REPORT NARRATIVE

SYNOPSIS: Terry Shortridge took an unknown amount of prescription pills in an apparent suicide attempt in his home at Pinehurst Dr. in Lakeside. Shortridge left his residence prior to deputy contact. Shortridge's cell phone was ping and responding deputies found Shortridge in the area a short time after. Shortridge refused to stop for deputies and a traffic pursuit ensued. The pursuit finally came to a stop when Shortridge collided with a pole outside his residence. Less-lethal rounds, a canine, and a Taser, were deployed when Shortridge was non-compliant with deputies' orders. Shortridge was taken into custody for 5150 and transported to Sharp Memorial for treatment.

ORIGIN: On 03/23/14 at about 1615 hours, I received a radio call of a suicidal male who took an unknown amount of prescription pills and had a firearm in his possession in an apparent suicide attempt. The incident occurred at Pinehurst Dr. in Lakeside. (CAD E2394759)

BACKGROUND: Shortridge suffers

INVESTIGATION: During the drive to the location, Sheriff's dispatch informed me, per the reporting party, Shortridge stated "it's already done" and the phone went dead. The Sheriff's dispatcher also broadcasted that Shortridge contacted his doctor and asked if he took all of his prescription drugs would he die. The doctor told Shortridge, "yes," and Shortridge thanked the doctor and hung up the phone.

Upon arrival I noticed a vehicle parked in the driveway. I started to knock on the front door but did not get a response from anyone inside. The front door was unlocked. I opened the door and announced my presence. Again I received no answer at the door. Based on the exigency of the call and the last broadcast from my dispatcher, I entered the house to check if there was an injured person inside. The bottom floor was search with negative results. I proceeded to go up a flight of stair to check the two bedrooms upstairs. Upon reaching the top of the stairs I located a door with three glass windows. I checked the door knob and it was locked. I could see into one of the bedrooms and saw what appeared to be a body figure underneath some blankets. Fearing that the bulge was Shortridge, I broke the glass window on the door so that I able to unlock the door from the inside. I searched both room for Shortridge with negative results.

Shortridge's daughter and reporting party arrived at the above location. provided me with the following statement.

received an email from her father Shortridge stating that he is about to commit suicide by taking all of his prescription pills and possibly using a firearm that he owns. Shortridge then told that all of his insurance paperwork, pink slips to all of his vehicle, and the title to the house where all on the desk next to the computer. called the Sheriff's Department to report the attempt suicide. then called Shortridge after calling 911 and spoke to him on the phone. Shortridge told , "It's already done, and don't try to stop me". Shortridge then hung up the phone. attempted to call Shortridge back but got no response. stated that Shortridge should be driving a 2-door silver Mercedes-Benz coupe since it wasn't on the property. stated nothing further.

INVESTIGATIONS CONTINUED: I advised dispatch to ping the cell phone to see where Shortridge's new location might be. During my sweep of the house I located a small Lorcin L380 handgun with a magazine next to it. The magazine had 5 .380 rounds inside. The gun was on a desk inside the living room. I asked if she knew how many guns Shortridge owned, was unsure. I notified responding units to be careful when approaching Shortridge if found since he might have another firearm.

Dispatch found a GPS coordinate of Shortridge's cell phone at in Lakeside. Several deputies responded to that area to help search for Shortridge. I asked for the help of ASTREA to assist in the search from the sky.

Deputy Gastrich located a 4-door silver Mercedes Benz at the intersection of Camino del Tierra and Eucalyptus Hills Dr. Deputy Gastrich approached the vehicle to make sure who was inside. The vehicle took off and Deputy Gastrich followed. Deputy Gastrich ran the license plate and the plate came back to Shortridge's vehicle. Deputy Gastrich attempted to stop the vehicle at 11000 blk of Valle Vista Dr. Shortridge failed to yield and a pursuit ensued (see Deputy Gastrich's deputy report for further details).

Shortridge started heading southbound on Valle Vista Dr. I heard the broadcast over the air and I quickly left he residence to help assist. I started to drive southbound on Pinehurst Dr. south of Eucalyptus Hills Dr. when I noticed Shortridge driving NB on Pinehurst Dr. with deputies Gastrich and Joslin following right behind with their lights and sirens activated. I jumped in the pursuit as the number 3 car.

Shortridge continued NB on Pinehurst Dr. approaching Eucalyptus Hills Dr. and made a left turn onto Eucalyptus Hills Dr. There was no traffic and dry road conditions. The weather was hot with clear skies and the speed was about 15 MPH. Shortridge continued WB on Eucalyptus Hills Dr. towards Oak Creek Dr.

Shortridge turned right onto Oak Creek Dr. from Eucalyptus Hills Dr. and continued NB on Oak Creek Dr. On Oak Creek Dr. the speed was about 15 MPH with no traffic and dry road conditions. K9 Deputy Justice entered the pursuit as the number 1 car. Shortridge turned right onto Manzanita Rd. from Oak Creek Rd.

Shortridge continued EB on Manzanita Rd. The speed was about 15 MPH with no traffic and dry road conditions. Manzanita Rd. turns into Pinehurst Dr. and it goes north and south once it turns into Pinehurst Dr. Shortridge continued SB on Pinehurst Rd. K9 Deputy Justice used his PA system to instruct Shortridge to stop his vehicle. Shortridge continued to drive down Pinehurst Dr.

