The NSW Government is determined to ensure that people not only live longer than ever before; but live better than ever before.
The NSW Seniors Card program exists to help citizens live healthier, happier, more active and affordable lives and is a key priority under the NSW Ageing Strategy. Welcome to the 2019 NSW Seniors Card Directory
Welcome to the 2019 NSW Seniors Card Directory, your guide to thousands of discounts and special offers from participating businesses right across NSW.
In my role as Minister for Ageing, I am fortunate to meet and hear from thousands of seniors. Your wisdom and experience is inspiring and we must always work to support older people to live life to the full in our bustling communities.
As a government, we are working hard to ease cost of living pressures for our seniors, as well as deliver on our commitment to make the NSW Seniors Card program even better by increasing the number of businesses offering discounts, and providing greater value for Seniors Card holders in both metropolitan and regional NSW.
I have proudly announced a number of new deals and partnerships, and you can access these discounts and more through this directory and also at www.seniorscard.nsw.gov.au. In addition to the website, the NSW Seniors Card App allows users to access discounts on the go, and the NSW Seniors Card Facebook page provides information on upcoming events.
I also encourage you to take advantage of the NSW Government’s Cost of Living Service via Service NSW, which is designed to improve access to and awareness of Government rebates and refunds. You can access the service through a face-to-face interview at your local Service NSW Centre, via a simple online process or by phone by speaking directly to a Service NSW representative. About Seniors Card2019 will mark the 27th year of the NSW Seniors Card program. It continues to thrive, with over 1.6 million members and over 5,700 businesses offering special offers and discounts.
The Seniors Card program was established to encourage retired and semi-retired seniors in NSW to be active and healthy in all areas of their lives.
Who is eligible for a Seniors Card?Applicants must sign a statutory declaration that they are:
• 60 years of age or over,
• A permanent resident of NSW; and
• Working no more than 20 paid hours per week.
How to applyApplying for a Seniors Card has never been easier. Complete the application form which is available on the website www.seniorscard.nsw.gov.au or alternatively phone 13 77 88 to complete your application form over the phone with Service NSW.
How to use the directoryThe NSW Seniors Directory is a “go to” reference guide for seniors containing information on consumer rights, financial and legal issues.
It also features an array of discounts and offers from participating businesses exclusively for Seniors Card holders. There are five 2018 regional directories:
• Sydney & Surrounds
• Central Coast & Hunter
• Southern NSW
• Northern NSW
• Western NSW.
All five Seniors Directories can be picked up at participating Australia Post outlets, MP Offices, Councils and Libraries. PDF copies of the directories are also available online at www.seniorscard.nsw.gov.au.
Getting value from your cardThe best way to get value from your Seniors Card is to use the card as often as you can. Keep the Seniors Directory so that you can readily find all those local participating businesses that offer savings whenever and whatever you happen to be doing. You can also signup to our monthly eNewsletter EXTRA! at www.seniorscard.nsw.gov.au to receive information about the latest offers for seniors.
Seniors Card shopping tips• Look for ‘Seniors Card welcome here’ sign
(see below), which is displayed by many participating businesses.
• Ask for the normal quoted price before asking for the Seniors Card discount.
• Ask for the Seniors Card discount.
• Present your Seniors Card at the time of booking or prior to making a payment. Most participating businesses will not give a Seniors Card discount once a transaction or service has been completed.
• Shop around and compare prices before making a purchase – Seniors Card does not guarantee the best price. Your item may be cheaper elsewhere.
• If you shop at a participating business which does not display a “Seniors Card Welcome Here” feel free to suggest they contact Seniors Card. Seniors Card are happy to provide a sign free of charge, so that more seniors will be encouraged to make purchases.
• If you know of a business that’s keen to increase sales, encourage them to join the Seniors Card program as a participating business. Get them to call 13 77 88 or direct them to the Seniors Card website www.seniorscard.nsw.gov.au.

For the most up to date discount and offers please visit www.seniorscard.nsw.gov.au/discounts. Seniors Card discounts cannot be used in conjunction with any other offer (unless otherwise stated). The discounts listed in this directory apply only to Seniors Card members. They do not apply to family members or friends.
A participating business can withdraw from the program at any time and therefore is not required to provide a listed discount. If the offer continues to be listed on the Seniors Card website, then please call the Seniors Card information centre on 13 77 88 and advise them that the offer is no longer available. Seniors Card will then contact the participating business to ensure that listings are always kept up to date.

