I have the pleasure to present the annual work report of the Kosovo Police for 2018, which

summarizes the activities, achievements and engagement statistics of our organization.When I took my mandate at the end of August 2018, I analyzed the overall work situation in order to identify the challenges that Kosovo Police is facing and meanwhile I created working plans for further work continuation.

The data presented in this report gives us the opportunity to undertake the necessary analysis to understand the achievements, challenges and needs of where we need to increase the work capacities in order to reduce as far as possible the level of crime and to provide a peaceful and secure environment for all citizens of the country indiscriminately.This report highlights the clear results achieved by Kosovo Police, which are reflected in the smallest number of cases and criminal offenses compared to the previous year, reduction of accidents and dead persons in road traffic, and increasing police activities depending on the needs and operational evaluations.During this year, investment in professional development of police officers continued through mandatory and specialized training, which has often been supported by international partners.Even this year we have invested in the advancement of personnel in the police hierarchy, where the promotion process for the rank of captain has been realized, and this year we also made the recruitment of police cadets after a long process of selection of officers, who will join Kosovo Police in 2019.

The work presented in the 2018 Annual Report has been in line with the Strategic Development Plan of the KP, with other national strategies in cooperation and partnership.

Kosovo Police for many years is continuing with the trend of development and professionalism being a reliable, professional, transparent institution and above all responsible for its work. Kosovo Police, besides having advanced in both technological and professional capacities, it has already established a tradition and identity, which is widely appreciated.

Our achievements are the result of the mutual relationships that we have built over the years with citizens and various governmental and non-governmental institutions as well as our strategic partners, where through joint projects and the support we have provided to each other it is aimed to create a greater security and consequently a more peaceful life and well-being for the citizens of the country.Based on these all, we highly appreciate the commitment of police officers from all departments, who are doing a tremendous and sacrificial job in keeping the country’s security and order. I am happy that as a result of our work, Kosovo Police enjoys a continuous trust and respect in the society, but at the same time it makes us have even greater responsibility to further advance this appraisal, so I as the KP General Director will provide all my support to all the police employees so that they have the working conditions, be professional and motivated at the same time.

Kosovo Police has 8629 employees, where 7586 of them are police officers, and 1043 are civilian staff. 85.85% of Police personnel is male and 14.15% women, 83.67% are Albanian by ethnicity, while 16.33% other ethnic groups.

Kosovo Police, in 2018, had 96,529,193.74€ budget available, which was implemented in the scale of 95.22%. In this period managed to have 10,296,569.29€ income. It initiated 135 projects of procurement and 839 purchase orders. From 135 initiated projects, 114 contracts are signed: 23 of projects were of high value, 54 medium value, 13 low value and 25 of minimal value.

Kosovo Police organized 151 trainings, lectures and workshops for 2151 of its members. 214 processes of re-certification for 3177 members of Police. In cooperation with other organizations are organized 256 trainings for 3016 of its members, while abroad RKS are organized 290 trainings attended by 772 Police members. The Police organized 32 trainings for 338 members from various organizations.

The Audit Office within KP realized 15 regular audits and 3 extraordinary audits, for which 71 recommendations were given. The Inspection Unit of KP conducted 348 regular inspections as well as 127 extraordinary inspections for which 1309 recommendations were given.

Special intervention Unit was engaged in

conducted 3314 various controls in facilities,

vehicles, persons and environment/street.

IEDD conducted 115 controls and intervened

in 37 cases of suspicious devices. Unit K9

conducted 386 various controls of persons,

objects, vehicles and environments.

In order to provide border security, there were undertaken: 272 operations, 430 joint patrols, are conducted 165 cases of international cooperation, 2019 refusals of entering and 935 refusals of exiting RKS, there are imposed 1220 fines in the illegal stay and disapproving the staying permit.