At the intersection of Pinehurst Dr. and Camino Del Tierra, Shortridge went on the curb and drove on the curb for about 30 ft. Shortridge stopped his vehicle. Since Shortridge might have had a firearm inside his vehicle, Deputies Justice, Gastrich and Joslin conducted a hot stop on Shortridge's vehicle. Shortridge refused to roll down his window and refused to follow instructions. Shortridge started to drive away from the deputies going SB on Pinehurst at about 1 MPH. Deputies Justice, Gastrich, Joslin and I continued to pursue Shortridge.

Shortridge drove about 100 yards and crashed his vehicle into some bushes. Again Deputies Justice, Gastrich and Joslin conducted a hot stop on Shortridge's vehicle. Deputy Gonzalez arrived with a less lethal shotgun. Shortridge lowered his window about 3 inches and was non-complaint. Deputy Gonzalez placed a stop stick (spike strip) underneath Shortridge's rear driver side tire. (See Deputy Gonzalez's Deputy's report for further details) Shortridge continued to be non-complaint with our instructions to get out of his vehicle. Shortridge backed his vehicle out of the bushes and continued SB on Pinehurst towards Valle Vista Rd. Shortridge's rear tire made contact with the stop stick but the tire did not inflate due to the "run flat" tires installed on the vehicle.

Shortridge drove SB on Pinehurst Dr. at about 5 MPH and stopped at the intersection of Pinehurst Dr. and Valle Vista Rd. Shortridge stopped his vehicle. Deputies Justice, Gastrich, Joslin and I conducted a hot stop on Shortridge's vehicle for the third time. I pointed my department issued Glock handgun at Shortridge's driver's door. Shortridge lowered his driver side window but was still non-complaint to our instructions. Deputy Mauberis placed a stop stick underneath Shortridge's vehicle Deputy Justice used his PA system to instruct Shortridge out of the vehicle. Shortridge failed to comply. Deputy Justice made K9 announcements to urge Shortridge get out of the vehicle. Shortridge was still non-complaint. Deputy Justice deployed his K9 (see Deputy Justice's deputy report for further details).

The K9 made contact on Shortridge but made no effect on him. Deputy Gonzalez deployed two rounds of less lethal shot gun at the rear window of the vehicle because the windows had a dark tinting and we were unable to see into the vehicle. The rounds were deployed to gain a visual of the inside of the vehicle.

Shortridge rolled up his window and turned his vehicle on. Deputy Gonzalez deployed two more less lethal rounds into the back driver side window. Shortridge drove off, turning left onto Valle Vista Rd. from Pinehurst Dr. The Stop stick made contact with Shortridge's tires but made no effect again.

Deputies Justice, Gastrich, Joslin and I continued to pursue Shortridge once again. Shortridge made a left turn onto Eucalyptus Hills Dr. from Valle Vista Rd. and a right turn onto Pinehurst Dr. from Eucalyptus Hills Dr. This time the speed of the pursuit was approximately 25 MPH.

Shortridge made a sharp left turn onto his driveway Pinehurst Rd.) but crashed his vehicle onto his mailbox. Deputy Justice positioned his vehicle behind Shortridge's vehicle and Deputies Justice, Gastrich, Joslin and I conducted a hot stop on Shortridge's vehicle again.

I pointed my department issued Glock handgun at Shortridge's driver door. Shortridge failed to comply with Deputy Justice's instruction and refused to exit his vehicle. Shortridge placed his vehicle in reverse and rammed his vehicle into Deputy Justice's patrol vehicle. I holstered my handgun and grabbed my less lethal shotgun. I deployed one less lethal round into Shortridge's front driver side window and yelled to shut the vehicle off. Shortridge continue to accelerate his vehicle trying to push Deputy Justice's vehicle out of the way. I deployed another less lethal round into Shortridge's front driver side window.

Shortridge placed his car in drive and drove it forward crashing again into his mail box. Shortridge continued to accelerate his vehicle in an attempt to run over the mail box and escape. Deputy Gonzalez deployed two less lethal rounds into Shortridge's front driver side window. I heard Deputy Justice yell at Shortridge to turn the car off and open the door.

Shortridge opened his door and sat inside his car. Deputy Justice instructed Shortridge to exit the vehicle but he refused to comply. Deputy Justice deployed his X26 Taser onto Shortridge's body. Shortridge still did not exit his vehicle, Deputy Justice gave me the Taser since he had latex gloves on and pulled Shortridge out of the vehicle, placing him on the ground. Deputy Justice placed his handcuffs on Shortridge and detained him until paramedics arrived.

Lakeside Medics 2 arrived on scene to assess Shortridge. Based on the initial call about Shortridge taking an unknown amount of prescription pills in an attempt to kill himself, I placed Shortridge on a 5150 W&I hold. Shortridge was transported to Sharp Memorial Hospital.

The use of the less lethal shotgun was an effort to establish a visual of the vehicle's interior. Based on the reports I had, it was possible Shortridge was armed and may have been targeting deputies or other person's with a firearm. My use of my handgun was to gain a tactical advantage over Shortridge should he have been armed. If I didn't use these weapons and have them displayed, Shortridge would have had an advantage over me during the confrontation and I could have been injured or killed responding to the threat due a the reactionary gap. The use of the less lethal shotgun was effective in opening small portals in the window and eventually in getting Shortridge out of the car and into custody.

I later received a broadcast from dispatch stating that Shortridge called his friend in La Mesa and told him that he was being chased by the Sheriff's department and that he was not going to stop until he dies from the overdose. Shortridge told that he wanted to say goodbye for the last time.contacted La Mesa Police department who relayed the information to me.

Deputy Homan arrived on scene to take a traffic collision report in regards to the patrol vehicle and mail box.

