EXECUTIVE SUMMARY

1 Administration The Administration and Personnel Department (S-1) provided complete support to the mainbody at Camp Mitchell Rota Spain and support as required to all detail sites Support included Administration Personnel Educational Services Postal Services and Career Counseling Other Services provided by special assistants included Legal Medical Dental and Religious Services Drug and Alcohol Prevention Counseling and Special Services

2 Training (S-2) NMCB-133 deployed to Rota Spain fully ready in all technical and military training aspects after completing a strong homeport training program The Training Department ensured that the battalions deployed training focused on general military topics military readiness combat tactics and specialized OJT The majority of military training was conducted on Training Saturdays and during FEX Training included field maintenance of weapons laws of armed conflict hand to hand combat patroling techniques and anti terrorism Military training culminated with the battalions FEX

3 Operations (S-3) Our operational readiness was successfully tested during the following EMBARKEX-89 which tested the battalions capability to mount-out the Air Det as well as the air and sea echelons with actual hands-on training in loading and off loading an LPD a C5A and a C-141B PHIBLEX-89 had our augmented air detachment participating in an amphibious landing exercise with the Twenty-Second Marine Expeditionary Unit and Spanish Marines We completed two deployments for training to Puerto Castilla Honduras and Andoya Norway In construction operations NMCB-133 exceeded its tasked work-in-place (WIP) by 2 percent completing 48 assigned projects and severa l discretionary projects totaling 28000 mandays of construction The Operations Department was involved in all phases of the construction effort and monitored input on labor material status equipment availability and project progress The Quality Control Team headed by the Operations Chief along with the Safety Chief continuously visited the worksites to ensure quality workmanship in a safe environment Engineering provided survey crews drafting design services and material testing The use of Zenith Z-248s and COMET portable microcomputers at the mainbody site enhanced construction management

4 Suppy and Logisitics (S-4) The Supply Department was responsible for the management of the Main Galley CPO Mess Wardroom Mess Disbursing Barber Shop Central Tool Room (CTR) Central Storeroom (CSRJ Camp Maintenance Storeroom Automotive Repair Parts Outlet (6101) Material Liaison Office (MLO Greens IssueInfantry Gear Outlet Camp and Battalion Finances Air Det Warehouse Bachelor Quarters Management and for providing suppiy support t o a l l detail sites

5 Equipment (A6) Alfa Company provided a complete equipment support pro gram for a ll construction equipment operations trans portati on services recreational civic action and reserve training evolutions Transportation support was also provided to nume rous inspecti on teams and visiting commands The batta li on mount-out exercise required equipment preparat ion and retrograde of all 283 pieces of assi gned CESE An aggressi ve first echelon maintenance program throughout the battalion was the key facto r in sustained h igh availability rate wh ich a veraged 92 percent

(3) Indoctrination Program The 81 new ar~ivals during deployment attended one of five i ndoctrination classes These classes cons i sted of a detailed slide presentation of the command organization and CBC Gu l fport All facets of the Command and the Navy (ie military pay advancement ombudsman program etc)

e Drug and Alcohol Abuse Program The staff consisted of a Chief Warrant Officer assigned as a collateral duty and a full time First Class Petty Officer DAPA representatives were assigned at each detail site as a collateral duty DAPA evaluated over 16 personnel and monitored the evaluation process which took an average of seven days from referral Close cooperation with the Medical Officer helped to evaluate personnel needing treatment and intervention The program involved all levels of the chain of command The DAPA Chaplain and Medical Officer offered in-house interviews Further evaluation treatment and services were provided by NADSAP CAAC and ABb onboard Naval Station Rota Spain The supervisors and DAPA provided supervisory training GMT and lectures

f Special Services A variety of off-duty programs were offered to the members of the Battalion The programs and events were developed with the fu l l participation of the members of the Recreation Services Committee Organization and sponsorship of tours and day trips were popular as were battalion sponsored athletic events The mid-year deployment party was the single mos t important proJect of the deployment

