Minister approves Council and Lend Lease partnership to develop land
These housing lots will ultimatelybecome home to approximately14,000 people.
Cr Mammarella: “Council isextremely pleased to be partneringwith Lend Lease for theimplementation of a shared vision ofa sustainable community within theToolern Growth Precinct. Lend Leaseis very experienced in deliveringquality outcomes and building strongcommunities.
“The strong interest shown by thedevelopment industry in the project,culminating in Lend Leaseʼssuccessful bid shows the confidencein the future of the Melton Shire.
“This project will see theestablishment of quality residentialenvironments, shopping precincts,schools and community facilities forall residents.
“The development of Council ownedland in the Toolern project will ensurethe continued availability ofresidential land for further growth ofour municipality and will complementprivately owned land beingdeveloped nearby,” the Mayor said.
Last year, Council undertook anexhaustive Expressions of Interest
process culminating in awarding thejoint venture project to Lend Leasewhich has a proven track record ofdevelopment throughout Australia.
Development is expected tocommence in late 2011 and will takeapproximately 15 years for completion.
The Council owned land is the largestsingle land holding within the ToolernPrecinct and will provide for significantimpetus for the growth of the ToolernPrecinct.
A Regional Park is planned for anadditional 131 hectares of Council landbordering the development site,adjacent to Toolern Creek.
The Masterplan has been carefullydeveloped to ensure that it capitaliseson the benefits of the Toolern CreekRegional Park and that it integratesinto the existing Melton Township.
The Toolern Precinct Structure Planwas approved by the Victorian Ministerfor Planning in 2010. In total the newsuburb will ultimately have 20,000houses to provide homes for up to60,000 people.

Melton Shire Councilʼs joint ventureproposal with Lend Lease to develop381 hectares of Council owned land inthe Toolern development in MeltonSouth has been given final approval bythe State Government.
Melton Shire Council Mayor, Cr JustinMammarella JP, welcomed thedecision saying the landmark jointventure would help ensure the Shire ofMelton remained one of the fastestgrowing communities in Australia.
In a joint partnership with Council,Lend Lease will develop in excess of4,500 housing lots, two schools andtwo commercial centres along withassociated community andrecreational facilities on Council ownedresidential land south of theMelbourne-Ballarat railway line.

Mayor delighted with Prime Minister’s interest
in public hospitalMelton Shire Council is pleased to notepress reports that Prime Minister JuliaGillard has thrown her support behindMeltonʼs push for its own public hospital.
In a recent interview the HonourableJulia Gillard, Member for Lalor, said shewould work with Mayor Cr JustinMammarella as the Council continued itscampaign for a hospital.
Cr Justin Mammarella JP, Mayor ofMelton Shire Council said that he wasthrilled with the Prime Ministerʼs interest.
“Julia Gillard is our local FederalMember and her willingness to discusscommunity needs with me regarding ourcampaign for a public hospital in Meltonis tremendous.
“The Prime Minister has made it clearthat the decision for a public hospital inMelton lies with the State Governmentbut she has wished us good luck withthe campaign.
“We have received support from otherlocal MPs and neighbouring Councils,including Maribyrnong City Council,Hume City Council and Hobsons BayCity Council, and will continue toadvocate to the State Government toestablish a 24-hour public hospital inMelton”, continued the Mayor.
The Mayor urged residents to sign thepetition which is available at civiccentres and libraries in Melton andCaroline Springs, Maternal and ChildHealth Centres, the Melton SeniorCitizens Centre and Morton Homesteadin Taylors Hill.
Cr Mammarella: “Melton Shire Council isthe second fastest growing municipalityin the Commonwealth of Australia andurgently needs more health services.
“I urge residents to sign the petition andhelp Council lobby the StateGovernment to fund a public hospital forour municipality.”
Council formally adopted a position ofsupporting the establishment of a publichospital in Melton in March this year.
I lost my motivation. This was alsosomething that I expected tohappen at Contours, as itappeared to be a recurring trend.