Later at the Santee station I secured the firearm I located in Shortridge's residence and placed it into evidence.

I concluded my investigation.

REPORT NARRATIVE

On 03/23/15 at about 1615 hours, I received a radio call to assist Deputy Macias with a suicidal subject at Pinehurst Dr. in Lakeside. According to the reporting party, the subject is known to suffer from PTSD and has access to a gun. The subject filled a prescription of and called his Doctor to ask if the pills would kill him if he took all the pills. The Doctor stated, "yes," and the subject said, "Thank you," and hung up. The reporting party stated the subject called her and said, "It's already done." The subject was identified as Terry Shortridge by the reporting party.

DEPUTY'S OBSERVATIONS AND ACTIONS:

I arrived on scene at the subject's residence after Deputy Macias cleared the house and determined the subject, Terry Shortridge, was not home. Sheriff's Dispatch had just requested a ping of Shortridge's cell phone, so I stood by at the residence until the ping came back. A few minutes later, Sheriff's Dispatch advised the ping for Shortridge's cell phone was reading approximately 3.8 miles northwest of Gold Bar Way and Gold Pan Alley in Lakeside. Deputy Macias advised per Shortridge's daughter, he was driving a silver 2 door Mercedes. Deputy Macias also advised there was a firearm found in the residence and it was unknown if Shortridge was armed with another.

I drove around the Eucalyptus Hills area in search of the vehicle. I turned westbound down Camino Del Tierra which is about 2 streets south of Shortridge's residence. I observed a 4 door silver Mercedes parked against the curb. The driver's side window was rolled down about half way and the driver's seat was reclined back. As I drove past the vehicle I could tell there was an occupant in the driver's seat but could not identify the individual any further.

I drove to the end of Camino Del Tierra and turned my patrol vehicle around to drive eastbound back towards Pinehurst. Though this was a 4 door silver Mercedes and the description of Shortridge's vehicle was a 2 door, I stopped my patrol vehicle to confirm the occupant was not Shortridge. I parked my patrol vehicle behind the 4 door Mercedes (L/P: . I got out to approach the driver to verify it wasn't Shortridge and the driver rolled up the window all the way as I walked up to the driver's side door. The tint on the windows was so dark I had no visibility into the vehicle. Due to me not being able to see into the vehicle or identify the occupant and the possibility Shortridge was armed, I returned to my patrol vehicle to take cover behind the driver's door until I could assess the situation.

When I returned to my patrol vehicle, the Mercedes drove away eastbound on Camino Del Tierra. I got into my patrol vehicle and followed the Mercedes northbound onto Pinehurst Dr. I had Sheriff's Dispatch confirm Shortridge's vehicle was in fact a 2 door Mercedes. As Sheriff's Dispatch was confirming the vehicle description, I observed the vehicle I was following was

having difficulty maintaining their lane while driving. The vehicle was swerving in the lane and driving very slowly while intermittently speeding up.

Due to the suspicious nature of the vehicle and the occupant, I asked Sheriff's Dispatch to do a record's check of license plate, Sheriff's Dispatch informed me the vehicle was coming back to the wanted subject, Terry Shortridge. Fearing the Mercedes would hit another vehicle or pedestrian and injure them due to their difficulty driving, I initiated a traffic stop on the vehicle in the 11000 block of Valle Vista by activating my overhead lights at 1701 hours. The vehicle continued to drive southbound on Valle Vista and failed to yield to my lights. I then activated my lights and siren and advised Sheriff's Dispatch and my partners I was now in pursuit of the vehicle.

I continued to follow the vehicle southbound on Valle Vista as we approached Deputy Joslin's patrol vehicle. The Mercedes went into the oncoming traffic lane and passed Deputy Joslin's vehicle. I continued to follow the vehicle with my lights and sirens activated. The vehicle turned westbound onto Eucalyptus Hills drive from Valle Vista. As we passed Oak Creek on Eucalyptus Hills, Deputy Justice passed me and assumed the number one position in the pursuit because he is a canine unit. I began to follow Deputy Justice as the number two vehicle in the pursuit. Speeds were slow and the traffic was very light.

At about 1708 hours, I heard PA announcements to "pull over" from Deputy Justice's vehicle. The vehicle continued to drive slowly, weaving in and out of the lane. At about 1710 hours, the vehicle yielded at Pinehurst Drive and Camino Del Tierra. I stopped my patrol vehicle next to Deputy Justice's. I pointed my department issued handgun at the front driver area during the hot stop. Based on the information provided to by dispatch, I feared the subject may be under the influence of sleeping pills and might have a gun which posed a danger to all Deputies on scene. Deputy Justice initiated a vehicle hot stop and I pointed my handgun at the vehicle with the driver inside. The vehicle had all of its windows up and the window tint was extremely dark. There was no visibility into the vehicle which posed a danger to all Deputies. I heard Deputy Justice yell commands to the driver several times which included "Roll your window down" and "Just show us your hands".

The driver was not compliant and began to drive away which resulted in units pursuing. The vehicle went up a curb and avoided hitting private property. At about 1711 hours, the vehicle stopped again about 100 feet south of Pinehurst Drive and Camino Del Tierra. A second hot stop was initiated by Deputy Justice. I again pulled my patrol vehicle into a position behind the Mercedes where I could take cover behind my car. I exited my patrol vehicle and pointed my handgun at the driver's area of the Mercedes.

The driver was still being uncooperative and rolled his window down slightly. The vehicle moved a few inches 2-3 times and his brake lights were turning on and off. The subject appeared to have no intention of exiting his vehicle and was not listening to commands by Deputy Justice.

