and peaceful life in Kochi.

このハンドブックは、県内に居住されている外国人の方が、安全で平穏な生活をしていただくために作成しました。

The Kochi Prefectural Police are active constantly, 24 hours a day, for the development of a safe

and enjoyable town.

If you find yourself involved in some kind of trouble, such as a crime or accident during your stay in

Kochi, please report to the police. We will act quickly to resolve your problem.

This handbook explains the basic measures which we hope you will take to prevent crimes or

accidents.

We ask you to please refer to this handbook and hope you will have a full and pleasant stay in Japan

free of crimes or accidents.

110 POLICE EMERGENCY NUMBER

Dial 110 to contact the police in an emergency situation, for example, if you are involved in or

witness a crime or accident.

For most regular telephones, lift the handset and dial 110.

For most public telephones (green phones), lift the handset, push the red SOS button and dial 110.

You do not need to insert money or a telephone card.

1. What happened: First, please tell us about what happened.

2. When it happened: "The incident happened 2 minutes ago", etc.

3. Where it happened: Building or other landmarks, etc.

4. Any injuries: Arrangements for an ambulance, etc.

5. Who was the culprit: The number, description, clothes, features of the culprits, etc.

6. The means and the direction of escape: on foot, type of vehicle, direction, etc.

7. Who you are: Your name, nationality, address, telephone number, your involvement in the

incident or accident.

１１０番関係

＜１１０番とは？＞

「１１０番」は、事件事故の被害に遭った方、または、事件事故を知った方が警察へ緊急に通報するための電話です。

＜１１０番のかけ方＞

一般加入電話では受話器をあげ「１１０」とボタンを押す（ダイヤルする）。

一般的な緑色の公衆電話では、受話器をあげ「赤色ＳＯＳ」ボタンを押した後「１１０」とボタンを押す（ダイヤルする）。

硬貨やテレホンカードの挿入の必要はありません。

＜１１０番のかけ方７つのポイント＞

１「何が起きたか」２「発生時間は？」３「場所等目印になる建物等」４「怪我の有無、救急車の手配」５「犯人の人数、人相、服装、特徴等」６「犯人は

どうやって逃げたか、どんな車で、どの方向へ」７「あなたの名前、住所、連絡先、関係」

CRIME PREVENTION

～Please pay attention to the following articles.～

○ Burglary: Even when you go out for a short time, be sure to lock your doors or windows. And

also ask a neighbor to watch the house while you are out.

○ Baggage theft: Look after your baggage and do not leave baggage unattended.

○ Snatching: Please carry your handbag securely. You should carry it on the side facing away from

the road.

○ Bicycle theft: When you leave your bicycle, be sure to lock it. Please be sure to register your

bicycle. This means that in the case of theft, we can find your bicycle more easily. Do not leave it

unattended for a long time.

Late at night, the risk of being involved in a crime increases.

Misunderstandings due to language problems may put foreigners at risk of being involved in a crime.

*Avoid walking alone at night

*Avoid unlit areas, even when taking a shortcut

*Go out with a Japanese friend if possible

*Always keep emergency numbers handy

犯罪の被害予防策～次のことに注意して下さい～

＜泥棒の被害に遭わないために＞

○ 侵入盗：短時間の外出でも必ず戸締まりをしましょう。また、隣人に留守の注意をお願いしておきましょう。

○ 置き引き：常に手荷物に注意し、手荷物を離れた場所に放置しないようにしましょう。

○ ひったくり：ハンドバックなどは車の通る反対側にしっかりと持ちましょう。

○ 自転車盗：自転車から離れる時は、必ず鍵を掛けましょう。防犯登録は必ずしておきましょう。盗まれた場合に手配が確実にでき、発見が

容易になります。長時間放置しないようにしましょう。

＜夜間路上犯罪に遭わないために＞

夜遅くなると、事件に巻き込まれる危険が増大します。コミュニケーション等の原因から些細な誤解を生み、犯罪に巻き込まれる可能性がありま

す。

＊夜の一人歩きは避けましょう。 ＊近道でも、街灯のない暗い場所は避けましょう。

＊できれば日本人の友達と一緒に出かけましょう。 ＊常に緊急時の連絡先のメモを携帯しましょう。

IF YOU ARE THE VICTIM OF A ROBBERY OR THEFT

○ Dial 110 immediately, or report to a nearby police station or Koban (police box)

○ Leave the crime scene untouched

○ Keep track of your possessions in order to be able to explain to police exactly what, if anything,

has been stolen.

