EffectiveApril14,2003

Introduction

Much

like

the

adventures

the

RPGA

provides

for

gamemaster

(GM)

and

player

enjoyment,

these

rules

govern

the

game

environment

and

character's

destiny.

But

unlikegamesrulesandadventuresthatprimarilyfocusonactualgameplayandcharacteractions,theserulesgovernRPGAeventorganizationandtheactivitiesof

eventparticipants.TheRPGAGeneralRulesweredevelopedtohelpmaintainfairandconsistentworldwideplayforeverygamesystemtheRPGAsanctionsandsupports.TheRPGAGeneralRulesapplytoallgamesinadditiontothespecificrulesforeachcampaign(likeLivingGreyhawk)orgamesystem(likeDungeons&Dragons).Inordertomaintainthisdiverseandextensiveeventsystem,RPGAmembersarerequiredtofollowboththeRPGAGeneralRulesandthespiritinwhichtheywerecreated.PlayerswhoviolatesectionsoftheRPGAGeneralRulesortheappropriatecampaignrulesaresubjecttotheappropriateprovisionsoftheRPGAPenaltyGuidelinesandfurtherRPGAreview.

1.GENERALRPGARULES

RPGASupportedCampaigns&GameSystems

Thefollowingcampaignsandgamesystemsaresupportedbytheserules:

PlayerEligibility

AnypersoniseligibletoparticipateasaplayerinanRPGAsanctionedeventwiththefollowingexceptions:

PlayersandgamemasterscurrentlysuspendedbytheRPGAorDCI. WizardsoftheCoast,Inc.andHasbro,Inc.corporateemployeesinanysessionplayedforprizesorsessionutilizingadventurestheyhaveprevious

knowledgeof.Knowledgeincludes,butisnotlimitedtodevelopment,editing,andplaytesting.

FormerWizardsoftheCoast,Inc.andHasbro,Inc.corporateemployees(untilthirtydaysaftertheirlastdaysofemploymentwiththosecompanies)inanysessionplayedforprizesorsessionutilizingadventurestheyhavepreviousknowledgeof.Knowledgeincludes,butisnotlimitedtodevelopment,editing,

cartographyandplaytesting.

Employeesofassociatedcompaniesproducingd20SystemgamesthatareresponsiblefororganizedplaymaynotparticipateinRPGAsanctionedplayfortheir

Knowledge

SeniorstaffforanyLivingcampaignorprogrammaynotplayanysessionutilizingthatcampaign'sorthatprogram'sadventures.Forexample,LivingGreyhawkCirclemembersmaynotplayinLivingGreyhawkadventuresatRPGAsanctionedevents,LivingForceCouncilmembersmaynotplayinLiving

ForceadventuresatRPGAsanctionedevents,andmembersoftheGenConOpenTeammaynotplayintheGenConOpenadventureatRPGAsanctioned

events,thoughtheymay(andareencouragedto)playtheseadventuresasaplaytest.

Playtesters,editors,reviewers,cartographers,andwritersofanadventureusedbytheRPGAmaynotplayinthatadventureatRPGAsanctionedevents,thoughtheymay(andareencouragedto)playtheseadventuresasaplaytest.

ASeniorGMmayplayinanadventureheorshehasorderedforlargerevents(conventionandgamedayevents)uptoorincludingthelastdaythateventisscheduled,aslongassheorhehasnoforeknowledgeoftheadventure.Forhomeplayevents,theGMisnotallowedtoplayinanadventurefromthe

daytheeventissanctionedandtheadventuredownloaded.

GMswhohavepreviouslyrunanadventuremaynotparticipateasaplayerinthatadventure.GMswhoareslatedtorunanadventureandhavereceivedthatadventureinanyformat(electronicorpaper)maynotparticipateasaplayerinthatadventureirrespectiveofwhetherheorsheactuallyranthat

adventure.TheexceptiontothisruleisinthecaseofDungeonMagazineadventuresforhomeplayevents.Subscribersofthatmagazinearenotrestricted

fromplayingthoseadventures,onlyplayerswhohavereadorplayedtheadventuretheGMisslatedtorun.Thereisanotherexceptiontothisruleinthe

caseoflargereventSeniorGMs(seeabove).

