Neni 1Qëllimi

Kjo Rregullore ka për qëllim ndryshimin dhe plotësimin e Rregullore (QRK) - Nr.21/2015 për procedurat dhe kriteret për lëshimin e certifikatave shtetasve të Republikës së Kosovës të cilët kanë marrë diploma nga Universiteti i Mitrovicës së Veriut, për qëllim të aplikimit për vende pune dhe për marrjen e licencave dhe provimeve profesionale në institucionet publike, e ndryshuar me Vendimet e Qeverisë: Nr.12/73 (05.02.2016), Nr.05/144 (04.05.2017) dhe Nr. 05/45 (08.05.2018) (në tekstin e mëtejmë: Rregullorja).

Neni 2

Në titullin e Rregullores pas fjalës “Certifikatave” shtohet fjalia “të vlefshmërisë për shtetasit e Republikës së Kosovës të cilët kanë marrë diploma nga Universiteti i Mitrovicës së Veriut dhe nga institucionet tjera arsimore në Republikën e Kosovës, ku zhvillohet mësimi në gjuhën serbe” dhe pjesa tjetër e titullit fshihet.

Article 1Purpose

The purpose of the present Regulation is the amendment of the Regulation (GRK) – No. 21/2015 on procedures and criteria for the issuance of certificates to citizens of the Republic of Kosovo who have obtained diplomas from the University of Mitrovica/Mitrovicë North, for the purpose of applications for jobs and obtaining professional licences and taking professional examinations with public institutions, as amended by the Decision No.12/73 (dated 05.02.2016), Decision No. 05/144 (04.05.2017) and Decision No. 05/45 (dated 08/05/2018) (hereinafter: Regulation).

Article 2

In the title of the Regulation, the following phrase “of validity for citizens of the Republic of Kosovo who have obtained diplomas issued by the University of Mitrovica/Mitrovicë North and other educational institutions in the Republic of Kosovo providing instruction in Serbian language” after the word “Certificates”, and the rest of the title is deleted.

Član 1.Svrha

Ova Uredba ima za cilj izmenu i dopunu Uredbe (VRK) - Br. 21/2015 o procedurama i kriterijumima za izdavanje uverenja građanima Republike Kosovo koji su diplomirali na Univerzitetu u Severnoj Mitrovici radi konkurisanja za posao, sticanje stručnih licenci i polaganje stručnih ispita pri javnim institucijama, izmenjena Odlukama Vlade: br. 12/73 (05.02.2016), br.05/144 (04.05.2017) i br. 05/45 (08.05.2018.) (u daljem tekstu: Uredba).

Član 2.

U naslovu Uredbe nakon reči "uverenja" dodaje se tekst "o validnosti za državljane Republike Kosovo koji su stekli diplomu Univerziteta u Severnoj Mitrovici i drugih obrazovnih ustanova u Republici Kosovo u kojima se nastava odvija na srpskom jeziku" dok se preostali deo naslova briše.

1. Në nenin 1, të Rregullores, në paragrafin 1, në fund të paragrafit, shtohet teksti si në vijim: “dhe në institucionet tjera arsimore në Republikën e Kosovës, ku zhvillohet mësimi në gjuhën serbe.”

2. Në nenin 1, të Rregullores, në paragrafin 2, pas fjalës “diplomave të UMV-së” shtohet fjalia “dhe të institucioneve tjera arsimore në Republikën e Kosovës, ku zhvillohet mësimi në gjuhën serbe,” dhe vazhdon si në tekstin e Rregullores.

1. The following text is added to Article 1 of the Regulation, namely at the end of Paragraph 1: “and in other parallel educational institutions in the Republic of Kosovo providing instruction in Serbian language.”2. In Article 1, paragraph 2, of the Regulation, the following text: “and parallel educational institutions in the Republic of Kosovo providing instruction in Serbian language” is added after the following text: “of UMN diplomas”, and the rest of the sentence remains as it is in the text of the Regulation.

