The apprehension of United States
that it is not yet assured about thesafety of Pakistani nuclear arsenal
raises doubts. In fact the US has
gone one step further and said thatit will try all means to see that the
burgeoning nukes of Pakistan are atleast insulated from attacks and
possible possession of terrorists.
Terrorists in Pakistan, who nownumber more than its military, are
eying Pakistani nuke weapons with
avid and renewed vigour. It is a
fact, confirmed by almost all intelli-
gence agencies and even the presti-
gious Rand corporation that
Pakistan is rapidly increasing itsnuclear arsenal than is needed for
minimum deterrence vis a vis
India. There have been many effortsin past by Pakistani Taliban and
other terror organisations like Al
Qaida to somehow seek Pakistani
scientists help in fabricating whatis called a dirty nuke device or steal
some war heads. Many Pakistani
nuke scientists were even arrestedfor being in league with such
groups. On August 16, 2012 avicious attack was launched on
Minhas Air Base, Kamara in
Pakistan by terrorists to steal nukewar heads stored there. With the
American withdrawal imminent
from Afghanistan next year, the lure
of stealing Pak nukes is always a
great threat to India. But Indian
politicians and policy makers who
sat pretty assured when China wasbuilding infrastructure on our bor-
ders will not be able to formulate a
comprehensive policy to makeIndia secure.

The appeal of the eccentric militant
hawk Syed Ali Shah Geelani to the
people of Kashmir, Chenab valley,
Poonch and Rajouri belts to observe
shutdown, against the musical pro-
gramme of world famous Zubin
Mehta scheduled on September 7 in
Shalamar Garden on the foothills of
Zabarwan hills opens a new debate in
the political and social structuring of
the State.The statement should not be seen asan innocuous one, especially when heappeals to the people of Chenab val-ley, Poonch and Rajouri belts ofJammu Division. He wants projec-tion, not only limited to the Kashmirvalley but to other parts of Jammu
where a particular segment of peopleare in a fair majority. In other words,as they say the hen has come home toroost, to lay eggs on other turf andraise her flock of anti- national and
anti- Indian tendency. The old man,wizened with all tricks in the bag totease, trouble and marginalize Indianauthority and weaken the writ of thestate government is playing his dubi-ous game to the hilt. Perhaps is it thata candle flickers brightly at a particu-lar stage. Geelani by all accounts is
trying to widen his mass base espe-cially after the back drop of unfortu-nate things that have happened inKishtwar. It is a natural game of such
people to leave no stone unturned in
order to seem themselves relevant.After all, the work done statement isto be sent and approved by the men-tors located along the length and
breadth of Pakis tan.The poor Zubin Mehta, world asset ashe is being projected as if he willchange the geo-political situation inKashmir. His musical programme,very curiously named Ehaas-eKashmir, will nor reverse the legal
position of India in Kashmir. I t willalso not in any measure dilute the willof India to defend Kashmir and its
borders. Opposing Zubin will only
further marginalize Geelani and showhim in his real colour. A man who isaverse to music, to modern ideas andwho wants to take the people ofKashmir back to the ages where hewants to live only in dreams. Wonderwhy a mud hut with thatch of dateleaves surrounded with miles of sand
and no green hill, in view leave asidethe gurgling rivers of Kashmir doesnot attract Geelani. In fact the ideol-ogy that he preaches must have a lifestyle commensurate with that too.
But it is not so. He will travel in aeroplanes; plush cars read newspapersand savour many of modern daygadgets along with many of Indian
bounties. Then why does the greatZubin Mehta appear a red rag for him.The old man knows well that the real-ity of Kashmir will not get changedfor the better by his antics. It willwhen he strains all efforts to returnthe plural character of Kashmir,which is not his personal fiefdom.How banal and cheap does it reflect ifKashmiris, on his call stop the usualactivity on September 7. In fact they
ought to come in large numbers towitness this historical programme.That could be the best reply to thediehard militant who now in his eight-ies cannot be taken seriously.Medically, people lose balance as mil-lions of brain cells die every day afterthe age of forty. It is a biological fact.
Old men, if they are normal and pro-mote peace ought to be respected butif elders like him are bent upon dis-turbing peace and daily routine thenthey have to be ignored. In telling

