SRaClC board of Directors meetingsThe public is invited to attend SRACLC Board of Directors meet-ings. Meetings are held the third Wednesday of each month, unless otherwise posted, at 9:00 a.m. at the Village of Lincolnshire, Vil-lage Hall, One Olde Half Day Rd., Lincolnshire. You may call the SRACLC Office if you would like to receive a meeting schedule.

Parent Advisory Meeting Parent Advisory Meetings are held biannually with a purpose to voice the interests and needs of those we serve. SRACLC staff will host the meetings and then report to the SRACLC Director. Please watch your emails for meeting invitations or contact Kelly Smith at [email protected] with questions.

PuRPOSEThe Special Recreation Association of Central Lake County was formed in 1976 as a cooperative effort of Member Agencies with the purpose to provide year round community based recreation services to individuals with disabilities and their families. Member Agencies provide the primary source of operational revenue through a property tax levy available to park districts and municipalities who have entered into a cooperative agreement, or through a general fund.

GENERAL INFORMATIONBehavior ExpectationsAll employees, volunteers, participants, and their guests are expected to exhibit appropriate behavior at all times while participating, spectating, or attending any program or activity sponsored by SRACLC. This includes participation in programs which may or may not require an admission fee. For the purpose of the Code of Conduct, the term “program” refers to all recreational events you may attend as a participant, spectator, or visitor that are sponsored by SRACLC.

Participants and Their Guests Shall1. Show respect to all participants and program staff and/or supervisors.2. Take direction from program staff and/or supervisors.3. Refrain from using abusive or foul language.4. Refrain from causing bodily harm to self, others or program staff and/or supervisors.5. Refrain from bullying others or program staff and/or supervisors.6. Show respect to all people, equipment, supplies, and facilities.

A caring, positive approach will be utilized, including Handle with Care techniques will be used for any disciplinary methods. Additional or individual behavior management plans may be developed on the advice of parents, guardians, SRACLC staff, or other professionals. SRACLC reserves the right to dismiss a participant if the above noted procedures are not adhered to, and/or, parent/guardian response to a problem situation is not attempted. Each situation will be evaluated individually and on its own merit.

Annual Information FormSRACLC requires all participants to complete a yearly Annual Information Form (AIF). The form provides staff with valuable information which allows SRACLC to conduct its activities in the safest possible manner and to meet the basic needs of participants. If you are new to SRACLC or if the agency receives a registration form and does not have an AIF on file, one will be sent to you to complete and return. If at any time the form needs to be updated (change in medication, behavior, etc.) please call the SRACLC office. SRACLC will require a new AIF each January to continue participation in programs. All information is kept strictly confidential and enhances successful participation. Thank you for your cooperation.

ADA ComplianceThe Special Recreation Association of Central Lake County intends to comply with the Americans with Disabilities Act (ADA) which prohibits discrimination in the provision and inclusion of programs and services to individuals with disabilities. As stated below, some programs, because of the inherent nature of the activity, are suggested for specific disability groups. If you or any person wishes to participate and is not among the suggested groups, please call SRACLC. Every reasonable effort will be made to include the individual in the program. If you have any questions regarding the ADA or if you feel you have been discriminated against in the inclusion of programs, or the provision of services, please contact John Buckner at (847) 816-4866. A procedure is available for you to register your complaint and for its prompt resolution.

Atlanto-Axial InstabilityIndividuals with Down Syndrome are at risk of having a condition known as Atlanto-Axial Instability (AAI). It is an SRACLC policy that any individual with Down Syndrome is required to have a doctor’s written note on file stating the person is free of AAI if that person wishes to participate in any program with a potential to cause undue stress upon the neck. SRACLC will also be offering other programs that are not by the inherent nature of the activity at risk for undue pressure upon the neck. However, the nature of play is active participation. Please take this into consideration when enrolling your child into a program and inform staff if the condition is present.

Dietary RestrictionsWhile SRACLC understands certain participants have food allergies and/or dietary restrictions, we cannot accommodate all needs. Please refer to the program description and make the necessary arrangements for these needs unless otherwise noted in the program write up.

