For entire people to participatein democratic transition

“Emergence of a peaceful, modern and

developed democratic nation with flourish-

ing discipline” is the goal of the nation as well

as the strong desire of the entire people.

Now, the government is laying infrastruc-

tures in various sectors for building a demo-

cratic nation. The State constitution will be

drafted with the fundamental principles and

detailed basic principles the National Con-

vention has adopted.

The government, the people and the

Tatmadaw are working hard in harmony to

achieve the national goal. However, western

media are making attempts in collusion to

destabilize the nation, while the anti-govern-

ment groups are instigating unrest and pro-

tests.

Recently, protests took place in some

townships at the instigation of internal and

external destructive elements. In conse-

quence, the majority of the people who fa-

vour stability and peace were shocked and

frightened, and the demonstrations had ad-

verse effects on the businesses of the people.

So, the entire people are to be convinced of

the fact that the acts of certain neo-colonialist

countries are designed to disrupt stability of

the State and community peace, and all need

to crush all such acts.

The elements who are not happy with

stability, peace and progress of the nation are

creating problems and committing destruc-

tive acts, so the entire people are to partici-

pate with Union Spirit in the process of trans-

forming the nation into a democratic one.

BBC’s Andy Kershaw getssuspended jail term

LONDON, 10 Oct—BBCradio world musicpresenter Andy Kershawwas given a suspended

prison sentence onTuesday for breaching arestraining order thatbanned him from appro-

aching his former partner. Kershaw, 48, was jailed

for three months, sus-pended for 18 months,after admitting the offenceat the Isle of Man Courtsof Justice, a court officialsaid.

He also received a 16-month driving ban afterpleading guilty to drinkdriving on the island inAugust.

US top court will not hearappeal in CIA torture caseWASHINGTON, 10 Oct—A German

citizen who claimed he was kidnapped,imprisoned and tortured by the CIA losthis appeal on Tuesday when the SupremeCourt refused to review a decisiondismissing the case because it wouldexpose state secrets. Attorneys for Khaledel-Masri, a German of Lebanese descent,argued in the high court appeal that hislawsuit did not depend on the disclosureof state secrets and that it should beallowed to go forward in US court.

His case has drawn worldwide attentionto the CIA’s extraordinary renditionprogramme, in which terrorism suspectsare sent from one foreign nation to anotherfor interrogation. Human rights groupshave strongly criticized the programme.

Masri’s case sparked outrage inGermany and prompted a parliamentary

inquiry to find out what authorities mighthave known about US renditions.

Masri’s attorneys from the AmericanCivil Liberties Union challenged whatthey called the Bush Administration’sincreased invoking of national securitysecrets to prevent any judicial inquiry intoserious allegations of misconduct.

The administration also has assertedthe so-called state secrets privilege in aneffort to dismiss the lawsuits over thewarrantless domestic spying programmethat Bush created after the 11 Septemberattacks.

Masri’s lawsuit, which sought damagesof at least 75,000 US dollars, was broughtagainst former CIA Director George Tenet,three private aviation companies and 20unnamed employees of the CIA and thecompanies.— MNA/Reuters

Two killed in shootingnear Los Angeles

LOS ANGELES, 10 Oct—An unidentified gunman opened fire at a tyre shop onTuesday morning, killing two people and wounding two others, police said.

The shooting occurred in Simi Valley, about 35 miles (57.6 kilometres)northwest of Los Angeles, police said.

Upon receiving reports of the shooting, police rushed to the scene and found thevictims, two dead on the spot and the two others critically wounded.

The survivors were hospitalized in critical condition, according to police. A manhunt has been launched to catch the gunman whose motive of the killing

Carter says Bush administration“does torture” prisoners

WASHINGTION, 11 Oct— The Bush Admini-stration does tortureprisoners in violation ofinternational law, formerpresident Jimmy Cartersaid Wednesday.

President George WBush recently defendedhis administration’stechniques used tointerrogate terror suspects,insisting that “thisgovernment does nottorture people”.

However, Carterdisagreed with Bush in aninterview with CNN.

