FORMER LONGTIME QUEENSASSEMBLYMAN DENIS J. BUTLER DIES

Received Papal Knighthoodin 2009; Served in NY StateAssembly for Quarter Century

Denis J. Butler a lifelongresident of Astoria, New Yorkand a retired member of theNew York State Legislaturepassed away on October 14,2010. He is survived by hisbeloved wife of 49 years, Mary,three children Kathleen, Denisand Thomas, daughter-in-lawLisa and four loving grand-children. Denis was born onJuly 26, 1927 the fourth son ofDenis and Annie Butler and ispredeceased by his parents andbrothers Brian, John, Thomasand Matthew.

In 2009, Assemblyman But-ler was knighted into the PapalOrder of Saint Gregory theGreat in Brooklyn’s St. JamesCathedral Basilica by BishopNicholas DiMarzo.

Butler was an advocate for theelderly, disabled, unborn andmilitary veterans. For nearly25 years in the legislature hewas an advocate for and pro-ponent of funding for the Ma-ternity and Early ChildhoodFoundation, to promote alter-natives to abortion.

In 1988, Assemblyman But-ler was recipient of the Brook-lyn Diocese’s Pro Vita Award,presented by Bishop Francis J.Mugavero in recognition of hisefforts on behalf of the unbornand in support of life. Two yearslater, the late Blessed MotherTeresa of Calcutta traveledfrom Calcutta to Brooklyn’s St.James Cathedral Basilica toaccept the same award.

In 1992, AssemblymanButler received the New YorkState Catholic ConferencePublic Policy Award, pre-sented by John CardinalO’Connor and the Bishops ofNew York State for his workin support of the Maternity andEarly Childhood Foundation.

A graduate of LaSalle Acad-emy and Cathedral College, As-semblyman Denis Butler alsoattended St. Joseph’s Seminary,the State University of NewYork at Albany and ColumbiaUniversity. Mr. Butler was alifelong resident of St. Joseph’sParish in Long Island Citywhere he and his four brothersattended school.

From an early age his com-mitment to serving the com-munity was evident, as a 20-year volunteer with the Light-house for the Blind and serv-ing as president of the St.Joseph’s Home School Asso-ciation, a member of the HolyName Society, Parish Counciland from 1970-2000 as Demo-cratic District Leader.

In April 1976 Denis J. But-ler was first elected to the NewYork State Assembly, wherehe served the 36th AssemblyDistrict including Astoria andLong Island City for 24 yearsand 8 months, with victories inevery Assembly election.Denis rose to the position ofAssistant Speaker Pro Tem-pore in 1993 and as a full-timelegislator, served on the Rules,Aging, Economic Develop-ment, Labor and Oversight,Analysis and InvestigationsCommittees and on the JointBudget ConferenceCommittee’s Subcommitteeon Higher Education, whichhelped to maintain and increasefunding for higher education.Assemblyman Butler served asChairman of the AssemblySubcommittee on the SpecialProblems of the Aging. As-semblyman Butler retired froma distinguished career in pub-lic service in December 2000.

REP. MALONEY SLAMS PROPOSEDFEDERAL RULE THAT WOULD

DECIMATE MORTGAGE LENDING IN NYCU.S. Rep. Carolyn Maloney

(D-Manhattan, Queens) wrote tothe Federal Housing FinanceAgency (FHFA) expressing herstrong opposition to a proposedguidance issued by FHFA thatwould have an enormously de-structive impact on mortgagelending in New York City.FHFA’s proposed guidancewould prohibit federal agenciessuch as Freddie Mac and FannieMae, among others, from invest-ing in or guaranteeing mortgageson real property, including co-operatives and condominiums,

that requires a transfer fee, or“flip tax,” when the property isbought or sold. A copy ofMaloney’s letter follows.

“As many as 65-75% of allcooperatives and condominiumsin New York City have someversion of a transfer fee. Forc-ing these buildings to eliminatetheir transfer fees will take aterrible toll on the housing mar-ket in New York City and else-where in the country,” Maloneysaid. “It will cause steep in-creases in monthly costs for resi-dents, increase the need for bor-

rowing, reduce the number ofbuildings that are well-main-tained and, at least during theperiod before the transfer taxesare eliminated, render tens ofthousands of apartment unitsvirtually unsalable.

“However well-inten-tioned, this guidance would bea nightmare for our housingmarket, which is only now re-bounding from the recession.I strongly urge the FHFA toreject this misguided proposalas it applies to cooperativesand condominiums.”

Community thanks 108th Precinct,NYPD, and celebrates victory when alocal bar with history of violations getsshut down.