Knowing your rights and responsibilities when you rent can help you avoid or resolve issues you may have with other tenants, your landlord, real estate agent or neighbours.At the start of your tenancy, the landlord or agent must give you:
• a copy of the New tenant checklist which is also available from our website
• a copy of your lease (also called a tenancy agreement) with the rules for living in the rental home
• two copies of the property condition report for you to list any issues with the property, eg. repairs or missing fixtures. One copy must be returned back to the agent within 7 days of receiving it and you keep the other copy
• an invitation to lodge the bond using Rental Bonds Online (RBO). If you choose not to use RBO, the landlord or agent will give you a bond lodgement form for you to sign, so that it can be lodged with NSW Fair Trading
• a set of keys for every tenant named on the agreement for all locks on the property.
If you have any maintenance/repair requests, ensure they are put in writing and make sure you keep a copy. This is so a record is created of your requests.
Top tip: Read the contractBefore signing a tenancy agreement, read it thoroughly. This is a legally binding contract with no cooling-off period. If there is anything in the agreement that is not clear or you don’t understand, ask questions before you sign.

Moving into a strata unit Consumer information from NSW Fair Trading
Strata schemes are like small communities where neighbours can be in close proximity to each other with certain areas designated ‘common property’ for residents to share.Residents and their guests must observe community rules, called ‘by-laws’, which govern the activities of the strata community. For example, there may be by-laws about where you can park your car and hang your washing.
Unlike owning a freestanding house, a strata unit’s external walls, floor and roof are usually common property and do not belong to the lot owner. Refer to the registered strata plan to find out which parts of the unit are part of the ‘lot’ and which are common property.
Some features of living in a strata scheme are:
• if you own your unit, you are automatically a member of the owners corporation and can have a say in the decisions of the strata scheme
• you jointly own the ‘common property’ together with the rest of the owners corporation who are responsible for its maintenance and repair
• you share the costs of running the building by paying quarterly levies and building insurance
• you pay money into a capital fund, for future long term capital expenses such as replacing guttering
• by-laws, or community rules, may place restrictions on how you live in the building.
Window safety devices All strata buildings in NSW must be fitted with devices that enable the maximum window openings to be limited to 12.5cm. The laws apply to above ground floor windows within a child’s reach. Owners corporations face fines if they fail to comply.
Buying a strata propertyGetting a section 184 certificate from the strata committee or strata managing agent is very useful as it will give you key info about the scheme including names of committee members, managing agents, building managers and details of any outstanding levies.
Strata building bondsThis scheme began on 1 January 2018 and applies to residential or partially-residential strata properties of four or more storeys. Developers must lodge a building bond with NSW Fair Trading equal to 2% of the contract price for building work. The bond secures funds to pay for any defective building work identified in a final inspection report.
Resolving disputesThe first step towards resolving a problem is to try to talk to the other people involved. Buying or selling your home will probably be the most significant financial decision you will make in your life. Before you buy or sell take time to study the market, learn what your rights are and find a good agent you can trust.A property can be sold by a real estate agent or by the owner. It is highly recommended that you obtain professional advice from a solicitor or licensed conveyancer when preparing to sell or buy a property. They can help prepare key documents, explain and give legal advice on contracts, arrange payments and complete final checks before the property is settled.
Choosing a real estate agentIf you decide to use an agent to sell your home, talk to at least three agents before signing an agreement. It’s important that you assess the agent thoroughly and ensure they are licensed and covered by professional indemnity insurance.
As the commission rates and fees charged by agents are not set by law, it can pay to negotiate with your agent on commissions, fees and charges. Shop around and compare different agents’ prices, marketing plans and track records of sales in your suburb.

Top tip: it pays to inspectFor peace of mind before you purchase a property, it’s well worth arranging both a building and pest inspection. A building inspection will tell you about any significant problems with the building. A pest inspection will reveal if there are termites or other hidden pests that may be damaging the property. If you request a contract from the agent, they must let you know if any inspection reports have already been commissioned. You may be able to negotiate a cheaper price to repurchase one of these reports.