For black and white, letter or legal sized copies, the first fifty pages are free and additional pages will cost $0.15 a page. For color copies or abnormal size copies, SRACLC can charge the actual cost of copying. The Association may require the requester to disclose whether the request is for a commercial purpose or to decide whether to grant a fee waiver.

medication DispensingSRACLC staff may dispense medication only if the following procedures have been completed.• PermissionforMedicationDispensingformmustbe completed for every program season and signed by parent/ guardian.• AllmedicationmustbedelivereddirectlytotheSRACLC office and packaged in individual dosage amounts labeled per dosing time and day. • Dosage,time,andpotentialsideeffectsareclearlynoted.• Alloftheaboveinformationmustbedeliveredtothe SRACLC Office at least two days prior to the onset of the program. • DONOTsendanymedicationinformationtoyourchild’s school with expectations that it be given to SRACLC.• SRACLCstaffmayundernocircumstancesperforman injection or any other medically invasive procedure.• SRACLCstaffwillnotadministermedicationsthatarenot approved through the FDA.• Pleasecalltheoffice;(847)816-4866;ifyouhaveany questions.

Early Drop Off/late Pick up Policy• One (1) no-fee written reminder, per season, will be given. Reminders will be documented through a parent or guardian’s signature on the Early Arrival/Late Pick-Up Form.• Five(5)minutesoftimewillbeallottedasa“graceperiod” prior to and following the advertised programs times. • Afterone(1)documentedreminder,a$5.00pereach cumulated five (5) minutes fee will be assessed. The violating party will be invoiced and the bill must be paid in full prior to future registrations. • Tomaintaincosteffectiveprograms,SRACLCmustenforce strict program drop-offs and pick-ups to allow our staff adequate time to adhere to pre and post program responsibilities. Additional time spent supervising participants requires additional paid staff time.

Risk ManagementSRACLC is committed to provide its recreation programs and services in the safest possible manner and to keep the safety of all individuals at the forefront. Participants and parents must realize there is some degree of risk which is inherent in all recreation activities. In an effort to minimize exposure to unsafe conditions, SRACLC conducts an ongoing risk management program and strictly enforces that safety procedures be adhered to by all participants and staff. Please be aware that SRACLC does not carry medical or accident insurance for injuries sustained during programs or services. The cost of such would make participant fees prohibitive. Each person registering himself/herself or a dependent in a SRACLC program should review and maintain their own insurance coverage. It must be noted that the absence of individual or family medical insurance coverage does not make SRACLC automatically responsible for the payment of medical expenses. The agency providing liability coverage for SRACLC requires the mandatory execution of a Waiver and Release form for all programs. Thank you for your cooperation.

Transportation PolicyThe following procedures are to be followed to maintain safe transportation of SRACLC staff and participants.• All passengers must be seated with seat belts fastened immediately upon entering the vehicle. Wheelchairs must be securely belted and fastened. The vehicle will not depart until these procedures have been followed.• SRACLC staff are responsible for determining whether or not an individual may be transported safely due to behavior or health concerns.• SRACLC staff will not leave any person unattended after any program unless written permission has been received from said individual’s parent/guardian.• All wheelchairs must be in proper working condition.• Persons riding Amigo-type wheelchairs must transfer to a bus seat.• No object (i.e. hands, head, trash) is to protrude or be thrown from the vehicle at any time. Windows will be opened upon permission from SRACLC staff.• SRACLC does not provide door-to-door transportation but will offer drop off and pick up locations for selected programs.• If three (3) or more people from one community will utilize an additional drop off and pick up location, SRACLC will try to accommodate this request.• SRACLC reserves the right to utilize safety harnesses on the vehicles, if deemed necessary by the Risk Management team. • SRACLC reserves the right to refuse or discontinue transportation services. Please realize that these procedures have been implemented to ensure the safety of all participants and staff. Thank you for your cooperation.• SRACLC vehicles will only wait five (5) minutes after the scheduled time before departing to its next location.

Non-Resident PoliciesThe Special Recreation Association of Central Lake County has approved and implemented non-resident guidelines and fees for its programs. The fees are listed for all programs in the brochure. All individuals residing outside of the legal boundaries of current SRACLC member agencies will be subject to these guidelines.1. SRACLC will no longer seek funding from townships to off-set non-resident fees for residents of unincorporated areas. Townships that have previously supported the Association have been notified.Non-Residents must:2. For all programs considered “Special Events” pay the indicated fee which has a minimum 25% add on charge to the resident fee.3. All other areas including “Adult Day”, “Day Camp”, “Special Olympics”, and “Weekly” will be subject to:a. Payment of the yearly non-resident administrative fee which will allow full resident access to all programs for one year from the date of the payment. The 2020/21 administrative fee is $2,344.00. Non-residents who started payment of the administrative fee before 2019/2020 will be grandfathered in at their current rate. OR b. Pay the indicated fee which has up to a 100% add on charge to the resident fee.4. SRACLC will continue to accept families who own property or a business that pays real estate taxes to a member agency community as residents. Proof of ownership will be required.5. Individuals who were considered as non-residents and benefited from Township funding through SRACLC before April 30, 2011 will not be subject to non-resident fees, except for the 25% charge for “Special Events”. These individuals will be “grandfathered” into programs under the same policies/procedures governing their participation during that time period.

