All forms of sexual harassment are unacceptable.

To this end, the University shall maintain an enabling, gender-fair, safe and healthy learning and working environment for the members of the UP community.”

UP Anti-Sexual Harassment CodeSexual harassment may be committed inside UP premises; or outside UP premises in

a work, education, research, extension, or related activity.

Sexual harassment under this Code may include, but is not limited to, cases involving abuse of authority or power, ascendancy, influence such as in a teacher-student, senior faculty-junior faculty, health worker-patient or healthcare provider-client relationship; cases involving peer relationships such as faculty-faculty, employee-employee, or non-teaching personnel by students, or cases involving harassment of supervisors by subordinates.

UP Anti-Sexual Harassment CodeThis Code contemplates cases of harassment involving persons of the same or

opposite sex, regardless of sexual orientation, gender identity and expression.

Where the act/s of sexual harassment are shown to be organization-related or organization-based, the liability for sexual harassment shall extend to the officers of the organization, who are registered students during the commission of the offense, and the organization itself.

Office of Anti-Sexual Harassment (OASH)Each constituent university shall have an Office of Anti-Sexual Harassment (OASH).

The OASH shall be directly under the Office of the Chancellor. It shall be headed by a Coordinator. The OASH shall:

1.) design and implement a continuing program of activities and initiatives for the prevention of sexual harassment;

2.) undertake information and educational activities to ensure that the University policy, rules, regulations, and procedures on anti-sexual harassment are disseminated and become part of academic culture;

3.) formulate procedures of such nature as to elicit trust and confidence on the part of interested parties in resolving problems arising from cases or incidents of sexual harassment, including counseling and grievance management;

Office of Anti-Sexual Harassment (OASH)4.) coordinate security and support measures to aggrieved parties or victims in sexual harassment cases;

5.) serve as the secretariat of the ASH Council and Hearing Committees and act as custodian of records;

6.) prepare and submit an annual report to the Chancellor of the University;

7.) monitor the implementation of decisions/orders of the appropriate disciplining authority; and,

8.) perform such other functions which this Code and the Chancellor may delegate.

Center for Women’s and Gender Studies (CWGS)Gender-Sensitive Psychosocial Assistance and Peer Counseling

This frontline service exists to fulfill the need for a gender-sensitive and feminist approach to addressing some of the psychosocial needs of members of the UP community – students, employees, campus residents, and alumni – as well as those who are referred from outside the University.

In particular, the service is aimed at meeting the needs of women and LGBT persons who require psychological first aid and peer counseling for difficulties arising from gender-based violence and other gender-related issues.

Center for Women’s and Gender Studies (CWGS)Continued peer counseling sessions to be scheduled as needed with the peer counselor

Referral to the UP Diliman Gender Office (UP DGO) or the Office of Anti-Sexual Harassment (OASH) for students who may need to avail of necessary services from these offices

Referral to other offices within the University as needed such as the Office for Student Housing or the Office of Counseling and Guidance or the student’s own college/unit for specific assistance

Referral to the UP Infirmary for health concerns especially if consultations with a psychiatrist may be recommended. Individuals may also be referred to UP Manila for gender- sensitive psychiatric care

Center for Women’s and Gender Studies (CWGS)Referral to feminist/gender-sensitive psychologists when necessary (e.g., Dr. Sylvia Estrada-Claudio, the UP Psychology Department, the Psychology Association of the Philippines)

Referral to non-government organizations and institutions (e.g., ACHIEVE, PAP LGBT SIG, ACHIEVE) for relevant concerns such as on reproductive health, LGBT support, HIV-AIDS issues

Referral to the women’s desk in the client’s own barangay for cases where the client needs to request a Barangay Protection Order or needs to coordinate with the barangay authorities on specific issues

Referral to a health clinic or hospital (e.g., The Philippine General Hospital) in cases where medico-legal assistance is needed such as for rape or domestic violence victims

Referral to a gender-sensitive lawyer (e.g., The Office of Legal Aid at the UP College of Law) or a feminist non-government organization providing legal assistance (e.g. Women’s Legal Bureau) for cases where legal information or intervention may be necessary

College of Social Work and Community Development (CSWCD) Psychosocial Committee

a) to ensure the safety of students from VAW and other forms of psychological abuse during Field Instruction;

b) to handle cases of VAW and abuse between and among students, students and Field Instruction supervisors, students and agency personnel, students and host families and the community at large;

c) to suggest guidelines to address handling students who exhibit psychological stresses and problems before, during and after Field Instruction placement.

CSWCD Psychosocial ServicesWe add gender-sensitive to the principles enumerated as HEIGHTS (Humane, Evidence Based, Inclusive, Grounded, Holisitic, Transformative and Synergistic) by the Office of Counseling and Guidance.

Psychosocial support encompasses a range of policies, programmes, services and resources that creates an environment that is nurturing, non-judgmental, inclusive, enabling, and empowering for individuals in the CSWCD community.

CSWCD Psychosocial ServicesIt is a pro-active stance that places emphasis on promotion of positive mental health outcomes and prevention and management of disease. It is holistic in that it does not separate physical from emotional and mental health, social and economic well being.

Thus, while the Committee is tasked with looking at psychosocial support mechanisms for mental health challenges, we note that mechanisms of inclusivity and empowerment can be synergized with other advocacies for marginalized groups- such as the LGBT community, the deaf community and so on.

CSWCD Psychosocial ServicesMechanisms:

· On the responsive side: the Coordinator of the Committee for Psychosocial Support will ensure the recruitment and orientation of volunteer counsellors

· The role of Committee is to formulate guidelines re violence.

· The Committee will oversee the implementation of the promotion, prevention, and responsive approaches. The Coordinator will focus on response. Her/his task includes recruitment and orientation of competent volunteers, maintain a referral network, and will do actual counselling.

Dr. Sylvia Estrada-Claudio, M.D., Ph.D.- Dean of the UP CSWCD

- after the fall of the Marcos dictatorship, worked with a crisis center for raped and battered women

- has been doing counseling for three decades

- sets aside a day a week for counseling, has extension load credit for this