“That’s not anaccurate statement if youuse the internationalnorms of torture as hasalways been honored —certainly in the last 60

years since the UniversalDeclaration of HumanRights was promulgated,”he said.

Responding to theremarks, a senior WhiteHouse official said, “Ourposition is clear. We don’ttorture.”

The official added,“It’s just sad to hear aformer president speaklike that.”

In the interview,Carter also criticized someof the 2008 Republicanpresidential candidates,calling former New Yorkmayor Rudy Giuliani“foolish” for hiscontention the UnitedStates should be open touse force on Iran.

“I hope that he doesn’t

become president and tryto impose his convictionthat we need to go to warwith Iran,” Carter said.

BAGHDAD, 10 Oct—TheIraqi Government wantsUS security firm Black-water to pay 8 million USdollars in compensation toeach of the families of 17people killed in a shootinglast month, a seniorgovernment source said onTuesday.

The source said thefigure was roughly in linewith compensation paidby the Libyan Govern-ment to the families of the270 people killed in the1988 Lockerbie airlinebombing over Scotland.

“We want them to payeight million US dollarsfor each family,” thesource told Reuters. “Thesame level as the

compensation for theLockerbie victims.”

Blackwater, which hasa US State Departmentcontract to protect itsdiplomats in Baghdad, hasbeen told of the demand,the source said.

It was unclear whatBlackwater’s responsewas and the NorthCarolina-based firm didnot immediately respondto e-mailed questions fromReuters. In Washington,State Department spokes-man Sean McCormackdeclined comment on howmuch compensation itscontractor had been askedto pay for the 16 Septem-ber shootings.

“Obviously, the issue of

what some refer to asbereavement payments —or a number of differentnames for them — is anissue of some sensitivitythat we are taking a lookat,” McCormack toldreporters.

“It is an issue thatcommonly turns up whenyou have security in-cidents in which there is aloss of life. As with otherprevious incidents throug-hout Iraq, civilian ormilitary, we are taking alook at the issue.”

There are four separateinvestigations into Black-water’s actions in Iraq andMcCormack cautionedpeople about “jumping toconclusions” on the

private security con-tractor’s conduct.

Far more often, he saidthere was a loss ofinnocent life from theactions of al-Qaeda andother extremist groups inIraq than securitycontractors working forthe US Government.

Denmark will not further boost Afghan troopsCOPENHAGEN, 10 Oct—Denmark has

no plans to further boost the number oftroops it has in Afghanistan as part ofthe International Security AssistanceForce, Danish Prime Minister AndersFogh Rasmussen said on Monday.

Denmark has about 400 troops inAfghanistan and plans to increase thenumber to about 550 this month.

“No, we have no further plans now wehave decided to increase the number oftroops in the Helmand Province, whichbrings Denmark among the top fivecountries per capita in Afghanistan,”Rasmussen told a news conference aftera meeting with NATO General-

Secretary Jaap de Hoop Scheffer.“We urge all partners in NATO to

provide a sufficient number of troops forthis very important NATO militaryoperation.”

Last month, de Hoop Schefferexpressed disappointment that some ofthe 26 allies were not sending troops tofight the Taleban in the more dangeroussouthern provinces.

Germany in particular has beenresisting pressure from the United Statesand other NATO countries to allow its3,000 soldiers in Afghanistan to operateoutside of the more stable north.

CHICAGO, 10 Oct—Donated blood quicklyloses some of its life-saving properties as animportant gas dissipates,US researchers said onMonday, in a finding thatexplains why manypatients fare poorly afterblood transfusions.

Researchers at DukeUniversity MedicalCentre in Durham, North

Carolina, have found thatnitric oxide in red bloodcells is the key totransferring oxygen in theblood to tissues.

This gas appears tobreak down almostimmediately after redblood cells leave the body,rendering much of theblood stored in bloodbanks impaired, said DrJonathan Stamler, a Dukeresearcher whose workappears in the Proceedingsof the National Academyof Sciences.

“This is not a new is-sue. It has been a longstruggle,” he said.