At about 1714 hours the vehicle began to move and slowly rolled over the stop stick that was deployed by Deputy Gonzalez. The vehicle continued slowly south on Pinehurst Drive. I got back into my patrol vehicle as did Deputy Justice. Deputy Justice assumed the number one position in the pursuit and I again assumed the number two position.

At about 1717 hours the vehicle stopped at Pinehurst Drive and Valle Vista Road and a third hot stop was initiated by Deputy Justice. I pulled my patrol vehicle next to Deputy Justice's and exited. I pointed my handgun at the driver's area of the Mercedes. At this point, we still had not been able to verify how many occupants were in the vehicle due to the extremely dark windows.

I saw Deputy Mauberis deploy his department issued stop stick under the middle of vehicle undercarriage and it appeared successfully placed. The driver rolled down his window all the way for the first time. Deputy Justice was screaming commands and also using his PA from time to time but the subject was not compliant.

Deputy Justice began to give commands to warn the driver to come out or he was going to send his dog. Deputy Justice eventually deployed his canine dog (see Deputy Justice's Deputy Report for details). I saw the canine approach the vehicle but would not make contact with the driver. Deputy Justice kept giving his dog commands. The canine eventually stuck his head into the Mercedes but I could not see from my location if the canine made contact with the subject. Deputy Justice put the canine away.

The driver rolled the window all the way back up and now again had no visual of the driver. We had information from Deputy Macias that the driver may have a gun with him. I watched from my position behind my patrol car as Deputy Gonzalez fired four rounds from his department issued super sock shotgun into the rear passenger window on the driver's side.

After the four rounds of super sock, the vehicle began to leave the area. I assumed the second car position in the pursuit behind Deputy Justice. We drove west bound on Eucalyptus Hills Drive. The vehicle turned north bound on to Pinehurst and attempted to turn into his residence located at Pinehurst Drive. The vehicle collided with his mail box that was in front of his driveway. The vehicle then reversed into Deputy Justice's patrol vehicle. I pulled my vehicle next to Deputy Justice's patrol vehicle. The suspect vehicle began to spin its tires trying to again back into Deputy Justice's vehicle in order to escape. The suspect vehicle ended up pinned between the mailbox post and Deputy Justice's vehicle. I parked my patrol vehicle next to Deputy Justice's vehicle and exited. I pointed my handgun at the driver's area of the vehicle as Deputy Justice conducted a hot stop.

After the suspect was detained, I re-holstered my handgun. The suspect was confirmed to be Shortridge.

If I did not point my weapon at the vehicle, I would have been at a disadvantage if Shortridge had fired a weapon or used other force to attack me or the other deputies. By pointing my weapon at the suspect, I maintained an advantageous position until Shortridge was taken into custody.

I began taking several pictures of the scene. I later placed the pictures onto a CD and placed them into evidence at the Santee Station. I completed the CHP 187A pursuit form. I attached the form to this report via NetRMS. This concluded my involvement in this case.

REPORT NARRATIVE

ORIGIN:

On 3/23/15 at approximately 1700 hours, I was searching the area of Pinehurst and Valle Vista, Lakeside (CAD# E2394759) for Terry Shortridge. Terry had made suicidal threats to both his doctor and daughter. During these threats he said he may have taken a bottle of or was going to possibly use a firearm to commit suicide. During a search of his residence, one firearm was located inside.

INVESTIGATION:

While I was checking the area for Terry, who had left his residence of inehurst Drive, Lakeside, in a silver Mercedes, possibly a 2 door, Deputy Gastrich located a silver 4 door Mercedes. She ran the vehicles license plate The vehicle came back registered to Terry. Deputy Gastrich attempted to make contact with the vehicle and Terry drove off. Deputy Gastrich activated her lights and sirens indicating the vehicle to pull over and stop. Terry refused to stop and continued to drive away.

I was able to catch up to Deputy Gastrich and Terry about a half a mile past Oak Creek Drive and Eucalyptus Hills Drive. I advised over the radio that I would be passing the pursuing deputies and taking the number one spot. I took over the number one spot in case my canine partner, Stag, needed to be deployed. I continued to follow Terry through the Eucalyptus Hills neighborhood.

As I followed Terry, we were driving at various speeds of approximately 5-35 mph. As I followed Terry, he was crossing over the double yellow lines and going into opposite lanes of traffic. Terry was unable to maintain the vehilce within his own lane. While we were driving, I was using my vehicles P.A. (Public Address intercom) telling Terry to pull over and stop. Terry continued driving, refusing to pull over.

Terry came to a stop at the intersection of Pinehurst and Eucalyptus Hills. Terry's vehicle drove up on to the curb at the corner of the intersection, putting the front passenger side wheel off the road and into grass. Based on the fact Terry was threating suicide by either pills or possibly a gun, the fact one gun was located at the residence, and Terry might be armed with a second firearm, I exited my vehicle removed my department issued Glock 22 and pointed it at Terry inside the vehicle. I began giving Terry verbal commands to come out of the car with nothing in his hands. Terry refused to comply with the instructions and remained inside the car.