g Chaelain The Command Religious Program was headed by a Lieutenant Commander who conducted Pro t es t ant worship services at the middotchapel in the Pi nes middot throughout t he depl oy men t Roman Catholic Mass was provided each Sunday and Holy Day a t the Chape l by Naval Station Rota catholic chaplains Jewish personnel particiapted in La y Reader Service at Naval Station Rota Chapel and pa rticipated in special Pas so ve r services held there During the deployment the Chaplain taught two dif f erent multi-week Bible studies and facilitated the Rite Of Christian Initiation of Adu l ts (RCIAJ a Roman Catholic program held a t Camp Mitche l l The chaplain ministered to the details through personal visits to Cartagena Holy Loch and Edzeli and through coordination of the ministry to all detai ~ Lay Readers The chaplain was one of the retreat leaders for a mini-c onferencemiddot held at middot victory Villamiddot Overseas Servicemans Center Rota Upon request of the Public Works Department the chaplain pr ovided a proposed ChapelLibrary layout ror a 40 x 100 PEB The ~r e posed design has be en forwarded thr ough channels for approval The chaplain labored a lo ngside the battalion Ombudsman Family Service Center and the American Red Cr oss to assi s t numerous battal i on personnel and their families with emergencycrisis situations

h Medical A Medica l Officer with a staff of one HMCS and eight HMs headed the Medical Department The medica l building is a combination Medical Dental fa c ility with the Medical portion consisting of an eme rgenc y tre a tment room an administrative offi c e two general treatment ro oms Doc t ors office pharmacy supp l y ro om du t y bunk room and a patient wai t ing area The depa rtment worke d cl osely with the Safety Chief providing in Ju ry report s and making nece s sary recommendations There were no major accidents on the Job sites or i n th e s ho ps Wor kin g with the batta l ion s Training De partment t he Medic a l De pa rtme nt pPovided lectures on preventive medicine pers on a l hyg iene firs t aid bac k inJ ury pre vention and venereal disease We prov i ded i n1 t 1a l and fol l ow-up e v a l ua ~1 on s laboratory test i ng a nd

EXECUTIVE SUMMARY

1 Administration The Administration and Personnel Department (S-1) provided complete support to the mainbody at Camp Mitchell Rota Spain and support as required to all detail sites Support included Administration Personnel Educational Services Postal Services and Career Counseling Other Services provided by special assistants included Legal Medical Dental and Religious Services Drug and Alcohol Prevention Counseling and Special Services

2 Training (S-2) NMCB-133 deployed to Rota Spain fully ready in all technical and military training aspects after completing a strong homeport training program The Training Department ensured that the battalions deployed training focused on general military topics military readiness combat tactics and specialized OJT The majority of military training was conducted on Training Saturdays and during FEX Training included field maintenance of weapons laws of armed conflict hand to hand combat patroling techniques and anti terrorism Military training culminated with the battalions FEX

3 Operations (S-3) Our operational readiness was successfully tested during the following EMBARKEX-89 which tested the battalions capability to mount-out the Air Det as well as the air and sea echelons with actual hands-on training in loading and off loading an LPD a C5A and a C-141B PHIBLEX-89 had our augmented air detachment participating in an amphibious landing exercise with the Twenty-Second Marine Expeditionary Unit and Spanish Marines We completed two deployments for training to Puerto Castilla Honduras and Andoya Norway In construction operations NMCB-133 exceeded its tasked work-in-place (WIP) by 2 percent completing 48 assigned projects and severa l discretionary projects totaling 28000 mandays of construction The Operations Department was involved in all phases of the construction effort and monitored input on labor material status equipment availability and project progress The Quality Control Team headed by the Operations Chief along with the Safety Chief continuously visited the worksites to ensure quality workmanship in a safe environment Engineering provided survey crews drafting design services and material testing The use of Zenith Z-248s and COMET portable microcomputers at the mainbody site enhanced construction management

4 Suppy and Logisitics (S-4) The Supply Department was responsible for the management of the Main Galley CPO Mess Wardroom Mess Disbursing Barber Shop Central Tool Room (CTR) Central Storeroom (CSRJ Camp Maintenance Storeroom Automotive Repair Parts Outlet (6101) Material Liaison Office (MLO Greens IssueInfantry Gear Outlet Camp and Battalion Finances Air Det Warehouse Bachelor Quarters Management and for providing suppiy support t o a l l detail sites