Playersmaynotplaythesameadventuremultipletimes,evenwithdifferentcharacters. AnypersoniseligibletoparticipateasaGMinanRPGAsanctionedeventwiththefollowingexceptions: PlayersandGMscurrentlysuspendedbytheRPGAorDCI.

NecessaryMaterials

AplayermustbringthefollowingitemstoanRPGAsanctionedeventinordertoparticipate:

Visibleandreliablematerialstomaintain,record,andadjudicategameplayappropriateforthegamesystemand/orcampaigninwhichheorsheisparticipating.Thisusuallyincludes,butisnotlimitedto,theproperdice,currentrequiredrulebooks,supplementaryrulesmaterialspecifictohisorher

character,anappropriatecharactersheet,aminiatureortokenrepresentingthecharacter,andpenorpencil.

AvalidanduniqueRPGAnumberregisteredintheparticipant'sname.Note:AnewplayermustregisterforRPGAmembershipatorbeforehisorherfirstRPGAsanctionedevent.AplayermayhaveonlyoneRPGAnumber.GMsmustreportanyplayerusingmorethanoneRPGAmembershipnumber.Should

aplayerfindheorshehasbeenassignedmultipleRPGAnumbersheorsheshouldcontacttheRPGAKnowledgeBaseimmediatelytorectifythesituation.

Anymaterialsspecificallyrequiredforparticipationinaparticulargameorcampaign.ForexampleaplayerneedstobringapreviouslycreatedcharactertoparticipateinaDungeons&DragonsCampaigns,orLivingGreyhawkgame.

PublishingEventInformation

WizardsoftheCoast,Inc.reservestherighttopublisheventinformation,including,butnolimitedto,characterinformationoringameexperiences,tournament

results,eventhappenings,aswellastranscriptsorvideoreproductionsofanyRPGAsanctionedeventatanytime(includingduringtheevent).RPGASeniorGMsor

otherRPGAappointedeventofficialsalsoareallowedtopublishthisinformation.

WizardsoftheCoast,Inc.reservestherighttopublish,orotherwisemakeavailable,membershipstatusinformation,suchaspenaltyandsuspensioninformation.

DocumentUpdates

WizardsoftheCoast,Inc.reservestherighttoaltertheserules,aswellastherighttointerpret,modify,clarify,orotherwiseissueofficialchangestotheseruleswith

orwithoutpriornotice.

2.EVENTRESPONSIBILITIES

KnowledgeResponsibilities

GMsandplayersparticipatinginRPGAsanctionedeventsareresponsibleforknowingandfollowingthemostcurrentversionoftheRPGAGeneralRulesandanyotherapplicableregulatorydocuments,includinganygamerulesfortheappropriategamesystemorcampaign.

PlayerResponsibilities

PlayersmustfollowtherulesinterpretationsandguidelinesforplaysetforthbytheRPGA,theSeniorGMattheevent,andotherRPGAappointedeventofficials.

Playersshallbehaveinarespectfulandsportingmanneratalltimes.

PlayerswhoarguewithasessionGM,SeniorGMorotherRPGAappointedeventofficialsaresubjecttoappropriatepenaltiesasdetailedintheRPGAPenaltyGuidelines.

AnysuspendedplayertakingpartinanRPGAsanctionedeventduringsuchsuspensionmaybesubjecttoadditionalpenaltiesasdetailedinRPGAPenaltyGuidelines.A

player

is

responsible

for

maintaining

an

accurate

record

of

RPGA

published

or

approved

adventures

he

or

she

has

played.

If

anomalies

in

a

player's

point

history

occurs,heorsheshouldimmediatelycontacttheSeniorGMfortheevent(s)inquestionandhavetheSeniorGMcontacttheRPGASanctioningCoordinatorthrough

RPGAsanctioning@wizards.comwiththepertinentinformationtorectifyanyandallanomalies.

