Ownership by private company (IPP) with finance composition(International investment vary between 49-70% and national invesment vary between 30-51%):
1. Government through PT. PLN Persero about 10-15%2. National private investment about 20-36% (G to B to B) or (B to B) 3. Foreign private investment about 49-70%.
Ownership by public company with finance composition(government responsibility 51% minimum and commercial loan 49% maximum):
1. Government through PT. PLN Persero about 15-20% 2. Government loan about 36-80% (G to G) 3. Commercial loan (local/international) 49% max. (B to B).

Romania actual case in 2007:2x720 MWe NPP Project using IPP scheme (CANDU-700 Cervamoda unit 3 dan unit 4). Total invesment needed about EUR 2,2 milyard. Resulted lower generation cost about 2.8-3.2 centsEUR/kWh.
Influence of oil price increasing in 2008:Akan mempengaruhi kenaikan biaya material dan konstruksi PLTN. Sehingga diperkirakan generation cost untuk nuklir akan menjadi sekitar 5-6 cent US$/kWh. Masih bernilai ekonomis untuk harga jual listrik sekitar tahun 2018.