Terry again drove away from the stop; we continued to follow Terry again. Terry drove a short distance down the road. Terry drove off the roadway again and hit a large set of bushes on the right hand side of the road and came to a stop. I again exited my car, drew my handgun, and began to verbally address Terry inside of his vehicle. Terry still refused to follow my instructions by coming out of the vehicle with his hands in the air. While we were stopped a deputy, was able to place a set of "Stop Sticks" under the rear tires to the vehicle. While I was verbally addressing Terry, he rolled the driver's window down. I told Terry to exit the car with his hands in the air. I advised Terry if he did not come out of the vehicle he would be bitten by my canine. Terry refused to comply with instructions. Terry drove off again from the stop. As Terry drove off, he ran over the set of Stop Sticks.

I continued to follow Terry at approximately 15 mph on Pinehurst. Terry drove around Pinehurst about ¼ of a mile and came to a stop again at the intersection of Pinehurst and Valle Vista Road. While we were stopped, deputies that were blocking the road, threw another set of Stop Stick under the front tires of the vehicle. As they were doing this, I began to give Terry verbal instructions to come out of the car with his hands up. Terry remained inside of the car and made no indication he was coming out.

Terry rolled his driver's window down. Using my vehicle's PA, I told Terry to exit the car with nothing in his hands we believed him to be armed and wanting to hurt himself. Terry remained in the vehicle and did not move or make any signs that he was going to come out of the car.

I used the vehicle PA and told Terry if he does not come out of the car he would be bitten by my canine partner. I gave Terry four separate announcements to come out or he would be bitten. Due to Terry's threats to kill himself to his doctor and daughter, the possibility that Terry could possibly be armed, and that all the vehicles windows were tinted dark and we could not see clearly inside the vehicle, I determined it would be safer for me to deploy Stag into the open window of Terry's car.

With no signs Terry was going to come out of the vehicle, I deployed Stag towards the vehicle. Stag looked at the car and open window and returned back to me. I turned Stag around and deployed him a second time. Stag hit the left side of Terry's head but did not make any contact. Stag then made contact with Terry's left hand. After Stag made contact, Terry let his arm hang out the window but did not fight the dog or the bite. Stag released contact from Terry's hand and returned back to me at the vehicle.

I deployed Stag again at Terry in the vehicle, but Stag returned back to me at the vehicle. After this I placed Stag back inside of the vehicle and secured the door. Deputy Gonzalez came up with Less Lethal bean bag. Deputy Gonzalez deployed rounds at the rear driver's side window. After Deputy Gonzalez did this, Terry drove off at a high rate of speed and I followed Terry. While following Terry, he was still unable to maintain his vehicle in his lane of traffic. Terry drove the vehicle off the road on the right hand side and then corrected and went over the double yellow lines.

Terry made a right turn onto Pinehurst; Terry was unable to negotiate the turn and was weaving within his lane. Terry turned left as he was trying to turn into his driveway. Terry was unable to negotiate the turn at approximate 5-10 mph. Terry hit the metal mailbox pole on the street and the front of his car went up the pole knocking it over. I placed my vehicle directly behind his vehicle and exited my car. I began to yell at Terry to turn his vehicle off and exit with nothing in his hands. Terry placed the car in reverse and rammed the front of my patrol car. Due to the front of his car being off the ground and the placement of my vehicle, Terry was unable to drive off.

Deputies Gonzalez and Macias came up to the driver's side of my vehicle. They Deployed Less Lethal bean bag rounds at Terry's vehicle window. Terry opened the driver's door.

I instructed Terry to get out of the car and on to the ground. Terry refused to comply with my instructions. Terry had only slightly opened the door and we were still unable to see Terry's hands. Fearing Terry could still possibly be armed with a weapon, I deployed my Taser at Terry's legs. Only one of the Taser probes made contact with Terry's right thigh. Due to the Taser only having one point of contact it did not have full effect. With the only having one probe make contact, it was giving Terry pain compliance. I reactivated my Taser and held it down for 9 seconds, until deputies could position themselves and we could approach the vehicle safely.

Because Deputy Macias not having latex gloves on and we could clearly see blood on Terry hands and arms, I handed my Taser off to Deputy Macias, and we approached the vehicle. I took control of Terry's left arm and placed my handcuffs on his left wrist. Terry was still moving his right arm around. Fearing Terry was attempting to grab some type of weapon from inside the car. I pulled Terry out of the car and placed him face down on the ground. I grabbed Terry's right arm and pulled it behind his back and secured it into handcuffs.

Once secured in handcuffs, Paramedics were requested for Terry's injuries. Once Paramedics arrived on scene Terry was placed onto gurney. Paramedics wanted each of his hands secured to the gurney and not behind his back so they could treat his injuries. I assisted as we secured each of his hand to the gurney. Each of Terry's hands was secured to the gurney in handcuffs. After doing this, paramedics transported Terry to Sharp Memorial Hospital for evaluation and treatment of his injuries.

Based on the circumstances, I believed there was a potential threat from Terry and I used the canine, handgun, and taser to minimize the dangers from him and gain a tactical advantage during the incident. If I had not used these items, Terry could have hurt or killed any of the deputies or bystanders on the scene and I would have been at a disadvantage to defend such an action.

Because of the use of these tools, no deputies were injured during the incident and injuries to Terry were not severe or fatal.

I remained on scene for the vehicle collision report. Once the vehicle collision report was complete at approximately 1900 hours, I went to Sharp Memorial hospital for the canine contact investigation.

Due to Terry's statements that he was going to commit suicide by taking the prescription medications, Terry was unable to operate a motor vehicle safely and remain in his lanes even at low speeds of 3-5 mph. I believed Terry was operating a motor vehicle while under the influence of prescription medications. I requested a phlebotomist respond to Sharp Memorial Hospital to draw blood from Terry for testing.