5 Equipment (A6) Alfa Company provided a complete equipment support pro gram for a ll construction equipment operations trans portati on services recreational civic action and reserve training evolutions Transportation support was also provided to nume rous inspecti on teams and visiting commands The batta li on mount-out exercise required equipment preparat ion and retrograde of all 283 pieces of assi gned CESE An aggressi ve first echelon maintenance program throughout the battalion was the key facto r in sustained h igh availability rate wh ich a veraged 92 percent

(3) Indoctrination Program The 81 new ar~ivals during deployment attended one of five i ndoctrination classes These classes cons i sted of a detailed slide presentation of the command organization and CBC Gu l fport All facets of the Command and the Navy (ie military pay advancement ombudsman program etc)

e Drug and Alcohol Abuse Program The staff consisted of a Chief Warrant Officer assigned as a collateral duty and a full time First Class Petty Officer DAPA representatives were assigned at each detail site as a collateral duty DAPA evaluated over 16 personnel and monitored the evaluation process which took an average of seven days from referral Close cooperation with the Medical Officer helped to evaluate personnel needing treatment and intervention The program involved all levels of the chain of command The DAPA Chaplain and Medical Officer offered in-house interviews Further evaluation treatment and services were provided by NADSAP CAAC and ABb onboard Naval Station Rota Spain The supervisors and DAPA provided supervisory training GMT and lectures

f Special Services A variety of off-duty programs were offered to the members of the Battalion The programs and events were developed with the fu l l participation of the members of the Recreation Services Committee Organization and sponsorship of tours and day trips were popular as were battalion sponsored athletic events The mid-year deployment party was the single mos t important proJect of the deployment

3 Operations (S-3) Our operational readiness was successfully tested during the following EMBARKEX-89 which tested the battalions capability to mount-out the Air Det as well as the air and sea echelons with actual hands-on training in loading and off loading an LPD a C5A and a C-141B PHIBLEX-89 had our augmented air detachment participating in an amphibious landing exercise with the Twenty-Second Marine Expeditionary Unit and Spanish Marines We completed two deployments for training to Puerto Castilla Honduras and Andoya Norway In construction operations NMCB-133 exceeded its tasked work-in-place (WIP) by 2 percent completing 48 assigned projects and severa l discretionary projects totaling 28000 mandays of construction The Operations Department was involved in all phases of the construction effort and monitored input on labor material status equipment availability and project progress The Quality Control Team headed by the Operations Chief along with the Safety Chief continuously visited the worksites to ensure quality workmanship in a safe environment Engineering provided survey crews drafting design services and material testing The use of Zenith Z-248s and COMET portable microcomputers at the mainbody site enhanced construction management

4 Suppy and Logisitics (S-4) The Supply Department was responsible for the management of the Main Galley CPO Mess Wardroom Mess Disbursing Barber Shop Central Tool Room (CTR) Central Storeroom (CSRJ Camp Maintenance Storeroom Automotive Repair Parts Outlet (6101) Material Liaison Office (MLO Greens IssueInfantry Gear Outlet Camp and Battalion Finances Air Det Warehouse Bachelor Quarters Management and for providing suppiy support t o a l l detail sites

e Drug and Alcohol Abuse Program The staff consisted of a Chief Warrant Officer assigned as a collateral duty and a full time First Class Petty Officer DAPA representatives were assigned at each detail site as a collateral duty DAPA evaluated over 16 personnel and monitored the evaluation process which took an average of seven days from referral Close cooperation with the Medical Officer helped to evaluate personnel needing treatment and intervention The program involved all levels of the chain of command The DAPA Chaplain and Medical Officer offered in-house interviews Further evaluation treatment and services were provided by NADSAP CAAC and ABb onboard Naval Station Rota Spain The supervisors and DAPA provided supervisory training GMT and lectures

f Special Services A variety of off-duty programs were offered to the members of the Battalion The programs and events were developed with the fu l l participation of the members of the Recreation Services Committee Organization and sponsorship of tours and day trips were popular as were battalion sponsored athletic events The mid-year deployment party was the single mos t important proJect of the deployment

