Consideration of bills and authorization to pay bills in the amount of $551,444.87 and payroll paid in June in the amount of $1,447,789.79 for a total of $1,999,234.66.

IX. A. Consent Agenda
1. The Minnesota Department of Education (MDE) requires that school districts, charter schools or other organizations annually designate an Identified Official with Authority to comply with State Access Control Security Standard 1.0 which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority will assign job duties and authorize external user’s access to MDE secure systems for their local education agency (LEA) or organization. Approve David Bottem to act as the Identified Official with Authority for the Barnum School District.
2. Approve our Minnesota School Boards Association membership and policy renewal service for fiscal year 2018-2019. FY18 cost was $4,483; FY19 cost is $4,510.
3. Approve the official depositories for District funds for the 2018-2019 school year as follows: Northview Bank, Barnum Branch, and Minnesota Trust.
4. Approve the Moose Lake Star Gazette as the official newspaper.
5. Approve authority for the Superintendent and the Business Manager to:
Use the School Board Chair, Clerk and Treasurer’s electronic and stamped signatures.
Make electronic fund transfers to designated depositories.
Invest School District funds.
6. Approve the reinstatement of the Building secretaries previously placed on seasonal layoff as per the approved schedule.
7. Approve the 2018-2019 Property and Liability Insurance quote from Reliable
Insurance Agency of $96,875.48. Last years cost was $106,177.81. 8. Approve the resignation of Gary Timm, Bus Driver, effective June 4, 2018. 9. Approve a $50 donation from Members Cooperative Credit Union and $250 from
the Barnum Area Community Club for Trap Shooting. 10. Approve the $32,978.00 quote from Johnson Controls, Inc. to provide air
conditioning to three Elementary classrooms. 11. Approve the unpaid Leave Request from Allan Lund, Paraprofessional, effective
January 2, 2019, through the end of the 2018-2019 school year. 12. Approve the Resolution Relating to the Election of School Board Members and
Calling the School District General Election. (Attachment E)

B. Items for Individual Action and Discussion
1. Consider the 2018-2019 regular monthly School Board meeting days, time and place as follows: the first and third Tuesday of each month at 6:30 p.m. in the Board Room, Barnum High School, 3675 County Road 140, Barnum, Minnesota.
2. Consider the 2018-2019 Participation and Admission Fees as recommended by
the Activities Director. Fees remain the same as 2017-2018. (Attachment F)
3. Consider hiring Lori Koski, Vocal Music Teacher, effective August 28, 2018.
4. Review Board Vision for the 2017-2019 School Years. (Attachment G)
5. Consider the August 7, 2018, School Board agenda.
6. Superintendent Evaluation – At this time a motion, second, and majority vote is necessary to close the Board meeting. (MS.13D.05 Subd. 3)

Approval of Minutes: Motion by Poirier, seconded by Peterson and unanimously carried to approve the Minutes of the Regular Meeting of the School Board, May 15, 2018. Chairperson’s Announcements:
A. Good Things Happening
1. Congratulations to our State Track competitors: Lexi Bonneville - 7th in Discus; Reese Miletich
- 11th in 100 Meter Dash; Sam Goodwin - 11th in Discus and 16th in Shot Put. 2. Congratulations to Brandon Calverley, who advanced to the State Golf Meet. 3. Congratulations to Barnum High School junior, Jessica Schatz, who was crowned Miss Barnum
during Barnum Spring Fever Days.
B. Public Participation: 1. Several students spoke to Trap Shooting. 2. An individual spoke to District policies. Treasurer’s Report: Motion by Poirier, seconded by Fetters and unanimously carried to approve the Treasurer’s Report as of May 31, 2018. Payment of Bills: Motion by Poirier, seconded by Unkelhaeuser and unanimously carried to approve the payment of bills in the amount of $170,370.20 and payroll paid in May in the amount of $568,866.44 for a total of $739,236.64.

Wire Transfer: Motion by Fetters, seconded by Peterson and unanimously carried to approve the wire transfer of funds in the amount of $1,407,000.00. Reports: A. Superintendent

3. Approve the resignation of Megan Erickson, School Age Care Assistant, effective June 2, 2018.

14. Approve the 2018-2019 contract with Arrowhead Regional Computer Consortium at a cost of $40,294.34. The cost for 2017-2018 was $40,525.81.
15. Approve the non-renewal of Brendalyn Hall, Paraprofessional, effective June 1, 2018.
16. Approve the non-renewal of Sirena Sweere, Paraprofessional, effective June 1, 2018.
17. Approve the 2018 Lead in Water Written Compliance Plan, facilitated by MacNeil Environmental, Inc. The District will test all drinking water sources in 2018. (Attachment G)
18. Approve the annual membership to Minnesota Rural Education Association, MREA. Cost for the 2018-2019 school year is $1,898.
19. Approve the Long Term Facilities Maintenance Expenditure Budget for FY 2019 – FY 2028.
20. Approve the resignation/retirement of Lori Koski, Music Teacher, effective June 6, 2018.
21. Approve the Notice of Filing Dates for General Election to the School Board, Independent School District No. 91. (Attachment H)
22. Approve the FY19 School Calendar with changes to January dates. Items for Individual Action and Discussion:
1. Motion by Fetters, seconded by Poirier and unanimously carried to approve the hire of Breanna Hattenberger, Spanish Teacher, Long-Term Substitute, for the 2018-2019 school year.
2. Motion by Fetters, seconded by Poirier and unanimously carried to approve the hire of the
following Summer 2018 Early Childhood Special Education Team serving children under the age of 3 years:

Vitito, Elementary Principal, as recommended by the Search Committee, effective August 1, 2018.
7. Motion by Poirier, seconded by Coughlin and unanimously carried to approve leaving the
meal prices for 2018-2019 the same as the 2017-2018 prices. 8. Motion by Poirier, seconded by Fetters and carried to approve the Resolution Reauthorizing a
Previously Authorized Board Approved Referendum Authority. Those voting for: Coughlin, Fetters, Newman, Peterson, Unkelhaeuser. Those voting against: Poirier.

Ideas so far: Generation bus trips, reading program, tech & coffee, bean bag tournaments, Bingo/Pizza nights, pancake breakfast, crafts/snacks

Courtney introduced the Bike Safety training curriculum.

RESOLUTION RELATING TO THE ELECTION OF SCHOOL BOARD MEMBERS
AND CALLING THE SCHOOL DISTRICT GENERAL ELECTION
BE IT RESOLVED by the School Board of Independent School District No. 91, State of
Minnesota as follows:
1. It is necessary for the school district to hold its general election for the purpose of electing three (3)
school board members for terms of four (4) years each.
The clerk shall include on the ballot the names of the individuals who file or have filed affidavits of
candidacy during the period established for filing such affidavits, as though they had been included by
name in this resolution. The clerk shall not include on the ballot the names of individuals who file timely
affidavits of withdrawal in the manner specified by law.
2. The general election is hereby called and elected to be held in conjunction with the state general election
on Tuesday, the 6th day of November, 2018.
3. Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for this general election
are those polling places and precincts or parts of precincts located within the boundaries of the school
district and which have been established by the cities or towns located in whole or in part within the
school district. The voting hours at those polling places shall be the same as for the state general election.
4. The clerk is hereby authorized and directed to cause written notice of said general election to be provided
to the county auditor of each county in which the school district is located, in whole or in part, at least
seventy-four (74) days before the date of said election. The notice shall include the date of said general
election and the office or offices to be voted on at said general election.
The clerk is hereby authorized and directed to cause notice of said general election to be posted at the
administrative offices of the school district at least ten (10) days before the date of said general election.
The clerk is hereby authorized and directed to cause a sample ballot to be posted at the administrative
offices of the school district at least four (4) days before the date of said general election and to cause two
sample ballots to be posted in each polling place on election day. The sample ballot shall not be printed
on the same color paper as the official ballot. The sample ballot for a polling place must reflect the
offices, candidates and rotation sequence on the ballots used in that polling place.
The clerk is hereby authorized and directed to cause notice of said general election to be published in the
official newspaper of the school district for two (2) consecutive weeks with the last publication being at
least one (1) week before the date of said election.
The notice of election so posted and published shall state the offices to be filled set forth in the form of
ballot below, and shall include information concerning each established precinct and polling place.
The clerk is authorized and directed to cause the rules and instructions for use of the optical scan voting
system to be posted in each polling place on election day.
5. The clerk is authorized and directed to acquire and distribute such election materials as may be necessary
for the proper conduct of this election, and generally to cooperate with election authorities conducting
other elections on that date. The clerk and members of the administration are authorized and directed to
take such actions as may be necessary to coordinate this election with those other elections, including
entering into agreements or understandings with appropriate election officials regarding preparation and
distribution of ballots, election administration and cost sharing.
6. The clerk is further authorized and directed to cause or to cooperate with the proper election officials to
cause ballots to be prepared for use at said election in substantially the following form, with such changes
in form, color and instructions as may be necessary to accommodate an optical scan voting system.

Optical scan ballots must be printed in black ink on white material, except that marks to be read by the
automatic tabulating equipment may be printed in another color ink. The name of the precinct and
machine-readable identification must be printed on each ballot. Voting instructions must be printed at the
top of the ballot on each side that includes ballot information. The instructions must include an illustration
of the proper mark to be used to indicate a vote. Lines for initials of at least two election judges must be
printed on one side of the ballot so that the judges’ initials are visible when the ballots are enclosed in a
secrecy sleeve.
7. The name of each candidate for office at this election shall be rotated with the names of the other
candidates for the same office in the manner specified in Minnesota law.
8. The individuals designated as judges for the state general election shall act as election judges for this
election at the various polling places and shall conduct said election in the manner described by law. The

for canvass in the manner provided for other school district elections. The general election must be

BARNUM SCHOOL VISION
The Barnum School District will provide a personalized learning environment utilizing the best
teaching practices to insure a productive citizenry, which values a lifelong celebration of
learning.
School Board Goals for 2017 – 2019
1. The Barnum School Board supports staff development/collaboration of best practices
through Professional Learning Communities and the Northeast Area School Consortium,
to enhance student learning.
2. The Barnum School Board supports the growth of digital learning through a robust digital
infrastructure, Schoology, and the ongoing 1:1 initiative, kindergarten through twelfth
grade, to meet the diverse needs of all learners.
3. The Barnum School Board supports offering students multiple and diverse learning opportunities. These opportunities include the fine arts, co-curricular activities, and enhanced academic offerings, which promote life skills.
4. The Barnum School Board will demonstrate fiscal responsibility by maintaining a minimum
unassigned general fund balance of two to four months of expenses.
5. The Barnum School Board supports the maintenance of and improvements to the
District’s buildings and grounds to enhance learning, working, and community pride.
