7.7.4 Unfinished Gypsum Wallboard.

7.7.4.1

Homes shipped with unfinished gypsum wallboard and/or ceiling shall be finished on site.

7.7.4.2

The interior finishes shall have the following maximum flame spread index values measured in accordancewith ASTM E84, Standard Test Method for Surface Burning Characteristics of Building Materials, or withANSI/UL 723, Standard for Test for Surface Burning Characteristics of Building Materials.

(1) Ceilings — 75

(2) Walls — 75

(3) General — 200

(4) Adjacent to cooking range — 50

(5) Adjacent to or enclosing a furnace or water heater — 25

7.7.4.3 Interior finishes that comply with the requirements in this section when tested to NFPA 286 shall bepermitted to be used for all the applications in 7.7.4.2.

(1) During the 40 kW exposure, flames shall not spread to the ceiling.

(2) The flame shall not spread to the outer extremity of the sample on any wall or ceiling.

(3) Flashover, as described in NFPA 286, shall not occur.

(4) The peak heat release rate throughout the test shall not exceed 800 kW.

Also, add NFPA 286, Standard Methods of Fire Tests for Evaluating Contribution of Wall and CeilingInterior Finish to Room Fire Growth (2015), into chapter 2 in the section on referenced NFPA standards.

Statement of Problem and Substantiation for Public Comment

This change does not introduce any new materials or any new requirements. It helps in that it allows an alternate approach to testing for existing materials but no material is required to be tested in a different way.

All codes (including the Life Safety Code, NFPA 101, the NFPA building code,NFPA 5000, and the equivalent ICC codes) recognize that testing to NFPA 286 (a room-corner test) is equivalent (or even superior) to testing to ASTM E84 or UL 723 when addressing interior finish materials. All codes recognize that a material tested to NFPA 286 and complying with the criteria shown is equivalent (or better) than a material with a flame spread index of 25 in ASTM E84 or UL 723. In fact a number of interior finish materials are not permitted to be tested to ASTM E84 (or UL 723) but are only allowed to be tested to NFPA 286 because it is more appropriate. Therefore some interior finish materials have already been tested to NFPA 286 and therefore do not need to be tested again to ASTM E84 (see Chapter 10 of NFPA 101 or of NFPA 5000).

This information is already included in NFPA 501 and this simply provides correlation.

Statement of Problem and Substantiation for Public Comment

As written, Item 3 does not read well with the charging statement. It should be a sentence on its own. Also, it is clear that this section, which is needed, is trying to follow the format of the provisions for smoke alarms and CO detection. This Public Comment suggests to change the wording because it is easier to read.