My six-year-old first standard student daughter

and eight-year-old third standard student son always

use these expressions every time they say hello and

goodbye, while talking to me on phone. I taught them

to say so every time they say hello and goodbye while

they are talking to me on phone. “What is your duty,

my kids?” I ask them. They said, “Our duties are to

be clever and polite, to listen to the parents and

elder persons, and to try in our studies”. I have not

only designated their duties but also explained my

duties—to earn money in an honest way, and to try

my best to fulfil all the basic needs of my family.

I am preparing myself to nurture them by

designating their duties in proportion to their ages

when my daughter goes to middle school and my son,

to the high school, and to explain my duties to them.

Mine is a middle-class family. My family has set

up a goal and all family members believe that the

achievement of our common goal depends on how

much each of the family member is dutiful. We are

firmly determined to pursue the goal as we are

convinced.

The memories of my childhood are still with me.

Both of my parents were State service personnel.

Among the three children, I am the second. When my

elder sister passed matriculation exam and joined

university, my parents had to make a lot of sacrifices

so that we could have a good education. At that time,

I was in the tenth standard. My parents’ pat expression

was “You can inherit nothing but education from

us, so you have to try hard in your studies”. However,

we are not in a position to pursue education in

comfort. My sister had a very tight budget in Mandalay

University. I could not attend any private tuition, so

I paid careful attention to everything the teachers said

in the class. Our concept is that despite our parents’

tight budget we never demand them for what we

want. We understand genuine goodwill of our

parents and present conditions of our family, and

we do our bit in the attempts to reach the goal of

our family.

Due to a lot of sacrifices our parents made, we

have got our degrees. Our parents often said, “Your

standard must be at least one step higher than

ours. If so, ours is an improving family. We must

be dutiful.” Our parents have been dutiful with

benevolence towards us to achieve the most

appropriate family goal that reflects the present

conditions of the family, while we are taking the path

they paved and had been dutiful. So, our hard work

and tenacity are very rewarding now. Our living

standard is higher than our parents’, as they aspired.

So, they are very pleased with our achievement, and

our family can lead a peaceful life.

Let’s have a look at the present Union of

Myanmar or the family of various national races.

If the government is regarded as parents, we,

national brethren, can be called its children. Our

family consists of various national races who are

united and harmonious. So, the family has a

peaceful life. The family of national races has gone

down in the annals of the nation’s history as the

family that has gained a large number of historic

events, and overcome a variety of difficulties

through tenacity throughout the successive

periods.

Let’s have a look at thepresent Union of Myanmar orthe family of various nationalraces. If the government isregarded as parents, we,national brethren, can becalled its children. Now, the government has laid down the

goal of the family of national races “emergence ofa peaceful, modern and developed democraticnation with flourishing discipline” that is in

conformity with the prevailing conditions of the

nation. It has designated the State’s seven-step

Road Map as the path on which national races have

to march forward to achieve the national goal. It has

also laid down Our Three Main National Causes the

family of national races has to uphold steadfastly

and has been implementing 12 objectives that serve

as basic foundations. Due to the leadership rolethe government is playing and harmonious andactive participation of the entire people, thenation has enjoyed all-round development invarious sectors. That is one of the tangible results.

It is known to all that despite varioushardships and difficulties, the government isstriving its utmost for the emergence of a peaceful,modern, developed discipline-flourishingdemocratic nation. Therefore, all our people alsohave the duty to take part in their respective rolesin nation-building tasks. We must completelyavoid any acts that lead to the disintegration ofthe Union and disloyalty to the State throughoutside instigation or on our own.

Our country, the Union of Myanmar, has

successfully completed the National Convention,

the first of the seven-step Road Map. According to

the principles the NC has adopted, a constitution

with fundamental rights will emerge for the people

and legislative, executive and judicial powers will

be bestowed on the national races. Besides the

existing seven states, Wa, Danu, Palaung, PaO,

Kokang and Naga nationals will have self-

administered division or zones.

Moreover, according to the principles, the

ethnic groups who cannot have self-administered

division or zones shall be entitled to enjoy other

democratic rights. The national races representing

more than 0.1 percent of the nation’s population will

have a representative in the Legislative Hluttaw of

the State/ Division concerned and that representative

will become a cabinet member of the State / Division

concerned. Again, that minister shall be entitled to

deal with the legislative and executive affairs on

behalf of the national people. Likewise, the ethnic

group with a population of more than 10000 will

have the right to participate in the legislative and

executive affairs of the self-administered division or

zone concerned.