Article 4

1. Article 2 of the Regulation is deleted and rephrased as follows:

2. Masat e përcaktuara në këtë rregullore zbatohen për të gjitha diplomat, certifikatat apo dëftesat e lëshuara nga institucioneve arsimore në Kosovës, ku zhvillohet mësimi në gjuhën serbe, që nga muaji qershor i vitit 1999.

3. Dispozitat e kësaj rregulloreje dhe Certifikatat vlefshmërisë, të lëshuara në përputhje me këtë rregullore, janë të detyrueshme për të gjitha institucionet e Republikës së Kosovës.

Neni 5

1. Në nenin 3, të Rregullores, nën-paragrafi 1.3. fshihet dhe riformulohet si vijon:

1.3. Komisioni për Verifikimin e Diplomave/Komisioni – Komisioni për Verifikimin e Diplomave të lëshuara nga Universiteti i Mitrovicës së Veriut dhe institucionet tjera arsimore në Republikën e Kosovës, ku zhvillohet mësimi në gjuhën

Measures set out in the present regulation shall apply to all diplomas, certificates or diploma replacements issued by educational institutions in Kosovo providing instruction in Serbian language, as of June 1999.3. The provisions of the present regulation and certificates of validity issued under the present regulation are binding for all institutions of the Republic of Kosovo.

Article 5

1. In Article 3 of the Regulation, sub-paragraph 1.3. is deleted and rephrased as follows:

1.3. The Commission for the Verification of Degrees/Commission – the Commission for Verification of Degrees issued by the University of Mitrovica/Mitrovicë North and other parallel educational institutions in the Republic of Kosovo providing instruction in Serbian language;2. In Article 3 of the Regulation, namely in subparagraph 1.6, the following sentence is

Mere predviđene ovom Uredbom primenjuju se na sve diplome, uverenja ili svedočanstva koje su izdale obrazovne ustanove na Kosovu u kojima se nastava odvija na srpskom jeziku, od juna 1999. godine.3. Odredbe ove Uredbe i Uverenja o validnosti, izdata u skladu sa ovom Uredbom, su obavezujuće za sve institucije Republike Kosovo.

Član 5.

1. U članu 3. Uredbe, briše se tačka 1.3. i preformuliše na sledeći način:

1.3. Komisija za verifikaciju diploma/Komisija – Komisija za verifikaciju diploma koje je izdao Univerzitet u Severnoj Mitrovici i druge obrazovne ustanove u Republici Kosovo u kojima se nastava odvija na srpskom jeziku;

3. Në nenin 3, të Rregullores, pas nën-paragrafit 1.7, shtohet dy paragrafët e ri si në vijim:

Institucionet tjera arsimore në Republikën e Kosovës, ku zhvillohet mësimi në gjuhën serbe- janë institucionet arsimore para universitare dhe universitare , ku zhvillohet mësimi në gjuhën serbe në territorin e Republikës së Kosovës, dhe në të cilat veprojnë jashtë kornizës institucionale dhe programore të Republikës së Kosovës;

1.9. Diplomë - nënkupton diplomën, certifikatën, dëftesën, apo dokument të ngjashëm me të cilin përcaktohet niveli i mbarimit të shkollimit dhe/apo grada e fituar.

Neni 6

Në nenin 4, të Rregullores, në paragrafin 2,

3. In Article 3 of the Regulation, the following two new paragraphs are added after subparagraph 1.7., as follows:

1.8. Other educational institutions in the Republic of Kosovo providing instruction in Serbian language – are pre-university and university educational institutions providing instruction in Serbian language in the territory of the Republic of Kosovo, and which operate outside the institutional and curricular framework of the Republic of Kosovo.

1.9. Diploma – refers to the diploma, certificate, diploma replacement or a similar document proving the level of education completed and/or the degree obtained.

Article 6

In Article 4 of the Regulation, namely in paragraph 2, the following sentence “as well as for other matters, as needed” is added

Druge obrazovne ustanove u Republici Kosovo u kojima se nastava odvija na srpskom jeziku - su preduniverzitetske i univerzitetske obrazovne ustanove u kojima se nastava odvija na srpskom jeziku na teritoriji Republike Kosovo i koje deluju izvan institucionalnog i programskog okvira Republike Kosovo.