Melton Shire Council will write to the Minister forLocal Government, the Premier and all membersof State Parliament expressing Councilʼs concernon the impact of the Stateʼs contribution torecurrent funding for Melton in relation to libraries.
Cr Justin Mammarella, JP, Mayor of Melton ShireCouncil said that the Minister for LocalGovernmentʼs recent announcement assuringCouncils would receive the same amount offunding as last year was not good enough for agrowth area as Melton Shire.
“The Minister called me to inform me that theoriginal planned cuts in State Government fundingregarding libraries were not happening, but therecurrent funding being proposed is dramaticallylower than was estimated in our budget and doesnot provide for growth within the service and themunicipality,” continued the Mayor.
Because of its rapid population growth, MeltonShire had received increases in StateGovernment funding over the past three years inthe order of 8% p.a. This year however, thefunding offered was only a 0.7% increase over lastyear although the municipalityʼs population growthcontinues to stay very high.
The Mayor: “Despite a promised increase of $6.2million over the next two years to the libraryrecurrent funding pool, Melton Shire Council is stillvery disappointed with the State funding that hasbeen provided this year to Melton Shire for itslibraries and we will continue to advocate onbehalf of our residents for adequate funding.”
“Public libraries are an iconicuniversal service and theirpopularity continues to grow astheyʼre increasingly being reliedupon as a gateway to onlineservices and resources, and aslearning centres and social hubs forthe whole Victorian community. The State should be contributing itsfair share, rather than relying onlocal government to make up theshortfall all the time,” continued CrMammarella.

Local retirees help plant the seeds for a greener future
Residents at local retirement community Caesia Gardens are lendinga helping hand to students at Mowbray Junior School – assisting withthe creation and maintenance of the studentsʼ own vegetable garden.
Initiated by residents at Caesia Gardens, the special project aims toencourage and assist the students to learn about sustainability, energyand water conservation.
Barry Gladman is one of the Caesia Gardensresidents involved in the project. According to Barry,residents have been supporting the students byhelping with the labour activities involved in getting theveggie patches up and running.
“The students weʼre working with range in age fromfive to twelve years-old so weʼve been helping out withsome of the manual labour and also passing on somegeneral gardening tips and advice,” said Mr Gladman.
“Itʼs great to be able to pass on my gardeningknowledge to the next generation and Iʼm reallylooking forward to seeing the kids go home with ahealthy snack from the garden.”
The education program at Mowbray Junior School reflects theimportance residents at Caesia Gardens place on sustainability.
“Many of our residents are keen gardeners and were eager to sharetheir knowledge with children in the local area,” said Gail Monumentfrom Caesia Gardens.
“Our residents are also passionate about sustainability –all of the homes at Caesia Gardens have a five starenergy rating and have been designed to take advantageof natural sunshine for passive solar heating. The villageʼsgardens and communal spaces also use drought-tolerantplans and each residence has a water tank to reducewater use.”
The local Bunnings outlet is also supporting the projectand has already contributed a free-standing garden bedvalued at $200.

Get set for ArtBeat Festival 2011Final preparations are underway forthe Shireʼs annual celebration of artsand culture, ArtBeat Festival.
ArtBeat will be held betweenThursday 1 and Saturday 10September 2011. The Festival willoffer a range of free arts experiences,including visual arts, music anddance, Art Day Out and a wide rangeof workshops.
Local artist Laura Luzar has beenhanging her exhibition Retro Pop,which will be part of the Festival, atthe CS Gallery in Caroline Springs.