EXECUTIVE SUMMARY

1 Administration The Administration and Personnel Department (S-1) provided complete support to the mainbody at Camp Mitchell Rota Spain and support as required to all detail sites Support included Administration Personnel Educational Services Postal Services and Career Counseling Other Services provided by special assistants included Legal Medical Dental and Religious Services Drug and Alcohol Prevention Counseling and Special Services

2 Training (S-2) NMCB-133 deployed to Rota Spain fully ready in all technical and military training aspects after completing a strong homeport training program The Training Department ensured that the battalions deployed training focused on general military topics military readiness combat tactics and specialized OJT The majority of military training was conducted on Training Saturdays and during FEX Training included field maintenance of weapons laws of armed conflict hand to hand combat patroling techniques and anti terrorism Military training culminated with the battalions FEX

(2) Sponsor Progr am The Sponsor Program invol ved sponsor participat ion be fore dur ing and af t er each new man repor ted onboard An accurate tracking system ens ured sponsor assignment and partic ipation The Command Sponsor Program Petty Off i cer greeted each new ar r iva l at Rota Spain at the ai r termi nal

(3) Indoctrination Program The 81 new ar~ivals during deployment attended one of five i ndoctrination classes These classes cons i sted of a detailed slide presentation of the command organization and CBC Gu l fport All facets of the Command and the Navy (ie military pay advancement ombudsman program etc)

e Drug and Alcohol Abuse Program The staff consisted of a Chief Warrant Officer assigned as a collateral duty and a full time First Class Petty Officer DAPA representatives were assigned at each detail site as a collateral duty DAPA evaluated over 16 personnel and monitored the evaluation process which took an average of seven days from referral Close cooperation with the Medical Officer helped to evaluate personnel needing treatment and intervention The program involved all levels of the chain of command The DAPA Chaplain and Medical Officer offered in-house interviews Further evaluation treatment and services were provided by NADSAP CAAC and ABb onboard Naval Station Rota Spain The supervisors and DAPA provided supervisory training GMT and lectures

f Special Services A variety of off-duty programs were offered to the members of the Battalion The programs and events were developed with the fu l l participation of the members of the Recreation Services Committee Organization and sponsorship of tours and day trips were popular as were battalion sponsored athletic events The mid-year deployment party was the single mos t important proJect of the deployment

g Chaelain The Command Religious Program was headed by a Lieutenant Commander who conducted Pro t es t ant worship services at the middotchapel in the Pi nes middot throughout t he depl oy men t Roman Catholic Mass was provided each Sunday and Holy Day a t the Chape l by Naval Station Rota catholic chaplains Jewish personnel particiapted in La y Reader Service at Naval Station Rota Chapel and pa rticipated in special Pas so ve r services held there During the deployment the Chaplain taught two dif f erent multi-week Bible studies and facilitated the Rite Of Christian Initiation of Adu l ts (RCIAJ a Roman Catholic program held a t Camp Mitche l l The chaplain ministered to the details through personal visits to Cartagena Holy Loch and Edzeli and through coordination of the ministry to all detai ~ Lay Readers The chaplain was one of the retreat leaders for a mini-c onferencemiddot held at middot victory Villamiddot Overseas Servicemans Center Rota Upon request of the Public Works Department the chaplain pr ovided a proposed ChapelLibrary layout ror a 40 x 100 PEB The ~r e posed design has be en forwarded thr ough channels for approval The chaplain labored a lo ngside the battalion Ombudsman Family Service Center and the American Red Cr oss to assi s t numerous battal i on personnel and their families with emergencycrisis situations

e Drug and Alcohol Abuse Program The staff consisted of a Chief Warrant Officer assigned as a collateral duty and a full time First Class Petty Officer DAPA representatives were assigned at each detail site as a collateral duty DAPA evaluated over 16 personnel and monitored the evaluation process which took an average of seven days from referral Close cooperation with the Medical Officer helped to evaluate personnel needing treatment and intervention The program involved all levels of the chain of command The DAPA Chaplain and Medical Officer offered in-house interviews Further evaluation treatment and services were provided by NADSAP CAAC and ABb onboard Naval Station Rota Spain The supervisors and DAPA provided supervisory training GMT and lectures