Abdullah when he said on
Tuesday in the National capi-
tal that all political parties
should be brought under the
ambit of Right to Information
Act (RTI).
He said that transparency
should rule the roost in all
spheres of life including poli-
tics, administration and gov-
ernance. He said when organ-
izations, institutions andother sectors related to public
and the State are transparent
and accountable before the
masses, the rule of law and
justice will flo urish and pre-
vail.
Jammu and Kashmir Chief
Minister said that Right to
Information (RTI) Act is the
model initiative to promote
transparency, accountability
and responsiveness in the
functioning of a Government
adding that information and
knowledge sharing ensures
empowerment of people and
democracy. He said that he
believ es and support s the
idea of bringing all political
parties under RTI. "I also
believe that political parties
should have no objection in
this regard", he maintained.
Addressing the Annual
National Convention o n RTI
Act organized by National
Right to Information
Commission here, the Chief
Minister dwelt in detail with
the enactment of National
RTI Act and referred to the
grass root movements taking
place in the Country for this
Act.
The Chief Minister said that
with the implementation of
the Act the people have
become empowered to see,
check and inspect any infor-
mation which does not come
under the exemption list, as
such, the Government and
governance have come under
the scrutiny of most impor-
tant stakeholder-public.

government had nothing to

Singh insisted on Tuesday
that his government has noth-
ing to hide vis-a-vis the coal
scam and it was wrong to
assume that it was "hiding
something". Manmohan
Singh said it would be pre-
mature to conclude that offi-
cial papers sought by
theCentral Bureau of
Investigation (CBI) in con-
nection with the irregularities
in allocation of coal blocks
were indeed missing.
He told the Rajya Sabha that

GUJARAT, SEP 03: A step

Indian Police Services (IPS)
officer DG Vanzara chargedand incarcerated in three fake
encounter cases, tendered his
resignation on Tuesday
accusing the Gujarat chief
minister of betraying him.

Vanzara has been in jail for
the last seven years for his
role in three fake encounters -
2005 Sohrabuddin Sheikh
encounter and murder of his
wife Kauserbi, 2006
Tulsiram Prajapti encounter
and 2004 Ishrat Jahan
encounter.On Tuesday, Vanzara blamed
the Modi government of
exacting political mileage out
of the encounters and dump-
ing foot soldiers like him in
jail.
In his 10-page resignation
letter to the state government
Vanzara has expressed his
lack of confidence in the
Gujarat government and
blamed it for failing to pro-
tect him and other copsaccused in the fake encoun-
ters. "This spineless govern-
ment of Gujarat, which is
valiant only in words, other-
wise coward in deeds and
impotent in actions, has
ceased to command my alle-
giance, trust and loyalty," he
has written in his resignation
letter.
Prior to this another accused
IPS officer GL Singhal too
had resigned on almost the
same grounds.
Vanzara's resignation
amounts to his renunciation
of his post- retirement bene-
fits.
He has also threatened thegovernment that the former
minister and one of the
accused in a fake encounter
case, Amit Shah's guidance
might prove disastrous for
the state government.
Vanzara said that his digni-
fied silence must not be con-
strued as his weakness.
The IPS officer has also
warned the government that
its apathy towards the jailed
cops could prove dangerous.
The cops and the politicians
of Gujarat, he said, were sail-
ing in the same boat.

