ridgewood a national leader in sustainable municipal wastewater treatment,” said Village of Ridgewood Mayor Paul Aronsohn. “Producing energy at our facilities reduces cost while powering the facility with approximately 100% renewable energy, and provides environmental benefits for the community. To be able to accomplish this at no capital cost to the taxpayer, while realizing substantial environmental benefits for the Village, is something we can all take pride in,” added Aronsohn. The facilities are being operated by Village employees in concert with Ridgewood Green RME.

The American Biogas Council selected the renewable energy project in the Municipal category because of its excellence in all of its criteria: Innovation, Technology, Collaboration and Complexity.

“Optimizing energy production in this manner demonstrates the unique relationship between water, wastewater and renewable energy where the integration of these commodities has resulted in environmental and economic benefit for all parties,” said Dennis Doll, Middlesex Water President and CEO. “In addition to helping the Village realize cost savings, the project is improving air quality and lowering energy costs, truly helping the Village to become more sustainable,” added Doll.

Jay L. Kooper Named Vice President, General Counsel and Secretary Middlesex Water welcomed

Jay L. Kooper to the position of

Vice President, General Counsel

& Secretary, in March of 2014.

Mr. Kooper brings 15 years of experience representing electric, gas, water, wastewater, telephone and cable companies as well as municipalities and private clients before 15 state public utility commissions and legislatures, federal agencies and federal and state appellate courts. He most recently served as Director of Regulatory Affairs for Hess Corporation. Mr. Kooper also served as President of the Retail Energy Supply Association, a national trade association of competitive retail energy suppliers. Prior employment includes service as an associate in the Public Utilities Law Practice Group with Wilentz, Goldman & Spitzer, P.A. and as Energy Policy Attorney with the New York City Economic Development Corporation.

Mr. Kooper’s affiliations include the New Jersey State Bar Association’s Public Utility Law Section, the Energy Bar Association, and the New York City Energy Policy Task Force. He received his Juris Doctor from George Washington University Law School and is a graduate of Emory University with a B.A.in Political Science and History.

Mr. Kooper succeeds Kenneth J. Quinn who held the position for twelve years before retiring in March 2014.

Middlesex Water Director of Engineering, G. Christian Andreasen, was honored with the 2014 George Warren Fuller Award by the American Water Works Association - New Jersey section. The award, named after one of America’s most eminent engineers, is presented annually to a distinguished member of AWWA-NJ for service to the water supply field in commemoration of sound engineering skill, brilliant diplomatic talent and constructive leadership.

Andreasen has been actively involved in the water industry and AWWA-NJ for over 30 years previously serving as the Section’s Secretary Treasurer, Trustee, and Section Chair, and is a current member of the AWWA-NJ Infrastructure Management Committee. He also serves as Vice Chair of the New Jersey Water Supply Advisory Council which advises the New Jersey Department of Environmental Protection on various water supply resource issues.

“I am honored to receive the Fuller Award from the NJ Section of AWWA. My career has allowed me to work amongst a talented group of professionals who are dedicated to providing safe and continuous public water supply to the residents in New Jersey.

I have looked up to previous Fuller awardees throughout my career as leaders in our industry, and being recognized by this esteemed group is very humbling. I hope I can provide the same source of inspiration for younger professionals in our industry.”

Andreasen has more than 30 years of engineering and utility management experience and has led, managed and designed water system improvements including major treatment plant

expansion projects, large scale pipeline replacement improvements, and capital and asset management programs for utilities.

Charity Golf Tournament Raises Funds for Delaware VeteransSeveral veteran’s organizations in Delaware are getting a boost thanks to proceeds raised from Tidewater Utilities, Inc., 7th Annual Charity Golf Tournament, held in August 2014. Tidewater is an affiliate of Middlesex Water Company located in Dover, DE. Friends of Delaware Veterans, USO Delaware, Delaware Veterans Home and Sussex County Habitat for Humanity (Veteran Build) are the four beneficiaries that will divide the tournament’s $15,865.00 proceeds.