A retirement village is a residential complex mainly occupied by retirees over 55 years. Moving into a retirement village is an investment decision as well as lifestyle decision. Retirement villages are of various types and sizes, with different facilities, costs and legal arrangements. Villages may offer long or shorter term leases, strata ownership, or loan-licence arrangements (which gives the resident the ‘licence’ to occupy the unit after they pay an ingoing contribution to the village).When moving into a retirement village, you enter into a contract with the operator of the village to live in a property within the complex and potentially receive services.If you intend to move into a retirement village, discussing your plans with family, friends and advisors will help you to make an informed choice. Shop around, ask lots of questions and inspect a range of villages where you wish to live. Before signing any contract, carefully read all the documentation. It is highly recommended that you obtain professional advice from a solicitor with expertise in retirement village law to be clear about your rights and responsibilities from the start.

Comparing retirement villages Before you decide to move into a village, you must be given the following three documents to compare the villages’ costs and conditions:
• General inquiry document: when you make an initial village enquiry
• Disclosure statement: when you make an enquiry into a particular unit within a village, at least 14 days before entering into a village contract. The disclosure statement must contain the Standard fees and charges table that clearly sets out the costs associated with the unit
• Standard retirement village contract: at least 14 days before entering into a village contract.
Once you receive the documents, you also need to be given adequate time to consider them and seek advice.

Some 34,000 residents in NSW live in land lease communities, which include residential parks, caravan parks and manufactured home estates. In land lease communities, residents own their home, be it a caravan or manufactured home, but lease the land on which the home sits from the community operator. While set-up costs may be lower than buying a strata unit or a house, there are ongoing costs, such as site leasing fees, electricity, gas, sewerage and water charges.
The rights of residents in a land lease community will be different, depending on whether they are an owner, renter or long term casual occupant of a home in that community.
Before deciding to become a resident of a land lease community, it’s worth taking time to discuss your decision with family, friends and professional advisers who can help you make an informed choice. It’s important to inspect a range of communities where you wish to live and compare the services, facilities and financial arrangements.

Living in a boarding houseConsumer information from NSW Fair Trading
Boarding houses, or lodging houses, provide accommodation for a fee. Boarding house residents will often only have the right to occupy a private room, while sharing other facilities like the kitchen and bathroom.Boarding houses must be registered with Fair Trading. There are two types of ‘registrable’ boarding houses:
• General boarding houses These have five or more paying residents other than the manager or owner and their family. This accommodation does not include hotels, backpackers and aged care homes.
• Assisted boarding houses These accommodate two or more people with additional needs and are licensed by the NSW Department of Family and Community Services.

What are my rights?If you live in a registrable boarding house, you have a basic set of rights called occupancy principles, which include:
• receiving written receipts for payments and a written occupancy agreement (or contract)
• living in a house that is clean, secure and in a reasonable state of repair
• quiet enjoyment of the premises• being given 4 weeks written notice of
increases in the occupancy fee • being able to apply to the NSW Civil
and Administrative Tribunal (NCAT) to resolve disputes
• being given information about how and why your occupancy can be terminated, including how much notice you will receive
• not being evicted without reasonable written notice.
What is an occupancy agreement?An occupancy agreement is a written agreement between you and the boarding house operator. It details your rights and responsibilities and those of the operator. Even if there is no written occupancy agreement, your rights are still protected by law and you can enforce them. Always ask for a written agreement so you know your rights and responsibilities.

My shopping rights Consumer information from NSW Fair Trading
The Australian Consumer Law automatically guarantees your rights when you hire, lease or buy goods and services from Australian suppliers, importers or manufacturers. This includes your rights to repairs, replacements and refunds.
Consumer guaranteesBusinesses must guarantee that goods you buy:
• are safe, lasting and of acceptable quality• match the description, sample or
demonstration model• do all the things you would normally expect
them to do• are fit for the purpose the business told
you it would be fit for and for any purpose that you made known to the business before purchasing
• have spare parts and repair facilities available for a reasonable time after purchase.
Services should be:
• provided with acceptable care and skill or technical knowledge
• fit for purpose or give the results you and the business had agreed to
• delivered within a reasonable or agreed time.
If goods or services fail to meet any of these guarantees, you have rights against the seller and in some cases the manufacturer, to:
• a remedy such as a replacement, refund or repair
• cancel the service, or • receive compensation for damages and loss.
Refund, repair or exchangeYou may choose to get a refund or replacement if the item you bought has a major problem, such as:
• it is unsafe • it doesn’t do the job it is supposed to do
and can’t be easily fixed• it is significantly different to the sample or
description you saw• a problem that would prevent a person
buying it if they knew about the problem.
If a product has a minor fault and can be fixed, the seller may choose whether to offer a refund, repair or exchange.
You are not entitled to a refund, repair or exchange if you:
• change your mind or make a wrong decision (unless the shop has a generous returns policy)
• damage it by not following the instructions • use it incorrectly, or you knew about a fault
before buying it.