Referring to the State Right to
Information Act, the Chief
Minister said that StateInformation Commission was
fully functional by appointment
of Chief Information
Commissioner and the two
Information Commissioners in
2011. He said adequate staff and
logistic support has been provid-
ed to the Commission as per its
requirements.
Omar Abdullah said that provi-
sions of Secti on 4 of RTI Act, con-
sidered to be the soul of the trans-
parency law, are being followed
and almost all Administrative
Departments in the State in the
Civil Secretariat have launched
their websites for easy dissemina-
tion of the information pertain-
ing to these departments.
The Chief Minister said that the
response of the general public
seeking information under the
Act has been very encouragingwhich is reflected in the number
of applications received under
the Act. "The pace with which
information has been made avail-
able to the information seekers is
also a matter of satisfaction for
us. This can be judged by the fact
that in my State 15,000 applica-
tions were received during the
last year as compared to 741 in
2009-10".
Omar Abdullah said that the
implementation of RTI Act,
reconstitution of Accountability
Commission, constitution of
Vigilance Commission and enact-
ment of historic legislation of
Public Services Guarantee Act in
the State by his Government has
given ample powers to the people
to question the Government for
all its actions and omissions. He
said "we have given legal authori-
ty to people to demand listed pub-
lic services within the fixed time
frame besides empowering them
to make queries to the
Government about its function-
ing, delivery of services, finan-
cial transactions and other
aspects of governance". He said
that under the RTI Act a common
man is at par with a legislator to
ask question to the Government
and that too throughout the 365
days of the year.
The Chief Minister appreciated
the functioning of State
Information Commission and
said that the Commission
has strengthened the imple-
mentation of the Act and has cre-
ated good public awareness about
the use of RTI Act provision to
seek information from the gov-
ernment departments.
The Chief Minister added that
the critical analysis of the appli-
cations reveal that people are by
and large seeking information
with respect to the employment
related matters, promotions and
seniority issues. "Whereas, there
is a need to bring transparency in
the recruitments at every level,
the information seekers should
also focus on development activi-
ties, and issues of urgent public
importance and interests. If it is
done, I am sure real benefits of
development will accrue to the
common masses. There are hun-
dreds of development schemes
implemented by the Centre and
State Governments in involving
huge funds. the best way to
ensure the benefits these schemes
percolate to the grass root level
and ensure transparency in
spending, the RTI activists
should work as Watch Dog", he
elaborated.
The Chief Minister said that the
desired results under any Act orlaw cannot be achieved unless
common people or aware about
the legislation. "I feel people even
at the National level are not fully
aware of the benefits and public
interest provisions of various
legislations. The people living in
villages, remote areas and far-
flung places need to be educated
properly about the RTI", he added
and underlined the need for
imparting educate training to
PIOs and First Appellate
Authorities and others associated
the implementation of the Act.
Omar Abdullah emphasized on
the role of non-governmental
organizations in implementing
the provisions of Act and said
that credible NGOs have a vital
role in the implementation of the
Act.
The Chief Minister said that
annual conventions like the one
arranged by Central Information
Commission are big leap towards
assessment of the success and
failures under the Act. He said
these conventions give an oppor-
tunity to share the view points
and learn from the experiences of
one an other.
Coal scam: ..to hide," he said, reading out a
prepared statement.
The fact that more than one lakh
pages had already been given to
the CBI showed that the govern-
ment's intention to facilitate the
CBI investigation could not be
called into question.
He said the government had pro-
vided all cooperation to the CAG
and the CBI. "We will continue to
do so."
The prime minister said that if
some files were indeed missing,
the government would carry out
"a thorough investigation" and
the guilty would be punished.
Nokia's take ..writing about phones because he

heart. "We knew it was coming.
But it was still a surprise. It still
makes me very sad... what the
heck! Nokia had started coming

Dhruv Bhutani, another blogger
who started writing about tech-
nology because he loved his
Nokia phones too much, has the
same sentiments. "You grow up
with a brand, see it becoming the
world leader. You start off your
career because of that brand.
And then see it slowly die out...
(it) doesn't feel very good," he
said.
Jeff said that while Microsoft
would make phones that would be
similar to what Nokia was pro-
ducing, he don't think many peo-
ple would get the save vibes from
those products.
"Nokia was one of top brands in
India. It was trusted. People don't
think about Microsoft in the same
way. They assoc iate it with
Windows, Internet Explorer and
that kind of stuff and not with
solid phones," said Jeff. "I am
sure we will see Nokia-like fea-
tures and design in phones made
under Microsoft branding but
they won't have the same emo-
tional appeal, not at least me."
Judging from the reactions to
Microsoft-Nokia deal on Twitter,
this sentiment was shared bymany.
"F**k the business sense behind
it. I am too bummed for the per-
sonal touch & identity which
Nokia had. That's why it was spe-
cial," wrote Yash Maheswari,
another blogger who often
reviewed Nokia devices.
Narendra Kumar, who describes
himself as a gadget freak on his
Twitter page, sum med it aptly.
"Sad day for all Nokia fans. No
more Nokia Now," he tweeted.

minister's wisdom in recom-
mending withdrawal of AFSPA
from district Samba where
Pakistan was digging under-
ground tunnels and regular infil-
tration bids were carrying on
uninterrupted.
Sat Sharma (CA) supported the
demand of reservation for border
area people in on the pattern of
reservation for RBA or Pahari
speaking people.He also suggest-
ed a sustained campaign for this
demand.Th. Ranjit Singh,while thanking
the party leadership for its sup-
port to the border people and for
highlighting their problems and
suffering from time to time, said
that BJP shall not rest till the
problems of th e border people are
not solved. He added that BJP has
been always in the forefront for
solving the problems of the peo-
ple. He reminded the public that
it was BJP's Doda Abhiyan of
1992-93 which led to the formation
of VDCs in the militancy affected
areas of Jammu region and it is
these VDCs which have played a
pivotal role in beating back the
militants and ensuring safety of
residents of these villages.
The participants of the dharna
alongwith the BJP leaders after-
wards went to cross the border
fencing to attend the lands of
these border people but were
enroute taken into preventive
custody by the local police in
presence of the E xecutive
Magistrate and as such prevented
from visiting the fields of the
local residents lying beyond bor-
der fencing.

