Second Quarter 2019 Social Weather Survey:

Fewer witness-reports of election irregularities in 2019

• Fewer complaints of voting-related problems, except long lines and

violence in voting centers

• “It is my duty as a Filipino to vote” still the top meaning of Election Day

Social Weather Stations

The Second Quarter 2019 Social Weather Survey, conducted from June 22-26, 2019, found

fewer Filipino voters saying they personally witnessed, or have knowledge about, certain types of

election irregularities, specifically, a) vote-buying, b) harassment of voters, c) flying voters, d)

cheating in the counting of votes, including “dagdag-bawas”, e) bribing not to vote, and f) use of

violence on election day.

Compared to June 2016, the proportion of those who personally witnessed vote-buying fell

from 19% to 10%. At the same time, those who read or heard about it from reliable sources fell

from 23% to 15% [Charts 1 and 2].

Those who personally witnessed harassment of voters fell slightly from 4% in 2016 to 2%

in 2019. Those who read or heard about it fell from 9% in 2016 to 4% in 2019 [Chart 3].

Those who personally witnessed flying voters also fell slightly from 4% in 2016 to 2% in

2019. Those who read or heard about it fell slightly from 7% in 2016 to 4% in 2019 [Chart 4].

Those who personally witnessed cheating in the counting of votes fell slightly from 3% in

2016 to 1% in 2019. Those who read or heard about it fell from 11% in 2016 to 3% in 2019

[Chart 5].

Those who personally witnessed bribing not to vote fell from 5% in 2016 to 1% in 2019.

Those who read or heard about it fell from 11% in 2016 to 4% in 2019 [Chart 6].

Those who personally witnessed violence on election day fell slightly from 3% in 2016 to

1% in 2019. Those who read or heard about it fell from 6% in 2016 to 1% in 2019 [Chart 7].

Fewer complaints of voting-related problems, except long lines and violence in voting centers

To the question, “What are the problems you encountered which pertains to voting in the

last May 2019 elections?”, the June 2019 survey found 53% answering very long lines, followed by

the Vote Counting Machine (VCM) malfunctioned (16%), the VCM did not read the ballot (4%),

there was violence in the voting center (3%), and did not see their names in the voters’ list (3%).

One percent specified other problems [Chart 8].

The remaining 35% say they did not encounter any problem, and 1% did not give an answer.

Respondents were allowed to choose more than one answer from a set of pre-listed voting-related

problems in the questionnaire.

Compared to June 2016, there are fewer complaints about the VCM malfunctioned, down

from 20%, the VCM did not read the ballot, down slightly from 5%, and missing names in the

voters’ list, down from 7%.

Also, those who did not encounter any problem are up from 23% in 2016.

However, there are slightly more complaints about very long lines, up slightly from 51% in

2016, and violence in the voting center, up slightly from 1% in 2016.

“It is my duty as a Filipino to vote” remains the top meaning of Election Day

On the meaning of Election Day, the June 2019 survey found 88% saying It is my duty as a

Filipino to vote, down slightly from 90% in June 2013 [Table 1].

Distantly following the top answer are: Elections are a good way of making the government

responsive to the people at 39%, unchanged from 2013; I have a pretty good understanding of the

political issues that confront our society at 16%, down from 22% in 2013; I vote for the candidates

that my Barangay supports at 15%, similar to 14% in 2013; and I vote because I benefit personally

at 12%, similar to 11% in 2013.

Obtaining single-digit score are I have doubts that my vote really matters at 8%, down from

12% in 2013, and I vote because other people will know if I did not vote at 6%, down from 10% in

2013.

Witness-reports of vote-buying, harassment, and flying voters are highest in Mindanao

The proportion of those who have personally witnessed vote-buying is highest in Mindanao

at 26%, followed by the Visayas at 9%, Metro Manila at 6%, and Balance Luzon at 3%. Also, those

who read or heard about it from reliable sources are highest in the Visayas at 23%, followed by

Metro Manila at 17%, Mindanao at 15%, and Balance Luzon at 11% [Chart 9].