(2) Sponsor Progr am The Sponsor Program invol ved sponsor participat ion be fore dur ing and af t er each new man repor ted onboard An accurate tracking system ens ured sponsor assignment and partic ipation The Command Sponsor Program Petty Off i cer greeted each new ar r iva l at Rota Spain at the ai r termi nal

(3) Indoctrination Program The 81 new ar~ivals during deployment attended one of five i ndoctrination classes These classes cons i sted of a detailed slide presentation of the command organization and CBC Gu l fport All facets of the Command and the Navy (ie military pay advancement ombudsman program etc)

e Drug and Alcohol Abuse Program The staff consisted of a Chief Warrant Officer assigned as a collateral duty and a full time First Class Petty Officer DAPA representatives were assigned at each detail site as a collateral duty DAPA evaluated over 16 personnel and monitored the evaluation process which took an average of seven days from referral Close cooperation with the Medical Officer helped to evaluate personnel needing treatment and intervention The program involved all levels of the chain of command The DAPA Chaplain and Medical Officer offered in-house interviews Further evaluation treatment and services were provided by NADSAP CAAC and ABb onboard Naval Station Rota Spain The supervisors and DAPA provided supervisory training GMT and lectures

f Special Services A variety of off-duty programs were offered to the members of the Battalion The programs and events were developed with the fu l l participation of the members of the Recreation Services Committee Organization and sponsorship of tours and day trips were popular as were battalion sponsored athletic events The mid-year deployment party was the single mos t important proJect of the deployment

g Chaelain The Command Religious Program was headed by a Lieutenant Commander who conducted Pro t es t ant worship services at the middotchapel in the Pi nes middot throughout t he depl oy men t Roman Catholic Mass was provided each Sunday and Holy Day a t the Chape l by Naval Station Rota catholic chaplains Jewish personnel particiapted in La y Reader Service at Naval Station Rota Chapel and pa rticipated in special Pas so ve r services held there During the deployment the Chaplain taught two dif f erent multi-week Bible studies and facilitated the Rite Of Christian Initiation of Adu l ts (RCIAJ a Roman Catholic program held a t Camp Mitche l l The chaplain ministered to the details through personal visits to Cartagena Holy Loch and Edzeli and through coordination of the ministry to all detai ~ Lay Readers The chaplain was one of the retreat leaders for a mini-c onferencemiddot held at middot victory Villamiddot Overseas Servicemans Center Rota Upon request of the Public Works Department the chaplain pr ovided a proposed ChapelLibrary layout ror a 40 x 100 PEB The ~r e posed design has be en forwarded thr ough channels for approval The chaplain labored a lo ngside the battalion Ombudsman Family Service Center and the American Red Cr oss to assi s t numerous battal i on personnel and their families with emergencycrisis situations

(3) Indoctrination Program The 81 new ar~ivals during deployment attended one of five i ndoctrination classes These classes cons i sted of a detailed slide presentation of the command organization and CBC Gu l fport All facets of the Command and the Navy (ie military pay advancement ombudsman program etc)

e Drug and Alcohol Abuse Program The staff consisted of a Chief Warrant Officer assigned as a collateral duty and a full time First Class Petty Officer DAPA representatives were assigned at each detail site as a collateral duty DAPA evaluated over 16 personnel and monitored the evaluation process which took an average of seven days from referral Close cooperation with the Medical Officer helped to evaluate personnel needing treatment and intervention The program involved all levels of the chain of command The DAPA Chaplain and Medical Officer offered in-house interviews Further evaluation treatment and services were provided by NADSAP CAAC and ABb onboard Naval Station Rota Spain The supervisors and DAPA provided supervisory training GMT and lectures