○ In the case of bicycle or motorcycle theft, report the serial number and the anti-theft

registration number to police. (Keep these numbers handy. Store the anti-theft registration

number you received in a safe place).

Leave the crime scene untouched, and do not wash yourself or your clothes. Dial 110 as soon

as possible, or call the hot line "Lady's dial" which supports victims of sex crime on

088-873-0110 or dial #8103. This service is available for victims of sex crime nation wide.

強盗・窃盗被害にあった時の手順

○ 直ちに１１０番に電話をかけるか、近くの警察署又は交番等に届け出る。

○ 被害にあった場所をそのままにしておき、片づけないで下さい。

○ 何が盗られたのか、直ぐに警察官に説明できるように、日頃から整頓して置いて下さい。

○ 自転車やバイク等が盗まれた場合、車体番号・防犯登録番号を届け出て下さい。（日頃からこれらの番号を控えておくか、防犯登録時に貰

った登録証を大事に保管して下さい。）

＜性犯罪被害に遭った時＞

・「現場はそのまま」「体や服を洗わず」できるだけ早く通報（１１０番、レディースダイヤル（０８８－８７３－０１１０）、性犯罪被害相談電話（＃８１０

３））して下さい。

BICYCLES AND MOTORCYCLES ON THE STREET, ETC.

Many bicycles and motorcycles are parked on the street. Please be aware that it is illegal to take

them, or to take possession of a bicycle or motorcycle that you know to be stolen.

LOST PROPERTY

If you lose or leave an item somewhere, please contact the Koban (Police Box) or police station

nearest to you and give the place and time, as precisely as possible to a police officer. Please put

your name on your belongings when poｓsible, because this will help to locate the lost item quickly. If

you find a lost item, please inform the Koban or police station accordingly. Your cooperation is

appreciated.

街角に沢山の自転車・バイクを置いていますが、これらを勝手に持っていったり・

盗まれたことが分かっているものを譲り受けたりすれば、法律違反となり罰せら

れますので、注意して下さい。

万一落とし物や忘れ物をした場合、直ぐにお近くの交番か警察署に

連絡し、できるだけ正確な場所と時間を警察官にお知らせ下さい。

所持品には、なるべく名前を書くようにしておくと紛失物が早く見つ

かる場合があります。物を拾った場合にも同様に知らせて下さい。

BASIC TRAFFIC RULES

Basic traffic rules are that vehicles travel on

the left hand side of the road and pedestrians

walk on the right hand side of the road. Bicycles

should travel on the left hand side of the road.

○ Always carry your driver's license with you

○ Always fasten your seat belt and always

wear a helmet when riding a motorcycle or scooter.

○ Motorcycles and scooters less than 50cc can only be riden by one person at a time.

○ Do not drive a car that has not been regularly inspected (SHAKEN) or is not insured.

○ Do not park where parking is prohibited

○ Never drive after drinking alcohol

Japan uses world-standard traffic signs. Please obey traffic signals and signs.

Major traffic signs are listed at the end of this Handbook for your reference.

Motorcycles under 125cc, bicycles and pedestrians are not allowed to use highways.

DRIVER'S LICENCE

In Japan, a driver's licence is required to operate a motor vehicle (including two-wheeled vehicles).

A licence for an automobile or a large-size motorcycle can be obtained at 18 years of age, and a

small-size motorcycle at 16 years of age.

Written tests are conducted in Japanese, however English and Chinese written tests are also

carried out for those that request them.

Those who wish to take the English written tests are kindly requested to refer to the following

information and apply at the reception counter.

Notes： The reception and explanation about examinations are not available in English.

If you can't understand Japanese, you need to bring an interpreter with you.