At 1947 hours, Nurse from arrived on scene withdrew blood form Terry for testing. After Nurse drew blood, I no further contact with Terry.

On 3-23-15, at about 1615 hours, Deputy Macias and Deputy Joslin responded to a call of a suicidal subject at Pinehurst Drive in Lakeside. According to the reporting party, the subject is known to suffer from PTSD and had access to a gun. The subject filled a prescription of and called his Doctor to ask if the pills would kill him if he ingested all the pills. The Doctor stated, "yes," and the subject said, "Thank you," and hung up. The reporting party stated the subject called her and said, "It's already done." The subject was identified as Terry Shortridge by the reporting party.

DEPUTY'S OBSERVATIONS AND ACTIONS:

I was on another radio call while this incident was initially occurring and I was dispatched to assist on this radio call at about 1646 hours. At this point, I had information that Deputy Macias and Deputy Joslin had not located Shortridge inside his home and his Mercedes was not in the driveway. There was a handgun located inside house with a loaded magazine.

I heard Deputy Macias request a ping for Shortridge's cell phone and it came back to 3.8 miles northwest from Gold Pan Alley and Gold Bar Way in Lakeside. Deputy Macias informed us the subject may have taken all the sleeping pills, is possibly under the influence, and might have another gun. See Deputy Macias' report (15114783.1) for further.

At about 1700 hours, I was checking Gold Pan Alley and Gold Bar Way when I heard Deputy Gastrich conduct a records check via the radio of a silver Mercedes CA . Sheriff's Dispatch advised the plate came registered to Shortridge. Deputy Gastrich attempted to conduct a vehicle stop but she advised failure to yield at 1701 hours at the 11000 block of Valle Vista in Lakeside.

I caught up to the pursuing vehicles and trailed the pursuing vehicles. The vehicle was traveling at very slow speeds and reached a max speed of 25 miles per hour at one point. I saw Deputy Justice's K9 SUV directly behind the suspect vehicle, Deputy Gastrich was number two and Deputy Macias was number three. The speeds were so slow that I believed the suspect vehicle may try and stop at any moment. The vehicle made movements towards the curb from time to time.

Deputy Justice called for less lethal weapons and I volunteered to be ready with a bean bag shotgun. Since the first three vehicles were all going to have lethal force, I decided to come up closer to the pursuing vehicles anytime the suspect vehicle slowed down enough to make me believe he may stop. I did not have code 3 lights activated and was trailing alongside the pursuit in order to be closer in case less lethal was needed. I feared that a delay in deploying less lethal could result in an

unnecessary escalation of force by the driver and I wanted to be able to deploy less lethal sooner, rather than later. Speeds were slow and there was very light traffic.

At about 1708 hours, I heard PA announcements to "pull over" from Deputy Justice's vehicle. The vehicle continued to drive slowly, weaving in and out of his lane. At about 1710 hours, the vehicle yielded at Pinehurst Drive and Camino Del Tierra. I pulled my vehicle near the lead patrol vehicle and took out a less lethal shotgun. I pointed my department issued less lethal super sock shotgun at the front driver area during the hot stop. Based on the information provided to us by dispatch, I feared the subject may be under the influence of sleeping pills and might have a gun which posed a danger to all Deputies on scene.

Deputy Justice began yelling commands and initiated a vehicle hot stop . The vehicle had all of its windows up and had extremely dark tinted windows. I was unable to see anyone inside the vehicle which posed a danger to all Deputies. I heard Deputy Justice yell commands, "Roll your windows down, get out of the car", "Let us see your hands" and "Get out of your vehicle with your hands up".

Due to the subject stopping and going, I feared that the subject was trying to flee again and had no intention of exiting his vehicle. I felt that the vehicle needed to be disabled in order to prevent the driver from injuring himself or others. While units were attempting to conduct a hot stop, I took out my department issued Stop Stick (spike strip). I walked around to the passenger's side of the lead patrol vehicle and used the patrol vehicle as cover. I deployed the stop stick from behind the suspect vehicle and it wrapped around the rear driver side tire in case the vehicle decided to flee again.

At about 1714 hours the vehicle began to move and slowly and rolled over the stop stick that was deployed. The vehicle continued slowly south on Pinehurst Drive. I waited for all patrol vehicles to pass me that were in pursuit and I evaluated the stop stick. I verified that at least one spike cover was exposed from the stop stick sleeve leading me to believe the driver's side rear tire was penetrated by the spike. I later discovered 4 spikes were ejected from the stop stick.

At about 1717 hours the vehicle stopped at Pinehurst Drive and Valle Vista Road and a third vehicle hot stop was initiated by Deputy Justice. At this point, we still have not been able to verify how many occupants are in the vehicle due to the extremely dark windows.

With the driver's window down I was able to see that driver appeared to match the description given to us and there was no other occupants. Deputy Justice began to give commands to warn the driver to come out or he was going to send a canine. Deputy Justice eventually deployed his canine (see Deputy Justice's Deputy Report for specifics). I saw the canine approach the vehicle but would not make contact with the driver. Deputy Justice kept giving his canine commands and it eventually reached into the driver's side door and I saw the canine grab the driver's arm. I was not able to see specifically where the canine made contact but it appeared to be around the left wrist area. The canine did not hold on very long and then let go. Deputy Justice put the canine away.

The driver put the window all the way back up and now we had no visual of the driver. I had information from Deputy Macias that the driver may have a gun with him. I feared that the canine contact may have irritated or upset the driver causing him to use violence against us. I decided we needed to be able to see into the vehicle so I used my department issued super sock shotgun and fired two rounds into the bottom right corner of the driver's side rear passenger window. when I fired and the window did not shatter due to the window tint holding the window together. The rounds only created a small hole so I fired two more rounds with the intent to shatter the screen or make the hole bigger so Deputies could have more visibility into the vehicle.