encounters had added a 'halo of a
brave chief minister' to Modi
amongst the galaxy of ministers.
"But Modi must pay heed to the
agony of the state's loyal soldiers.
The government may not last
long if fail s to do so in his hurry
towards New Delhi," the officer
lamented.
He also blamed the state govern-
ment for keeping him and other
officers in jail so that the probe
was not transferred to the CBI
from the state CID (crime). He
dubbed the state government's
gestures as shameful.
Govt revises ..up the pace on work for early
completion of the heritage proj-
ect.
The Minister said that as the
restoration work of Mubarak
Mandi Heritage complex is differ-
ent from other construction
works it needs dedicated and
skilled workers. He said that a
coordination committee would be
constituted comprising members
of Tourism department and other
concerned stakeholders which
would visit Rajasthan to learn
about the effective ways of
preservation and conservation of
ancient monuments of great her-
itage significance. Besides, possi-
bilities would also be explored to
seek support from reputed
national and international agen-
cies in this field for early comple-
tion of the heritage complex.
Meanwhile, the meeting also had
detailed deliberations on status of
various tourism development
projects like Cable Car Projects at
Patnitop and Bahu Fort.
Speaking on the occasion, the
civil society members stressed
the need for taking concrete
measures for completion of the
project in a time bound manner.

Kerala government will soon
introduce safety awareness
courses in the school curricu-
lum to increase awareness
about safety at workplaces,
Kerala Labour Minister
Shibu Baby John said on
Tuesday.
The minister was speaking
during the inauguration of a
national meet on occupation-
al health, safety and fire,
organised at a resort in DonaPaula on the outskirts of
Panaji.
"Accidents are accidents and
we have no control over
them. They do not happen out
of the blue, due to some
divine intervention or astro-
logical reasons. They are
caused by unsafe practices,"
he said.
"Our government is all set to
induct safety courses in the
curriculum of schools and
colleges as per the
International Labour
Organisation guidelines," he
said.
Many universities in Kerala
have already started engineer-
ing modules like fire andindustrial safety at the gradu-
ate and post graduate levels.
"India ranks low in occupa-
tional safety and health legis-
lation and infrastructure,"
John said. Globally, 88 per-
cent of accidents are caused
by unsafe actions, 10 percent
due to unsafe conditions and
only two percent are due to
natural causes and climate
changes beyond human con-
trol, he said.
"Which means 98 percent
accidents occur due to unsafe
actions and conditions," John
said.
The minister said more peo-
ple are killed in accidents
than in wars and expressedregret that India had not
learnt any lessons on industri-
al safety even after the
Bhopal gas tragedy which
killed over 25,000 people and
injured over two lakh.

minister Laxmikant
Parsekar announced on
Monday. Briefing media-
persons, Parsekar said that
Goa has 150 seats for med-
icine, 40 for dental and
another about 100 for post-
graduate studies in the
above two streams, adding
up to 290 admissions. But
only 50 nurses are passing
out in Goa when actually
the number of passing-out
nurses should have been
higher.
Parsekar said that there are
private nursing institu tes in
Goa but their fees are high.
Goa needs at least 300
nurses per year.
The government has noti-
fied the Goa nursing coun-
cil and its rules are under
the scrutiny of the law
department.
The council will start func-
tioning shortly and theintake of nursing students
will be increased. Parsekar
also said that the govern-
ment will start MSc in nurs-
ing for the benefit of Goan
nursing graduates.