AplayershouldofferinformationandassistancetoanyGM,orRPGAappointedeventofficialgatheringinformationaboutareportedincident.

SpectatorandPressResponsibilities

UnlessotherwisepermittedbytheGM,spectatorsmustremainsilentduringplayandarenotpermittedtocommunicatewithplayersinanywaywhileanadventure

isinprogress.Aspectatormayberefusedpermissiontoobserveasessionongroundsthataspectatorisdisruptingplay.Allsuchrequestsmustbemadethroughthe

sessionGM,whothenmakestheformalrequesttothespectator.

Spectatorsandmembersofthepresswhobelievethattheyhaveobservedviolationsoftheserules,otherRPGArules,orrelevantgamesrules,shouldinformaGM

orotherRPGAappointedofficialwithdetailsoftheinfractionoccurrence,whilenotinterferingwiththesessioninprogress.

GMResponsibilities

GMsareresponsiblefordeliveringfairandimpartialrulingswhilemaintainingafunexperiencethatistruetothepublishedorpreparedadventure.AGMalsohasthe

responsibilityofassistingtheSeniorGMandothereventofficialstoensureasmoothrunningevent.GMsmusttakeactiontoresolveanyrulesinfraction(whethera

violationoftheRPGAGeneralRulesortherulesfortheappropriategame)theynoticeorthatisbroughttotheirattention.GMsmustbepreparedfortheadventurestheyrun.Thisincludeshavingdice,pens,pencilsandrulebooksforhisorherownuse,abattlegridwithcounters,

miniaturesorothermethodofcombattrackingduringgameplay.GMsshouldensuretheyarethoroughlyfamiliarwiththeadventure(s)theyrun.

IfaparticularSeniorGMregularlyfailstogivesessionGMsproperpreparationtime,thesessionGMsshouldreportthesituationtotheRPGAGMProgramMangerat

Althoughitisbeneficial,aGMdoesnothavetobeanRPGAcertifiedGMtorunasession.However,onlyRPGAcertifiedGMscansanctioneventswiththeRPGA,so

atleasttheSeniorGMmustbeRPGAcertified.ForinformationonbecomingacertifiedRPGAGM,pleasebeginbytakingtheonlineHeraldLevelGMTestat

AnysuspendedGMtalkingpartinanRPGAsanctionedeventduringsuchsuspensionwillbesubjecttoadditionalpenaltiesasdetailedintheRPGAPenaltyGuidelines.

AGMmustbepreparedtoreporttotheSeniorGManyincidentarisingduringplayatthefirstappropriateopportunityafterthatincidentarises.

AGMmustofferinformationandassistancetoanotherGM,SeniorGM,orotherRPGAappointedofficialgatheringinformationaboutanincident.

SeniorGMResponsibilities

ASeniorGMisaGMwhoservesastheofficialRPGAcoordinatorforasanctionedconventionorgameday,orthesoleGMforhomeplayevent.

ASeniorGMmustbeatleastanRPGAHeraldLevelGM.

ASeniorGM'sresponsibilityistocoordinateorganization,adjudicatedisputes,interpretrulesandadventures,assignpenalties,andmakeotherofficialdecisionsat

theeventtheyareresponsiblefor.Inthecaseofhomeplay,aSeniorGMisalsoresponsiblefororderingorcreatingtheirownadventuresandsanctioningthemwith

theRPGApriortorunningthem.TheSeniorGMappointsanynumberofotherGMstohelpintheperformanceoftheirdutiesandtoperformothertasksthatthey

deemnecessary.SuchGMsarerefereedtoasAppealsGMs.TheSeniorGMisresponsibleforreportingallwarningsissuedataneventtotheRPGAdirectly,within

eight(8)

days

of

the

event's

end.