Photography GuidelinesSRACLC occasionally takes photographs or video of participants for promoting/advertising our programs, services, events, activities, and facilities in our brochures, website, or agency social media, and other promotional avenues. By registering for, participating in, or attending SRACLC programs, events, or other activities, the participant (or parent/guardian of a minor) irrevocably agrees to the use and distribution by SRACLC of his or her image (or of his/her minor child/ward) in photographs, video and virtual recordings, and any other electronic reproductions of such programs, events, and activities for any purpose without inspection or approval and without compensation, rights to royalties or any other consideration now and in the future.

Payments made with cash or check must be paid in ful l . Anyone who wishes to set up a payment schedule must contact the SRACLC off ice and pay with debit or credit .

Financial aid FundThe commitment of SRACLC and the member agencies is to provide all individuals considered “residents” the opportunity for participation in SRACLC programs. A Financial Aid Fund has been developed to assist individuals who may be experiencing financial difficulty. All personal information required for financial aid procedures is kept strictly confidential. Per season, a maximum of five (5) programs, plus any Special Olympics training programs and Day Camp, are eligible for assistance. Financial Aid must be requested in writing each program season. Individuals seeking financial assistance/deferred payments should contact John Buckner for more information regarding the process and deferred payment options.

InclusionSRACLC understands that not every person with a special need must participate in Special Recreation. SRACLC staff can help with questions regarding any individual’s participation in member agency programs. SRACLC Member Agencies are committed to the provision of recreational services to all residents. If you are interested in participating in programs provided by your local park district or recreation department, please follow their registration procedures/timelines and contact them to state your requests. Always be thorough when completing registration materials and state any special assistance that may be needed. It is important to inform the park district or recreation department staff what your goals and expectations are for your child in the program. By informing the staff as soon as possible regarding special needs, SRACLC staff are better able to provide the necessary assistance in a timely manner. Types of assistance that SRACLC can provide are:•In-servicetrainingforstaff,includingactivityadaptations, behavior management techniques, and disability awareness.•Recruitmentofadditionalstaff,ifneeded.•Consultationsorobservationsatprograms.

Residency InformationResident: Individuals residing within the legal boundaries of a SRACLC Member Agency (Park Districts of Grayslake, Mundelein, Vernon Hills and Villages of Hawthorn Woods, Lake Zurich, Libertyville, and Lincolnshire) are considered “residents” of the Association and pay the in-district fee. Residents receive priority when registering for all programs through the registration deadline. Non-Resident: Any individual whose primary residence is outside of a Member Agency’s legal boundary is considered a non-resident.

Positive Test

All employees, volunteers, and participants will be required to report a positive COVID 19 test to the SRACLC office within 24 hours of the test results.

If an employee, volunteer, or participant does test positive for COVID 19, the program site will be suspended for a minimum of 14 days.

All employees, volunteers, and participants who have had direct COVID 19 exposure at SRACLC programs will be notified by SRACLC administration within 3 hours of SRACLC’s knowledge of exposure.

All employees, volunteers, and participants who have had in-direct COVID 19 exposure at SRACLC programs will be notified by SRACLC administration within 12 hours of SRACLC’s knowledge of exposure.

Enhanced Safety ProceduresSubject to Change as State of Illinois Guidelines evolve

One parent, guardian, or caregiver (in a mask) must be present at drop off and provide eligibility survey.

There will be a designated drop off zone with drop box for eligibility survey and one staff to escort participant into the rest of the group.

All staff and volunteers must wear a face covering for the duration of all programs, with the exception of lunch and water breaks.

All participants are required to wear a mask when not social distancing.

Outdoor activities will be a primary part of all schedules.

Signage will be placed throughout the program site to help employees, volunteers, and participants understand COVID 19 and the agency precautions.

Designated handwashing times will be every hour.