The Directorate of Professional Standards (DPS) administered 1629 disciplinary cases, had 830 cases for internal investigation, 151 cases were of a grounded status, 415 cases were not grounded/not argued, 238 cases in the process, 15 cases ceased investigation, 9 cases were recommended for local level and 2 cases were returned to KPI. In the Internal Disciplinary Committee (IDC) are received 1297, are reviewed 1324 cases, 118 cases are in process. From total of 1297 cases treated in IDC, has received these decisions: 26 cases of termination of work relation; 176 cases of deduction in wage; 97 notice in writing; 12 oral notice; 48 cases of releasing from the charge; in 39 cases of the ceasing investigation, while 925 cases were not argued and not grounded and 1 cases of dismissing from the commanding position.From total of 393 appeals reviewed by the Committee for Appeals (KA): 326 appeals were refused, 23 appeals were approved, 12 appeals were partially approved, 13 cases were returned for additional investigation/review and re-deciding, 19 appeals are filed after the deadline.

foreigners marked an increase for 7.48%

During the 2018 in accordance with the Community Policing Strategy and Action Plan 2017-2021, the Police continued its commitment in promoting and building the partnership with community, in order to increase the safety in community, through the cooperation and coordination of activities with all actors covering the community safety field, that would be able to act preventively in identifying and solving problems disturbing and causing fear to citizens. Within the project of increasing the security at schools, during this period was implemented OO “Stop drugs at schools”, based on this order 35463 preventive patrols have been conducted near schools, 18959 visits and contacts at schools, 397 lectures at Kosovo primary and secondary schools for 20678 participants/pupils, 9 meetings with 285 parents, there are delivered 3265 leaflets/brochures, 293 searched bars, 19721 searched vehicles, 40390 searched persons, 596 arrested persons, from which 127 pupils, while 469 no-pupils, 104 drug dealers and 492 drug users, based on these activities 265 cases were filed.

In close cooperation with the citizens, but also with all relevant local and international institutions

in the field of security, the Police have achieved considerable results in fighting the most disturbing phenomena of the society, despite the numerous challenges that have been encountered during the fulfillment of the police objectives

During 2018, the Police have recorded a total of 46841 cases. Out of these, 34810 were classified as criminal offenses, while 12031 as minor offenses and cases of other nature. Compared with 2017, the number of cases has decreased for 4.82%, the number of criminal offenses has also decreased by 0.60%, a decrease of 15.23% has also marked the number of minor offenses and other cases of other nature.

The following we represent most significant Decreases/increases:

• Number of murders increased, from 27 to 32 or an increase of 18.51%;• Number of bodily injuries decreased, from 300 to 288, or decrease of 4%;• Number of thefts increased, from 5735, in 5842, or an increase of 1.86%;• Number of serious thefts decreased, from 5222 to 4774, or decrease of 8.57%;• Number of robberies increased, from 290 to 297, or an increase of 2.41%;

Police temporarily detained 4231 people, due to suspicions of involvement in criminal acts, with an increase of 17.42% compared to 2017. Also, police have arrested 15481 persons, who in cooperation with relevant authorities have been sent for further proceedings. Compared with 2017, there is a decrease of arrested persons by 0.81%.In various operations undertaken, the Police seized

1473 various types firearms, which in comparison to 2017, have increased by 21.63%. It also seized 23941 pieces of ammunition of various calibers, which in relation to 2017, decreased 5.66%.

During 2018, the Police managed a total of 281 protests and gatherings, in which they conducted a series of police duties related to these protests and gatherings. In relation to 2017, there is an increase in the organization of protests and gatherings for 51.07%.

In the area of the activities of Special Police Special Units during 2018:

• The Special Intervention Unit has been engaged in 123 high-risk police activities and has conducted 19 different controls on objects, cars and persons;• Special Operations Units were engaged in 542 high-risk police activities and carried out 3314 different controls on objects, cars and persons;• The IEDD unit has carried out 115 different inspections on objects, vehicles and persons, intervened in 37 suspected explosive devices, conducted 14 investigations after the explosion;• K9 Police Teams (K9) - were engaged in 35 plans and carried out 386 different controls of persons, objects, cars and spaces;• The Close Protection Unit - has been engaged in 180 routine operations, 71 special operations, 79 extraditions and 3 deportations.The police continue to provide 24-hour security, in 123 static points, of objects of particular importance, such as: diplomatic, governmental, police, ministerial, and 24 static points of Orthodox cultural and religious heritage sites. Whereas, for all other objects of special importance, the Police takes care of regular patrols, where on the basis of the assessments they undertake other activities necessary for the safety of these objects.

Road traffic safety continues to be a challenge not only for Kosovo but also for many countries

worldwide. To address this challenge, Kosovo Police is continuously making great efforts to increase road traffic safety by using a security providing approach, which essentially has: a) prevention (proactive and reactive methods) and detection all activities that may adversely affect the overall road traffic safety; b) coordination of police actions, with particular emphasis on organizational units of the Police, then inter-institutional, international, civilian society and various experts of the road safety field in its broadest sense, which in its foundation also has the strategy of addressing the challenges in road traffic.

To fulfill its duties in the field of road traffic, the Police have drafted and implemented operational plans regarding the provision of road traffic safety. The police also implemented a Memorandum of Cooperation between the Albanian State Police and the Kosovo Police in the field of providing traffic security during the summer season 2018.

During 2018, the Police produced 78 analytical reports that have been oriented to identify and address the negative phenomena in road traffic, including phenomenology and the etiology of accidents. It has drafted 98 reports/letters on the condition of the road infrastructure, which have been addressed to relevant institutions. Eighty three meetings and participation in 11 TV shows were held, which were focused on increasing road traffic safety.

Also, during 2018 the Task Force on prevention of accidents in road traffic was established, 742 escorts of hazardous materials have been carried out, as well as 400 269 tickets have been imposed for minor traffic offenses, compared with the year 2017, results in the increase of the tickets imposed for 0.66%.

As a result of these efforts, in 2018 we have a decrease of the number of:

• Accident in road traffic, from 17.695 to 15.741 accidents, or a decrease of 11.04 %;• Accidents with material damages, from 11.183 in 9.424, or an decrease of 15.72%; • Accidents with fatality, from 122 to 100, or a decrease 18.03%. From this number of accent, 129 persons lost their lives, compared to the year 2017 marks a decrease of 5.83%.• Accidents with injuries, from 6.390 to 6.217, or a decrease of 2.70%. From this number of accidents, 12.360 persons have sustained bodily injuries, compared to year 2017 marks a decrease of 2.25%

With the aim to increase the safety in community and in accordance with the

Community Policing Strategy and the Action Plan 2017-20211, Kosovo Police has continued its commitment in promoting and building the partnership with the community through a series of activities conducted on schools.

Among the most important: drafting the guideline “Reliability and Satisfaction of the Public with Police Services” in cooperation with OSCE; the Project “Parents and School Safety”, in cooperation with the Ministry of Education, Science and Technology. The police in cooperation with the Municipal Education Directorates and School Management, in all pre-university education institutions of the Republic of Kosovo, has organized preventative activities and awareness raising lectures for students about various negative phenomena, including the identification and prevention of violent extremism and radicalization that leads to terrorism.In addition to direct lectures and meetings with students, Kosovo Police has also distributed brochures on various awareness topics such as: prevention of peer violence, community policing philosophy, prevention of the consequences of the

use of narcotics, road traffic safety, prevention of misuse of information technology and social communication networks, education on risks (roads, nature, etc.) as well as prevention of child abuse (trafficking in human beings).

Prevention and combat of the organized crime, serious crimes, economic crimes and corruption, terrorism, violent extremist and

radicalization.

During 2018, in the framework of police activities focused on the prevention and fight against organized crime, serious crimes, economic crimes and corruption, terrorism, violent extremism and radicalism, 1320 operations were conducted, 1666 searches and 501 locations were checked.

