Activities and Accomplishments A. Activities and Accomplishments

A. Capacity Development In this section, please outline the Centre’s capacity development activities such as regular, collaborative, customized and in-country training courses, seminars, workshops, symposiums and conferences organized and conducted from the period of July 2012 to June 2013.

The title of the training is Indonesian Language for Foreign Learners which emphasis on building basic communication skills. The training is collaboration between the Centre and the Education Attaché of the Indonesian Embassy in Beijing, the People’s Republic of China. The event took place from 20 to 27 May 2013 at Guangxi Normal University, Guilin. A number of 54 students participated in the training and they concluded the training by performing a traditional drama entitled “Ande-Ande Lumut”.

Number of customized training course conducted

1 Training on the Development of Video Learning Model for Indonesian Language as a Foreign Language was carried out on 21 - 26 June 2013 in Pramesthi Hotel, Bogor, West Java. Language and multimedia experts assisted 20 participants in developing five scripts/scenarios for A1 level of CEFR standard. The participants also had chance to practice doing short videos using such themes as self-introduction, self-identity, self-description, occupation, and family.

In line with the Centre’s goals in providing the needs of the quality improvement for language teachers, three workshops were mainly focused on the development of learning materials for Indonesian Language for Foreign Learners (ILFL) to be utilized on ICT scheme. Two workshops concerned with the preparation of survey on needs analysis for MTB MLE program development in the provinces of West Java and Yogyakarta. The two workshops highlighted the findings from the instruments’ tryout (November 2012) and building survey’s scenario (June 2013).

Number of international symposium conducted

The Centre organized its 3rd AISOFOLL (Annual International Symposium on Foreign Language Learning) on 30 October - 2 November 2012 in Mega Anggrek Hotel, Jakarta and the theme discussed was “Exploring Issues on Foreign Language Learning and Teaching in Southeast Asia Region”. 80 participants and 36 speakers from Indonesia, Southeast Asian countries and beyond were present at the symposium. Five keynote speakers represented The Japan Foundation Language Institute; School of Education, Flinders University – Australia; Language Centre of University of Brunei Darussalam; Singapore Centre for Chinese Language; Department of Linguistic and Literary Studies, Technical University of Darmstadt – Germany.

Language for Foreign Learners (ILFL)

These three programs are relevant to the strategic themes 1 and 2: regional leadership and international visibility; program excellence and dynamism. According to SEAQIL, the programs accommodate the demand of continuous learning community that SEAMEO is practicing. Two of the programs on ILFL include the preservation and/or promotion of culture which nonetheless, is inseparable in language learning. The ICT medium applied in the learning process, likewise, is one of the ways to facilitate the interested learners in faraway places. In addition, the symposium serves as a melting pot for regional and international language educators to share their best practices and discuss the possibilities of finding new strategies to attract more people concern with the importance of language education in SEA region.

B. Research and Development In this Section, please outline the Research and Development activities conducted and completed by the SEAMEO Centre from the period of July 2012 to June 2013. These activities include study visits, analyses, assessments, monitoring and surveys done by the Centre.

Prior to do the survey on MTB MLE program development in August 2013, the Centre tried-out the needs analysis instruments in Bandung regency, West Java on 11 – 14 November 2012. It aimed to seek the readability of the instruments which intended to such respondents as supervisors, school heads, teachers, and students of elementary level, parents as well as officials at educational offices. From this tryout, the Centre obtained input to revise the instruments; among others, they should be more specific on the questions concerning the use of mother tongue to assist elementary school students in learning.

Number of study visits completed 2 Some institutions in Japan and Australia became the target of benchmarking in the fields of research, evaluation/assessment, education management and teacher training for foreign languages. The study visit was completed in November 2012. Three staffs went to Japan and visited Tokyo University of Foreign Studies (TUFS) and University of Tsukuba (i.e. CRICED and Foreign Language Centre=FLC). They learned about various kinds of researches that CRICED conducted in collaboration with many institutions outside Japan. Associate Professor Masami Isoda and Assistant Professor Sarawut Jakpeng and Kayo Kato warmly greeted and received the staff in their office. Likewise, researches to support the improvement of foreign language teaching methods and materials were also discussed by the Centre staffs and the director of FLC: Emi Hamana, PhD and her colleagues. At TUFS, the Centre staffs were received by Professor Dr Yuji Kawaguchi and Asako Yoshitomi where they had a chance to converse about the cultural studies offered by the university. The Institute of Languages, University of New South Wales and the Faculty of Education and Social Work, University of Sydney in Australia were the objects of visit of two Centre staffs. The main points of their visit rested on gathering information on language education evaluation, education management, and professional

development activities for language teachers. By and large, the Centre staffs could also observe the facilities owned by those institutions visited.

Number of analysis completed 1 In August 2012, the Centre carried out an analysis of Research Grants that were distributed in FY 2011/2012. There were 18 proposals received by the Centre and only four of them were worth awarded the fund. Nevertheless, for the purpose of seeking programs’ direction, the Centre analyzed all proposals and came up with mapped themes, namely ICT for foreign language learning, cross cultural understanding, strategies/techniques in foreign language teaching, Indonesian Language for Foreign Learners (ILFL), and development and use of Mother Tongue to preserve regional culture.

Planning 2011-2020 are catered for. 1. Workshop on Photography Aligned with the theme Internal Capacity Building, the Centre

conducted a workshop on photography to improve the staff competence in creating documentation especially photographs. This kind of documentation is important for archiving Centre’s activities.

2. Workshop on The Development of Centre Documents (Job Description and Standard Operating Procedure)

There are two kinds of documents that are indispensable for an organization; they are job descriptions and standard operating procedure (SOP). The Centre developed job descriptions to ensure its staff can fulfill the tasks properly. As for SOP, it is hoped that the document will trigger the staff to work effectively and eventually impacted in higher quality working performance which is necessary for the Centre to support SEAMEO to be a leading organization in 2020.

3. Social Gathering - Outbound

Aiming to create closeness and cooperation among the staff, a social gathering that also focused on outbound games is carried out for three days, 4 – 6 December 2012 in Sukabumi, West Java.