application forms for the SSC and HSC
exams will have a separate columnwhere candidates can mention if they
belong to a minori ty comm unity.
The decision was taken at the meeting
held between state minorities minister
Arif Naseem Khan and school educa-
tion minister Rajendra Darda at
Mantralaya. "Students have the option
of specifying their caste (SC/ST/OBC)
in the current application system. But
there is no such provision for candi-
dates from minority communities.
The new system will not only help in
collating accurate data on how many
minority-community students appear
for SSC and HSC exams, but will also
help in streamlining admissions to jun-
ior and degree colleges. I urged the
school education minister and depart-
ment officials to include the option of
specifying minority community status
in board examination forms," Khan
said.
"School education minister Rajendra
Darda has agreed to the suggestion and
has promised to make technical changes
in the system."
Colleges with a minority tag (linguistic
and religious) have to reserve 50% of
the total seats for those belonging to the
minority quota.
NEW DELHI: Year after
year, Delhi University heard
reports of clashes and
received complaints of viola-
tion of code of conduct during
its student elections. After
having set up commissions of
inquiry in vain, the chief elec-
tion officer for the DU stu-
dents' union elections 2013
has written to the patrons of
these students' groups, seek-
ing their cooperation to
ensure compliance with rules
and regulations.
The letters urge political par-
ties and their youth wings not
to issue posters and other pub-
licity material till the results
of the DUSU polls are
declared. The DUSU 2013
election is scheduled on
September 13. The last date
for filing of nominations is on
Wednesday.
Ashok Vohra wrote on August
29 to top political leaders
including Rahul Gandhi,
Rajnath Singh, Prakash Karat,
Vijay Goel and V K Malhotra
among others, stating that
though there's no link
between political parties and
the student bodies that is rec-
ognized by the university, the
parties do back some candi-
dates and, "without their
cooperation", it's hard to
enforce rules.
The letters, addressed individ-
ually to the leaders, urge them
to ensure candidates follow
the code of conduct. North
Campus had witnessed exten-
sive violence with dozens of
buses vandalized by student
activists in 2012. 2013 also
being the election year in
Delhi, the polls gain more sig-
nificance, observers say.
In the letters, Vohra states that
his motive is to conduct free
and fair elections and wish to
ensure strict adherence of the
code of conduct, Lyngdoh
Committee recommendations
and the constitution of
DUSU.
"Without the cooperation of
all concerned, more so that of
the major political parties and
its enlightened leadership, it
would be very difficult to
enforce the rules governing
the DUSU elections... May I
request you to ensure that the
candidates backed by your
party follow the code of c on-
duct in letter and spirit," he
wrote. These letters are the
first official acknowledge-
ment by the DU administra-
tion of involvement of politi-
cal parties in student union
activities.
Delhi University wants politicalparties to help ensure fair polls
CHENNAI: Disability cer-
tificates issued by the district
medical boards alone are not
enough to get admission to
MBBS courses under the dis-
ability quota, the Madras
high court has said.
The matter refers to a case
filed by four candidates with
disabilities who had said they
had been unfairly assessed
and denied MBBS seats by a
selection committee, which
subjected them to an exami-
nation by a team of experts.
Justice KK Sasidharan, con-
curring with the submissions
of special government
pleader D Krishnakuma r and
rejecting the case said: "The
government has reserved 3%
of the total number of seats
available in government
medical/dental institutions
for orthopaedically/physical-
ly disabled candidates. The
reservation was made with a
noble cause. Seats under
reserved quota should be
given to eligible and deserv-
ing candidates.
The seats should not be given
solely on account of the dis-
ability certificate produced
by the dist rict medical board
notwithstanding the fact that
subject experts were not part
of the board."
The candidates - T Nalini, R
Anbumani, R Devipriya and
R Sangeetha - had sought
MBBS admission under the
disability quota saying they
suffered from 40% to 70%
disability. They also fur-
nished the relevant certificate
from the district medical
board. However, at the tim e
of counselling they were put
through a fresh medical
examination by a committee,
which concluded that all four
suffered from either less than
40% disability or more than
70% disability. They were
denied admission.
In their petitions, the candi-
dates said another round of
medical examination during
counselling was unnecessary,
since they already had a dis-
ability certificate from the
district board.
Krishnakumar, however,
submitted that the district
boards did not have experts
to assess all forms of disabil-
ities, and said that examina-
tion by a fresh team during
counselling was part of the
MCI guidelines.
Justice Sasidharan, agreeing
with the submissions, said:
"Submission of disability
certificate is a condition
preced ent for entert aining
application under the quota
reserved for disabled candi-
dates.
It is only when the candidate
satisfies the selection com-
mittee by prima facie materi-
al that he/she is entitled to be
considered under the
reserved category. Therefore,
it cannot be said that after
having obtained a certificate
from the district medical
board it was not correct to
send the candidates for sec-
ond medical examination by
the expert team during coun-
selling."
Justice Sasidharan also cau-
tioned the government say-
ing its expert committee
should comprise senior pro-
fessionals and that there
should not be any room for
complaints.
Madras court says disability certificatesnot enough to get MBBS seat
NAGPUR: A day after Nagpur
University cleared the alleged 'illegal'
proposal of partial 'carry on', acade-
micians associated with it slammed
the administration led by vice-chan-
cellor Vilas Sapkal for bowing down
to private engineering colleges and
diluting academic standards of uni-
versity. They said never in history of
any university such a rule was made
where students were granted admis-
sions but not allowed to appear in
exams. Some plan to move to the
judiciary against this decision.
Former pro-vice chancellor GSParasher even dispatched a letter to
Sapkal on Monday requesting him
not to clear the "illegal" decision
made by academic council on
Sunday. He asked him to keep this
decision in "abeyance" using special
powers under Sectio n 14(6) of
Maharashtra Universities Act, 1994.
"Since authorities like Management
and Academic Councils and Senate,
mostly comprise those from private
colleges, they will obviously take
decision that benefit their manage-
ment. But the administration should
remain firm in its decision. If the VC
thinks the decision was not as per
rules and regulations, he can cancel,
defer or refer that decision to the
chancellor," he said citing Ordinance
no. 9 of 81.
Others like former VC HaribhauKedar termed the entire episode as a
"vicious circle" working to benefit
the private colleges at the cost of
innocent students. "Academic
Council should have clarified that
this was last time such provision of
admitting the 'ineligible' students is
being made. None of the members
have said so and such wrong trends
will continue in future as well," he
lamented. He added exceptions can't
be made into rule and 2001 decision
was indeed an exception made under
certain circumstances. "This time
decision was surely made to fill the
coffers of private colleges facing
huge shortage of students. Nobody
had given thought to what kind of
engineers we will be churning out?
This decision can best be termed as
an 'escape route' to benefit the col-leges by wrongly interpreting rules
framed AICTE and UGC," he said.
Some academicians raised doubts on
the decision made by engineering
faculty led by dean Ravindra
Kshirsagar. The faculty had constitut-
ed a seven-member panel under for-
mer dean Dinesh Agrawal to frame
modalities of granting admission to
'ineligible' students. This decision
was later confirmed by Academic
Council on Sunday by making
amendments in rules framed for
granting provisional admission in
2008. This rule stated that failed stu-
dents could attend classes 'temporari-
ly' depending on their revaluation
results.
The academicians said all members
of this faculty, including Kshirsagar
and Agrawal, represented private col-leges that had largest share of failed
students among 3,000 slated to bene-
fit. While Kshirsagar hails from
Priyadarshini College, Agrawal
works for Bapurao Deshmukh
College in Sewagram.