“This was a record year for our tournament in terms of funds raised. We are delighted and honored that the proceeds will help support those who sacrificed for our country,” said Jerry Esposito, President, Tidewater Utilities, Inc. “In addition, we thank all those who supported the outing. Their commitment to this annual fundraiser demonstrates their desire to help others and build stronger communities,” added Esposito.

Middlesex Water’s Delaware subsidiary, Tidewater Utilities, began full operation and ownership of the water production and distribution system of Dover Air Force Base (DAFB) in Dover, DE, on October 1, 2014. Tidewater entered into an agreement with the U.S. Department of Defense for the privatization of the system in September 2013 following a U.S. Air Force water privatization study and an extensive competitive bid process. The DAFB water system was formally conveyed to Tidewater as the system owner recently following a joint inventory of assets.

Tidewater will provide DAFB with potable water service under a 50-year agreement and will own and

maintain all DAFB water utility assets and make all necessary capital improvements to provide continued

reliable utility service to DAFB.

“The commencement of the privatization agreement with DAFB, a premier U.S. military facility, marks a turning point for our Company and signals our capability to be a viable and competitive contender for military base water system privatizations across the country,” said Dennis W. Doll, Middlesex Water President and CEO. “DAFB executes hundreds of missions throughout the world and provides 25 percent of the Nation’s strategic airlift capability. We are humbled to play a small role in supporting DAFB in its mission,” added Doll.

Members of Middlesex Water Company’s Board of Directors Jeffries Shein and Amy B. Mansue were recipients of numerous honors in 2014.

Shein, a director since 1990, was honored when the New Jersey Institute For Disabilities (NJID) dedicated and named its new Adult Training Center Building on Route 1 in Iselin, NJ in his honor. Shein is Managing Partner of JGT Management Company, LLC. Shein, who also serves as President of the Marion and Norman Tanzman Charitable Foundation, has been a longtime advocate and generous supporter of the NJID which serves more than 1500 infants, children and adults with disabilities throughout the state. The 6500 sq. foot training facility serves adults with disabilities ranging from ages 21-75 through development, vocational opportunities and community integration. Through NJID day programs, participants can enjoy state of the art accessible technology, life skills training, job activities training and educational excursions as well as cultural and volunteer activities.

Amy B. Mansue, a board member since 2010, was inducted into the New Jersey Business Hall of Fame. Mansue is president and chief executive officer of Children’s Specialized Hospital, the largest pediatric

rehabilitation hospital in the country. Mansue was recognized with the prestigious designation granted to New Jersey’s “ultimate role models” for her leadership in the social services and health care sector and for her tireless advocacy for quality healthcare.

Under Mansue’s guidance, Children’s Specialized Hospital was named the 2012 Hospital of the Year by NJBIZ Healthcare Heroes and holds the distinct honor of being the only

pediatric rehabilitation system to be named to New York Magazine’s Top Hospitals Listing. Mansue also serves as First Vice Chair of the New Jersey Chamber of Commerce.

Infrastructure Project Pilots Two New Technologies

Middlesex Water is investing $3.8 million to clean and line aging water mains in Colonia, NJ as part of its annual RENEW program. This year, under the Company’s

2014 Water Main Cleaning and Lining project, two cutting edge technologies are being piloted in the rehabilitation of over 2,900 linear feet of 6 inch water main. Aqua-Pipe technology, is a structural cured-in-place liner developed for the drinking water industry and 3M Scotchkote Pipe Renewal Liner is a spray on liner both of which help improve water quality and extend service life in potable water pipes. In both pilot programs, the aging cast iron main is taken out of service to receive a new interior lining which results in enhanced fire flows, water pressure, water quality and structural integrity. In total, the Company will be cleaning and lining 25,800 linear feet of 6-inch and 8-inch water main as well as replacing valves, fire hydrants and water service lines and upsizing some smaller mains, as needed, to increase pressure and flows in the area.

