"AN ORDER CREATING THE MANAGEMENT COMMITTEE FOR THEINTERNATIONAL
FILM EXPO DAVAO 2012 AND 2013"

WHEREAS, the City Government of Davao considers tourism as the
backbone ofits economy, generating revenues for the city and
providing livelihood to itsconstituents, most especially those who
engage in small scale businesses;
WHEREAS, festivals are held and celebrated by the Dabawenyos to
showcaseDavao City's unique culture and heritage;
WHEREAS, the film industry is flourishing at the present, making
it ideal togarner more visitors and present Davao City's pride in
terms of its customs andtraditions;
WHEREAS, many citizens of Davao City are film enthusiasts who do
not onlyenjoy watching films but also takes time and exerts effort
in creating it, may it be shortdocumentaries or independent movies
by unconventional filmmakers;
WHEREAS, the Film Development Council of the Philippines, as
mandated inRepublic Act No. 9167 is tasked to establish, organize,
operate and maintain local andinternational film festivals,
exhibitions and similar activities and encourage andundertake
activities that will promote the growth and development of the
local filmindustry and promote its participation in both domestic
and foreign markets ;
WHEREAS, in order to maximize the full potential of Davao City
in the filmindustry, there is a need to organize a committee which
would effectively carry out thevarious activities through the
assistance of some local government departments andoffices,
national government agencies, private sector organizations and
individuals, nongovernment institutions; and the academe;
WHEREAS, to fully maximize its objectives and properly realize
the plans for thefestival's events, there is a need to constitute,
organize and create an International FilmExpo Davao Committee,
define its roles and responsibilities in ensuring
successfulimplementation of the events to be celebrated and
organized in the city this 2012 and2013;
NOW THEREFORE, I SARA Z, DUTERTE, Mayor of the City of Davao,
byvirtue of the powers vested in me by law, do hereby order the
following:
SECTION 1. Creation, Constitution and Composition. Hereby
created is theInternational Film Expo Davao Committee to be
composed of the followingmembers:

Overall Coordinatorfor the Festival.
SECTION 2. Functions. The Film Expo Davao Committee shall
perform the followingfunctions:
1. Plan and ensure the smooth coordination of all the activities
in theInternational Film Expo Davao;
2. Encourage greater private sector participation in the staging
of theInternational Film Expo Davao;
3. Form specific working committees for the expo;4. Find ways
and means to support the successful implementation of the
various programs, events and activities during the expo; and5.
Perform such other acts which are necessary to effectively and
meaningfully
carry out the mandated functions of the committees.
SECTION 3. Management of Specific Activities. Specific
functions, roles, andresponsibilities by the members of the Film
Expo Davao Committee shall be provided forby a Memorandum of
Agreement to be signed between the City Government of Davao,Film
Development Council of the Philippines and the Davao City Chamber
of Commerceand Industry, Inc.
Various sub-committees shall be formed by each member of the
International Film ExpoDavao Committee in order to designate the
management of the different activities to beconducted for each of
the events during the Film Festival.
SECTION 4. Technical and Administrative Support. All departments
and officesof the City Government of Davao are enjoined to provide
necessary technical andadministrative support to the International
Film Expo Davao Committee and coordinatefor the efficient
implementation of all its policies and directives.
SECTION 5. Funding. Funding for the celebration, operating
requirements, honorariaand such other expenses to be incurred in
connection with the International Film Exposhall be sourced
primarily from private sponsorships which should be coursed
throughthe Davao City Chamber of Commerce and Industry.