The forthcoming constitution will also

guarantee the rights in religious and social sectors

that are as good as those of other democracies.

It is found that the constitution that will

emerge based on the fundamental principles and

detailed basic principles the NC has laid down

conforms with Myanmar’s prevailing conditions

and it is the best and the most suitable one for our

nation. These principles were unanimously laid

down and approved by all the delegates of every

township including those of the national race armed

organizations which have returned to the legal

fold.

These days, mass rallies are being heldall over the nation to support the NationalConvention and the upcoming constitution. Withfarsighted view, I believe that the mass ralliesare reinforcing the endeavours of ourgovernment for the emergence of a peaceful,modern, developed discipline-flourishingdemocratic nation. I praise the people for theirduty-consciousness.

As I have mentioned, thanks to our

dutifulness and encouragment to the efforts of our

parents, the dream of our family has come true and

we are now living in peace and unity.

I still remember reciting the four oathsat school when we were schoolboys: ‘Weourselves shall try to be good and dutiful’; “Weshall try for our class to be good’; ‘We shall tryfor our school to be good’; and ‘We shall try forour country to be good’. Students must try fortheir school to be good. The people must try fortheir country to be good. This is actually animpetus to further strengthen our nationalisticspirit.

The goal of building a future nation isnot too distant. To reach the goal we all nationalbrethren shall have to be dutiful.

When I was about to finish this article, the

phone was ringing. “Hello! Speaking. Hello, Dad?”

She’s my daughter. She said, ‘We must be dutiful.’

Sixteen doctorate de-gree holders, 55 masters de-gree holders, 597 graduates,21 diploma holders andthose with vast experiencewere among these del-egates.

At the NationalConvention such principlesas every part of the nationare not allowed to cede fromthe nation, the State shallnot nationalize the privateproperty and foreign troopswill never be allowed to bestationed in the countrywere laid down and it suc-cessfully concluded on 3

September, 2007. Alto-gether 47 national race del-egates from Mon State at-

tended the National Con-vention.

Due to instigationmade by neo-colonialistsand destructive elementswithin and without thecountry among monks, in-stability broke out in someparts of the country. But,the government has han-dled these incidents system-atically and thus, the situa-tion have returned to nor-malcy.

The real desire ofthe people is stability andpeace and opposition toviolent unrest. The instiga-tion of neo-colonialists andviolent protest caused anxi-ety among people that theremay be instability in thestate, economic downturnand harmful to Sasana.

Therefore, the en-tire people of Mon Statestrongly denounce the pro-

test, he said.He continued that

the goal of a peaceful, mod-ern and developed, disci-pline flourishing demo-cratic nation is within reach.

According to the1947 constitution, there

were four states inMyanmar. In the 1974constitution, there wereseven sates and sevendivisions. According tothe fundamentalprinciples and detailedbasic principles laid downat the NationalConstitution, there will beseven States, sevenRegions, one self-administered division forWa nationals, five self-

administered zones forNaga, Danu, PaO,Palaung and Kokangnationals.

In the forthcomingconstitution States andRegions are allowed toshare executive power,administrative power andjudicial power.

The forthcomingconstitution guaranteesthat all national races willhave equal rights.Therefore, on behalf ofthe people in Mon State,we support the NationalConvention and theforthcoming constitution.

If aconstitution is written inhaste and carelessly, andwithout discussion, therewill be mistakes in aconstitution as the 1947constitution that couldlead to disintegration ofthe national unity.

Regarding therights for women, thebasic principles laiddown at the NationalConvention guaranteethat women and menhave equal rights andsalary in same jobs;women, children andpregnant women haveequal rights and theState forbids the slaveryand trafficking inpersons.

The forthcomingconstitution gives equalopportunities for womenso that they can serve theinterests of the country.

Therefore, wesupport the NationalConvention which washeld to lay down the basicprinciples for writing theconstitution for the futurenation.