Anevent'sSeniorGMisthefinalauthorityforanyRPGAsanctionedactivityatthatevent(seeGMResponsibilities).Hisorherresponsibilitiesforaneventinclude,

butarenotlimitedto,thefollowing:

Providingallmaterialstosuccessfullyruneachadventure(forexample,papercopiesoftabletrackingsheets). ProvidingGMswithadventuresinadvance,toensuretheyhavetimetoprepareforthatadventure'splay. ReportingtotheRPGAallsessionresultsforeachadventurewithineight(8)daysoftheevent'scompletion. Staffingtheeventwithappropriatepersonnel(includingfindingappropriateadministration,AppealsGMsandsessionGMsfortheevent). Ensuringthereissufficientgamespaceforthenumberofplannedsessions. EnsuringenoughRPGAmembershipapplicationformsareavailableforanynewplayers. Collectinginformationfromplayers,GMs,andobservers(ifappropriate)forallreportedinfractions. SubmittingincidentinformationtoRPGAHeadquarters(RPGAHQ)ontheappropriatereportingformswithineight(8)daysoftheeventviamailorfax. AssistingRPGAHQingatheringandsubmittingfurtherinformationforareportedincident.

SeniorGMsmustbeatleast18yearsofage.

AppealstotheSeniorGM

IfaplayerdisagreeswithaGM'sdecision,sheorheisfreetoappealtherulingorsituationtotheevent'sSeniorGM,oranappropriateappointedrepresentativeof

theSeniorGMinchargeofhandlingappealscalledanAppealsGM.AnAppealsGMsmustbeaHeraldlevelGM.TheSeniorGMortheAppealsGMhastherightto

overruleotherGM'sdecisions,butshouldonlydosoforgoodreason,suchasrulesoversightonthepartofthesessionGM.AplayermaynotappealtothatSenior

GMortheAppealsGMbeforehisorhersessionGMrendersaninitialdecision.Anevent'sSeniorGM's(ortheappointedAppealsGM)decisionisfinal.

3.EVENT

VIOLATIONS

Cheating

Cheatingisnottolerated.TheSeniorGMreviewsallcheatingallegations,andifheorshedeterminesthataplayercheated,theSeniorGMwillissuetheappropriate

penaltybasedontheRPGAPenaltyGuidelines.HeorshealsoreportsallincidentstoRPGAHQwithineight(8)daysbywayoftheappropriatereportingforms.Allwarningsorejections(seeRPGAPenaltyGuidelines)aresubjecttolaterRPGAreviewandfurtherpenaltiesmaybeassessed.Cheatingincludes,butisnotlimitedto,thefollowingintentionalactivities:

Manipulationofdicerollsanddeliberatemiscommunicationofdierolls. Falselycommunicationofcharacterbasedinformationordeliberatemiscalculationofhitpointtracking,charges,orotherresourcemanagementportent

toanindividual'scharacter.

DeliberateuseoffalseingamedocumentsincludingitemandcharactercertificatesandotherRPGAissuedspecialdocumentsforusebyacharacter. Misrepresentingrulestoleverageadvantage.

4.RPGASANCTIONINGRULES

AllindividualsmustfollowtherulesinthissectionwhensanctioningeventswiththeRPGA.TheRPGAreservestherighttocancelsanctioningforanyeventatany

time.AllindividualssanctioningeventswiththeRPGAmustbeaHeraldLevelGM,andatleast18yearsold.

ArequestforsanctioningmustbemadeontheRPGAwebsitenolessthan14dayspriortotheevent.Lateorretroactiveeventsanctioningisnotallowed.

TheSeniorGMfortheeventmustgivethecorrectdate,locationinformation,andeventtypeforeventstheysanction.ASeniorGMthatgivesfalseinformationis

subjecttothepenaltiesdetailedintheRPGAPenaltyGuidelines.ASeniorGMdecidesthetypeofeventorderedbasedonareasonableanticipationofthelocationinvolvedandnumberofparticipantsexpectedtoattend.Thereare

threetypesofevents:convention,gameday,andhomeplay.Thefollowingaretherulesandparticipationexpectationsforeach.

Conventions:Conventionsarepubliceventsusuallyspanningmultipledays(maximum4days).Theseeventsareopentothepublic,andarelistedontheRPGAEvent

Calendar.Youmayordernomorethan6adventuresadayforaconvention(atotalof24adventuresforafourdayconvention).Orderaconventioneventwhenyou

expecttorunatleast25sessionsofplay.

