Dear Engineers,
I feel very great pleasure to meet you
all through this News Bulletin once
again.
I am extremely happy to inform that
the Fifth IE(I) Tamilnadu State
Centre Student’s & Technicians’ Convention on the
theme “Innovation, Technology and Knowledge
Economy” will be held on March 2019. I wish all the
Students from Engineering & Polytechnic Colleges to
participate in this convention and grab more knowledge.
I have invited as a chief guest for the All India
Workshop on “Challenges of Integrating Wind &
Solar System into the grid using Information
Communication Technology” on 4th & 5th January
2019 at RMK Engineering College. More emeritus
professors & students were participated and more
interactive sessions were held during the technical
session.
I have visited to Thanjavur Local Centre and discussed
about the future plans and actions to be taken to
improve the working of the centre. I also visited the
Periyar Maniammai Institute of Science and Technology
for initiate to start Student Chapters and increase the
membership.
I request all the corporate members to bring in more
and more new members into the IEI with slogan
“EVERY MEMBER INDUCT NEW MEMBER” to
double the strength of IEI Tamilnadu

Talk on “Innovative Agriculture Marketing Infrastructure Projects”

A technical guest lecture meeting was held on 31st January 2019 at 6.00
pm in IE(I), Tamilnadu State Centre auditorium. The topic of the day
was “Innovative Agriculture Marketing Infrastructure Projects”.
Er. R Ramdoss FIE, Chairman, IE(I), TNSC welcomed the gathering
and introduced the Chief Guest Mr M Nageswara Rao, Deputy General
Manager, NABARD. Nabard DGM has given elaborate presentation of
background of Indian Agriculture, with status and GoI focus and Nabard
role and schemes etc.
And he has also elaborated the sub scheme of AMI - Agrciculture
Marketing Infrastructure - sub scheme of ISAM - Integrated scheme for
Agriculture Marketing
• The AMI Scheme (Agriculture Marketing Infrastructure) objectives
are
• To develop Agricultural Marketing Infrastructure including Storage
Infrastructure in agricultural and horticulture, live stock, poultry,
fishery, bamboo, minor forest produce and such like produce supportive
to enhance farmers' income.
• To promote innovative and latest technologies in post-harvest and
agricultural marketing infrastructure.
• To develop alternative & competitive Agri. marketing channels

Talk on “Road Safety”

A technical guest lecture meeting was held on 10thJanuary 2019 at 6.00pm in
IE(I), Tamilnadu State Centre auditorium. The topic of the day was “Road
Safety”. Er. R Ramdoss FIE, Chairman, IE(I), TNSC welcomed the gathering
and introduced the Chief Guest Er K M Nagulan, Deputy Director, Southern
Region, PCRA and Mr A Narasimmamani, External Faculty, Southern Region,
PCRA.
Er K M Nagulan has explained about the PCRA activities in conservation
of energy.
Mr A Narasimmamani has made his presentation in his own maverick
characteristics style of Madurai with rich practical experience and mind
boggling video about the various accident scenes. He has explained the
explained the Hand signals. He has explained about 3 shapes of sign boards,
where Round shape is order and triangle is shape is caution and square /
rectangle shape is for information. In today’s highly complex world, “expect
the unexpected”, it is our duty and self responsibility to be responsible and
follow the road safety for our own safety and family and dependants. He
explained Seat belt, airbag, helmet are not sufficient and of course that are
needed, we should know about the fundamentals of safety, driving, rules
and regulations, hand signals, sign boards etc.
Why the even a good car with good condition, brake met with accident. He
has explained thinking and breaking which needs 2 seconds and one second
the car has to stop and within 3 sec, a car travelling with 60km will travel
about 16.6m per sec. And hence need for eternal vigil in while driving. Halt
and go, Stop & go is the best practice. In the year 2020 getting driving license
will be very difficult and too tough as there will be very stringent norms for
giving driving license.
He has also explained that even very high end cars with very high safety features
met with accidents with very vivid pictures and he shared the pains and misery
of family who lost their bread winners in the accidents mainly due to not
following road safety rules.
He has explained blind spot, critical junction, merging, principles various video
presentations. We should develop common sense; each one has to ensure that,
one should not be the reason / cause to an accident.
All the participants took “Safety pledge”. Throughout the presentation the
Engineer Mr. Narasimmamani carried entire participants with his trademark
authentic, open, commenting lively presentation touched with hearts and minds
of the participants and he had definitely planted a “Road Safety Seed” in all
participants mind.
Er R Ramdoss, FIE, Chairman, IE(I), TNSC presented the memento to the Chief
Guests. Er P Gomathi Nayagam, MIE, Honorary Secretary, IE(I), TNSC
proposed the vote of thanks and honorary secretary also conveyed his special
thanks to Committee Member- Mechanical Engineering Division Mr. D.
Kumar, who has taken the initiative in arranging the Road Safety Awareness
meeting.

• To benefit the farmers individually and collectively through FPOs
through small size processing units.
• To incentivize developing and upgrading of Gramin Haats as GrAMs
to make better farmer-consumer market linkages and also to assist in
integration GrAMs with e-NAM portal.
• To provide infrastructure facilities for grading, standardization and
quality certification of agricultural and allied produce with the
objectives of (a) ensuring produce quality based value realization to
farmers; and (b) promoting pledge financing, e-NWRS and futures
trading.
• To promote Integrated Value Chains through minimal processing /
value addition to make the produce more marketable
• To undertake publicity and awareness campaign among the
stakeholders including farmers & promoting farmers facilitation centre
for market information & intelligence by FPOs
Eligibility / Salient features:
1. Linkage to Marketing reforms: All State Government / State
Agencies / UT are eligible only if States/Uts that have undertaken
reforms in their respective APMC Acts to make provision for (i)
Direct marketing (ii) Contract farming (iii) setting up whole-sale
markets for agri.& allied produce in private and cooperative sector
(iv) e-trading (v) unified single trading license valid across the State/
UT and (vi) Single point levy of market fee will be eligible for
assistance under AMI-sub scheme of ISAM
2. However, Projects promoted by private entrepreneurs other than
State agencies will however be eligible to avail assistance under the
sub scheme irrespective of the reforms under taken by the State
Government / UT in their respective APMCs. Act.
3. Individuals, Joint promoters, CIG, FIGs, FPO, FPC with minimum
50 no of farmers, co-operatives, partnership firms, companies,
corporation, NGOs, SHGS, co-operative marketing federations, etc
are eligible to avail benefits under this scheme.
4. Projects from Aspiration districts identified by NITI Aayog shall be
given priority.
5. Promoter contribution should be minimum 20% of the Project cost.
6. Bank Term loan should be 50% of the project cost.
7. The new guidelines will be effective for the new projects for which
term loan is sanctioned by FI’s on or after 22.10.2018.
8. Accordingly the scheme as per revised operational guidelines is
effective from 22.10.2018 to 31.3.2020.
9. Co-ownership from categories eligible for different rates subsidy, the
subsidy will be available at the lower rate.
10. Advance subsidy claim should be submitted within 60 days for first
disbursement of term loan. Final subsidy claim documents should be
submitted from 18 months from the date of disbursement of first
installment of the term loan. Subsidy will be reduced by 0.5% for
delay of each month. Extended time period can be only 6 months.
11. Promoter will be eligible do storage and non storage infrastructure
projects. Promoter can apply more than one project and however
maximum subsidy ceiling is Rs.75 lakh / Rs.133.20 lakh as the case
may be.
12. Eligible Sectors: Vegetables, Fruits, Grains, Seeds, Oil Seeds,
coconut, Milk, Meat, poultry, Fishery
13. Type of Model Projects are
1. Storage Projects (50T to 5000MT) dry godown, Silo
2. Non Storage projects- Primary processing projects /Integrated
Post harvest management projects up to primary processing only
/ Integrated Value chain projects / etc.
3. Farmer consumer markets/ Rural Haats
4. Common Facility creation projects
5. Mobile Infrastructure projects
14. Model Components: Basic Infrastructure: Both Technical Civil works
and Machinery are eligible. The model components are Godown, Stand
alone Silo with necessary ancillary facilities, Platforms, Technical civil
works for machinery, drying (solar / normal), grading, sorting,
stitching, packing, labelling, waxing, homogenization, freezer, Cold
room, ripening room, pack house, SPS (Sanitary & phyto sanitary)
measures, fire fighting equipments, quality certification, electronic
weighing scale, assaying equipments, Computer IT equipments,
information board, (electronic/non-electronic), infrastructure hardware,
software, gadgets, desheller, grain cleaner, specific gravity separator,
Mini oil mill, Mini dal mill, Mini rice huller, reefer vans, refrigerated
vans, mobile infra for sorting, grading, quality testing etc.
15. Model Supporting Infrastructure components are parking sheds,
internal roads, lighting, toilets, drinking, waste disposal, boundary
wall, etc.
SUBSIDY Ceiling:
• Subsidy Ceiling for STORAGE INFRASTRUCTURE (50 to 5000 MT)
for individuals, private agencies, companies etc.

Mr. P. Gomathi Nayagam has also talked fundamentals of the AMI
Scheme and also about how to create innovative projects and asked the
participants to find their uniqueness and manifest the uniqueness with
simultaneously working the on 5 things, 1) the people involved,
2) Equipments, 3) Expertise in the chosen field of activity, 4) Optimization
of all resources with highest efficiency and 5) lastly plan B and plan C
for unknown events and factors beyond human control. Uniqueness is one
thing which naturally comes, or automatically comes with efficiency, or
comes without any effort and without any expectation success or failure.
Each individual is gifted with one such uniqueness and if one is able to
find such uniqueness and works simultaneously on these 5 factors
considering the cyclic effect of nature, innovative success is guaranteed
in their venture. This is first of its kinds lecture meeting which attracted
112 participants from Engineers, members, Farmers, bankers, Agri
Entrepreneurs, exporters, students etc.Er R Ramdoss, FIE, Chairman, IE(I),