initiative to impart commu-
nication and soft skills
training to undergraduate
students, predominantly
from non-engineering col-
leges, with the aim of
improving their employabil-ity in the IT, business
proce ss manag emen t and
other services sectors.
A pilot program, called the
Wipro Integrated Skill
Enhancement Program, has
been in troduced at Kolkat a-
based Techno India Group.
Sandhya Chintala, execu-
tive director, sector skills
council, Nasscom, wel-
comed Wipro's initiative.
"It is imperative that com-
panies , academic institu -
tions and the governmentwork closely towards
improving the employabili-

AHMEDABAD: The
Gujarat Technological
University (GTU) has
decided not to conduct sepa-
rate examinations for the
four subjects of the bridge
course. Instead, there will
be one que stion of 14 marks
in the main paper of
Semester I examination. Thebridg e cour se was made
compulsory from the first
semester of the engineering
course this year.
The course is expected to
give students a deeper
understanding of mathemat-
ics, elements of engineer-
ing, physics/chemistry,
English, information and
communication technology
(ICT), life skills, and state
cadet corps (SCC).
University officials said that
during the academic council
meeting on Monday, Gujarat
Technological Universityvice-chancellor Dr Akshai
Aggarwal and members of
the council decided to
merge the bridge course
exams in related subjects
with the semester exams,
instead of conducting sepa-
rate examinations. There
will be 10 to 20 per cent
weightage to bridge course-
related questions in the 6
different papers of the
semester exams.
The new academic year of
GTU bachelor of engineer-
ing (B.E.) started from
Monday. First-year studentsof B.E. studied the 6-week
Bridge Course during July
and August 2013.
During the meeting on
Monday, parents and stu-
dents of Student-Parent
Association of India rushed
into the meeting hall and
threatened to give a call for
strike if the authorities
remained adamant about
conducting a separate exam-
ination for the bridge
course. The Gujarat
Technological University
authorities immediately told
them about the university'sdecision not to conduct sep-
arate examinations for the
Bridge Course.
According to GTU norms,
each student has to appear in
exams of 9 subjects - four of
bridge course and five of
first-semester engineering.
The bridge course was intro-
duced earlier this year, but
only recently did Gujarat
Technological University
officials make it compulsory
for engineering courses.
Following this, each student
was expected to pass in four
subjects of the bridge courseand also at least one from
the remaining five of the
first semester course. This
had caused much anxiety
among students who felt
they were burdened with an
impossible task