After I fired my four rounds of super sock, the vehicle began to leave the area and Deputies were in pursuit again west bound on Eucalyptus Hills Drive. The vehicle ran over the stop stick that Deputy Mauberis deployed with both it's rear tires then turned north bound on to Pinehurst and attempted to turn into his residence located at Pinehurst Drive. The vehicle collided with his mail box that was in front of his driveway. As I was stopping my vehicle behind the pursuing Deputies, I saw the suspect vehicle go in reverse and hit Deputy Justice's vehicle.

The suspect vehicle began to spin its tries trying desperately to back into Deputy Justice's vehicle in order to escape. The suspect vehicle ended up pinned between the mailbox post and Deputy Justice's vehicle. As I continued to approach the scene to assist, Sgt. Hale was now on scene and he was calling for less lethal.

Due to the suspect ramming Deputy Justice's vehicle and attempting to flee, I feared he was a danger to Deputies, himself and others. The driver's side window was all the way up and we had Deputies exposed on the driver's side. Deputies wanted to extract the driver from his vehicle but we could not see him inside the vehicle. Deputies were yelling commands to "Stop", "get out of the vehicle", "let us see your hands".

I feared that if Deputies walked up on the vehicle without visibility of the driver due to the dark tinted windows, they may get shot since we do not know if the driver had a gun on him or not. The driver was also revving his engine and still trying to flee at this point. In order to prevent the driver from fleeing, causing injuries and to gain visibility of the driver, I fired two rounds of less lethal super sock rounds. I was at about a 30 degree angle towards the rear of the suspect vehicle, about 25 feet away. From this angle, I was aiming at the steering wheel area in order to avoid hitting the driver in the head. I also heard two rounds from Deputy Macias' less lethal shotgun (See his report for further).

After firing less lethal rounds, the suspect opened the vehicle door but refused to get out of the vehicle. Deputy Justice was yelling commands to the suspect to get on the ground but the suspect refused. The vehicle sounded like it was still on and the driver had his foot on the gas pedal. I saw Deputy Justice use his department issued taser (See Deputy Justice's report for further). It appeared like there was only one probe that made contact with the driver's leg and he slowly complied and got on his stomach on his own.

I observed while Deputies put the driver in handcuffs. Deputies were asking the driver, who we verified was Shortridge, if he had any pain and I saw them attend to his injuries as best as possible. Shortridge had a cut on his left wrist area and blood smeared on his head and clothes. Shortridge stated he wanted his hand looked at because it hurt. I told Shortridge medics were on the way and offered to sit him up but Shortridge refused. Shortridge remained on his stomach, handcuffed, until medics arrived. Deputies continued to assess his breathing and talking to Shortridge throughout.

After Shortridge was moved from the scene, I checked on the Mercedes' rear tires. I recognized the tires to be run-flat tires. The tires appeared a little under inflated but otherwise ok. Both stop stick deployments were not effective as advertised, likely due to the run-flat tires.

This concluded my involvement in this case.

On 03/23/15, at about 1615 hours, I received a radio call to assist in investigating a report of a possible suicide attempt at Pinehurst Dr in Lakeside (CAD # E2394759).

DEPUTY'S OBSERVATIONS AND ACTIONS:

The resident at Pinehurst Dr, Terry Shortridge, had called his doctor and daughter making statements which lead them to believe he was intending to commit suicide. Per Sheriff's Dispatch, Shortridge had called his doctor and asked something to the effect of, 'If I take all of these pills, will it kill me?' The doctor told Shortridge, "Yes," and Shortridge hung up the phone.

I arrived and met with Deputy Macias (#3026). I assisted Deputy Macias in searching the property at Pinehurst, but we could not locate Shortridge. One of Shortridge's vehicles, a silver Mercedes sedan (CA ), was missing from the property. Deputy Macias also found a handgun inside the residence.

A trace of Shortridge's mobile phone showed him still in the area. I assisted other Deputies in searching the neighborhood for Shortridge. At about 1700 hours, Deputy Gastrich (#5015) located Shortridge in his vehicle and attempted to make a traffic stop. Through my rearview mirror, I saw the silver Mercedes behind me with Deputy Gastrich attempting to initiate a traffic stop. The driver of the Mercedes, later identified as Shortridge, crossed into the oncoming traffic lane and passed me. I activated my lights and sirens and joined Deputy Gastrich in pursuit of Shortridge.

Deputies pursued Shortridge for approximately the next twenty minutes, at which point the pursuit ended at Shortridge's residence when Shortridge attempted to turn into his driveway and collided with his mailbox. During the course of the pursuit, Shortridge stopped a total of four times, including the last at his residence. Deputies attempted a high risk vehicle stop in those four instances, at which time my role was Cover Deputy utilizing my shotgun. When Shortridge was being taken into custody at Pinehurst Dr, I immediately pointed my shotgun in a safe direction.

I knew that Shortridge had at least one firearm and could possibly have more. If Shortridge had indeed taken pills in an attempt to commit suicide, I was afraid Shortridge may have been in an altered state of mind and that he would possibly attempt to shoot at either myself or other Deputies. I feel the force I used by pointing my shotgun at him was necessary due to those reasons.

On 03/23/2015, I was dispatched to Pinehurst Drive, Lakeside to investigate a non-injury pursuit/collision involving an on-duty Sheriff's emergency vehicle.

