SCHEME OFNATIONAL YOUTH PARLIAMENT COMPETITION
FOR
UNIVERSITIES/COLLEGES
1. Objectives of the Yoth P!"#i!$e%t Sche$e
With a view to strengthening the roots of democracy, inculcate healthy habits of
discipline, tolerance of the views of others and to enable the student community to
understand the working of our Parliamentary institutions, the Ministry of Parliamentary
Affairs has introduced the Scheme of ational !outh Parliament "ompetition for
#niversities$"olleges throughout the country. %hese competitions are conducted on an
annual basis in each academic year.

All the #niversities$"olleges recognized by UGC/Government of
India$St!te Gove"%$e%twho sponsor their nominees for attending the 'rientation
"ourse conducted by the Ministry of Parliamentary Affairs prior to the start of the
"ompetition would be eligible for participation. The Mi%ist"' of P!"#i!$e%t!"'

%he "ompetition would normally be held in two stages depending on the
number of participating institutions ) the first stage at the group level where the
institutions will be divided into various groups and secondly at the ational *evel
between the winners of the various groups.
The calendar of events for every year is as under :-
(i) rientation Course by !anuary/"ebruary
(ii) Grou# $evel i%e% &st$evel 'valuation by e#tember
(iii) ational $evel 'valuation by *ecember
(iv) +rize *istribution "unction by ,arch
%he schedule of the +roup and ational *evel "ompetitions will be finalied by
the Ministry of Parliamentary Affairs and the entire competition will be conducted
within the same academic year. -ach participating institution will prepare a single
team of +,-++students who will participate as a team representing the institution.

Parliamentary Affairs may nominate a co0ordinator from amongst the participating
institutions to conduct and co0ordinate the competition in respect of that group and
submit a report thereon to the Ministry. The #artici#ants interested to be the

%he "oordinator of the !outh Parliament activity will also mentioned three
probable dates for organiing +roup and ational *evel "ompetition in the

%he duration of the sitting of the 2!outh Parliament3 should not e4ceed 55
minutes. 'ut of this, nearly &6 minutes may be devoted to 7uestions and the
remaining time be utilied for discussion on 8ills, Motions, 9esolutions etc. as
indicated in the literature on the sub:ect which would be made available during the
'rientation "ourse conducted by the Ministry of Parliamentary Affairs prior to the
commencement of each "ompetition.
5. Sbjects fo" )iscssio% i% the Yoth P!"#i!$e%t sessio%1
%he matters raised in the 2!outh Parliament session3 may relate to sub:ect of
welfare activities, defence, social reforms, economic development, communal
harmony, public health, education, internal security3 use of modern technology
etc. Special emphasis may lay on issues relating to human rights, he!#th !%)
e)c!tio%* A list of suggested topics on which items may be presented is at
A%%e4"e-A*
o direct or indirect remarks may be made in the speeches which may cast
aspersion on political parties or leaders$persons etc. and controversial topics based on
actual events of recent occurrence should be avoided. ;t would be desirable to take up
issues, based on hypothetical events for e4pounding upon the basic principles

evaluated by a panel of :udges consisting of

iiiB An academician of repute from a non0participating institution preferably
in consultation with Ministry of Parliamentary Affairs$+roup "oordinator.
8ased on this evaluation a merit list will be drawn to select the 2ationalWinner3. ;ndividual performances will also be evaluated and pries awarded to the
selected team members on the basis of their meritorious performance.

%he institutions participating at the ational level would be selected on the
basis of group0level competitions among the various institutions.
7%he group0level competitions would be evaluated by a team consisting of0

ii) Grou# coordinator to be a##ointed by ,inistry of +arliamentary
ffairs from among the institutions not #artici#ating in that grou# for
evaluating the #erformance of the short sittings of 4outh +arliament
of all institutions in that Grou#% The Grou# Co-ordinator a##ointed by
the ,inistry of +arliamentary ffairs should ensure that the ,ember of
+arliament/'-,ember of +arliament arranged by the institution has
the 5no.ledge of both 2indi 6 'nglish language%
iii) An academician of repute from a non0participating educational institution to be
decided #referably in consultation .ith Grou# Coordinator%7

At the ational *evel the following would be awarded

A running shield will be awarded to the institution declared as first at theational level competition. ;f a particular institution wins the shield for three
consecutive years, the shield will be retained permanently by that institution.

iB %he institution declared as first in the ational level competition will be awarded
another trophy.
iiB 'ne trophy each will be awarded to the other institutions participating in the

ational level by virtue of their having secured first position in their
respective groups in the first stage group0levelB of the competition.