In 2018, a total of 2914 cases were processed, out of which 1816 new cases, 822 cases received from other units within the Kosovo Police, while 276 cases were transferred from previous years. There were filed 2337 criminal reports, 107 of which with unknown perpetrators, 2230 criminal reports, with known perpetrators against 3207 persons, while 129 cases were sent to the prosecution with a special report. During 2018, 2652 persons were arrested for serious criminal offenses, and 38 criminal groups have been neutralized.

In the field of combating trafficking in human beings: during 2018, 153 cases were worked out, of which 138 cases were new. 53 operational plans were conducted, 88 operations, there were neutralized 3 criminal groups, 263 suspects were arrested, 75 criminal reports were filed, 16 cases were submitted to the prosecution with special report, 44 cases were handed over to the court

1 The Community Policing Strategy and Action Plan 2017-2021 consists of 4 objectives, 12 sub-objectives and 55 activities, which concretize the measures and actions to be undertaken to accomplish the mission and vision of this strategy. The main objectives of this strategy are: (a) empowering and advancing partner-ships, (b) enhancing public confidence and satisfaction with police work, (c) co-ordinating community policing activities with other strategies, and (d) advancing of internal reforms and mechanisms for monitoring the implementation of the strategy.

- Misdemeanour Division, while for 18 cases investigations continue. In 2018, 15 victims of trafficking were identified, 17 assisted by sheltering in respective shelters for reintegration and rehabilitation, of which 3 victims were voluntarily repatriated to their country of origin, while 5 victims did not received the assistance and housing program but are reintegrated directly into their families. Also, 19 potential victims were treated.

In the field of the prevention, investigation and detection of narcotics trafficking: in total there were 1866 cases, 1174 operations were conducted, 18 criminal groups were neutralized, 2322 persons were investigated, 2171 persons were arrested, 1697 criminal reports were filed against 2005 persons. There were also confiscated: 119 kg 026.39gr of Heroin; 1 kg 718.77gr Cocaine; 987 kg. 281.66gr. marijuana and 259 cannabis plants.

Within the activities of drug prevention and combat of drugs, the police have implemented the operational order “Stop Drugs in Schools”, where there were conducted: 35463 preventive patrols around schools, 18959 visits and contacts in schools, 397 lectures in primary and secondary schools , for 20678 participants / pupils, 9 meetings with 285 parents, 3265 flyers / brochures, 293 premises controlled, 19721 controlled vehicles, 40390 controlled persons, 596 arrested individuals, out of which 127 students, while 469

non- students, 104 drug dealers and 492 drug users, where 265 cases were opened.

Within the framework of international co-operation, Kosovo Police / DHTN has been a partner in the international JIFT Drugs f / arms project (joint investigations in the fight against drug and firearms trafficking). The project was led by Austria and partner countries Kosovo and the Czech Republic for the two-year period from December 2016 to December 2018. During 2018, 7 operational meetings and 4 joint operations were held “Joint Action Days” in many world countries.In September 2018, a concluding conference was held and Kosovo Police from the leaders of this project was highly appreciated regarding the cooperation and fulfilment of the obligations arising from the action plan of this project.

In the field of combating economic crimes, corruption and wealth

In the field of combating economic crimes, corruption and wealth, 533 cases were investigated, 379 charges were reported, 86 suspects arrested, 16 operations and 26 operational plans are conducted as well as 7 criminal organized groups were neutralized.

As a result of the commitment and law enforcement on the enhanced competencies for the confiscation of property acquired through criminal offence, during 2018 there were temporarily filed, seized/confiscated the following:

• Assets frozen/seized are: 2 houses, 6 apartments, 39 land plots (26422.38 m2), 4 cadastral parcels, 6 premises, 2 garages, 11 vehicles, 66,287.8€; 5,007.00 American dollars, , 29,170.00CHF; 24.940.00Lekë; 21.040.00 Serbian dinars, 180.00 Macedonia denars, 150.00 Croatian krona.

In the area of serious crime investigation, during 2018, 131 cases were worked out, of which 101 new cases, 24 cases were received by other units, 6 from previous years. 20 operations were carried out, 33 persons were arrested and 101 criminal reports were filed.

Preventing and Combating terrorism, Violent Extremism and Radicalism

In the fight against this phenomenon, the Police approached strategically, starting from local cooperation, through the Municipal Community Safety Councils (MCSCs), the Local Community Safety Councils (LCSCs), and the Strategy for the Prevention of Violent Extremism and Radicalization leading to terrorism for the period 2015-2020, the National Strategy of the Republic of Kosovo for the Prevention and fighting of informal economy, money laundering, financing of terrorism and financial crimes 2014-2018.

During this year, the specialized authorities for the prevention and fighting against terrorism within the Kosovo Police handled a total of 80 cases, out of which 3 new cases. They have undertaken a total of 4 operations, 10 raids in different regions of Kosovo and filed 8 criminal reports against 12 persons.

While in the previous years, the main focus was on cases regarding the prevention of persons to join

the conflict in Syria and Iraq among the terrorist organizations, in 2018 the main focus was on preventing the further spread of radicalism and violent extremism, including preventing acts of violence and potential terrorist attacks.

During 2018, the Directorate against Terrorism, in cooperation with the Belgian and German authorities, through joint investigations and operations, managed to prevent in early stages the planned terrorist attacks in Kosovo and other countries, resulting in arrest of the total of 6 suspected persons, 5 of whom in Kosovo, while the sixth suspect was arrested in Germany, according to an international arrest warrant issued by the Institutions of the Republic of Kosovo.

Likewise, DKT staff actively participated in the implementation of activities deriving from the National Strategy against Violent Extremism and Radicalism leading to terrorism, identifying activities for early identification of radicalized persons as well as participation in debates and various conferences dealing with radicalism and violent extremism.

Police also showed a special commitment in the area of control and oversight of the state border,

control of foreigners’ stay and movement, the fight against cross-border crime, as well as the promotion of cooperation between the authorities responsible for Integrated Border Management (IBM). As a result of the cooperation and coordination of the activities of the IBM authorities, the borders of the Republic of Kosovo have been crossed by: 17765886 persons, compared to last year it is an increase of 5.08%; 5790249 motor vehicles, indicating an increase of 3.91% compared to the same period last year as well as 2279 trains, which compared to last year indicates a decrease of 2.81%.

Within the control of the entry-exits of persons at the border points, 5801 important persons were identified and processed.

Regarding the second line control, members of the Kosovo Police, in accordance with the IBM principles, managed to control, see table no.1:

When providing border security of the Republic of Kosovo, as a result of various legal violations, members of the Kosovo Police initiated 754 criminal

offenses, 262 minor offences, imposed 1220 fines in the field of illegal stay and the non-continuance of the residence permit. The Border Police arrested: (a) 852 persons for various criminal offenses; (b) 2245 persons with local orders; (c) 16 persons with different orders (international etc) and 85 persons have been detained.

For the purpose of meeting the objectives for 2018, Border Police officers conducted 1353 inspections in the field of foreign migration, 2019 entry refusals, 935 exit refusals, and 1246 verifications of visa requirements for the Republic of Kosovo. Also, Border Police officers executed 18 deportations and 247 force deportation orders and treated 594 claims for asylum seekers.At the same time, during 2018 a large number of different seizures were made, among which the most important were confiscation of 50 firearms, 1 industrial weapon, 9 gas guns; 1923 ammunition of various types; 5 hand grenades; 175 pyrotechnic devices, as well as 105 vehicles seized.Border Police in 2018 carried out 272 operations, 430 joint patrols with neighboring countries (Albania, Macedonia and Montenegro). Regarding integrated border management, there were conducted: 134 work meetings within the Police, 111 meetings with IBM, while 165 activities were of an international character.

INCREASINg hUMAN AND MAtERIAl CAPACItIES

Currently, the Kosovo Police has 8629 em-ployees, out of which 7586 are police of-

ficers, and 1043 civil staff. Out of this number, 85.85% of police personnel belong to male gen-der, while 14.15% female, 83.67% are Albanian, while 16.33% belong to other ethnic groups.

During 2018, there was a competition for po-lice officers, in which competition there applied 17620 candidates, out of which 2358 females and 15254 males, 16263 Albanian and 1358 from oth-er ethnicities. Also, during this year there were completed all procedures foreseen for this pro-cess and by the beginning of 2019 Police plans to send them to KAPS.

Taking into account the importance of its conti-nuity, the Police continuously invests in its staff, starting with the recruitment of the new genera-tion of police officers, the provision of contempo-rary knowledge in the field of law enforcement, the establishment of necessary database systems for the efficient performance of police work, the supply of all necessary equipment for carrying out police duties, renovation and repair of KP in-frastructure, as well as the increase of the health and wellbeing of its officers.In order to successfully fulfill all these obliga-tions, Police for 2018 had the budget available of 96,529,193.74 €. Out of this budget for goods and services there were used 12,803,247.45 €, for capital expenditures 7,267,676.54 €, for mu-nicipal expenditures 1,012,808.32, for subsidies and transfers 818,230.12 €, for wages and sala-ries 70,000,119.75 € and by UNDP 8,575.84 €, in percentage the budget was realized on the scale of 95.22%.Within this period, the Police had revenues in the amount of 10,296,569.29€, which, compared to the previous year, there was an increased by 107.84%. Police initiated 135 procurement projects and 839

purchase orders. Out of the 135 procurement proj-ects initiated, 114 contracts were signed: 23 proj-ects were of high value, 54 of medium value, 13 of small value and 25 of minimal value. Whereas out of a total of 839 purchase orders, 533 were for supply, 280 for service, and 26 for work. One of the important directions for increasing the skills and professional capacities of Police has been and remains a priority for training and education of Police employees. During 2018, Kosovo Police organized 151 trainings, lectures, workshops for 2151 members and 214 recertifica-tion processes for 3177 members of the Police. In cooperation with other organizations, 256 train-ings were organized for 3016 members, while out of RKS 290 trainings were organized, which were attended by 772 members of the Police. Taking into account the importance of the integrated ap-proach for providing security in the Republic of Kosovo during this year, the Police has also been engaged in capacity building of other RKS orga-nizations, organizing 32 trainings for 338 partici-pants from various organizations.

As a result of an analysis of the need to fulfill the command structure with the new staff, during this year there were promoted: 1 Lieutenant Colonels,

5 Majors, 58 Captains and 1 Sergeant for the dis-tinguished commitment of Police members, there were awarded: 70 medals for service loyalty, 10 medals for distinguished service, 45 medals for praise, 1 life-saving medal, 37 commendations and 27 recognitions. 42 competitions were an-nounced this year.

In addition to carrying out their police duties, members of the Kosovo Police continuously par-ticipate in various local and international sports competitions, through which the support of the Kosovo Police is promoted and offered, start-ing from the competitions organized at the mu-nicipal, state, regional level, as well as European and world-class competitions. As is the case of representation of the Kosovo Police in the sixth ski competition held in Croatia, the racing of the police / anti-terrorist units (Sparta 300) held by Aman / Jordan, the VII European Police and Fire Fighting Championship held in Gibraltar / Spain and the world-wide futsal police tournament held in Poreç / Croatia.