1.9. Diploma - označava diplomu, uverenje, svedočanstvo ili sličan dokument kojim se određuje nivo završenog školovanja i/ili stečeni stepen.

Član 6.

U članu 4. Uredbe, u stavu 2, nakon reči 6/18

1. Neni 6 i Rregullores fshihet dhe riformulohet si në vijim:

Article 7

Article 8

1. Article 6 of the Regulation is deleted and rephrased as follows:

1. The Commission is responsible for issuing certificates of validity to citizens of the Republic of Kosovo who have obtained diplomas from the University of Mitrovica/Mitrovicë North and other educational institutions in the Republic of Kosovo providing instruction in Serbian language.2. For this purpose, the Commission

1. Član 6 Uredbe se briše i preformuliše kao što sledi:

1. Komisija je nadležna za izdavanje Uverenja o validnosti za građane Republike Kosovo koji su stekli diplomu Univerziteta u Severnoj Mitrovici i drugih obrazovnih ustanova u Republici Kosovo u kojima se nastava odvija na srpskom jeziku.

2. Për këtë qëllim, Komisioni:

2.1. Shqyrton kërkesat e shtetasve të Republikës së Kosovës, që kanë diplomuar në Universitetin e Mitrovicës së Veriut dhe në institucionet tjera arsimore në Republikën e Kosovës, ku zhvillohet mësimi në gjuhën serbe;

2.2. Lëshon Certifikatat e Vlefshmërisë për personat që i përmbushin kriteret sipas kësaj rregulloreje;

2.3. Siguron që të mbahet nga Sekretaria, Regjistri për të gjitha lëndët e shqyrtuara.

Në nenin 15, të Rregullores, në paragrafin 3, pas fjalës “UMV-së ” shtohet fjalia “dhe nga institucionet tjera arsimore në Republikën e Kosovës, ku zhvillohet mësimi në gjuhën serbe,” dhe vazhdon si në tekstin e Rregullores.

2.3. Make sure that the Register of all cases reviewed is maintained by the Secretariat.

Article 9

In Article 15 of the Regulation, in paragraph 3, the following phrase is added: “and by other educational institutions in the Republic of Kosovo providing instruction in Serbian language”, after the text “of UNM”, while the rest of the text remains as it is in the text of the Regulation.

Article 10

2. U tu svrhu, Komisija:

2.1. razmatra zahteve državljana Republike Kosovo, koji su diplomirali na Univerzitetu u Severnoj Mitrovici i drugim obrazovnim ustanovama u Republici Kosovo u kojima se nastava odvija na srpskom jeziku;

2.2. izdaje Uverenja o validnosti za lica koja ispunjavaju uslove iz ove uredbe;

2.3. obezbeđuje da Sekretarijat održava registar svih razmotrenih predmeta.

Član 9.

U članu 15. Uredbe u stavu 3 nakon reči "diploma USM-a" dodaju se reči "i drugih obrazovnih ustanova u Republici Kosovo u kojima se nastava odvija na srpskom jeziku" i nastavlja se kao u tekstu Uredbe.

Neni 10

Në nenin 16, të Rregullores, nënparagrafët 1.2, 1.3 dhe 1.4 fshihen dhe riformulohen si ne vijim:

1.2. Kopjen e noterizuar/vërtetuar të diplomës origjinale, dhe

1.3. Kopjen e noterizuar/vërtetuar të transkriptit-certifikatës së notave (në rast se kërkohet një gjë e tillë).

Neni 11

1. Në nenin 18, të Rregullores, paragrafi 2 fshihet dhe riformulohet si në vijim: 2. Vendimi do të merret brenda 30 ditësh pas pranimit të fletë verifikimit të dokumentacionit përkatës.

2. Në nenin 18, të Rregullores, në paragrafin 5 fjala “15 ditë pune” zëvendësohet me fjalën “30 ditë”.

3. Në nenin 18, të Rregullores, në paragrafin 6, fjala “15 ditë pune” zëvendësohet me fjalën “30 ditësh”.

In Article 16, subparagraphs 1.2, 1.3 and 1.4 are deleted and rephrased as follows:

1.2.Notarized/certified copy of the original diploma, and

1.3.Notarized/certified copy of the grades transcript/certificate (if requested).