Member of Mon StateMCWSC Daw Lay MoeThu disclosed that thereare 264,279 members inMon State Maternal ChildWelfare Association. Theassociation is caring forthe mothers and childrenwho will take respon-sibility for the futurenation. The fundamentalprinciples and detailed

basic principles were laiddown by the NationalConvention.

In building a newdemocratic state in accordwith the seven-step RoadMap, tasks ondevelopment of humanresources, provision ofeducation and health carefor the people andpromotion of nationaleducation are constantlybeing carried out. There are six fundamental principles on economy inthe basic principles laid down by the National Convention.These principles are drafted for the long-term interests ofthe entire people. The principles will practically contributeto basic interests of the citizens. Therefore, we endorsedthe National Convention and the forthcomingconstitution.

Neo-colonialists and theirlackeys are still committing destructive acts throughvarious ways and means to break up the peaceful andstable country. BBC, VOA, RFA and DVB arestimulating the monks and the people to cause unrestin the country with groundless accusations. All theentire national people want peace and stability but notof protests. Therefore, on behalf of the entire nationalpeople, we together with all the people in Mon Statestrongly oppose the recent protests and absolutelysupport the successfully-finished National Conventionand upcoming State Constitution.

It isknown to all that recent protests are due to instigation ofNeo-colonialists and internal renegades. Both we andthe people do not want such protests. If such protestsoccurred, we would stand up for the people and fightagainst these. Tatmadaw never turned a blind eye tonational interests. War veterans and the national peopleimbued with Union spirit will work together. Therefore,seven-step Road Map of the State will surely be realized.

The National Convention has laid down six basicprinciples for Tatmadaw role. Tatmadaw discharged dutiesto perpetuate sovereignty and independence, strengthennational consolidation and safeguard lives and property ofthe entire national people in successive Myanmar eras.

Tatmadawmen always stood up for their State andpeople regardless of their lives, blood and sweat. Despitethe retirement from the military service, the war veteransare forever prepared to be engaged in the State’s affairs.

Therefore I absolutely support the already-finishedNational Convention and upcoming State Constitution.

Next, the chairman of the mass rally sought approvalof those present and they unanimously support the NationalConvention and the State Constitution.

The objective of Myanmar is to establish an

agro-based industrialized country. It can be said

that establishment of an industrialized nation is

not far at the present time. The government is

making efforts for development of industries and

is paving the way for the progress of industrial

sector and it is making arrangements for turning

out technicians.

Myanmar is rich in industrial raw material

crops and natural resources and human resources

have increased year after year. Based on rich

resources scattered industries have been relocated

in industrial zones.

With the establishment of state-owned

and private factories and workshops industries

in the country have improved. On 18 March,

2007, Tawwin plastic woven bag factory

(Kyaukse) was opened and new industrial zone

(Pyay) was established after private industries

in Bago Division were concentrated.

Altogether 22 industrial zones have been

establishment due to the government’s

encouragement. About 10,000 workshops are in

operation in the zones. Spare parts, which were

imported in the past, can be manufactured in

the zones. Now the country can manufacture

import-substitute industrial products.

There were over 10,000 industries in the

past. The number of private workshops and

factories increased up to 40,000. Therefore

30,000 more workshops and factories increased.

Moreover, over 8,000 cottage industries fulfill

the requirements of the people.

There were 624 state-owned factories and

now there are over 800. A total of 176 factories

increased. With the assistance of the government

there will be job opportunities and the industrial

sector will flourish soon.

Planets and much on them, includinghumans, come from dust — mostly fromdying stars. But where did the dust thathelped form those early stars come from?

A NASA telescope may have spottedone of the answers. It’s in the wind burstingout of super-massive black holes.

The Spitzer Space Telescopeidentified large quantities of freshly madespace dust in a quasar about 8 billionlight years from here.

Astronomers used the telescope tobreak down the wavelengths of light inthe quasar to figure out what was in thespace dust. They found signs of glass,sand, crystal, marble, rubies andsapphires, said Ciska Markwick-Kemperof the University of Manchester inEngland. She is the lead author of astudy that will be published later thismonth in Astrophysical Journal Letters.