To ensure a professional approach in law enforce-ment, the police monitors, controls and investi-gates the actions of its officials. As a result of this internal control during this year, the Directorate of Professional Standards (DSP) administered 1629 disciplinary cases, initiated 830 cases for internal investigations, out of which 151 were grounded, 415 cases of ungrounded status, 238 cases are in the process, for 15 cases the investigations have been ceased, while 9 cases are recommended for the local level of review and 2 cases have been returned to PIK.In the Internal Disciplinary Committee (KBD) 1297 cases have been received by the Director-ate of Professional Standards (DSP), 1324 cases have been reviewed, and 118 cases are in the pro-cess. Out of a total of 1297 cases dealt with by the KBD, the following decisions were taken: 26 cases of termination of employment; 176 cases of salary deduction; 97 written remarks; 12 oral remarks; 48 cases of release from the charge; in

39 cases investigations were terminated, while 925 cases were ungrounded and 1 case dismissed from the command position.Out of a total of 393 appeals filed by the Commit-tee of Appeals (KA): 326 appeals were rejected, 23 appeals were approved, 12 appeals were par-tially approved, 13 cases returned for completion of investigation / reconsideration and re-decision, 19 appeals have been filed out of time, they are withdrawn from the appeal.Internal police control has also been strengthened with internal audits and inspections. As a result of this audit, during 2018, the Audit Office within the Police conducted 15 regular and 3 extraordi-nary audits for which 71 recommendations were given. These audits are carried out in various ar-eas of law enforcement and bylaws related to the field of procurement, finances and property man-agement, as well as in the field of administrative procedures for the Police personnel.Also within the internal inspections, the Police carried out 348 regular inspections as well as 127 extraordinary inspections in all areas of Police Inspection work. For the findings of these inspec-tions 1309 recommendations were given.In the course of strategic development activities

this year are reviewed and supplemented: Admin-istrative Instruction 01/2017 on the procedure of promotion of police officers, Administrative Instruction 04/2017 on work relation in Kosovo Police, Draft law on retirement of police officers and Police Inspectorate employees with police powers, Regulation on Personnel and Administra-tion, 11 Memoranda of Understanding have been signed, 5781 legal remarks were given for the background check and 77 legal interpretations. Regarding the activities of the Deciding Commit-tee, during this year 1791 objections (complaints) were received, a total of 191 sessions were held for the review of objections and a total of 1734 decisions were compiled.The health of police personnel has been in the focus of the organization. In order to identify, address and prevent illnesses and other psycho-emotional cases in the Kosovo Police, during 2018 there were held:

(a) 8 lectures on diabetes and medication, attend-ed by 204 police employees; (b) 207 psychological sessions;(c) 255 counseling sessions;(d) There have been conducted 117 visits to Po-lice members through hospitals, as well as(e) 111 visits to their houses.

The Police has paid special attention to the devel-opment and modernization of information tech-nology as well as the expansion and maintenance of communication and information management systems in line with the Strategic Development Plan for 2017-2020. In the framework of the In-formation and Communication Technology (ICT), sustainability-oriented activities have continued in: Integrated Police Information System (SIPK), the Police Resource Management Information System (PRIMS), Integrated Border Management System (BIMS), the surveillance system through the cameras in police facilities, the 3D-GIS Proj-ect, the implementation of the new Emergency Line System 192, the improvement of the VoIP telephone system.

Police have been consistently committed to build-ing and strengthening cooperation with the public, electronic and print media, in order to increase the transparency of police actions. During 2018, 3000 requests were answered, 152 written press releases were published, while at the level of 8 (eight) Regional Directorates there are published 668 press releases that makes 820 press releases in total. Also 365 24-hour reports were published, as well as on the internal Police website Intranet - 15483 Fast Reports are published.During this year, respective ZIMP staff at the GPD, published the 24-hour statistics on minor offenses and traffic accidents on the Web site as well as the relevant staff of the ZIMP at the GDP level designed: Annual Report of the Kosovo Police for 2017, the Report “Strategic Evalua-tion 2017”, brochure “Application Procedure in Kosovo Police”, leaflet “Focus on driving”, bro-chure “Kosovo in INTERPOL”, official magazine “Protector”, redesign of ID cards for police offi-cers and civil staff, Annual Work Plan of Kosovo Police for 2019, Manual for implementation and monitoring of the program of credibility and pub-lic satisfaction, etc.As the result of communication with the public during 2018, the official website of Kosovo Police www.kosovopolice.com had 355,703 visits show-ing an increase of 164.94% compared to 2017.