On Friday, October 15th Council Mem-ber Jimmy Van Bramer, AssemblywomanCathy Nolan, Community Board 2 Chair-man Joseph Conley, community leaders,and neighbors joined forces to celebratethe official shut down of Casa RomanaBar in Sunnyside, Queens.

The bar was the site of a bloody brawllast month, when a “Teen Night” hostedby the establishment went awry resultingin the stabbings of two minors and a totalof 14 arrests, including the owners. Thelocation has had a history of violations,including disorderly premise and has beencited for serving alcohol to minors in thepast. Less than a month ago, these electedofficials and residents gathered togetherin a rally to demand that the bar be shutdown and today they celebrated CasaRomana’s official closure.

According to the NYPD, they wereable to close the establishment for nui-sance abatement based on previous arrestsfor disorderly premise and serving alco-hol to minors. Currently, the doors of CasaRomana have signs posted which statethat they have been closed by Court Orderfor Alcoholic Beverage Control Viola-tions. The Queens County Supreme Courtwill decide the future for Casa Romana inan upcoming hearing, but for now localelected officials and residents are cel-ebrating a major community victory.

“The closure of Casa Romana sends apowerful message to those establishmentsthat are reckless and threaten the public’ssafety,” said Council Member Jimmy VanBramer. “Less than a month a go we stoodhere as a community united to protect ourneighborhood against a rogue business andtoday we celebrate its closure. Thank you to

the 108th Precinct and to the NYPD for theirdue diligence to protect our community.”

“Our wonderful community has no tol-erance for an unscrupulous profiteer whowants to exploit underage teens,” said As-semblywoman Cathy Nolan. “I am gratefulto the 108th Precinct for their outstandingprofessionalism in closing this racket down.”

“Shutting this business down is a mes-sage to unscrupulous businesses who nega-tively affect the quality of life in ourcommunity,” said Community Board 2Chairman, Joseph Conley. “We will bevigilant and we will not rest if you thinkyou are above the law and you negativelyimpact our community.”

SUPPORT GROWS FORHISTORIC CELTIC PARK PLAQUE

Last week Councilman Jimmy Van Bramer and Assemblywoman Cathy Nolan joinedCongressman Joe Crowley in calling on the Celtic Park Co-op Board of Directors to mounta plaque at Celtic Park in Sunnyside/Woodside, Queens, to honor the Olympic championathletes of the Irish-American Athletic Club who made the site world famous a century ago.

In addition to the support of the majority of the elected officials for the neighborhood,the proposal to mount a plaque at Celtic Park has received the unanimous support of theUnited Forties Civic Association, the United Irish Counties Association of New York, andthe NYPD Emerald Society. Many of the descendants of the athletes of the Irish-AmericanAthletic Club, (which built the Celtic Park stadium in 1898), have also appealed to the co-op board to mount a plaque in honor of their ancestors’ Olympic achievements.

In a strongly worded letter delivered to the co-op board’s meeting on October 13th, DonMcCallian, president of the United 40’s Civic Association stated that, “the United Fortiesvoted unanimously to support the Winged Fist Organization’s request for placement of aplaque at Celtic Park, to honor the Olympic champions of this neighborhood.” Council-man Van Bramer said in a letter to the co-op board that the Irish-American Athletic Club“should be recognized with a plaque for the important contribution it made to the UntiedStates of America and New York City.”

The members of the Celtic Park Co-op Board of Directors have repeatedly declined todiscuss this matter, choosing to comment only through their lawyer and their in-housenewsletter. In a letter to Congressmen Crowley last year, the board’s lawyer Mark Hankinexpressed concern that the plaque could potentially “damage…the façade” of the building,and disturb the “symmetry of the exterior,” and that it might violate the “privacy” of theresidents of Celtic Park. In their newsletter, the co-op board expressed concern that“allowing this plaque, however well-intentioned, would make it more difficult to deny anysimilar requests in the years to come,” and might lead to a flood of requests for otherplaques at the location.

A motion in support of the plaque was brought to the last annual shareholders meetingof Celtic Park co-op by Ian McGowan, a Celtic Park shareholder. Mr. McGowan is thefounder of the Winged Fist Organization, which is dedicated to preserving the legacy ofthe Irish-American Athletic Club. This proposal was not voted on by the shareholders, asthe meeting failed, for the third year in a row, to reach quorum. This was in large part dueto the absence at this meeting of the majority shareholder of the co-op, Daniel Benedict,who holds almost one-third of the shares of the Celtic Park co-operative.
