Press Release 28 August 2019 PARK HILL ART SPACE GRANTED PLANNING PERMISSION BY SHEFFIELD CITY COUNCIL We are pleased to announce that our plans for Park Hill Art Space by awardwinning architects Carmody Groarke, have been granted Planning Permission and Listed Building Consent by Sheffield City Council, through a unanimous vote by the Planning Committee. This national flagship project will transform the heart of the iconic Park Hill Estate by providing a world class destination for arts, culture and heritage. Underlining Sheffield’s role as a key player in the Northern Powerhouse, Park Hill Art Space will be a major economic driver for the city, acting as a catalyst for its visitor economy and a creative industry incubator encouraging inward investment. “We are delighted that Sheffield City Council have approved our plans for Park Hill Art Space. Building  on  Sheffield’s  reputation  as  a  city  of  culture  on  the  world  stage,  Park  Hill  Art  Space  will  feature  one  of  the  largest  contemporary  art  galleries  in  the  North  of  England  as  well  as  artist  studios,  workspace  for  creative  businesses,  learning  and  community  studios,  heritage  flats,  accommodation  for  visiting  artists,  a  gallery  shop  and  café.  The  project  will  provide  public  access  to  the  Duke  St  block  of  the  Grade  II*  listed  Park  Hill  estate,  including  access  to  flats  as  part  of  a  public  heritage  offer.    

The  existing  concrete  structure  of  the  building  will  be  carefully  restored  and  provide  a  framework  for  the  repurposed  spaces.  The  new  build  art  gallery  will  be  connected  to  the  base  of  the  residential  tower,  utilising  the  former  Link  pub  as  the  entrance  space,  café  and  gallery  shop.  The  gallery  building  is  designed  as  a  series  of  interlinked  rooms,  partially  submerged  into  the  sloped  landscape  and  organised  around  a  secure  external  courtyard.  The  art  gallery  will  be  built  from  brick  and  concrete,  making  a  material  link  to  the  original  buildings  of  Park  Hill.

 Notes  to  Editors:    Park  Hill  Park  Hill  Estate,  the  largest  listed  structure  in  Europe,  was  one  of  the  most  spectacular  examples  of  a  new  approach  to  communal  living  in  post-­‐war  Britain.  Opening  in  1961,  it was  built  to  house  over  3,000  people  and  sits  on  an  imposing  32-­‐acre  site  overlooking  Sheffield  station,  close  to  the  city  centre.  Designed  by  young  Sheffield  City  Council  architects  Ivor  Smith  and  Jack  Lynn,  the  estate  was  inspired  by  modernist  architect  Le  Corbusier’s  Unité  d’Habitation  building  in  Marseille.  The  economic  and  industrial  challenges  of  the  1980s  accelerated  the  decline  in  Park  Hill’s  utopian  idealism  and  it  became  a  notorious  site  for  anti-­‐social  behaviour  and  crime.  Fortunes  began  to  change  in  1997  when  it  was  granted

a  Grade  II*  listing  and,  in  2004,  Urban  Splash  embarked  on  a  major  overhaul  of  the  estate  creating  260  homes  and  10,000  sq  ft  of  workspace,  with  Phase  2  due  to  be  completed  in  2021.    S1  Artspace  S1  Artspace  is  a  charity  founded  in  Sheffield  in  1995  to  enable  artists  to  develop  new  work  and  inspire  new  audiences  for  the  arts.  S1  delivers  a  programme  of  exhibitions  and  events  that  connect  with  a  broad  audience,  locally,  nationally  and  internationally,  at  its  gallery  in  the  former  garage  building  at  Park  Hill,  Sheffield.  Since  1995,  S1  has  provided  160  artists  with  studios,  presented  work  by  over  550  artists  and  commissioned  80  new  works.  Of  these  6  were  Turner  Prize  winners  and  5  nominees.  Artists  based  at  S1  have  been  selected  for  New  Contemporaries,  British  Art  Show,  won  the  Northern  Art  Prize,  the  Silver  Lion  at  the  Venice  Biennale  and  regularly  exhibit  their  work  worldwide.    Carmody  Groarke  Carmody  Groarke  was  co-­‐founded  in  2006  by  Kevin  Carmody  and  Andy  Groarke.  The  practice  has  developed  a  reputation  for  working  internationally  on  a  wide  range  of  arts,  cultural,  heritage  and  residential  projects.  Projects  include  the  New  Architecture  Gallery  at  the  RIBA  headquarters,  the  permanent  memorial  to  the  7  July  London  bombings,  Frieze  Art  Fair  London  2011-­‐2013,  Antony  Gormley’s  artist  studio  and  White  Cube  gallery  at  Glyndebourne.  Recent  projects  include  the  new  Windermere  Jetty  Museum  in  the  Lake  District,  an  extension  of  the  Museum  of  Science  &  Industry  in  Manchester,  a  major  renovation  of  Dorset  County  Museum  in  Dorchester,  a  new  V&A  Members'  Room,  Julian  Opie’s  new  studio,  and  a  private  art  gallery.      Urban  Splash  Urban  Splash  was  founded  in  1993  by  Chairman  Tom  Bloxham  MBE  and  Creative  Director  Jonathan  Falkingham  MBE.  Currently  celebrating  its  silver  anniversary,  the  company  has  spent  25  years  working  with  world-­‐class  architects  and  designers  to  restore  old  buildings  and  create  new,  sustainable  communities.  Headquartered  in  Manchester,  with  regional  bases  in  Liverpool,  Leeds,  Bristol,  Sheffield  and  Plymouth,  the  company  has  invested  a  billion  pounds  creating  more  than  5,000  new  homes  and  jobs  in  over  two  million  sq.  ft  of  commercial  space.  Urban  Splash  is  leading  on  the  development  of  Park  Hill  in  Sheffield.  It  has  won  more  than  400  awards  for  delivering  challenging  regeneration  projects.