Deputy Observations and Actions:

My initial opinion, given the totality of the circumstances, was to list Deputy Justice as the "driver" of the Sheriff's patrol vehicle during the collision sequence in my investigation.

After further investigation and consideration, it is now my belief and opinion that Deputy Justice should not be considered a "driver" but rather a "witness" since he was standing to the side of his vehicle addressing the suspect at the time the suspect backed his vehicle into Deputy Justice's patrol vehicle.

SAN DIEGO COUNTY SHERIFF'S DEPARTMENT MEMORANDUM

CONFIDENTIAL:

On 03/23/15, at approximately 1700 hours, Deputy Justice assisted the Santee Deputies with a search for a male, identified as Terry Shortridge DOB , who had told his daughter he was going to commit suicide. Sherift's Dispatch broadcast the call to patrol and advised Shortridge had taken numerous prescription pills and had access to a firearm.

Patrol Deputies responded to Shortridge's residence but did not locate him. Deputies searched the residence and found a loaded firearm out in plain view. This information was also broadcast to the Deputies searching for Shortridge.

Deputy Justice was assisting with the search for Shortridge's vehicle when another Deputy advised she had found the vehicle. The Deputy attempted to conduct a traffic stop on the vehicle however Shortridge failed to yield and a pursuit ensued.

STATEMENT FROM DEPUTY JUSTICE:

Deputy Justice caught up to the pursuit and took the primary position. He took the primary position due to Shortridge possibly being in possession of a firearm and the threat posed to pursuing Deputies.

Deputy Justice continued to pursue Shortridge at speeds ranging from 5 to 35 miles per hour. Shortridge was swerving all over the road and could not stay in his lane. While following behind Shortridge, Deputy Justice used his vehicle public address system (PA) to verbally order Shortridge to pull over. Shortridge continued to drive.

Based on Shortridge's driving, swerving in and out of his lane and fluctuating speed, Deputy Justice believed Shortridge was under the influence of the prescription medication he had taken. Deputy Justice became increasingly concerned that he may now be pursuing an individual who was under the influence of a controlled substance and in possession of a firearm.

Based on Deputy Justice training and experience, he knows persons under the influence of a controlled substance can be unpredictable, violent and a danger to law enforcement.

Shortridge pulled over at the intersection of Pinehurst Drive and Eucalyptus Hills. His car came to a slow rolling stop and drove up on the curb before stopping. Based on the information Shortridge might be in possession of a firearm, and a firearm had been located at the residence, Deputy Justice initiated a felony stop on the vehicle.

Shortridge refused to exit the vehicle and drove away. The pursuit continued a short distance before Shortridge came to a stop again. Deputy Justice initiated a felony stop and gave Shortridge a canine warning. A spike strip was placed in an attempt to stop Shortridge's vehicle. Shortridge refused to comply and drove away again. Shortridge drove over the spike strip however the vehicle did not become disabled.

Shortridge drove a short distance and then came to a stop. Deputy Justice initiated a felony stop and used his vehicle's PA system to give Shortridge orders to comply and also used the PA system to give additional canine announcements.

Shortridge rolled his window down but refused to exit the vehicle. Deputies deployed a spike strip in front of Shortridge's vehicle.

After several announcements, Deputy Justice felt the safest method for controlling and apprehending Shortridge was with a Sheriffs Canine. Deputy Justice deployed his canine to apprehend Shortridge. Deputy Justice's canine bit Shortridge on the left forearm but did not stay engaged. Deputy Justice re-deployed his canine but the canine did not make contact with Shortridge. Since the canine was not working, Deputy Justice secured him in his vehicle and began to proceed to another force option.

Shortridge drove away again and the pursuit continued. Shortridge ultimately crashed into a mailbox in front of his residence where he was taken into custody through use of bean bag and Taser. After Shortridge was taken into custody, Deputy Justice observed a dog bite injury to his right forearm.

Deputy Justice advised the Sheriffs Communication Center of the canine contact and requested medical assistance. Deputy Justice also requested the notification the Canine Unit Sergeant.

Lakeside Medic 2 arrived and treated Shortridge. Lakeside Medic 2 transported Shortridge to Sharp Hospital located at 7901 Frost Street in the City of San Diego .

I contacted Shortridge in the emergency room at Sharp Hospital however he was non­responsive and appeared to be sedated.

CONCLUSION:

Deputy Shortridge's decision to use his canine was based on the following factors:

Shortridge was the suspect of a misdemeanor pursuit a~d non-compliant.

Shortridge was believed to be in possession of a firearm.

Deputy Justice used his canine to attempt to apprehend Shortridge because it was unsafe for Deputies to proceed to his location.

The use of the canine was within policy and deployed in an appropriate manner.

REVIEW:

On 03/23/2015, at aboutl 700 hours, I was notified by the Sheriffs Communication Center that Deputy Justice' canine had made contact with Shortridge. I was advised Shortridge had been transported by Lakeside Medic 2 to Sharp Hospital located at 7901 Frost Street in the City of San Diego

I met with Deputy Justice at Sharp Hospital and completed the above investigation.

I made all appropriate notifications to both the Communications Lieutenant as well as the on call Divisional oflnspectional Services Sergeant Maryn (On scene).

Photos were taken of Shortridge's injuries and an interview was conducted regarding the incident. The interview and photographs of Shortridge were copied to a CD-R disc and attached to this investigation.

INJURIES:

Shortridge sustained one inch avulsion to his left forearm.