What are the causes of cervicogenic headaches?
Cervicogenic or neck-related headaches are most commonly caused by extra stressplaced on the neck joints and muscles. The affected joints and muscles then sendpain into your head (because the nerves that are in your neck are also connectedto your head and face). The usual suspects for causing headaches (and why) are:
• Physical or emotional stress (increases muscle tension in the neck)• Poor posture, especially if you slouch (in a slouched position, the neck shortens,
and squashes sensitive nerve endings which then fire off signals as a headache)• Pillows with insufficient support for the neck (places certain joints under too much
pressure, increases muscle tightness)• Long periods of reading, typing or concentration (eye strain)• High blood pressure (increases muscle tension)• A history of spinal or neck injuries (eg car accidents)
How do I know I donʼt have anything more serious?
You can usually tell when you have a cervicogenic headache when:
• Your neck pain radiates from the back to the front of your head, or can appear around the temples or as a band around your forehead
• You also have aching and tightness around your neck & shoulders• Headache is eased by pressure at the base of your skull • This type of headache may not always be relieved by medication
If in doubt SEE YOUR DOCTOR!
How can I prevent headaches?
• Learn ways to manage your stress!• Find ways to relax, such as yoga, massage or meditation• Have a healthy diet & drink plenty of water• Exercise regularly – you release ʻfeel goodʼ chemicals (endorphins) from your
brain when you exercise• Maintain a good posture when you are upright, try not to slouch when sitting as
this puts strain on your neck & back muscles.• Try to avoid things like watching tv whilst lying on the sofa, reading in bed, or
having your neck up, down or twisted for too long• Move regularly! This helps reduce the build-up of tension around the neck &
shoulder muscles
What do I do next?
Your physio will be able to accurately assess and diagnose whether your neck iscausing your headache. Whilst cervicogenic headaches are relatively easy toidentify, it is often difficult to treat, as it is highly dependent on whether you as apatient can understand what is causing your headache, and whether you canchange your lifestyle enough so that the neck is unloaded. The physios at LifePhysio will also provide postural and ergonomic advice if this is outlined to be acontributing factor. Discussion of correct pillow and workstation setup may also beprovided as well as other preventative measures.
Headaches do not have to be something that you live with on a day to day basis,so consult your physio to discuss how you can prevent these from occurring!
You may also want to speak to your local GP about your other ways to relieve your headaches in the short-term.

volunteered their time to be leadand assistant coaches, first aidofficers, administrators and bbqchefs each and every week.Without their dedication andgenerous donation of time andcommitment, there would bequite a few children (andparents) looking for somethingto do on Saturday morningsduring the winter months,because quite simply, Auskick inCaroline Springs could not runwithout their support.

Live Export Continues
Last month over 20,000 peopleattended demonstrationsacross the country to show theiropposition to Live AnimalExport. Hundreds of thousandsof Australians have signedpetitions and contacted PrimeMinister Julia Gillard, Ministerfor Agriculture, Fisheries andForestry, Joe Ludwig and theirlocal MPs since the footageaired on Four Corners earlier inthe year. Sadly, despite theoverwhelming opposition to thiscruel trade, Parliament votedagainst a Bill to end live export.If Australian did not alreadyhave enough reason to end liveexport, we also saw a shiploadof sheep bound for the MiddleEast stranded at sea. In thetime the ship was stranded,over 300 sheep perished inputrid conditions. To make thisstory even worse, the sheepwho survived will face a farworse fate once they reach theMiddle East, where animalwelfare is rarely aconsideration.
Only five years ago, Australiansuspended the live export tradeto Egypt after footage wasuncovered of cows having legtendons slashed in an effort toimmobilise the terrified animalsas well as animals beingstabbed in the eyes and face.Only last month, Lyn White,Campaign Director of Animals
Australia travelled to Turkeyand witnessed sheep and cattlebeing shackled and hoisted bya single leg, only to have theirthroat cut whilst fully conscious.
These disturbing revelationsare nothing new. MLAʼs exportmanager, Michael Finucanadmitted in June that they hadbeen working with Indonesianabattoirs for over 10 yearstrying toi m p r o v ew e l f a r es t a n d a r d s ,“Weʼve beenworking uphere for manyyears andweʼve alwaysknown thereʼsissues.”