GameDays:Gamedaysaresingledayevents.TheyareopentothepublicandlistedontheRPGAEventCalendar.Youmayordernomorethanfive(5)adventuresfo

agameday.Orderagamedaywhenyouareexpectedtorunbetween6and24sessionsofplay.

HomePlay:Homeplayeventsaresingledaysevents,runinyourhomeorsomeotherprivatevenue.TheseeventsarenotlistedontheRPGAEventCalendar.You

mayordernomorethantwo(2)adventuresforahomeplayevent,thoughyoucanrunmultiplesessionsofthoseevents.Homeplayistheonlytypeofsanctioned

eventwhereaGMcanrunDungeonMagazineandhomecampaignadventures.

ASeniorGM,whilesanctioninghisorherevent,mayorderanyadventurespecificallyavailabletotheirGMlevelonthewebsite,andmayhavelegaladventures

addedtotheeventupto14dayspriortothatevent.AdventuresplayedataneventthatwerenotorderedbytheSeniorGMarenotpartoftheRPGAsanctioned

event.

Sometimesthe

Senior

GM

may

order

placeholder

adventures

(such

is

the

case

for

Living

Greyhawk

regional

and

metaregional

adventures,

and

interactive

events);

it

istheSeniorGM'sresponsibilitytoconfirmtheaccessibilitytothecorrespondingadventureorinteractivedesiredfromtheappropriatecampaignstaff.Such

adventuresareaddedandadvertisedbytheSeniorGMattheevent'sownrisk,astheseeventsaremoreflexible,andtheirproductionscheduleismorelikelyto

change.

5.PARTICIPATIONMINIMUMSANDMAXIMUMS

TheRPGArequiresaminimumoffour(4)playerspersessionandamaximumofsix(6).AllreportedplayersmustbeRPGAmembersbytheendofthesession,with

validRPGAnumbers.SessionswithoutenoughRPGAmemberstomeettheparticipationminimumswillbeinvalidated.Aminimumofone(1)sessionmustbe

reportedforeachadventureplayedinanevent.Thereisnomaximumnumberofsessionsperadventure.

6.EVENTREPORTINGRULES

ReceivingeventreportsinacorrectandtimelymannerisfundamentaltoaccurateanduptodateRPGArecords.SeniorGMsmustfollowtherulesoutlinedinthis

sectionwhenreportingtheirevents.

EventReportDeadline

EventreportsareduetotheRPGAwithineight(8)daysofanevent'sconclusion.EventreportsnotreceivedbytheRPGAwithineight(8)daysareconsideredlate.

LatehomeplayeventsareautomaticallyinvalidatedbytheRPGAEventDatabase.Otherlateevents(gamedaysandconventions)arelistedintheRPGAdatabaseas

"NotReceived".GMs,ofalllevels,withunreportedorlateeventsmaylosetheprivilegeofsanctioningfutureevents.

InvalidEvents

Players'resultsateventsorsessionsthatbecomeinvaliddonotcounttowardtheirRPGArecordsorD&DPlayerRewards.

TheRPGAreservestherighttoinvalidatereportedresultsofanyRPGAsanctionedeventorsessionforanyreason,butwillusuallydosoonlywhenfraudulentor

incorrectandirreparableresultsarereportedbytheorganizerorSeniorGM.Additionally,theRPGAreservestherighttoinvalidateanyRPGAsanctionedeventthat

isnotreceivedwithineight(8)daysoftheRPGAsanctionedeventdate.

APPENDIX1:DEFINITIONS

Adventure:

Thewrittengamescenarioagroupofplayersplay.RPGAsanctionedadventurescansometimeshavemultipleparts(calledadventurerounds)makingupthetotal

adventureandarethenplayedovermultiplesessions.

Campaign:

Anenvironmentthatisdesignedforaplayertocreatehisorherowncharacter(s).Byongoingadventureplaytheplayerdevelopsthissamecharacterorcharacter

conceptusingtheguidelines(sometimescalledcampaignstandards)setoutbythespecificcampaignandgamerules.

Convention:
