ITEM 1- Call to Order Chairman Sheehy called to order the April 27, 2011 meeting of the South Central Regional Council of Governments at 10:00 A.M. Self introductions of SCRCOG officials and guests then took place. Because Roy Piper had to leave early, with the Chairman’s permission, he presented his DEMHS Region 2 Report (Agenda Item #13) at this earlier point in the agenda. ITEM 2 – Presentation- Carla Roehrich Carla, Roehrich, Coordinator of the SOAR Program at Gateway Community College, made a presentation on new “green jobs” educational programs being offered by Gateway. These new programs include Alternative Energy Transportation Technology, Clean Water Management and Solar Technology. ITEM 3– SCRCOG Minutes of March 23, 2011 Board Secretary, Mayor John Picard noted that the SCRCOG Minutes were on pages 3 -5 in the agenda packet. A motion to adopt the SCRCOG Minutes of March 23, 2011, as presented, was offered by Mayor Picard and seconded by First Selectman Mazza. Upon unanimous vote, the motion passed. ITEM 4 - Treasurer’s Report for the Month Ending March 31, 2011 SCRCOG Treasurer, Mayor Capone, presented the Treasurer’s Report, which was on pages 6 and 7 of the agenda packet. She advised the officials that SCRCOG has assets $667,545 in cash and investments, with another $114,000 due from the State Department of Transportation. Eight months through the year, expenses are in line with our fiscal year budget. A motion by Mayor Capone, and seconded by Mayor Picard, was offered to adopt the Treasurer’s Report for the month ending March 31, 2011. With no further discussion, the motion passed by unanimous vote. ITEM 5-Transportation Committee Report Mayor Dickinson, Chairman of the Transportation Committee, reported that the Committee recommended approval of TIP Amendment Fifteen at its April 13, 2011 meeting. The amendment is detailed on pages 8-15 of the agenda packet. The resolution is on pages 14 and 15 of the agenda packet. Mayor Dickinson moved approval of TIP Amendment Fifteen. Mayor DeStefano seconded the motion, and it passed unanimously. Mayor Dickinson presented a Resolution recommended for approval by the Transportation Committee to Approve Section 5310 Program Priorities found on pages 16 and 17. Mayor Dickinson moved for approval, First Selectman Zeoli seconded, and the resolution was approved unanimously. Mayor Dickinson presented two resolutions that had been recommended for approval by the Transportation Committee. The Resolution on Ozone Air Quality Conformity is on pages 18 and 19 of the agenda packet. The Resolution on PM 2.5 Air Quality Conformity is on pages 20 and 21 of the agenda packet. Mayor Dickinson moved for approval of both resolutions. First Selectman Mazza seconded, and both resolutions passed unanimously. Mayor Dickinson presented a Resolution to Approve the Long Range Transportation Plan 2011-2040, which had been recommended for approval by the Transportation Committee, and is found on pages 22 and 23 of the agenda packet. Mayor Dickinson noted a minor revision in wording which he put forth as an amendment. The amendment is to page 65 of the Long Range Plan and adds the words: “The aforementioned projects are not a complete list of projects and priorities of concern to the Region. The Region continually reviews the regional priorities for transportation improvements. It is clear that there is not sufficient funding for all identified needs. Regional priorities may not always align with CDOT priorities and the Region will work to advance its priorities from the projects noted in the plan.” First Selectman McPherson seconded the amendment, which passed unanimously. Mayor Dickinson then moved for approval of the Plan as amended, First Selectman Freda seconded, and the approval was passed unanimously. Mayor Dickinson presented a final resolution that had been recommended for approval by the Transportation Committee which amended the 2012 UPWP. The resolution is found on page 24 of the agenda packet. Mayor Dickinson moved for approval of the resolution, First Selectman Sheehy seconded, and the motion passed unanimously. ITEM 6- Budget Revision #1 Re FY 2010-2011 SCRCOG Budget The details of the budget provision are shown on page 26 of the agenda packet. The resolution is found on page 27 of the agenda packet. First Selectmen Sheehy moved the amendment, Mayor Picard seconded the motion, and it passed unanimously. ITEM 7- Resolution Authorizing Executive Director to Sign Sustainable Communities Planning Grant Memorandum of Agreement The resolution is contained on page 28 of the agenda packet. The draft memorandum of agreement is included as pages 29 through 38 of the agenda packet. Mayor DeStefano moved to approve the resolution. First Selectmen Sheehy seconded the motion, which was approved unanimously.

ITEM 8- Proposal for Funding ROOF Regional Foreclosure Prevention Project The proposal is detailed on page 39 of the agenda packet. The funding for the project was contained in Item 6- Budget Revision #1, which was recommended by the Executive Committee and approved by the SCRCOG Board at this meeting. ITEM 9- Presentation of FY 2011-12 SCRCOG Budget and Work Plan Executive Director Amento reviewed the proposed Work Plan for FY 2011-2012, which is shown on pages 42 and 43 of the agenda packet. He also reported that the Executive Committee recommended the approval of the proposed FY 2011-12 SCRCOG Budget with the exception that the Executive Director and staff members’ salaries shall remain at the same level as they are in the current year’s budget. Mayor Capone moved to approve the FY 2011-2012 SCRCOG Budget with the same exception noted by the Executive Committee. Mayor Dickinson seconded the motion. All were in favor, except that Mayor Dickinson noted his objection to the reimbursement of staff cell phone data plans contained in the budget. ITEM 10- Legislative Reports Executive Director Amento distributed and reviewed a report of pending bills before the state General Assembly. Mayor Dickinson raised concerns regarding a pending bill at the General Assembly dealing with emergency responder training that would shift the cost of such training to municipalities. Lou Mangini, Legislative Aide to Congresswoman Rosa DeLauro, reported that the federal government is gearing up for battles over the 2012-13 FY federal budget, and the need to increase the federal debt ceiling. Connecticut DOT is actively pursuing a share of the $2.4 billion High Speed Passenger Rail funds rejected by Florida. ITEM 11- SCRCOG Executive Director Report Executive Director Amento’s report is on pages 49 and 50 of the agenda packet. It updated the members on the status of the HUD Sustainable Communities Regional Planning Grant, the FEMA hazard Mitigation grant, staff changes, a proposed new position approved by the Executive Committee, the auditor RFP, the status of Shoreline East Projects, the Regions as Partners legislative forum, and an upcoming re-appointment to the Tweed Airport Board. Page 51contained a spreadsheet showing which members had responded to the Collective Bargaining and Regional Initiatives surveys. ITEM 12-REX Development Executive Director’s Report Ginny Kozlowski’s Executive Director’s Report is found on pages 52 and 53 of the agenda packet. ITEM 13- DEMHS Report Roy Piper gave his report immediately after the Call to order because he had to leave early. ITEM 14- Regional Planning Commission Report The Action Tables for March are on pages 54 and 55 of the agenda packet. ITEM 15- Regional Cooperation/ Other Business First Selectman McPherson requested any examples or assistance that other members could provide of an Anti-Blight Ordinance. Mayor DeStefano and Mayor Picard requested a report from SCRCOG staff at the next meeting regarding the distribution of the increased hotel tax, the increased sales tax and the new car rental tax. Mayor Picard requested support for the Heart Walk at Savin Rock on May 21st. ITEM 16- Adjournment Mayor Picard moved to adjourn the meeting. Resolution Fiscal Year 2010-Fiscal Year 2013 Transportation Improvement Program Amendment Sixteen Whereas: U.S. Department of Transportation “Metropolitan Planning Regulations” (23 CFR 450)

prescribe that each metropolitan planning organization maintain a financially constrained multi-modal transportation improvement program consistent with a State Implementation Plan for Air Quality (SIP) conforming to both U.S. Environmental Protection Administration-established air quality guidelines and SIP-established mobile source emissions budgets; and

Whereas: The Council, per 23 CFR 450.324 and in cooperation with the Connecticut Department of

Transportation (ConnDOT) and public transit operators and relying upon financial constraints offered by ConnDOT, adopted a Fiscal Year 2010-Fiscal Year 2013 Transportation Improvement Program on October 28, 2009, after finding the Program conforming per U.S. Environmental Protection Administration (U.S. EPA) final conformity rule (40 CFR 51 and 93) and relevant Connecticut Department of Transportation air quality conformity determinations: Air Quality Conformity Reports: Fiscal Year 2010-2013 Transportation Improvement Program and the Region’s Long-Range Transportation Plans—2011 to 2040, (April, 2011)); and

Whereas: The Council, on October 28, 2009, indicated that periodic Program adjustment or amendment

was possible; and Whereas: Projects referenced in the Program amendment (below) are consistent with the region’s long-

range transportation plan (South Central Regional Long Range Transportation Plan—2011 to 2040, (April, 2011); and

Whereas: Council Public Participation Guidelines: Transportation Planning have been observed during

the development of the proposed Program amendment (below); and Whereas: By agreement between the Council and the Connecticut Department of Transportation, public

involvement activities carried out by the South Central Regional Council of Governments in response to U.S. Department of Transportation metropolitan planning requirements are intended to satisfy the requirements associated with development of a Statewide Transportation Improvement Program and/or its amendment; and

Whereas: Council of Governments’ review of transportation goals, projects and opportunities may result

in further adjustment or amendment of the Program.

 Brownfield Projects • Moving forward on the Goodrich/Daisy Street Project – Preparing RFP for remediation  • 195 Front Street, New Haven – has been withdrawn • Atlantic Wire property purchased by private developer in Branford – will be submitting 

application for Brownfield Assessment Funding • Petroleum Grants – Identifying possible petroleum sites eligible for EPA Assessment funding 

in the region  

Business Development • Update on the EDD application – REX can expect to have is Economic Development 

Designation by the end of June.  The region can expect to start to receive basic funding from EDA in October 2011. 

• Participating in the Medical Devices and Manufacturing Trade Show – June 7 – June 11.  There are two leads identified to date that are considering expansion to the Northeast including Connecticut. 

• Continued efforts on air service development for Tweed Airport – continuing to outreach to business to increase use of the airport 

• The annual update for the region’s Comprehensive Economic Development Strategy is complete and ready for approval by the REX, COG and RLC Boards for the June 30, 2011 submission deadline. 

• Hosted Amazon Paint, a paint recycling company, looking to open a latex recycling facility in Connecticut.   There is current legislation pending that would permit this process to happen in Connecticut.

Legislation • Bill No. 5782 had been jointly approved by the Planning and Development Committee is no 

longer an active Bill.  The 2% of the hotel occupancy tax from this Bill has been partially directed to the general fund and the remaining 1% has been directed to a new account, Municipal Revenue Sharing Account.  The MRSA funds will be used to make the municipalities whole that lost tax reimbursement for MM&E.  The remaining funds in the MRSA will be distributed to municipalities on a per capita basis.

Comprehensive Economic Development Strategy (CEDS) Annual Update (2011)

The following pages represent the annual update of projects (pages 21-29) and goals and objectives (pages 37-40) of the Comprehensive Economic Development Strategy (CEDS). The current five-year CEDS was created by the region in 2008 and approved by the United States Economic Development Administration. The EDA requires an annual update to be submitted by each region with an approved CEDS. Before submitting the CEDS to EDA, it is required to obtain approval from the Regional Economic Development Organization (REX), COG and the RLC. The following represents the process for developing the annual update. Process:

• Each municipality and regional entity was notified by email and individual meetings were set up in order to discuss any modification to projects from the 2010 project list or any new projects that they might want to be added to the 2011 project list (pages 21-29) update.

• Through this process, a new evaluation scoring system (pages 30-35) which prioritizes the projects that are “ready to go” was established by the Strategic Planning Committee. This priority score (column 2) given to each project will identify priority projects for the region, based on priority investments of the EDA as well as priority investments of the South Central Connecticut Region.

• Going forward, and also established as a new requirement by the Strategic Planning Committee, the region will hold quarterly project roundtables. These roundtables will give each municipality and regional entity the opportunity to present projects to the roundtable that they feel are “ready to go.” If the committee feels the project is “ready to go”, established by the criteria scoring system sheet (on page 36), the project will then be given a priority score and either moved from the “in planning” stage (if an existing project) or directly placed in the “ready to go” category (if a new project). This process will allow funding entities (both state and federal) to see the priorities of the region as well as the projects that are ready to seek funding opportunities.

• In addition to the Project List, the Goals and Objectives, or tasks established in the 2008 five-year CEDS, were updated (pages 37-40). These pages show the progress that has been achieved over the past year, in terms of tasks identified, and who is responsible for achieving those tasks.

Milford By resolution, the RPC has determined that the proposed Zoning Regulation Amendments do not appear to cause any negative inter-municipal impacts to the Towns of the South Central Region. There may be adverse impacts to the habitat or ecosystem of the Long Island Sound unless the necessary environmental protection measures for the use are established, implemented and enforced.

2.2 4/13/11 Town of Madison: Proposed Zone Boundary Change Amendment to rezone a residence R-2 District to a Commercial Zone

Guilford By resolution, the RPC has determined that the proposed Zone Boundary Change Application does not appear to cause any negative inter-municipal impacts to the Towns of the South Central Region. There may be adverse impacts to the habitat or ecosystem of the Long Island Sound due to the potential increase in the intensity of development permitted on the site with the zone change from a Residence District to a Commercial District.

2.5 Town of Woodbridge: Small Cities Community Development Block Grant Application for ADA improvements to the Old Fire House and Center Buildings

By resolution, the RPC recommends that the Department of Community and Economic Development award a grant for ADA improvements to the Old Fire House and the Center Building in the Town. The application is consistent with the Regional Plan of Conservation and Development, as it promotes adaptive reuse and significantly increases the accessibility of the buildings in the Town’s central campus.