Article 11

1. In Article 18 of the Regulation, paragraph 2 is deleted and rephrased as follows: 2. The decision shall be taken within 30 days following the receipt of verification request of the respective documentation.

2. In Article 18 of the Regulation, namely in paragraph 5, the phrase “15 working days” is replaced with the phrase “30 days”.

3. In Article 18 of the Regulation, namely in paragraph 6, the phrase “15 working days” is replaced with the phrase “30 days”.

Član 10.

U članu 16. Uredbe, brišu se tačke 1.2, 1.3 i 1.4 i preformulišu na sledeći način:

1.2. Overenu/notarizovanu kopiju originalne diplome, i

1.3. Overenu/notarizovanu kopiju transkripta-uverenja o ocenama (u slučaju ako je potrebno).

Član 11.

1. U članu 18. Uredbe, briše se tačka 2 i preformuliše na sledeći način: 2. Odluka će biti doneta u roku od 30 dana od dana prijema verifikacionog lista relevantne dokumentacije.

2. U članu 18. Uredbe, u stavu 5 reč "15 radnih dana" zamenjuje se rečima "30 dana".

3. U članu 18. Uredbe, u stavu 6 reč "15 radnih dana" zamenjuje se rečima "30 dana".

Neni 12

1. Në nenin 21, të Rregullores, në paragrafin 1, pas fjalës “UMV-në ” shtohet fjalia “dhe me institucionet tjera arsimore në Republikën e Kosovës, ku zhvillohet mësimi në gjuhën serbe,” dhe vazhdon si në tekstin e Rregullores.

2. Në nenin 21, të Rregullores, nën-paragrafi 2.3. fshihet.

Neni 13

Pas nenit 24, të Rregullores, shtohet një nen i ri si në vijim:

Neni 24A

1. Masat e përcaktuara në këtë rregullore vlejnë më së largu brenda tre (3) vitesh nga hyrja në fuqi e kësaj rregulloreje.

2. Obligohet Komisioni dhe institucionet përkatëse që ndërlidhen me punën e Komisionit, të vazhdojnë punën sipas ndryshimeve të përcaktuara në këtë

Article 13

After Article 24 of the Regulation, a new article is added, as follows:

Article 24A

1. Measures provided for in the present Regulation shall apply no later than three (3) years from the entry into force of the present Regulation.

2. The Commission and relevant institutions related to the work of the Commission are obliged to continue their work pursuant to the changes set out in the present Regulation.

Član 12.

1. U članu 21. Uredbe u stavu 1 nakon reči "diploma USM- u" dodaju se reči "i drugih obrazovnih ustanova u Republici Kosovo u kojima se nastava odvija na srpskom jeziku" i nastavlja se kao u tekstu Uredbe.

2. U članu 21. Uredbe, briše se tačka 2.3.

Član 13.

Posle člana 24. Uredbe dodaje se novi član kao što sledi:

1. Mere propisane ovom Uredbom važe najviše u roku od tri (3) godine od stupanja na snagu ove Uredbe.

3. Obligohen të gjitha institucionet tjera kompetente për zbatimin e Rregullores (QRK) - Nr.21/2015 me ndryshimet dhe plotësimet e bëra me ketë Rregullore.

4. Shtojcat e Rregullores shfuqizohen dhe riformulohen sipas Shtojcave të bashkangjitura në këtë Rregullore.

Neni 14Hyrja në fuqi

Kjo rregullore hyn në fuqi tridhjetë (30) ditë pas nënshkrimit.

3. All other institutions responsible for implementation of the Regulations (GRK) - No. 21/2015, with amendments made to the present Regulation.

4. Annex 1 of the Regulation is repealed and rephrased as per the Annex attached to the present regulation.

Article 14Entry into force

The present Regulation shall enter into force thirty (30) days after its signing.

Član 14.Stupanje na snagu

Ova uredba stupa na snagu trideset (30) dana nakon potpisivanja.