There will be no change in test schedules or relevant documents to hand in etc.

外国語による運転免許学科試験の実施について

運転免許学科試験は日本語ですが、英語と中国語での学科試験も実施しています。英語または中国語での学科試験を希望される方は、申請

窓口で受験手続の際に申し出て下さい。 場 所：高知県運転免許センター

試験の種類：●第一種免許問題（普通・自動二輪・大型特殊）●仮免許問題（普通）

備 考：受付、試験の説明、問い合わせ等は全て日本語対応になります。日本語を理解できない方は、通訳を同行して下さい。受験日、必

要書類等については変更ありません。

TRAFFIC ACCIDENTS

○ In the case of injury requiring an ambulance, please call 119 (fire and rescue emergency

number) from the nearest telephone.

○ If you are involved in a traffic accident, please report to the nearest police station or Koban

(police box) or dial 110.

交通事故

○ 交通事故で怪我をして救急車が必要なときは、近くの電話から１１９番をダイヤルして、救急車を呼んで下さい。

○ 交通事故を起こしたり交通事故にあった場合は、近くの警察署か交番の警察官に届けて下さい。急ぎの時は、電話で１１０番をダイヤルし

て下さい。

INFORMATION

Police officers from the nearby police box may visit your door and ask you whether you have any

problems to report or requests to make.

They also give short instructions on crime prevention and traffic safety to keep your community a

safe place.

Police may ask your nationality, name, age, workplace, emergency contact numbers of you and

your family so that they may contact your home country or your embassy for you in case of

emergency such as crime or accidents.

When our officers drop by, feel free to consult them about any problems.

お知らせ

＜巡回連絡とは＞

皆様が安全に生活できるように、警察官が皆さんの居宅を訪問し、生活する上での困りごとはないか、警察への要望や意見を聞いたり、防犯・

防災上の指導連絡や交通事故防止のための指導を行ったりします。

また、皆様の身に事故や災害が起こった場合、在日大使館へ連絡するために、名前・国籍・年齢・勤務先・非常時の連絡先等をお尋ねします。

警察官が皆様のお宅へ訪問しましたら、遠慮なく何でもご相談下さい。

While you are in Japan (including as a tourist), you are obliged to carry your passport or official ID at

all times under Japanese Law.

You must show them to a police officer if requested. (Not required if under 16 years of age.)

*The fine for failing to carry a passport, or refusing to show your passport, is up to 100,000 yen.

*The fine for failing to carry your residence card is up to 200,000 yen. Refusing to show your

residence card is punishable with imprisonment of up to 1 year with or without labor or a fine of up

to 200,000 yen.

You cannot stay longer than the period permitted or work beyond the status granted by the

immigration office when you entered Japan.

*Staying longer than the permitted period is punishable with imprisonment of up to three years with

or without labor, or a fine of up to 3,000,000 yen.

*Working beyond the granted status is punishable with imprisonment of up to three years with or

without labor, or a fine of up to 3,000,000 yen.

＜旅券・在留カードなどの身分を証明する物の携帯義務と呈示義務＞

皆様が日本に滞在（観光を含む）する場合、日本の法律では、旅券などあなたの身分を証明する物を必ず携帯するよう義務付けています。

また、警察官等から旅券などの呈示を求められた場合、呈示しなければならないよう義務付けられています。（１６歳未満の者を除く）

＊旅券不携帯の場合、または、その呈示を拒んだ場合、「１０万円以下の罰金」。

＊在留カードを携帯していない場合、「２０万円以下の罰金」、呈示を拒んだ場合「１年以下の懲役又は２０万円以下の罰金」。

＜不法残留・不法就労の禁止＞

皆様は、入国するときに入国管理局から与えられた「在留期間」「在留資格」の範囲を超えて残留し、活動することはできません。

＊「在留期間」を超えて残留した場合は、「３年以下の懲役若しくは禁固若しくは３００万円以下の罰金又はその両方」。

＊「在留資格」の範囲外で働いた場合も同じく「３年以下の懲役若しくは禁固若しくは３００万円以下の罰金又はその両方」に処せられます。