The food security Bill is a classic case ofputting the cart before the horse. It increas-es subsidy on food grain by over Rs 33,000crore immediately and progressively in thenext five years to about Rs 1,79,000 crorewhile almost eliminating subsidy on agri-culture. But there are positives to the Bill.For the first time since independence, theGovernment has officially accepted thatthere is hunger in the country and peopledie of it. Officials have always attributedsuch deaths to malnutrition and not starva-tion. It is also an admission that inflationhas spiralled and the Government has failedto keep food prices under check.The Bill also admits that the poor comprise67 per cent of the population 81 crore
and not the various figures shelled out bythe Planning Commission that ranged from26 per cent to 36 per cent or the liberal onesat 40 and 50 per cent. The Arjun Senguptacommittee puts the figure at 77 per cent!However, the Bill spells disaster for thepublic exchequer. The Government hastaken upon itself to be held legally obligat-ed to provide food grains at the fixed ratesof three, two and one rupees, without ensur-ing that it would be available to it at afford-able rates.We should not be surprised if theGovernment is forced to buy food grains at
high prices and sell at the lowest it hasfixed. (Would that open up new routes forscams?) True, the poor need to be fed; theyalso constitute the largest vote chunk. Sothe idea of feeding and garnering votes isnatural. Surprisingly, even the Oppositiondid not object to it. Risking votes on a sen-sitive issue is not wise.Ironically, nobody wants to learn from his-tory. The best model of a welfare state wasthe Soviet Union. It collapsed not becauseof a failed ideology but because it couldntbear the weight of unaffordable expenses onits commitment to provide food, commodi-ties and shelter to everyone. Entitle-mentskept the citizens happy but eroded thenations financial base.India seems to be putting the clock back to
1971 and Indira Gandhis garibi hataodays. But Indira Gandhi did not raise enti-tlements. She initiated a green revolution toensure food availability; stopped imports ofrotten wheat and rice from the US, andmade people less dependent on the publicdistribution system. In her initial days, shewas able to check spiralling prices. Her so-called successors should have learnt fromher that the countrys path to progress wasthrough investment and research in agricul-ture.Since 1991, public investment in agricul-ture has fallen drastically. Private corporateinvestment has increased in a selectivemanner and the corporates have emerged asthe biggest zamindars. Their profits aresoaring and so are the prices of food items.The recent National Spot Exchange scamhas exposed betting in food items, some-thing the UN agencies had warned of yearsback.Yes, the UPA Governments market hasfailed the poor and dragged the middle-class to the edge of poverty line. The mas-sive food entitlement, without a propermechanism to deliver, would only be drain-ing public finances. Also, the Governmenteven now has little control on prices. With
the compulsion of buying food at a highprice and supplying it at the lowest price, itis burdening all future Governments withenormous unwanted expenditure. It will bedifficult for any future regime to withdrawit as the political fall-out would be toointimidating.
With the new land acquisition law, therewould be further strain on farm land. Over
the last two decades over 27 lakh hectarearable land has gone for other uses. Thenew Bill may facilitate further diversion.How will food production, even at the cur-rent rate, be ensured? This would playhavoc not just with public finances but withthe economy as a whole.As the Government would become thelargest procurer, the farmers may have tocontend with a freeze on minimum supportprice, another disincentive in inflation-hittimes. This might create shortage of foodfor the 33 per cent who have been left out ofthe scheme resulting in further food pricehike.Since this chunk of the market is being con-trolled by the corporates, it is likely thatthey would offer better prices to farmersand choke the Government supply line.
