Introduction
The LEAD project was launched in November 2009 in response to capacity gaps in Nigeria's local
government system which impact negatively on the quality of public service delivery in the
country. The Leadership Empowerment Advocacy and Development (LEAD) project which
commenced in Sokoto and Bauchi and launched in Rivers state in 2013 under cooperative
agreement between PIND and the United State States Agency for International Development is the
Flagship governance program of USAID in Nigeria. The project in Rivers state fostered
partnerships between state and local governments, civil society and the private sector to improve
governance, accountability, and service delivery. The project is currently being implemented in
twenty three local government areas across the three states thus- 12 LGAs in Sokoto, 8 LGAs in
Bauchi, and 6 in Rivers respectively. In Rivers state the LEAD project is implemented in Akuku-
Toru, Khana, Okrika, Obio/Akpor, Bonny and Tai representing the 3 senatorial districts in the
state, covering urban as well as rural centers. The program provided technical assistance at the
state and local government levels on both demand (Communities) and Supply side (government)
to improve service delivery in health, education, water and sanitation, Youth Economic
Empowerment, legal and regulatory reviews amongst others. Critically, the Project created a
platform for continual interface and dialogue for community structures, citizens and the local
government councils.
The LEAD project’s overall goal is to create sustained momentum for effective local governance
systems in Nigeria. This goal is anchored on key objectives:
Strengthen the capacity of local governments and Increase transparency in local
government operations;
Increase Capacity of Local Organizations
Improve Service Delivery and Support for Local Economic Development.
To promote citizens involvement in decision making and coordinate sustained engagement with
civil society in the state, the LEAD project provided support for production of a CSO directory in
the state to facilitate access and knowledge of existing CSOs in the state. The directory is for
general consumption for development partners, government, communities and all who may have
need for interface with CSOs in the state. The directory as presented here is made for continual
update in other to address emerging realities in the industry in Rivers State.

Approach to CSO Directory Compilation:
Compilation of the CSO directory was undertaken by the LEAD project to create a compendium
for key CSOs working in Rivers state as a database and reference source. The exercise aimed to
identify and document the profile of existing organizations working in various settings (urban
and rural) as a reliable database of CSO in Rivers State. It adopted a holistic approach in scoping
and documenting details which form core information about the operations and sectoral spread of
CSOs in the state
Objectives
To generate concrete database of CSOs in Rivers State.
To identify number of active CSOs working in the state.
Increase access to local non state actors across different program areas in Rivers State.

Methodology
Traditional techniques were employed in carrying out the CSO mapping in the state, ACCORD
adapted RTI-LEAD CSO mapping tool which was administered through group discussions, vocal
contacts and other conventional form of communication (Emails, Network coordinators, and phone
interviews). The forms administered highlighted basic organization information like thematic
focus, location, organization status, etc.
Methodological limitations: the initial intention was to capture all CSOs operating in Rivers State.
However, state institutions responsible for the registration of organizations fall short of accurate
information on CSOs in the state. As such no such detailed data could be sourced on social clubs,
non-profit organizations, trade unions, etc. registered in a single directory, notwithstanding their
respective purpose of establishment. Also, some organizations registered in past may no longer be
in operation given the dynamic nature of society. Furthermore, most non-profit organizations are
located in the metropolitan centre or district of Rivers State. Thus, such CSOs establish contact
offices at the city and operates in rural/semi-urban areas. In some senatorial districts and LGAs
the number of CSOs were small –this could be some of the effects of local organizations initiating
humanitarian aid from the urban areas. The exercise in the end identified 203 civil society
organizations that responded from over 1200 instruments administered across the state.
Justification For Compilation Of CSO Directory
Civil society organizations work collaboratively with nation state governments to effectualize best
practices, enhance technical capacity and institutional strengthening for sustainable development.
These organizations and institutions that make up the civil society include non-profit
organizations, Unions, Cooperatives, faith based, Community groups, Social clubs etc. who
provide relevant but differentiated services to people. Through these efforts, civil society
organizations have established a socially inclusive and cooperative partnership which evolves and
serves as social capital and resource pool thus promoting a platform for social mobilization and
advocacy for the underserved populations in the society.
Similar efforts play out in Rivers State promoting phenomenal growth in CSO activities which
have helped in the attainment of many lofty policies, ideas and programs. With the support of the
LEAD project, this directory is compiled to serve international and national interests for those
considering to work with CSOs in Rivers state.