Merrimu Services stronglyrecognise the need for urgentreform of the current DisabilitySupport System. As a disabilityservice provider, we witnessfirsthand, the impact that thesystemʼs shortcomings have onpeople with a disability, theirfamilies and carers. The DraftProductivity CommissionʼsReport into Disability Care andSupport states, “the disabilitysupport system overall isinequitable, underfunded,fragmented and inefficient andgives people with a disabilitylittle choice”. Now, more thanever, Australia needs a NationalDisability Insurance Scheme(NDIS).
With a similar set up to ourexisting Medicare system, anNDIS will ensure all Australianʼswith a disability receive thesupports that they need toenable them to be participating,contributing, members of thecommunity. The NDIS will beperson centred and responsiveto individual needs instead ofbeing driven by impersonalGovernment departments withneat little boxes that peopleneed to tick in order to receivesupports.
Disabilities can affect anyone atanytime. It is important that ourdisability support systemcovers all people regardless
of the disability and how andwhen it was acquired.
The scheme will concentrate onbuilding suitable employmentand training opportunities forpeople with a disability as wellas providing the supportsnecessary for people tomaximise their levels ofindependence. The NDIS willpursue targeted and earlyintervention for children with adisability to help them maximisetheir potential. Currentlyfamilies of people with adisability are forced to pick upthe pieces and fill the gapwhere the existing system letsthem down. This can potentiallyresult in carer burnout,breakdown of the family unitand financial distress. An NDIS will allow people todetermine the supports theyrequire and will lighten the loadfor families.
The introduction of the NDISwill have specific implicationsfor Melton Shire, with theprojected number of olderpeople with a profounddisability likely to soar by 70%over the next 30 years. TheNDIS would benefit the localeconomy in the long run bymoving away from welfare andtowards recognising that everyindividual has a responsibility tocontribute.
AUSTRALIA NEEDS A NATIONAL DISABILITY INSURANCE SCHEME
ʻUdderlyʼ amazingcommunity art
Melton Shire Council is set to unveil a newinclusive community artwork which will beinstalled at Morton Homestead in TaylorsHill. The artwork titled “Udderly Artʼfeatures three life size cows and one calf.
The artwork will be unveiled on Tuesday30 August, 10.30am, at the CarolineSprings Civic Centre/Library.
The project was a collaboration betweenlocal artist Blair Angelo and people withdisabilities, their siblings and support stafffrom four local service providers, includingMacKillop Family Services, MerrimuServices, Melton Specialist School,Western Region Health Centre Melton andBacchus Marsh Community Mental HealthProgram Outlooks.
Melton Shire Council Mayor, Cr JustinMammarella JP, said that the artisticaspirations and achievements of peoplewith disabilities were an important andvalued part of our local culture.
“This project has provided people with arange of disabilities the opportunity toparticipate in a community arts project ofsubstance, which has culminated in thecreation of this innovative communityartwork.”
“I would like to acknowledge theoutstanding contribution made by theparticipants. Their willingness to contributeand their enthusiasm have made theproject a great success.
“The artwork will be installed at MortonHomestead which will provide the perfectbackdrop with its green open space andabundance of trees.”
The groups were given a life sizefibreglass cow or calf to paint with eachcow design being a collaboration by theparticipants. Art workshops commenced inMay this year and each group participatedin up to four, three hour workshops tocomplete their artwork.
This project was delivered by Melton ShireCouncilʼs MetroAccess Project. Councilreceived funding from the Department ofHuman Services for the initiative.
Morton Homestead provides additionalservice delivery space for Councilʼsprograms for older people and people witha disability, volunteers and communitygroups.