Being savvy about contracts, deposits, insurance, and only employing licensed builders and tradespeople can help you avoid costly renovation headaches.
Licensed builders and tradiesIn NSW, a tradesperson must be licensed for any home building work over $5,000 (labour and materials). Also, any electrical, plumbing, gasfitting, refrigeration or air conditioning work must be done by a tradesperson licensed for that type of work, regardless of the cost of the job.
Do a licence checkBefore you sign a contract or engage a tradesperson to build or renovate your home, ask for their licence number and check first that they hold the correct licence for the job. Visit our website or contact us to check a tradie’s licence. The licence check will show you background information about your choice of tradie.
In NSW, licensing gives you confidence that:
• you are dealing with a legitimate business• the tradesperson has the right qualifications
for the job• you will have consumer protection if
something goes wrong.
Top tipWhen renovating an older home, hazardous materials such as asbestos, lead in some paints, treated timber, volatile compounds and powdered materials may become exposed. Always seek expert advice about hazardous materials prior to commencing work.Such materials should only be inspected, handled and removed by a qualified professional.
Contracts, deposits and insuranceThe builder or tradesperson must give you a written contract for:
• jobs worth between $5,000 and $20,000. This ‘small job’ contract contains basic information, including a ‘quality of construction’ clause
• building jobs worth more than $20,000 must be covered by a more extensive home building contract. This contract includes a checklist of 14 items, a progress payment schedule, termination clause and the liability of the contractor if they fail to complete the work.
If the work is worth more than $5,000, your tradesperson is required to give you a copy of the Consumer Building Guide prior to signing a contract.
The maximum deposit a builder or tradesperson can ask you to pay is 10%. For jobs worth more than $20,000, they must also give you a certificate of insurance under the Home Building Compensation Fund before accepting any money, including a deposit, or starting any work.

The No Interest Loan Scheme (NILS) is a community managed microcredit state-wide program that provides people on low incomes with access to safe, fair and affordable credit. NSW Fair Trading supports community organisations operating the NILS with funding contributions for salaries and salary on-costs of employees to deliver NILS in NSW.
The fee-free and interest-free loans of up to $1,200 allow people on low incomes to purchase essential goods and services such as fridges, washing machines, furniture, essential educational equipment such as computers and text books and medical and dental services.
As loans are repaid over 12 to 18 months, the money is lent out again to other people in the community.
Loans cannot be used for cash, bond, rent arrears, debt consolidation, holidays or to pay bills.
EligibilityTo be eligible for NILS you must:
• have a health care card/pension card• reside at your current address for more
than 3 months and• show a willingness and capacity to
repay the loan.
The NILS is run by local community groups such as Neighbourhood Centres or charities.
Indira’s storyIndira´s washing machine broke down and couldn´t be repaired. She couldn´t afford a new one and had been doing all the family´s washing in the bath tub for a month, when a friend told her about NILS.
Indira and her NILS provider examined her budget and worked out a repayment plan for Indira. She chose a washing machine from a catalogue that was in the price range available under the NILS loan and the washing machine was delivered to her home.
Indira is close to making her final repayment and is very pleased with the way she was treated. She is thrilled that soon she will own the new washing machine as everything else she owns is second hand.