Dunga tells Brazil toconcentrate on football

The move, heavilychampioned by Europeangoverning body (UEFA)president Michel Platini,was confirmed during thefirst meeting of FIFA'snew Strategic Committee,chaired by Platini in Zu-rich on Tuesday.

A FIFA spokesmansaid the precise role ofthe two extra officials,including their generalpositioning, would bedetermined in the run-upto the competition.

FIFA had already an-nounced that it would usethe tournament to con-tinue tests on goal-linetechnology developed byball manufacturer adidas,using a chip in the match

ball to determine whethershots had crossed the line.

The International Foot-ball Association Board(IFAB), which governs thelaws of football, gave pro-visional backing to the useof goal-line technologyduring a meeting in March.

IFAB insisted that thetechnology had to be in-stantaneous and 100 percent accurate with deci-sions transmitted only tothe match officials.

Tuesday's StrategicCommittee meeting alsoinvolved talks on disputedissues, including the fu-ture look of the interna-tional match calendar and

the row over compensat-ing clubs whose playerswere injured on interna-tional duty.

The committee said ithad agreed to set up work-ing groups to discuss bothissues. In a statement re-leased after the meeting,FIFA said there were "se-rious concerns" regardingthe issue of third-partyownership of players

“The FIFA administra-tion is working on a sim-ple and effective solu-tion... that will be submit-ted to the world govern-ing body’s legal commit-tee,” it added.

LONDON, 10 Oct— Former European championsBayern Munich and Red Star Belgrade came out to-gether in the draw for the group stages of the UEFA Cupon Tuesday.

ZURICH, 10 Oct —FIFA’s newly formed Eth-ics Committee is to begiven a role in futureWorld Cup bidding pro-cedures, according to astatement by the commit-tee's chairman SebastianCoe. Following a meetingwith FIFA president SeppBlatter in Zurich on Tues-day, Coe said the commit-tee would “discuss its rolein the bidding process forthe 2018 FIFA WorldCup” when it holds its firstworking meeting in De-cember.

The statement, pub-lished on FIFA’s web site(www.fifa.org), gave nofurther details as to the

precise role of the EthicsCommittee in the biddingprocess. No timeframe hasyet been set for the 2018World Cup bids withFIFA’s Executive Com-mittee yet to decide if itwill stick with its currentpractice of rotating WorldCups by continent.

Coe said the commit-tee would also take a deci-sion over “irregularities”in the selection of Kenyanmatch officials for FIFA’s2007 list of internationalreferees. The controver-sial settlement reachedwith former secretary gen-eral Urs Linsi will not beon the agenda however.

AL terms US Senate’s plan to divideIraq “aberrant”

CAIRO, 11 Oct — Arab League (AL) AssistantSecretary-General for Political Affairs Ahmed Bin Hellion Tuesday described the US Senate’s plan to divide Iraqinto three regions on ethnic and religious bases as“aberrant”.

Bin Helli told reporters that the plan would furthercomplicate an already bad situation in Iraq, said an ALstatement.

Bin Helli also noted that the upcoming meeting ofthe interior ministers of Iraq’s neighbouring countriesdue in Kuwait on 23 October would assert the necessityof preserving Iraq’s unity and territorial integrity.

He added that the Arab League will take part in theKuwait-hosted meeting, which will deal with means of

helping the Iraqi Government and people in the securitysphere and pave the way for a plenary meeting on Iraq, setfor Istanbul, Turkey from 30 October to 1 November.

The ministerial meeting of “Countries NeighbouringIraq” will bring together foreign ministers of Iraq’sneighbours, the G-8 members and the permanent membersof the UN Security Council, is a follow-up to theinternational conference on Iraq held in Egyptian Red Searesort of Sharm el-Sheikh in May, according to Bin Helli.

Bin Helli also said that the AL welcomed the recently-crafted agreement between the Supreme Iraqi IslamicCouncil and al-Sadr trend on the inviolability of the Iraqiblood.

The reason for therampage remained unclearbut Eugene Sanders, chiefexecutive officer of theCleveland public schools,said the boy was notsupposed to be in thebuilding Wednesday andlocal media reports said he