In the RENEW Program, to ensure uninterrupted water service to customers, Middlesex Water crews erect and install a temporary above-ground water service including hydrants and service connections while the water mains underground are being cleaned and lined. The cleaning process removes harmless mineral deposits that have accumulated in older sections of cast iron pipe. After the pipe is cleaned, a new cement lining is installed which acts to extend the life of the pipe.

Water Mains in Colonia Receive $3.8 Million Upgrade

Employees Clean Up Middlesex GreenwayAs part of its annual MWCares Day initiatives, employees participated a recent trash clean-up of the Middlesex , a hidden open space resource within the communities of Metuchen, Edison and Woodbridge. Employees removed debris from this stretch of land which encompasses 3.5 miles and is situated on an abandoned portion of Lehigh Valley rail corridor. Purchased by Middlesex County in 2002 as a rails-to-trails project for recreational use, the Middlesex Greenway provides a 10-foot wide, paved trail suitable for walking, biking and jogging. Several fully accessible entrances provide access along the entire length of the trail, connecting a diverse array of neighborhoods to area parks, schools and shopping.

Regulators Approve New Water Rates in New Jersey and DelawareThe New Jersey Board of Public Utilities (BPU) has approved a $4.2 million increase in water rates to Middlesex Water customers located in central New Jersey effective July 20, 2014. In its original petition filed in November 2013 with the BPU, Middlesex sought an increase in base rates of $10.6 million or approximately 15.9% to recover costs of increases in chemicals, fuel, electricity, technology, taxes, labor, benefits and other operating and maintenance expenses. That petition was updated in March 2014 to an increase in base rates of $8.1 million or approximately 12.1%. Middlesex Water has invested over $11.0 million in prudent infrastructure rehabilitation since its last rate filing in January 2012.

“Making prudent investments in our drinking water infrastructure to deliver safe, adequate and proper water service to customers and maintaining fair and reasonable rates continues to be a delicate balance,” added Doll.

The Delaware Public Service Commission (PSC) has approved a $0.8 million increase in the water rates of Tidewater Utilities, Inc., effective August 19, 2014. The increase resulted from a settled agreement with the Staff of the PSC and the Delaware Division of the Public Advocate. In its November 2013 application, Tidewater sought an increase in base rates of $3.9 million to reflect increased costs of operations, maintenance and taxes as well as capital improvements of approximately $12.8 million made since the Company’s last rate filing. Subsequently, Tidewater updated its request seeking a lower increase in the amount of $2.5 million resulting primarily from significantly lower employee benefit plan costs.

Under PSC regulations, Tidewater had implemented interim rates on February 6, 2014, which amounted to approximately $0.8 million of additional revenues billed through August 18, 2014. This is approximately $0.4 million above collected revenues when compared to the new final base rates, which will be returned to Tidewater customers in the form of a one-time bill credit.

Dennis Doll represented the investor owned water utility industry at two White House events in 2014. He joined First Lady Michelle Obama in announcing the national “Drink Up” campaign formed between the Partnership for a Healthier America and the private sector. The campaign encourages people to make healthy choices and to drink more water more often. In addition, he met with the President’s advisors on the Council on

Environmental Quality (CEQ) in connection with the “Build America Initiative,

a government-wide program to increase infrastructure investment

and economic growth.

Dennis Doll recently addressed the environmental responsibility of public utilities at the University of Missouri Financial Research Institute Symposium. Over 200 regulators, utility representatives and

public utilities commissioners were in attendance.

To help ensure customers get information directly during water emergencies, MWC has established DIRECTAlert, a system through which customers can update their contact information to receive emergency messages directly from the Company via their home and/or mobile phone, as well as email. Similarly to the Reverse 911 System designed to receive emergency notification from their local municipalities, Middlesex Water’s DirectAlert system was created to notify customers directly of steps they should take specifically during a water emergency or when a boil water advisory has been placed into effect.