Those who personally witnessed harassment of voters are highest in Mindanao at 3%,

followed by Metro Manila and the Visayas, both at 2%, and Balance Luzon at 1%. Those who read

or heard about it are highest in the Visayas at 6%, followed by Mindanao at 5%, Metro Manila at

2%, and Balance Luzon at 2% [Chart 10].

Those who personally witnessed flying voters are highest in Mindanao at 3%, followed by

Metro Manila and the Visayas, both at 2%, and Balance Luzon at 1%. Those who heard or read

about it are highest in Metro Manila and the Visayas, both at 5%, followed by Balance Luzon and

Mindanao, both at 3% [Chart 11].

The proportion of those who personally witnessed cheating in the counting of votes is at 1%

in Metro Manila, the Visayas, and Mindanao, and at 0.4% in Balance Luzon. Those who heard or

read about it are highest in Metro Manila at 7%, followed by Mindanao at 4%, the Visayas at 3%,

and Balance Luzon at 2% [Chart 12].

Those who personally witnessed bribing not to vote are highest in Metro Manila and the

Visayas, both at 2%, followed by Balance Luzon and Mindanao, both at 0.4%. Those who heard or

read about it are highest in Metro Manila at 10%, followed by Mindanao at 5%, the Visayas at 4%,

and Balance Luzon at 3% [Chart 13].

The proportion of those who personally witnessed violence on election day is at 1% in the

Visayas and Mindanao. None of the samples in Metro Manila and Balance Luzon reported seeing it.

Those who heard or read about it are highest in Mindanao at 3%, followed by Metro Manila at 2%,

and Balance Luzon and the Visayas, both at 1% [Chart 14].

Long queue is top complaint in all areas

The proportion of those who complained about very long lines during the May 2019

elections is highest in Mindanao at 61%, followed by Balance Luzon at 56%, Visayas at 47%, and

Metro Manila at 39% [Table 2].

Those who complained that the VCM malfunctioned are highest in Mindanao at 22%,

followed by Balance Luzon at 15%, Metro Manila at 13%, and Visayas at 11%.

The proportion of those who complained that the VCM did not read my ballot is highest in

Mindanao at 6%, followed by Metro Manila at 5%, Balance Luzon at 3%, and Visayas at 3%.

Those who complained of violence in the voting center are highest in Mindanao at 7%,

followed by Visayas at 5%, and Metro Manila at 1%. None of the sample in Balance Luzon

complained about violence in the voting center.

Those who did not see their names in the voters' list are highest in Metro Manila at 6%,

followed by Mindanao at 4%, Balance Luzon at 2%, and Visayas at 1%.

The proportion of those who did not encounter any voting-related problem during the May

2019 elections is highest in Metro Manila at 47%, followed by the Visayas at 40%, Balance Luzon

at 31%, and Mindanao at 30%.

Voting as a duty of being a Filipino is the top sentiment in all areas, highest in Mindanao

The proportion of those who say It is my duty as Filipino to vote is highest in Mindanao at

92%, followed by the Visayas at 89%, Balance Luzon at 86%, and Metro Manila at 85% [Table 3].

Elections are a good way of making the government responsive to the people is the second

most common meaning given to election day in all areas: it is highest in Balance Luzon at 46%,

followed by Mindanao at 37%, Metro Manila at 32%, and the Visayas at 32%.

I have a pretty good understanding of the political issues that confront our society is the

third most common answer in Metro Manila (28%) and Balance Luzon (15%).

Meanwhile, I vote for the candidates that my Barangay supports is the third most common

answer in Mindanao (19%).

In the Visayas, I have a pretty good understanding of the political issues that confront our

society and I vote for the candidates that my Barangay supports are equally the third most common

answer, both at 20%.

Survey background

The June 2019 Social Weather Survey was conducted from June 22-26, 2019 using face-to-

face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila,

Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages,

and ±6% each for Metro Manila, Balance Luzon, the Visayas, and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population

projections for 2019 to obtain the national estimates.

The Social Weather Survey items about the election irregularities and voting-related

problems encountered during the May 2019 elections, and the meaning of Election Day, are non-

commissioned. They are included on SWS's own initiative and released as a public service.