Hand sanitizer will be in every room, entrance, and in the first aid kit of every employee.

Water fountains will not be available. All participants and staff must come with at least 32 ounces of water daily.

Playgrounds will be utilized, if open.

No water play where multiple contacts on the same surface area are possible.

All food consumed must be brought from the consumer’s home. No sharing.

All brought from home lunches must be completely disposable with the exception of water bottles.

Who is Eligible?

Free from any COVID 19 symptoms, including but not limited to: fever, new or worsening cough, shortness of breath, tiredness, generally feeling unwell, sore throat, muscle aches, runny nose, headache, diarrhea, vomiting, loss of sense of smell/taste.

No known exposures within the last 30 days to a person with a positive COVID 19 diagnosis.

Has not been in areas with a high incidence of positive COVID 19 cases.

Ability to contain all bodily fluids including saliva and mucus with appropriate personal protective equipment.

SRACLC will maintain “zero tolerance” regarding spitting, biting, licking, and signs of illness. Negative behaviors that involve saliva and/or mucus will result in a week long suspension from SRACLC programs.

All people deemed not appropriate due to the rules of the current phase can be reassessed for eligibility when Illinois reaches a new phase.

All participants deemed appropriate for in person programs will be reassessed for behavioral related eligibility on the first day of programming.

Health monitoring

Mandatory In Person Program Eligibility Survey completed daily.

Have a thermometer on hand if anyone feels they may need it.

If anyone shows signs or symptoms of COVID 19, they will need to remain home for a minimum of 14 days. They may return under written consent from a doctor.

If a person shows first signs or symptoms of COVID 19 illness while at a SRACLC program, they will immediately be sent home. Parents/emergency contacts must be available for pick up.

In the event a participant becomes ill, they will immediately be isolated away from other participants and staff, if the disability/behavior allows. Parents and/or emergency contacts will be notified. Pick up must be completed within 1 hour.

The staff will sanitize the program area immediately after the ill participant becomes isolated. After sick individual leaves facility, sanitation will begin.

Options for isolation:

• Space outside, 30 feet away from others.

• Taking others in the group outside, while sick individual remains inside.

• Small room, such as an office, restroom, or supply area.

REGISTRATION INFORMATIONDates to RememberResident Registration - Monday, August 17, 2020 at 9:00 a.m. Non-Resident Registration - Thursday, August 20, 2020 at 1:00 p.m. Registrations for programs will not be processed until this date. Random selection will be conducted to determine the order of all registrations received at the SRACLC office through 1:00 p.m., Monday, August 24, 2020. Registration after this date and time will be accepted on a first come, first served basis. If a program exceeds its maximum, a lottery will be done according to registration date. “Residents” receive priority placement for ALL PROGRAMS. “Non-Residents” are placed on a waiting list unless specifically stated in the program write-up.

REGISTRATION DEADLINE - MONDAY, AUGUST 24, 2020 AT 1:00 P.M.Tuesday, August 25, 2020 program cancelation or expansion is considered.

Refund Policies and Procedures• Unless requested or confirmed by the SRACLC office, refunds

will be held as a credit. All credits not requested for immediate reimbursement will be paid out by April 30 of each year. Requested refunds will be processed on the third Wednesday of each month.

• SRACLC reserves the right to cancel a program due to insufficient enrollment. (See minimum and maximum enrollment for each program.)A) If the Association finds it necessary to cancel a program

before the second meeting, a full refund will be given.B) If a program is cancelled by the Association after the second

meeting, a prorated refund will be given on the basis of meetings not held.

• Allrequestsforrefundsmustbesubmittedinwriting.• Medical Reasons: A full or prorated refund will be granted if a

medical condition prohibits participation. • All program refund requests are subject to a minimum $5.00

per program. Day Camp and Active Adult are subject to a $50.00 service charge. The service charge is waived if the refund request is made prior to a given program registration deadline. Any service charge will be applied to an unpaid balance.

• No refund will be given for any special event or program activity that requires a pre-paid purchase by SRACLC unless an alternate can be placed. There can be no exceptions.

• No refund will be given after the registration deadline unless the program is deemed inappropriate for the participant. Please see above for exceptions.

• SRACLC realizes that inappropriate behavior or conduct may occur. However, if the behavior persists and is deemed hazardous to any individual, the SRACLC Director reserves the right to suspend participants with a prorated refund given.

• Refunds will be made available upon request, if you are not able to attend a program due to the observation of a religious holiday.
