The “Other 50%”

Women have unique power bases, networks, and lines of influence within the cross-sections of their communities.

Yet, the female perspective and influence are often under-represented in planning and executing decision-making.

Recognizing and understanding women’s role as sympathizers or support to combatants has been elusive to those

developing effective political and conflict strategies. Despite both passive and active involvement, women are often the

last to be included within the counter-terror and security dialogue, opportunity is lost in fulfilling campaign objectives

meant to have positive impact. HGI with our highly skilled members and innovative solutions aims to improve on the

lack of consideration of the role of women, not only within high risk conflict and grey zones but within the planning of

missions, allocation of funding, and development of overall counter terrorism strategy.

The “Other 50%” refers to a unique information gathering and analysis mechanism that capitalizes on nuanced and

perspective through a different lens. On the continuum of time this solution focuses primarily left of crisis or at phase

zero. The voice and perspective of the other side of the equation can have game-changing impact on policies and

actions. In the context of a counter terrorism strategy, western society sees these women and girls as passive victims,

however what goes unrecognized is their role as active participants. This lack of understanding has been deceptive to

those developing effective counter strategies, often missing the role women play in support of and within insurgency

and terrorist organizations. In addition, their direct role as combatants is often over looked. This has significant risk

to those developing mission sets of countering insurgency as the intelligence provided can often be incomplete. An

inability to know the enemy equates to an inability to effectively subdue and defeat the enemy. A strategy to counter

this threat should include an understanding of the complete environment, a full and concise picture of the environment.
