The Annual General Meeting of the Riverhorse Valley Business Estate Management Association was
held on 23 June 2011. In the previous newsletter it stated that the meeting was to be held on 27 May
2011, but this date was moved to accommodate the financial audit; apologies for any inconvenience
caused. Minutes and reports from the meeting will be available from the Management Association of-
fices.
Work continues on the reinstatement and upgrade of the football field which is a joint venture with the
City to rehabilitate the Umhlangane Sports field situated adjacent to Mr. Price. The installation of the
water supply which is imminent is the final remaining item of work to be carried out. Thereafter the sup-
ply of goal posts and signage will see the field ready for handover to the City for administration. Once
the handover has taken place, both local sports teams and those from businesses on the estate will be
able to enjoy the facility.
The Management Association has actioned the creation of the Estate’s web site. At present, design
concepts have been approved and the content of the site is being constructed. The site will serve as an
information portal to increase awareness about the estate, and serve as a point of reference for all
estate documentation.
The way finding street signage to and around the estate has been defined. New street signage to ac-
commodate the process will define the estate into Eastern and Western precincts; East will be defined
by orange signage and West will be defined by Green signage. The application for freeway and off-
ramp signage is well underway and signage on Queen Nandi Drive at freeway off-ramps and the junc-
tion with North Coast Road has been given favourable endorsement by eThekwini Transport Authority.
Further signage on North Coast Road at the junction with Rinaldo Road is also anticipated.
The rules of the estate have been defined and compiled into a final draft which has received approval
from the Estate attorneys, Garlicke and Bousfield. The rules are in the final stage of approval, that be-
ing approval from the Board of Directors. It is anticipated that the rules should be authorised and pub-
lished during the course of July 2011.
The Management Association is awaiting formal proposals to EThekwini Transport Authority by the
Effingham, Newlands East and Kenville Taxi Associations to establish the public transport routes
through the estate. Following the submission of the applications, ETA will resolve any disputes be-
tween the parties to finalise this issue..
The following are anticipated traffic additions:
The installation of a new robot at the junction of Effingham Road and Corobrik Road has been approved
for installation and commission. The commission was initially due in March 2011, but has been pushed
to May 2011.
The much needed widening of Queen Nandi Drive from and including the bridge over the N2 extending
towards Briardene has been set for the 2011/ 2012 municipal budget. As it is a high priority project, it is
hoped work will commence shortly after the budget is decided in August 2011.
Following numerous concerns, the process is underway to investigate the installation of speed cameras
in Corobrik Road due to the excessive speeding continually taking place.

Safeguarding
Landscaping
Waste Management Oricol Environmental Services are the Estate’s street cleansing and recycling contractor and
mention should be made of their efforts to keep the precinct of the estate free of litter and
waste, and, as importantly, ensure that all the waste collected is separated and recycled.
The installation of the final CCTV mast has been finalised and will be located on 10 Quarry
Park Place, where construction is commencing. This will bring the total number of CCTV
cameras on the estate to ten. This camera will be commissioned in line with the completion
of the building which is anticipated for May 2012.
G4S control room and reaction staff must again, be commended on the good work they do
in monitoring and reaction on the estate. Their on-site actions and collaborations with SAPS
and Metro Police ensure that the Estate continues to be a safe and secure environment
where transgressions are attended to and dealt with in an efficient professional manner.
Below are the safeguarding statistics for the last month, being June:

Break-in/ Robberies - 1 Incident
Hijacking - 0 incidents
Robbery - 0 incidents
In conjunction with the rehabilitation of the wetland area mentioned under Environment/ Pro-
jects on page 3, a landscaping project to gradually re-forest the public open spaces in the river-
ine areas is currently underway. This project has been budgeted for the next 3 - 5 years and it
will see the creation of groves of local species which as well as enhancing the natural environ-
ment will also attract wild life mainly in the form of bird species to the area. Servest, the Es-
tate’s landscaping contractor with direction from the Environmental Committee will be under-
taking the planting of the trees.
The Riverhorse Valley Business Estate Management Association (RHVBEMA) provides a management service to its levy payers by way
of a Management Association Board appointed Estate Manager. Estate Manager, Bruce Macaulay, and Admin Officer Celine Spies, assisted
by Trevor Pierce-Jones (SID Urban Management) handle onsite operations and administration for the Management Association, overseeing
the daily operations of all service providers as well as providing the important function of maintaining communications between parties that
financially contribute to the management association ensuring that all complaints / concerns are addressed with professionalism and efficiency.
The team reports to the elected board of directors on all matters comprising the Management Associations mandate to the estate. Those core
mandates apart from the day to day issues, are the interaction with City Departments to increase service levels, and where necessary to lobby
on behalf of the members on issues or requirements. The aesthetic of the Estate is an important component and a high standard is maintained
with the on-site contractors who in essence provide top services to the City’s in the areas of landscaping and street cleansing, which in turn,
turns into value by way of increasing and protecting property values on the estate. The Management Association also acts as l iaison for com-
munications between local communities and the City, and, where possible, we involve ourselves in projects with our surrounding communities.

Estate Management
The annual River Clean Up is coming up and is set for 16th September at 14.00 to coincide with Clean
Up S A Week which runs from 12 - 17 September. This year will be the Estate’s third River Clean Up and it is
hoped that the excellent participation we have had from members of the estate and their staff in the past will
be repeated and hopefully increased.
A second trash boom has been installed in the Umhlangane River below Builders Warehouse follow-
ing the decision that the original position under the N2 off-ramp be abandoned as the flow of the river
is too strong at that point.
The Management Association continues its involvement with The Durban Green Corridor Programme
which aims to ensure ongoing and effective communication and co-ordination between surrounding
conservancies and relevant council departments in terms of management and maintenance of the

The Estate’s joint venture with eThekwini to investigate the feasibility of rehabilitating the riverine wet-
land environment that runs through the estate has been concluded with the presentation of the study
by Ground Truth Environmental Engineers. The results of the study show that the project is feasible,
and aside from possible contribution from eThekwini, the Management Association is also putting to-
gether a proposal for funding by private parties and members of the Estate.
During the latter part of 2010 estate management began water testing of the Umhlangane River at 3
points where it runs through the estate. This mainly serves as a continuation of our Environmental
Management Plan (EMP) and reinforces our commitments as custodians for the natural environments
on the estate. Through monitoring the water quality we strive to ensure that our section of the river is
as pollution free as possible. When pollution is evident in our water we will also strive to source the
cause of it and take the necessary action.
