  • Libya and Italy Agreement

    • In May 2012, an agreement was signed between Libyan Ministry of Agriculture (NCAH) and Italian Ministry of Health (IZSLER)

    • Surveillance study with 3 components was designed in Brescia with the presence of:

    • IZSLER • NCAH • FAO (Giancarlo Ferrari) • EuFMD (Keith Sumption)

    • More than 4000 serum samples were collected and then sent and analyzed in IZSLER lab in Brescia.

  • Some benefits Libya gained from EuFMD activities

    • Before: many samples sent to Pirbright: very few FMD positive, many NVD!

    • After lectures and training: better improvement in sample collection, outbreak investigation, ….etc!

    • Application of real-time training course to RRT. • Rapid detection of FMD in the field using LFD. • Following the survey: • A decision has been made to vaccinate cattle twice per year,

    small ruminants at once per year since last year 2014 • As a result: so far no recent FMD outbreak!

  • • Tunisia: 10 Ag ELISA kits have been delivered to Tunisia on beginning of May and received beginning of June.

    • Other 4 kits have been ordered from IZSLER and delivered to Tunisia on 20/05/2014 (hand delivery).

    • A joint mission (OIE/EuFMD/FAO) has been held on June 2014 to evaluate and discuss the control measures implemented in Tunisia, their effectiveness, the possibility of improvements and the immediate needs for the country such as vaccine and strategy to be used for conducting an effective vaccination campaign.

    • With OIE coordination, EC donated 1 million vaccine doses on August 2014.

  • Algeria

    • FMD recent Situation: 9 outbreaks officially declared by the country, involved small ruminants. • 6 NSP ELISA was delivered by EuFMD to Algeria on the 12th of

    April 2015. • E-learning:

    • They appreciated a lot the FEPC last year (25 participants). • The next course will start in next few weeks. • A total of 80 participants will participate in the new course from

    all the 48 governorates of the country plus from the central level.

  • • 2 components: Component 1: Clinical samples from suspected FMD outbreak Component 2: 4000 sera samples will be collected from small

    ruminants (sheep and goat) and cattle.

    • 9 NSP ELISA Kits (provided by EuFMD) will be used in Nouakchott lab.

    • Simple questionnaire for collecting samples has been prepared.

  • 2nd PCP-FMD Workshop

    • Will be held in Nouakchott, Mauritania • 4-7 May 2015 • The 8th of May will be a training day in Nouakchott for other

    13 veterinarians/technicians from 13 different provinces (Wilayas). The 13 trainees will be involved in collecting samples from all over the country.

  • Workshop with representatives from Mauritania – Senegal – Mali Dakar 3-4 June 2014

    Target: to implement a cross-border approach in the fight against FMD and improved networking between

    laboratories and veterinary services in the region.

  • Morocco/Algeria/Tunisia: a leaflet has been produced in Arabic and French to improve the passive surveillance among veterinarians and farmers. The template has been sent to the countries through FAO representatives in May (17/05/2014).

  • 2.3 REMESA OBJECTIVE: Assist national FMD risk management as part of the REMESA action plan

    OUTPUTS (EXPECTED RESULTS):

    1. Risk based control programme (PCP Pathway) adopted and implemented in Libya and Mauritania; 2. Improved regional co-ordination; 3. Regular information flow on FMD circulation in Mauritania/Western Sahel countries available to risk managers; 4. System established in the REMESA high risk area for FMD spread (Libya, Algeria, Tunisia, Morocco) to provide continuous confidence in FMD freedom/early detection capability; 5. Regional strategy for risk-based surveillance and vaccination programme and strategy to establish a local/regional vaccine-bank The output n.5 replace the output ‘Morocco, Algeria and Tunisia disease freedom dossier submission to OIE’’(included in workplan 2013)

  • Training using “Demand-led training system” for non-EU REMESA countries

    • The idea of the demand-led credit system was presented in

    the last JPC meeting in Heraklion, Greece 16-17 March, 2015

  • • If agreed on the idea of demand-led credits system, then an effective consultation with REMESA countries to gain feedback on priorities and to better identify interests and needs.

    • EuFMD role in the training credit approach would be to ensure that the courses are relevant to the needs of the REMESA countries and within the REMESA framework.

    • PCP implementation to help establish national epidemiology and monitoring units and relevant training and support is needed for this.

    • e-learning courses can be translated from English into French and Arabic.