There are currently around half amillion unowned (stray and feral)cats in Victoria.Caroline Springs has had a seriousproblem with stray cats.
Annually, approximately 50,000 catsare impounded, and 35,000 of thesehave to be euthanased (ʻput tosleepʼ). This is mainly due to poorhealth, or because not enough goodhomes can be found for them.
This situation is unacceptable onethical and animal welfare grounds.Cats can have their first litter whenthey are as young as 5 months ofage.
Benefits of desexing
Desexing will help your cat live alonger and healthier life. Desexingprevents cats from getting sometypes of cancer. Desexing reducescatsʼ desire to roam and thereforetheir risk of being hit by cars orinvolved in fights. On average, adesexed cat lives for 12-15 years,compared to only 3 years for anentire cat.Cats that are not desexed causemost pet nuisance problems in thecommunity. For example, they willmark their territory by sprayingstrong smelling urine in houses andgardens. They also create noisewhen fighting and yowling.Best of all, desexing your cat meansyou are helping solve the problem ofunwanted pets in society.

If you live within the Shire of Meltonyou now have to have your cat
desexed by law. Owners caught notdesexing there cat risk getting asubstantial fine from Council.
How can I get my cat desexedcheaply?
Currently there are a few ways youcan get your cat desexed verycheaply and ensure you donʼt add tothe huge over population of catscurrently out there.

Welcome to all our new and regularreaders for another edition of theCaroline Springs Police CommunityUpdate. I apologise that recenteditions have not featured a Policearticle but I can assure you that weare back on board.
Recent months have seen anincrease in vehicle and motor cycletheft in our community. There hasalso been a noticeable increase intheft from vehicles. We can all takean active role in reducing this crimeby taking a few minutes to check ourown vehicles before we leave themunattended. The most oblivious is to remove anytemptations from sight. These mayinclude mobile phones, GPSsystems, loose change, sunglasses,laptops and handbags. Some ofthese items are a necessity forsome people in their day to dayactivities but it only takes a momentto place these items in the boot ofyour car, out of view.
The Caroline Springs Police Stationcurrently has number of differentpamphlets discussing all of theseissues with lots of helpful hints.There is a further pamphlet onensuring that the used vehicle thatyou are purchasing is “legit”. Pleasevisit the station and collect one or allof these. They are free of charge.You can also find out moreinformation by visitingwww.carsafe.com.au.
Vehicle theft affects the entirecommunity in many ways, the mostcommon being via insurancepremiums.
In addition to this issue the MeltonHigh Patrol Unit will be running anumber of operations during themonth of September. Theseoperations will be targeting suchoffences as use of mobile phones,failure to wear a seatbelt andspeeding. A further operation willalso be run with a specific target onhoon drivers. The message is veryclear that anti social and illegalbehaviour on our roads will not betolerated and these operations willresult in fines being issued and theprospect of vehicles beingimpounded.
I would also like to encourage youto continue calling Crimestopperson 1800 333 000 if you havespecific intelligence about a crime ora concern you may have. If youhave information about a regularHoon Driver, this can now bereported to Crimestoppers. Simplycall the above number and provideas much information as possible.Such detail as make/model/colourof vehicle, times/days when activityis taking place and any otherdescriptive information that you canobserve. For all emergencies “000”should still be called.
If for any reason you may need toattend the Caroline Springs PoliceStation, please be aware that the
front counter will open for someadditional hours as staff permits.When possible the counter will beopen from 8.00am to 6.00pm. Thiswill NOT be every day but asstaffing allows. If you need to visitoutside 9.00am – 5.00pm, pleasecall first.
I would also like to advise the publicthat a Justice of the Peace will beworking in the foyer of the PoliceStation every Tuesday andThursday between the hours of10.00am and 2.00pm. The education sessionsprovide advice for those of us whotravel to rural/coastal and other fireprone areas during our summerholidays.

Recognition must go to the Staff andVolunteer trainers for their hard work inthe preparation and delivery of thetraining packages.
New Fire Truck making adifference:As mentioned in last monthʼs article,our new Fire Truck is now operationaland has already made a positiveimpact on the Caroline SpringsCommunity.
Early in August, A Platoon respondedto a Structure fire near Taylors Roadin Caroline Springs. A Platoon wasable to immediately suppress the firewith the Leading Fire Fighter beingable to put on his BreathingApparatus in the truck on route to thefire.
