Basis for Safety Management

• Accidents and incidents traced to some form of human error

• As well as radar screen, tower and maintenance workshop, errors occur at management level

• Organizational Accident

• Safety managed on organizational basis

Safety Management System

• Safety management system provides organizations :– the capacity to anticipate and address safety

issues before they lead to an incident or accident.

– the ability to deal effectively with accidents and near misses so that valuable lessons are applied to improve safety and efficiency.

Safety Management Programme

• Day to day management - Service provider SMS

• State responsibility - regulation

• Two components– Safety regulatory and oversight function -

State– Safety management system – ATS provider(s)

Page 6: Safety and Security in Air Traffic Management Rod Graff Agenda Item 2

Current Requirements

• Amendment 40 to Annex 11– Implement systematic and appropriate ATS

safety management programme that:• identifies actual and potential hazards and

determines the need for remedial action;• ensures that remedial action necessary to maintain

Implementation

• PANS-ATM

• Manual on Safety Management for Air Traffic Services

The next step?

• Uniform approach

• Globally standardised safety management processes and practices– Avoids unnecessary duplication– Collect right data to monitor level of safety

• Broader view of ATM

• System Safety Approach

Lifecycle management

• Safety not an “add on”

• Design safety into the whole system

• Life cycles of a system– from the:

• concept phase• design and development phase• operation and maintenance phase.

Page 12: Safety and Security in Air Traffic Management Rod Graff Agenda Item 2

System Safety Approach

• Uniform approach – All activities and resources are included– Lifecycle management– Globally standardised safety management

processes and practices

Page 13: Safety and Security in Air Traffic Management Rod Graff Agenda Item 2

Regulation

• Autonomy of ATM service providers• Relationship with State• Separation of provider and regulator• Standardized approach to regulation

– Regulatory frameworks and strong cooperation between regulatory authorities

– Separation of regulation from service provision

– Certification of service providers

Global Aviation Safety Plan (GASP)

• Reduce worldwide accident rates

• Facilitate the communication of safety-related information

• Safety programmes complementary

• USOAP is a key element – Expansion to ATM

Page 15: Safety and Security in Air Traffic Management Rod Graff Agenda Item 2

Security

• Improved security of ATM systems and information

• Provides assistance and information

• In Flight Emergency Response

Page 16: Safety and Security in Air Traffic Management Rod Graff Agenda Item 2

Conference outcomes?

• Understanding of safety issues– new Manual on Safety Management for Air

Traffic Services– GASP’s role in improving safety

• Adoption of “system safety approach”

• Standardized cooperative ATM Regulation

• Measures to address security of ATM