Pries and certificates will be awarded to students of each of the
participating institutions selected by the evaluating panel for their meritorious
performance. At the +roup *evel a ma4imum of si4 students would be selected
by the evaluating panel for the pries and certificates. At the ational *evel a
ma4imum of eight students would be selected by the evaluating panel for the
pries and certificates.
:); At the +roup *evel of the competition, besides a certificate to the co0
ordinator, a ma4imum of = Si4B students from among the members of the teamof each participating educational institution may be selected for award of
individual pries and certificates by this Ministry as under 0

0O1S AN0 0ON1T FOR THE PARTICIPANTS IN THE YOUTH PARLIAMENT
COMPETITIONS
1. %he institutions and students participating in the !outh Parliament "ompetitions
should bear in mind that this scheme is a uniEue one. ;t is aimed to make these
!outh Parliaments as the nurseries of future parliamentarians. ;f rightly implemented
and its organiers and imbued with a sense of duty and dedication, it is likely to pay
rich dividends in the shape of all round improvement in our national character and
outlook. %his aspect should always be kept in view while the institutions volunteer
themselves for participation in these competitions.
&. ;t should not be forgotten that democracy offers political methods by which every
citien has the opportunity of participating through discussion and debates in an
attempt to reach a voluntary agreement as to what should be done for the good of
the community as a whole. ;t precludes the method of arriving at a decision on
social policy in the streets as these are the ways of monocracy and not of
democracy. %hus the scheme of !outh Parliament would help to start a movement
amongst students to channelie their energy into healthy and constructive activities
so that they may become useful citiens of tomorrow.
(. %he sub:ect to be selected for discussions in these !outh Parliaments should be as
far as possible non0controversial. %hey should largely deal with the problems
confronting the educational institutions and their day to day problems. %he sub:ect
should relate to welfare activities, define of the country, social :ustice and social
reforms, economic development, communal harmony, discipline, health of the
students, >uman 9ights etc.
. %wo most important parts of the list of business of a 2!outh Parliament3 are the

names to their parties and personalities. %hey should not give any impression that
they have any leanings or bias for or against any political party or philosophy.
=. ;t would be in the interest of the participating institutions if they were to have their
own IPermanent !outh ParliamentsJ which should serve as the Idebating societiesJ
for promoting debating talents in their students. %hus, at the time of selecting the
names of participants they can draw upon the talent from these IParliamentsJ.
?. %he participants should show utmost respect to the "hair. %hey should abide by the
decisions of the "hair and should have faith in his impartiality and :udgement.
@. -very member while coming to the >ouse for its sitting should bow to the "hair and
similarly while leaving the "hamber bow to the "hair.
D. %he members should not say or do anything on the floor of the >ouse that is not
warranted by rules of procedures or by the ruling or precedence or by the accepted
and established customs and conventions of the >ouse.
16. %here should be no discussion on sensitive policy matters affecting the relations of
our country with foreign friendly +overnments or which will prove embarrassing for
the country and its present day +overnment.
11. A member should never cross the floor while the >ouse is sitting i.e. he should
never pass between the "hair and any member who is speaking. Fiolation of this
rule is regarded as a breach of Parliamentary etiEuette.
1&. Members should not sit with their backs to the "hair. When a member wants to
speak he should raise hands to attract the attention of the "hair. o member should
speak unless he or she has 2"aught3 the eye of the Speaker and has been permitted
by the "hair by name or by a sign, to speak.
1(. -very member should resume his seat as the Speaker rises to speak or calls out
Iorder0orderJ and also when any other member is in possession of the floor. %wo or
more members should not keep standing at the same time.--
1. o member should rise or leave the >ouse when the Speaker is addressing the
>ouse. I%he Speaker is always to be heard in silenceJ.
15. o member should read out a written speech. >owever, a member may feel free to
consult his notes whenever he losses track of his prepared speech or te4t.

1=. Personal references by way of imputations or Euestions against the bonafides of any
member should not be resorted to. A member must not address individual members
of the >ouse. >e should always address the "hair and make all remarks to other
members through the "hair.
1?. Members should not distribute within the precincts of the >ouse or inside the
legislature Euestionnaires or pamphlets not connected with the business of the
>ouse.
1@. %he member during participation in the discussion can use either -nglish or >indi.
>owever, if a member wants to speak in any other language, he is supposed to do
so with the permission of the Speaker, but before speaking he is supposed to furnish
in advance a copy of the translation of his speech.
1D. ;n short all participants in these !outh Parliaments should so conduct themselves as
to inspire respect for Parliament and Parliamentary ;nstitutions.