Knowing what to look for when buying and maintaining a car can save you thousands of dollars.
Buying from a licensed dealerThe advantages of buying a car from a licensed dealership is that the dealer can provide you with:
• a guarantee that no money is owed on the vehicle
• a 5,000 km or 3 month warranty (whichever occurs first) on a used vehicle less than 10 years old with under 160,000 km on the odometer
• a trade-in for your old vehicle• a test drive of a vehicle with the power
and features you want• finance and insurance options.
Buying privatelyBuying a vehicle privately can be risky and involves relying on your own judgement and knowledge.
Arrange for a licensed mechanic to inspect the vehicle to ensure that it is roadworthy. When you buy privately there are no statutory warranties if something goes wrong. It is also important to ensure that no money is owed on the vehicle. You can check this on the Personal Property Securities Register at www.ppsr.gov.au.
When negotiating with the seller ask for:
• the current certificate of registration• a Pink Slip no more than 42 days old• proof that the seller is the owner• the registration number, engine number
and the Vehicle Identification Number (VIN) or chassis number. Ensure the information shown in the paperwork matches what is on the actual car.
Buying from an auction A car bought by auction will not be covered by a statutory warranty or consumer guarantees if the auctioneer is selling the car on behalf of the owner. If the car is owned by the auctioneer, it will be covered by consumer guarantees. You can read more about buying from an auction on our website.
Car maintenance and repairsTo keep your motor vehicle in top condition and to avoid future expensive repairs, follow the maintenance schedule in the log book. For all repairs and maintenance, use a licensed mechanic/repairer. Under the law, a licensed tradesperson must provide repairs to an acceptable standard and if things go wrong, Fair Trading may be able to assist. When choosing a repairer:
• check they are licensed• get a written quote and a time estimate for
the work• ask to be contacted first to authorise any
additional work• request an itemised account and ask to see
the replaced parts after the repairs.

Scams are designed to trick you into giving away your money or stealing your personal details for identity fraud. The criminals who run these scams are imaginative and manipulative. They will appeal to your needs, fears and desires with schemes that appear to look like ‘the real thing’.
Many online scams originate overseas, which makes it virtually impossible to recover money paid.
Scammers are inventive and will try to reach you using mail, email, SMS, telephone or even by knocking on your door. Be wary of offers that arrive unexpectedly, promising prizes, money or a reward and urging quick action.
Protect yourself against scamsStop yourself from getting scammed by:
• not responding to offers, deals and requests for your personal details
• being wary of unsolicited emails, letters, house visits, phone calls or SMS. Delete and block suspicious emails. Hang up on unsolicited telephone callers and shut the door to salespeople who show up
• never sending money or giving your credit card details or personal details to anyone who makes unsolicited offers
• being aware of fake websites designed to look like genuine businesses, banks or authorities. Always type the address of a website you want and never select links contained in unsolicited emails
• do your own independent research and don’t rely on testimonials provided with offers.
Reporting scamsYou can report a scam that originated in NSW to Fair Trading by lodging a complaint online, calling us, or at Service NSW Centres.Report all other scams to SCAMwatch at www.scamwatch.gov.au.
CybercrimesReport all cybercrime, such as an online scam, hacking, fraud, identity theft or an attack on your computer, to the Australian Cybercrime Online Reporting Network (ACORN) at www.acorn.gov.au
Stop travelling con menTravelling con men, pretending to be legitimate tradespeople, move around the country putting pressure on homeowners to have work done on their house. These con men will offer to do work, ask for cash up-front and often take the money and run, leaving the job unfinished or poorly done. If you’re approached by con men, call the National Hotline on 1300 133 408.

Organising a funeral for a loved one can be a stressful time. The following steps outline the options involved in financing a funeral.First, check to see if the deceased left a will. The will may contain directions for funeral arrangements, such as which funeral director to use and the type of service. The executor of the estate is legally authorised to arrange the funeral for the deceased. If no will was left, then the next of kin, another family member or a friend can arrange the funeral.
Quotes and costsBy law, all NSW funeral directors must provide you with the following information before you enter into an agreement:
• a basic funeral notice if they ordinarily offer a basic funeral
• funeral goods and services to be supplied and an itemised cost of each, including GST, to allow you to compare services and prices
• disbursements for the burial or cremation and a reasonably good estimate of each.
If things go wrongIf you have a problem with a funeral director, first try to resolve it directly with them. If this is unsuccessful and the funeral director is a member of an association, the association may have a complaints resolution procedure which can assist. If this is also unsuccessful, call us on 13 32 20 or lodge a complaint on our website.
Paying for a funeralBefore you sign an agreement for a funeral, find out what money is available and discuss options and sources of funds with the funeral director.
Money to pay for a funeral may come from:
• a funeral fund the deceased person may have paid money into
• the estate (assets of the deceased person) – check whether the bank will allow money in the deceased person’s account to be used for funeral costs
• a pre-paid benefit or investment scheme, superannuation fund or life insurance
• the Commonwealth Department of Veterans’ Affairs for some returned service people, who may also be eligible for a war grave
• a health fund, trade union, pensioner association or other type of club that they belonged to
• Centrelink may offer bereavement assistance.
